2013 MILO LITTLE OLYMPICS REGIONAL COMPETITION GENERAL RULES The MILO LITTLE OLYMPICS is the DEVELOPMENTAL version of the Summer Olympic Games and is open to all students, male or female, in the elementary and high school levels of public and private schools in the Philippines.

1. The MILO LITTLE OLYMPICS will feature the following 13 sporting events in the

2. 2.1. Registration for schools will start on the following dates: 45 days before the opening date of the regional competition 2.2. Deadline of submission of entries will be: 7 days before the opening date of the regional competition

3. Sporting events in Badminton, Basketball, Football, Tennis, Sepak Takraw, Table Tennis, Taekwondo, and Volleyball shall implement the single knock-out format; while the Athletics and Swimming events shall be based on Best Time. The Gymnastics event shall implement its standard scoring system, Chess shall use the Swiss system and Scrabble shall use the King of the Hill system. 4. Competitions are divided into two (2) levels: 4.1. 12 and Under division for Elementary Students Aged 7-12 (Grade School Grades 16) 4.2. and the 17 and under division for High School for boys and girls (Junior HS Grades 7-10, Ages 13-17 AND Senior HS Grades 11-12, Ages 13-17).

5. A SCHOOL MUST ENTER IN A MINIMUM OF THREE (3) SPORTING EVENTS PER


LEVEL IN ORDER TO BE ACCEPTED IN THE MILO LITTLE OLYMPICS. 6. All schools are required to submit a Gallery--- a folder containing the following items: 6.1. Three (3) pieces of a recent I.D. size (2 x 2) photo of all participants with the corresponding names and team captain/s indicated below each. 6.2. The registration form properly filled-up and duly certified by the particular team coach and the school registrar or principal. 6.3. NSO copy of the birth certificate or passport for each of the student athletes. 6.4. Photocopy of Form 137 or Form 138. 6.5. Certification from the school Principal/Registrar that THE COACH is a bona fide employee and an officially designated coach. Please refer to attached documents in Annex D. 7. An empty MILO 22g pack along with a corresponding registration fee will be required upon registration: 7.1. The amount of Php 500.00 per team entry per division for Athletics, Badminton, Chess, Gymnastics, Scrabble, Sipa/Sepak Takraw, Swimming, Table Tennis, Taekwondo, Tennis 7.2. The amount of Php 1,000.00 per team entry per division for Basketball, Football and Volleyball. 8. Individuals/teams who fail to complete the required documents on the set deadline shall automatically be disqualified by the Event Organizer. 9. Competitions will be held at the City/Provincial Sports Complex as venue. Other venues outside the sports complex may be utilized if necessary. 10. All competing student athletes must take part in the Opening Ceremonies. As an added incentive during the Opening Ceremonies, Plaques of Recognition shall be awarded impromptu to the top three (3) schools for both elementary and high school under the following categories: 10.1. 10.2. 10.3. 10.4. 10.5. Biggest Delegation of athletes and supporters who are physically present The School with the Loudest Cheer Best in MARCHING Parade and Saludo Most Disciplined Delegation Miss MILO Little Olympics

11. It is encouraged that athletes and coaches must wear a uniform color of the upper
jersey. Athletes and coaches who may not wear their school/athletic uniforms during competitions must have the proper identfication credentials (official MILO Little Olympics I.D.), otherwise, they will not be allowed into the competition area.

12. The participants in their particular sport events must strictly follow the specific rules and
regulations of the sport as provided by the Event Organizer. Any athlete and/or coach guilty of cheating, misrepresentation, or conduct unbecoming of a sportsman shall be disqualified and will be banned from participating in all future MILO sports events --- as per recommendation of the Tournament Managers to the Event Organizer. 13. A secretariat office will be organized by the Event Organizer to provide assistance regarding inquiries such as general information, official results and medal tally but shall not entertain any protests on technical matters.

14. All inquiries and protests regarding technicality of each sporting event must be directed
to the Tournament Managers. All inquiries/protests on eligibility should be directed to the secretariat during the MILO Little Olympics solidarity meeting. Coaches or school representatives who fail to attend the solidarity meeting forfeits his/her right to question rules and regulations approved during the said meeting. The secretariat will not entertain any inquiries/protests on eligibilty thereafter. 15. Any protests by the schools involving age, filed during the competitions, will not be entertained. However, the Event Organizer and Tournament Managers reserve the right to disqualify any athlete found over age with or without the proper counter-documents during the competitions. 16. Any formal, written protests regarding technicalities during the competitions may only be filed by the heads of schools or authorized coaches. 17. A non-refundable protest fee of Php 5,000.00 shall be posted upon filing of a formal protest together with the written protest duly signed by the school head or the duly authorized coach, with the evidence attached, within 30 minutes after the game in question before any action from the Tournament Manager or his duly authorized assistant (as approved by the Event Organizer) can be taken. It shall be noted that the burden of proof lies upon the protestee. 18. Any protest must be noted in the score sheet duly signed by the officiating officials and the written protest must be filed within 30 minutes after the game including the payment of the non-refundable protest fee of Php 5,000.00. Supporting documents needed must be submitted within 12 hours from the time the protest was noted. Failure to do so will deem the protest null and void. Schedule of games must proceed accordingly and must not be interrupted by protests. Only the concerned Tournament Manager can decide if a protest is worth the postponement of certain scheduled games. 19. A particular sport should have a minimum of four (4) participants/teams for a competition to proceed. The Event Organizer may exercise its right to cancel the said sport with proper notice to the Tournament Manager and the participants if the minimum requirement is not achieved. 20. A modified points system patterned after the Palarong Pambansa of the Department of Education shall apply. Please refer to attached table indicated in Annex B.

21. The Sponsor and Event Organizer will not be held responsible for any or all injuries an athlete may sustain before, during and after competition. However, in case of injuries, first-aid will be provided for the participants during competition. 22. There will be two (2) sets of overall winners --- THE 12 AND UNDER and 17 AND UNDER. As a courtesy to the Sponsor and Event Organizer, and to give honor to the winning schools, an awardee must attend the Awarding Ceremonies. Awards shall be forfeited should the awardee fail to attend. 23. In case of typhoon or other natural calamities, the Event Organizer shall have the right to determine whether all games will be cancelled or moved to a later date with due notice to the heads of schools or authorized coaches.

24. The MILO Little Olympics is privately organized. It does not necessarily need to seek
sanction from any of the National Sports Associations (NSAs). The Event Organizer shall operate on its own merits and appoint its own technical staff.

25. The Event Organizer reserves the right to accept or deny participants, modify any of the
above rules and regulations as it deems necessary to ensure the success of the MILO Little Olympics. 2013 MILO LITTLE OLYMPICS REGIONAL ELIGIBILITY RULES

26. The MILO Little Olympics competition is open to all bona fide students in GRADE
SCHOOL and High School levels of the official list of participating schools. Individuals or sports clubs/groups are not qualified. Only authorized representatives (school principal/ registrar) may register their respective schools into the MILO Little Olympics. 27. Age qualification for the elementary level is 12 years old and should not be below 7 years old. The cut off year of which is the year 2001. For the high school level, the cut off year is 1996. 28. Competitions shall be for Elementary and High School levels, with the observance of the following restrictions: 28.1. Elementary students must compete in the Elementary Division only. The age limit for elementary athletes is from 7 to 12 years old. The cut-off year of which is the year 2001. 28.2. High school students must compete in the High School level only. The age limit for high school athletes is 17 years old. The cut-off year is 1996.

29. Student-athletes found to have violated the Eligibility Rules shall be prohibited in
participating in all future MILO events. The player forfeits his standing in the individual events, or in case of team events his/her team forfeits all games he/she had played on.

30. Event Organizer reserves the right to modify any of the above rules and regulations as it
deems necessary to ensure the success of the MILO Little Olympics.

31. The Event Organizer also reserves the right to disqualify any school which commits any

act detrimental to the MILO Little Olympics.

1. Contest is open to all participating schools in the MILO Little Olympics.


2. The school must have registered teams in a minimum of three (3) sports events as required in the General Rules. 3. The school must participate in the Opening Ceremonies and show up with the most number of registered athletes together with their school officials and supporters. 4. Students must wear their school uniforms. 5. The counting is done in the Opening Ceremonies by a group of coordinators led by the secretariat head. 6. The top three (3) schools in elementary and high school with the biggest delegation will receive a plaque of recognition during the Opening Ceremonies. 7. Awards are given separately for the Elementary and the High School level. 8. The decision of the coordinators as confirmed by the Organizer will be final. 9. Prizes to the top three (3) schools are as follows: 1st Place Php 5,000.00 + Plaque of Recognition 2nd Place Php 3,000.00 + Plaque of Recognition rd 3 Place Php 2,000.00 + Plaque of Recognition

B. LOUDEST CHEER MECHANICS

1. The contest is open to all schools participating in the Parade of Athletes during the
Opening Ceremonies of the MILO Little Olympics. 2. The school that will deliver the loudest cheer and get the biggest impact from the crowd during the parade of their athletes in front of the main stage will win the following prizes: 1st Place Php 5,000.00 + Plaque of Recognition 2nd Place Php 3,000.00 + Plaque of Recognition 3rd Place Php 2,000.00 + Plaque of Recognition 3. There will be separate prizes for the Elementary and the High School level. 4. The decision of the judges will be final and non-appealable. C. MOST DISCIPLINED DELEGATION MECHANICS

1. The contest is open to all participating teams with a minimum of 50 athletes joining
the opening parade of the MILO Little Olympics.

2. The top three (3) teams in the Elementary and the High School level with the
most order of column formation, most behaved from the parade assembly area to the designated ground venue assembly during the opening of the MILO Little Olympics will win the following prizes: 1st Place Php 5,000.00 + Plaque of Recognition 2nd Place Php 3,000.00 + Plaque of Recognition 3rd Place Php 2,000.00 + Plaque of Recognition 3. A group of judges from the secretariat selected by the Regional Organizer will determine the winners based on the following: Criteria for Judging Behavior 50% Order 50% -------------TOTAL 100% 4. The decision of the judges will be final and non-appealable.

D. BEST IN PARADE AND MARCHING SALUDO MECHANICS

1. The contest is open to all the schools participating in the parade during the Opening
Ceremonies of the MILO Little Olympics. 2. Each team should render a progressive salute in marching cadence at the designated starting point and should not stop as they pass the VIP area of the main grandstand. Violation of this rule shall merit disqualification from the contest. The top three (3) teams in the elementary and high school levels who will have the best execution will receive the following:

MISS MILO LITTLE OLYMPICS MECHANICS (only for Regional Competition)

1. The contest is open to all female student-athletes of the participating schools of the
MILO Little Olympics. She must be a registered member of any team of the participating school. 2. For the elementary division, she must be 12 years old and below. The cut off year is the year 2001. For the high school division, she must be 17 years old and below. The cut off year is 1996. 3. The contestant must attend the rehearsals on ______________ and _____________ from ________________ at the ___________________________. 4. An endorsement from the heads of schools must be submitted to the Secretariat Office. 5. Candidates resum must be submitted to the Secretariat Office not later than _______________________. 6. The use of false eye lashes, wigs (hair extensions), jewelries, and heavy make up during the finals is strictly prohibited. 7. Wearing of sandals and high heeled shoes during the competition is strictly prohibited. Candidates must wear rubber shoes. 8. A five (5) point deduction will be imposed to those who will violate the guidelines nos. 6 & 7. 9. Presentation or arrangement of candidates will be determined by the Organizer through drawing of lots. 10. Candidates in the elementary division must wear a dominant white tennis sports attire and candidates in the secondary division must wear a dominant green tennis sports attire. Exposure of the belly button is not allowed. 11. Candidates must report at the Opening Ceremonies Venue before ______________ for pre-judging on ____(Opening Day)___. 12. Decision of judges is final and non-appealable. Absolutely, no contestants or their representative shall be allowed to contact, in any manner whatsoever, any judge with the intention of questioning the Board of Judges announced decision.

F. MEDIA PHOTO CONTEST MECHANICS 1. Contest is open to all sports media/press photographers and their editors. 2. Photos of winning moment, human interest, side lights, or action shots must be featured in any publication in order to qualify.

3. A copy of the photo (5R), published featured article together with the soft copy or
negative and the details on when it was featured must be submitted to the Local Organizer of the MILO Little Olympics. 4. All entries must be submitted in an envelope with name and contact address. Markings at the back of the photo entries is not allowed. 5. Deadline for submission of all entries is on _________________________. 6. 10. Photographers may enter as many entries as possible. All entries will automatically become the property of Nestle. Nestle shall have the right to use the entries in any way without any responsibility/liability to all participants. G. CHEERDANCE MECHANICS

1. This contest is open to all participating schools in the MILO Little Olympics.
2. The competition is divided into two (2) divisions: a. Elementary Division b. High School Division. 3. Each division will have a separate set of winners who will receive cash prizes and a plaque as follows: a. Elementary Division 1st Place Php 15,000.00 cash + Plaque 2nd Place Php 10,000.00 cash + Plaque 3rd Place Php 5,000.00 cash + Plaque b. High School Division 1st Place Php 15,000.00 cash + Plaque 2nd Place Php 10,000.00 cash + Plaque 3rd Place Php 5,000.00 cash + Plaque

4. All participants must submit a duly filled-up entry form of MILO Little Olympics.
5. Each team must have at least a minimum of 25 cheerdancers and a maximum of 50 including propsmen. 6. Cheerdancers must show coordination, spirit, gracefulness, flexibility, and energy while doing their stunts, gymnastics and dance routine. 7. The cheer should: a. Boost the pride of the schools students delegation b. Communicate the importance of getting into sports c. Show how MILO gives the energy athletes need for sports 8. Performance: Time limit will be a minimum of three (3) minutes and a maximum of five (5) minutes including entrance and exit. Time will start on the first move made by the team or from any participant. Every excess second will merit a one (1) point deduction from the total score. 9. Pyramid-building and stunts will be allowed up to two levels only for safety reasons. Violation will merit a five (5) point deduction from the total score. 10. Use of pyrotechnics/fire are strictly prohibited. Violation will automatically disqualify the team. CHEERDANCE MECHANICS 11. Drawing of lots will be done a day before the event at ______________ on ________________________. Participants will be informed accordingly. Late

comers will automatically be disqualified from the competition. Call time for performers and cheerdancers is at ___________ am/pm on ______________. 12. Participants must be at the venue one (1) hour before the start of the opening program. Cued music tapes/cds must be submitted to the musical director. 13. I am fully aware that the 2013 National Finals of the 2013 MILO Little Olympics will be held in Marikina City, NCR, and in case I will qualify I am willing to travel to the venue of the said event on my own free will, desire, and volition. 3. I hereby represent and warrant that I am physically fit to participate and take part in the 2013 MILO Little Olympics and have no known illness, physical defect, or adverse medical condition that would render me unfit to participate in the 2013 MILO Little Olympics. Should I subsequently discover any illness, physical defect, or adverse medical condition that would render me unfit to participate in the 2013 MILO Little Olympics, I shall advise the organizer in writing and I shall accordingly refrain from participating in any event of the 2013 MILO Little Olympics.

4. I hereby authorize the organizer and/ or event sponsor to use my name, photographs, and interviews in connection with the 2013 MILO Little Olympics in broadcast and print media, videotapes, etc. without any monetary consideration. 5. I understand that if and when my identity is challenged by the organizer, it is my responsibility to prove my identity. 6. I agree to abide by the decision of the organizer on any issue relative to my participation in the 2013 MILO Little Olympics, including but not limited to falls, contact with other participants, declaration of winner, effects of weather, event conditions, and other factors that are related to the 2013 MILO Little Olympics. 7. I declare that I understand the conditions of the event I have entered, will abide by its rules and regulations and that all the above details are true and correct. I am fully aware and I accept that all participants enter at their own risk. Accordingly, on behalf of myself, my heirs, and executors, I hereby waive and release all rights or claims for damages I may have against the Organizer, Publicis-Manila, their PR agency, manpower agencies and Nestle Philippines, Inc. , for any illness, injury, death, damage or loss I may sustain during or as a consequence of the event. I hereby certify that I am physically fit to participate in the event and that my fitness has been certified by a licensed physician. I hereby declare that I have read and understood this Declaration of Fitness and Waiver and that I have executed this document willingly and voluntarily.
