Good afternoon jury and fellow debaters. I am the first speaker for the affirmative, Joe.

I will be addressing the definition, harms, needs and significance. My partner Wen Chou will talk about the plan. Definition Taiwan- the republic of china Should-must Substantially- 5 percent as defined by Stephen M. There are only 25,404 white collar foreign residents, which would make them 1 percent of Taiwans 23,188,087people population. This is from July 2011 Harm 2 Under the status quote, the amount of foreign white collars in Taiwan is decreasing, harming the economy as well as the quality of work in Taiwanese companies. 28,378 in 2007 -27,353 in 2008-25,404 in 2009 Facing the economic downturn, Taiwan-based companies may have also tightened their belts by freezing the hiring of expensive foreign executives. The job category of white collar foreigners that showed the greatest decline last year was the professional skilled workers, which dropped from 17,254 in 2007 to 14,428 in 2009 -Lorna Kung, Scalabrini International Migration Network-Taiwan Harm 3 Under the status quote, there is a lack of foreign athletes in Taiwan, affects the Taiwanese view towards sports. Harm 4 Under ther status quote, the Council of Labor Affairs only streamlines the application process for workers from Indonesia, Malaysia, the Philippines and Thailand, thus affecting the races of white collar workers, affecting the Taiwanese view towards foreigners and the economy. The Council of Labor Affairs has streamlined procedures for the introduction of alien workers, who are drawn only from countries that are friendly towards Taipei and appropriately regulate outbound employment seekers. Currently, workers from Indonesia, Malaysia, the Philippines and Thailand are permitted to enter Taiwan. -Virtual Asia, a business research company Harm 5 4. Under the status quo, restrictions set on white collars will limit the expansion of economy. Evidence: The China Post reported that a meeting was held by the Council of Labor Affairs (CLA) to discuss the possibility of relaxing some of the current restrictions on hiring foreigners as white-collar employees. But having more foreign white-collar employees might well be a boon to Taiwan's economy. Instead of taking away local jobs, these workers could actually assist in enlarging the economic pie, Needs Need 1 We need a system that ensures more white collar resident aliens. Need 2 We need more professionals in the sports field. Need 3 We need a system that is non-racist. Significance Taiwanese economy is suffering from the lack of white-collar resident alien workers because it shows a foreign and native uninterest between each other. The lack of foreign workers in fields Taiwan isnt as advanced in would harm the professions. The lack of cultural diversity causes cultural unacceptance and racism. All this affects outsiders view towards Taiwan and thus affects the communications between the countries.
