By Kate Taylor This weeks Daffodil Day Morning Tea is an ideal way to combine having a cuppa and a bite to eat while raising funds for the Cancer Council of Victoria. The event will be held on Friday 23 August at St Andrews Uniting Church in Bacchus Marsh, from 10am until about 11.45am. Bookings are not required, with people encouraged to turn up on the day, and entry is $10 with items for sale on the day to also raise funds. We have stalls that sell some produce, apart from the Daffodil Day products, and a book stall, weve got daffodils and the local Bacchus Marsh Nursery and Florist is giving us yellow helium balloons for the tables, and the guest speaker is Barry Wilkins - he has an Order of Australia medal, and he and two other gentlemen are going to be doing some songs as a trio for entertainment, said event organiser Liz Davie. She explained that this is the Churchs fifth annual Daffodil Day Morning Tea and the event usually has between 80 and 90 people attend. Well have all the usual - tea, coffee, sandwiches, slices, and we normally do a beautiful morning tea. People come along every year to support us, its really good.

Cooper needs wheels


Help cooper get mobile
MOST people have to wait until theyre 18-years-old to get their first set of wheels, but four-year-old Cooper Van Der Molen is hoping to have his by the end of this year. The young Bacchus Marsh boy has been through a lot in his short life after being diagnosed with a rare genetic condition called Ectodermal Dysplasia. As a result, Cooper has also had to live with severe developmental delays and gastrointestinal difficulties, to name a few. His mother Lisa Van Der Molen said she was trying to raise money for an electric wheelchair for Cooper to give him as much independence as possible. His physiotherapist recommended it and we had one sent down from Queensland for Cooper to trial. The minute his hand found the joystick, he had a ball, Mrs Van Der Molen said. This wheelchair is not just a wheelchair; its his independence, its his freedom, its one way that he can try and lead a normal life. I would like him to have it before he goes to school next year. She said because of his condition Cooper was unable to walk and didnt have the strength to control a standard wheelchair on his own. Hes got a manual one that hes had since he was one and I push him around in it. I do everything for him and he needs to be able to have that independence that an electric chair will give him. The chair will be operated by him, but Ill have a remote control to stop him, just in case, she said. To help fund the electric wheelchair Mrs Van Der Molen will hold a trivia night called Wheels for Cooper on Friday, September 6 at St Bernards Hall in Bacchus Marsh. The cost for the chair is $13,500 and a crane for our car to carry the chair is more than $6000. SWEP (a statewide equipment program run by the Victorian Government) will cover most of it, but theres a $5000 shortfall which is why were having the trivia night, she said. If theres any extra money raised from the trivia night it will go towards a highlow electric bed for Cooper. Weve got heaps of prizes on offer, people have been fantastic helping to organise the night and donate prizes. Signs were politically incorrect


POOR TASTE accusations have been leveled at both sides of politics, after campaign signage was taken down at a World War I awareness day. Scott Klauber said it was inappropriate to place Catherine King and John Fitzgibbons A-frame signs outside the event at Bacchus Marsh RSL hall. I didnt pick on one side or another. They both shouldnt have been there, the Bacchus Marsh Great War Commemoration Committee member said. I didnt remove them. I just closed the A-frames and laid them down flat. It wasnt appropriate and I dont think this sort of event should be used for political gain. It was in poor taste. Mr Klauber said John Fitzgibbons sign was laid flat once and a nearby Liberal van was later re-parked further down Main St. Mr Fitzgibbon did not attend the event. Mr Klauber said Catherine Kings sign was laid flat several times through the day. I put it down and someone from the RSL had to too, he said. I gave up after a while because I laid down her sign two or three times. We mentioned the sign when she arrived and we told her this was not a political event. She was there as an MP, not a Labor candidate and we had told Don Nardella the same thing. Witnesses said Mr Klauber and Ms King had words about laws to prevent political interference and the removal of candidates signage. She said it was OK because Ted Baillieu (former Liberal Premier) was the guest speaker, Mr Klauber said. But he was here as the Chair of the National ANZAC Commemoration Committee. Mr Klauber said another committee member, Damien Strangio, had issued the invitations. We notified everyone that this event was non-political. It also had nothing to do with the Woolpack Rd extension (which would have seen five trees removed) or the traffic in the Avenue. Mr Fitzgibbon said the signage was placed by an enthusiastic volunteer. I apologise if it caused offence to anyone that was certainly not the intention. I am extremely respectful of the veteran community, the sacrifice they have made and supportive of the RSL. I respect their position on this matter which was dealt with promptly on the day. Ms King declined to comment on the issue.

Shane Dunne was selected as Katters Australian Party candidate for the seat of Ballarat, and welcomed the visit by the head of his party. He estimated that around 50 locals turned up at the Elaine Hall last Tuesday 13 August to meet Mr Katter. For a Tuesday morning at 8.30 it was pretty good, a lot of people took the day off work to come along, Mr Dunne said. They were asking questions and all the people there, they were very very impressed with him and his policies made sense. Mr Dunne said he is confident that the visit boosted the profile of the party and its policies, and that more local farmers are likely to vote for him as a result. We wanted to kick start the tennis club, they said we couldnt do it. Weve got two new courts. We wanted to re-start the cricket club, they said we couldnt do it. We won the premiership the first year. They say Katter cant do it I tell you what, we are going to do it.

Bacchus Marshs State Emergency Service unit has received a welcome donation of equipment. Insurance company AAMI provided a portable lighting kit, a PALS (for remote lighting), two chock and two block kits. The company donates equipment to SES units around the state annually. We are thrilled with AAMIs contribution and eagerly look forward to the equipment program each year, said David Lambrick from the Bacchus Marsh SES unit. Receiving equipment based on our units specific requirements ensures both our volunteers and the local community get the support where they need it most.

Mayor pleads case for State seat


SPRING STREET could one day have a Member for Moorabool. Mayor Pat Toohey addressed an Electoral Boundaries Commission panel at Melbourne County Court on August 13 to plead the case for a Lower House seat of Moorabool which would take in the entire shire. I felt we were well received, he said. There were some questions we answered for clarification but I felt we got a good hearing. Proposed boundary changes released in June saw the abolition of the Ballarat East electorate and the creation of a new seat of Buninyong, including parts of Ballarat, Pyrenees, Golden Plains and almost all of Moorabool except Bacchus Marsh. In July, Councillors voted to lodge a submission with the commission, asking that the proposed seat of Buninyong take in all of Bacchus Marsh further shrinking the electorate of Melton. We gave our reasons and said Bacchus Marsh had a community of interest with the area that would form the seat of Buninyong, Cr Toohey said. We would also like it to be renamed Moorabool because it has the Moorabool River running right through the middle. The Commission will announce the final boundaries in October. We would love to have a Moorabool MP and love them to have their office situated somewhere in Moorabool Shire, Cr Toohey said. Theres no harm putting the idea out there now. We want to put that thought in the heads of any person aspiring to stand for this area at the next State election in November 2014. If successful, it would be the first time the word Moorabool was used in the name of a State electorate. Cr Toohey said surrounding seats reflected local municipal names including Macedon, Melton and Ballarat. Ballarat East State Labor MP Geoff Howard is yet to announce if he will stand in the new-look electorate next year.

The value of a Peri Urban Group


By Kate Taylor For East Moorabool Councillor Dave Edwards, research, policy and planning is all part of working towards improving the future of farming in Moorabool. As Chair of the Peri Urban Group, PUG, Cr. Edwards is part of a push to have the State Government implement new zoning and planning policy in the interests of local farmers. There are tensions between growth pressures and environmental values and protection of agricultural land and we work with governments to ensure that all these issues are included in any government policy responses and strategies. The PUG are advocating that the Peri Urban area deserves more attention due to its significance to the state. Cr. Edwards attended a forum recently held in Ballan that saw farmers from nearly every sector of agriculture within the shire from broadacre cropping to dairy, viticulture to horticulture come together with council representatives and a Victorian Farmers Federation representative to discuss the main issues being faced by local farmers. The main concern was the incredibly high rates faced by farming properties, as well as the high cost of the fire levy on farmers, and the lack of roadside weed control. Moorabools Rural Advisory Committee was formed as a result of the meeting which also resolved to call on help from the Peri Urban Group. The Group, established in 2007, also includes councils from Golden Plains, Surf Coast, Baw Baw, Macedon, Bass Coast, and Murrindindi and is a leader in advocating for peri urban issues at both the state and federal level. The Peri Urban areas, on the outskirts of Melbourne and Geelong, are vital to helping manage growth, while also providing opportunities for strengthening local town and village character, settlement, lifestyle, tourism, economic - and agricultural pursuits, according to Cr. Edwards. He said that PUG can be part of a solution to improve future prospects of local farming. PUG want the growth in the peri urban areas to be managed in a sustainable manner that retains the significant recreational, agricultural, landscape and biodiversity values that exist across the Peri Urban area. The PUG want a planned and coordinated approach to manage sustainable

growth that balances the needs of all residents. An agriculture overlay is one possible solution. The PUG believes the agricultural overlay is being considered as part of the governments broader planning reform. We believe the revised Rural Zone will be released shortly by the Minister for Planning. Minister Guy also recently told us that he is seeking to protect high value agricultural land in the Peri Urban through the introduction of an Agricultural Overlay. We do not have any other detail other than we are awaiting further information from the Minister of Planning in regards to the exact purpose and intent of the overlay. We look forward to further discussions with the Minister and his Department regarding the potential overlay. Cr. Edwards said that he cannot comment on any potential positives or negatives that could arise from an agricultural overlay until he sees more detail on the plan, and said that the scope of the overlay could not be determined without consultation with the community. We look forward to more detail on the overlay and how it will protect high valuable farming land within the Peri Urban.

Cash windfall for groups


$5000 eco-learning hub for the Daylesford Dharma (Buddhist) School, seating and fencing for Daylesfords Riding for the Disabled program ($3531) and solar street lights for the Lake Jubilee Co-operative ($3000). Other projects were located in Creswick, Franklinford, Glenlyon and Trentham. Applications focused on strengthening the environment, recreation, wellbeing, education and culture. Over the last three rounds, 36 projects have received up to $5000 each. The total amount available has risen rapidly since 2011 ($15,000) and 2012 ($17,000). With help from Red Energy, Hepburn Wind is hoping to boost the pool to $50,000 for the next round of grants, which should open in May 2014 and will be decided by a volunteer committee. Guy gives council control

Planning Minister Matthew Guy arrived in Ballan last week to announce changes to farm zones that are set to have far-reaching effects across the shire and could see more houses built on smaller acreage. The visit, last Wednesday 14 August, saw Minister Guy announce new measures designed to give local council more control over planning decisions in their areas. Minister Guy said that the changes are designed to encourage agricultural use of land in farming zones, that they allow councils to consider more low off-farm income streams on farms such as farm machinery repair businesses, and that they increase permit thresholds for extensions to farm out-buildings such as work sheds, shearing sheds and dairy facilities from 50sqm to 100sqm.

Changes also include promoting farm gate sales, removing the need for a permit for primary produce sales, rural stores and most rural industries in the Rural Activities Zone, and allowing councils to determine smaller lifestyle lots in the Rural Living Zone where land has already been taken out of agricultural production. The Coalition Government has been through a long period of detailed consultation in forming these reformed zone structures and is now confident that we have found the right balance between job and population growth and conservation and farming land protection rights. Combined with the Coalition Governments commitment to a high value food production overlay, Councils will be able to determine and protect areas of good quality farm land now and for future

generations. Moorabool Shire Council CEO Rob Croxford said council is continuing to work through the detail. He spoke about the feasibility and the ability for local councils to make decisions on local issues. If thats the case, then as long as we do the strategic work - as we have been with Moorabool 2041, and the Regional Growth Plan which is out for comment at the moment - then we should be able to get outcomes that are more Moorabool-focused than fitting in with the state strategic plan. Thats always been our difficulty, the one-sizefits-all approach hasnt suited any council - its encouraging that there might be some flexibility and ability to reflect local sentiment. Mr Croxford asked the Minister what the changes could mean to the current system which sees

Central Highlands water have the final say over council about planning permit applications for land in the water catchment area which covers a large part of the shire. At the moment we have referrals which are to other statutory authorities and if for example the water authority said no to an application, refused an application, then we were unable to approve that application. What the Minister said yesterday, and I do need to look at the detail, as of October the water authorities will be referring authorities not determining authorities. Again, we need to check the Ministerial guidelines on these issues as they develop. Central Highlands Water had not responded to requests for comment by the time of going to print.

Planning Zones explained


The Rural Living Zone will continue to provide for residential use in a rural environment, with a default minimum lot size of 2 hectares (reduced from the 8 hectare minimum currently applicable). The default lot size can be varied from council to council by specification of a different minimum area in a schedule to the zone. The Rural Conservation Zone will retain the purpose of conserving identified natural and environmental assets and resources, but greater flexibility for tourismrelated uses will be introduced. Residential hotels and restaurants, currently allowed only if in conjunction with agriculture, rural industry or a winery, will now be allowed as stand alone uses, subject to a planning permit. Current limits on bedroom numbers and restaurant patron numbers will be removed. Similarly, within the Farming Zone, restaurants and residential hotels will be allowed as stand alone uses under the reforms, subject to a planning permit. Use of land for small-scale rural industry and for primary produce sales outlets will in some cases be allowed without the need for a planning permit. The Rural Activity Zone is being amended to allow a wider range of economic activities - such as small-scale rural industry and rural stores used in conjunction with agriculture - without the need for a planning permit. Hotels and restaurants will be subject to a planning permit, and larger-scale retail uses will be prohibited.

Finally, the Moorabool Relay for Life Volunteer organising committee has changed the name of the perpetual Spirit of Relay Award to the Mary Evans Spirit of Relay Award, in honour of her tireless work. The walk is a special ceremony and includes a lap of honour which opens the Relay for Life. Anyone can join in, not just those taking part in the Relay for Life. Consortium wants to tap into councillors


By Kate Taylor The Bacchus Marsh Aquatic Centre Consortium is determined to have a centre built for the new price tag of $13 million. Consortium spokesperson David Stewart estimated that approximately 120 people attended a meeting last Thursday 11 August at the Public Hall in Bacchus Marsh. It was prompted by an announcement that the Regional Development Australia Fund would provide a $7 million grant toward the project - $2.9 million less than the amount required and requested to build the centre. The funding crisis left three main options upgrading the original cheaper Rotary Club design, downgrading councils more expensive design, or moving to another design. Moorabool Shire Council CEO Rob Croxford attended the meeting, as did East Ward Councillors John Spain, Tonia Dudzik and Allan Comrie, and Member for Melton Don Nardella. A lot of questions were asked, and a lot of answers were given, Dr Stewart said. The reduced amount of anticipated funding was a hot topic at the meeting. Now the total funding amounts to $13 million; it was put to the meeting that we should revisit the whole plan and look for something which was what we wanted, but for a price no more than $13 million. Council officers seemed reluctant to accept that and wished to pursue the original design that they had received which, as far as we could see, was a bit too expensive for the amount of money that we were going to have available. So the feeling of the meeting was that we should encourage the councillors to reconsider the motion that they passed a couple of weeks ago to go ahead with the original plan for a sum of money considerably more than $13 million. Dr Stewart said that one suggestion of relocating the toddlers and infants pool to outside the heated area so that it could possibly be built later on was passionately rejected by people at the meeting, who said that it would mean that the pool would not be used in winter. He also said that the consortium believes that council could build a centre similar to one in New South Wales within the new reduced budget. The next step is for the consortium to hold more meetings to consider its position and start lobbying councillors. Basically we want Bacchus Marsh to have an aquatic centre which will suit the needs of our community and we will also suggest that it be built for a reasonable - not unreasonable amount of money and we want value for money, and that will mean our insistence that the councillors will have to consider rescinding their motion and reconsidering the whole thing. Now well be meeting with councillors, individually and together. Mr Croxford said council representatives attended the meeting to answer questions put forward about councils proposed plan, which was adopted by councillors. I explained what that was all about, and essentially the announcement from Minister Catherine King of the $7 million contribution when we were looking for $9.9 million meant that we would have to revisit the scope of the pool, or build a modified stage one and two, or go back to the drawing board. Were continuing to work with the state government, the consortium and councillors to continue to make this project a reality. Mr Croxford said he is cautious about the consortiums claims that Bacchus Marsh can reproduce the New South Wales facility for a smaller amount of money than the allocated $13 million. There seems to be a perception that we can build something thats been built in New South Wales for $8.5 million, when all of our work shows that the price is probably double that with stage one and two of the facility, so we need to make sure we are comparing apples with apples. To suggest that we can take something in New South Wales and plonk it in Bacchus Marsh for the same amount of money, its not how the industry of constructing pools works. Mr Croxford said that more information will be gathered before the matter returns before a meeting of councillors. With the difference in funding, I now need to bring it back to the council and explain how were going to move this forward, and it will be a council decision.

I loved this book! Although I dont know the area of Australia depicted in the book at all, this made no difference to my enjoyment of Kundela. The characters were well drawn and the whole book reflected that Australian habit of understatement, so it has a very Aussie feel. The book reads extremely easily, but holds your interest throughout, with the pace being maintained right through the book. The deft interweaving of indigenous beliefs and human relationships provide added depth and colour to a story that is primarily about past deeds and old enemies action packed all the way through! On 1 July 2013, as recommended by the Victorian Bushfires Royal Commission, the Victorian Government is replacing the old fire services levy with a fairer system. Rather than being added to insurance premiums, the levy will now be collected with council rates. This means all property owners contribute a fair share to the Country Fire Authority or the Metropolitan Fire Brigade. The levy is a fixed charge of $100 for residential properties and $200 for non-residential properties, plus a variable charge based on the propertys capital improved value. All funds will go towards supporting Victorias fire services. GST and stamp duty charged on the old levy have been removed and, for the first time, eligible pensioners and veterans will receive a $50 concession. These reforms will save households and business around $100 million a year.

Plots to thicken The years that were


THE seeds for the Ballan Community Friendship Garden were planted in June this year, and in just under two months plots are now available for those interested in gardening, sustainability and companionship. Community garden coordinator David Barnes said the garden was situated behind the Uniting Church and evolved after a conversation with church elder Gary Shaw. My first thought was to clean up the Manse gardens, however Gary suggested we start up a whole community garden in the land beside the Manse, Mr Barnes said. I put together a proposal and the congregation could not have been more supportive. We then developed a committee of enthusiastic volunteers to oversee the project, including Glenys Eastwood, Sandra Okley, Pat Roulston, Bev Hutchins, Gary and myself. He said the Ballan Community Friendship Garden was different to other community gardens because it cost the public nothing to have a plot and there was no formal association. The church donated the land and covered the insurance and all the fencing costs, he said. Patricia Roulston said she hoped the garden would connect people and get people involved in their community. So many people have helped get us started by volunteering their time or donating materials. Everyone has been so generous and theyve really embraced the idea of a community garden, she said.

Dressed as children from 1854, the students learned about the differences between being a child from that era and modern times. The boys dressed in knickerbockers and the girls in dresses, pinafores and pantaloons. The children were amazed at having to write in sand trays and on slate boards. The students said an exciting part of the day was when the Redcoats fired their rifles.

The friendship is the best thing about the garden and the thought of helping people who may need a bit of a hand with free fruit and vegetables. Healthy eating means healthy people. I think it will bring people together. Glenys Eastwood said there were 21 plots, including a specially designed plot for the aged care and disabled to enjoy, and they would be allocated on a first come, first served basis, with a waiting list for those who may miss out.

People are so generous, enthusiastic and caring, she said. The garden will help teach people about growing vegetables and a sustainable way of life, and also provide companionship. The order in which candidates will appear on voter ballot papers for the Federal Election has been announced. The draw was conducted on Friday 16 August and featured ten candidates for the Saturday 7 September House of Representatives election.

Push for Blackwood to be mobile


MOORABOOL COUNCIL wants mobile phone coverage in some of its most bushfire-prone areas starting with Blackwood. More than 25 years after Australia gained mobile phones, GSM mobiles are still useless in large slabs of the shire. Last week the Federal Opposition announced a promise to spend $100 million on mobile blackspots. Mayor Pat Toohey said of that, $20 million would go towards communities such as Blackwood where Moorabool Council could co-partner with Telstra to share the cost of new towers. This money will go to remote or low-population areas that would not normally pay for themselves, the Woodlands ward councillor said. Blackwood is now a town with a lot of weekenders and theres always a huge jump in population in the warmer months. Blackwood and nearby Greendale were singled out after the 2009 Bushfire Royal Commission as being among Victorias 50 most at-risk communities. Cr Toohey also chairs the Central Highlands Mayors and CEOs Forum and said mobile coverage for Blackwood was one of its highest priorities. We lobbied extremely hard in Canberra and were pleased that our work has led to this announcement, he said. Blackwood is the first town to get a purpose-built fire refuge and that shows what a serious threat fire is there. We also had some discussion about mobile phone coverage with State Emergency Services Minister Kim Wells at the first sod turning of a combined CFA station and community fire refuge in Blackwood. Its extremely important. But nationally, the $20 million may not go far. Telstra Countryside SW Victoria Manager Bill Mundy said the average new base station cost $500,000-$600,000 mainly due to the price of radio equipment inside the hub. Blackwoods terrain is very challenging and the ability to deliver coverage across the entire area will always be difficult, he said. Korweinguboora is similar. We would have to look at that separately. From our point of view, we are looking at opportunities to improve coverage and look forward to working with Moorabool Council and the government for possible solutions. The push also comes after the devastating Brisbane Ranges bushfires of 2006 and 2007, when equipment was destroyed and mobile coverage failed for several days. Mr Mundy said base stations were not necessarily fire-proofed but Telstra worked with firefighters to protect telecommunications equipment that could in turn save lives. Blackwood was one of the last Moorabool communities to gain ADSL Broadband. It was finally switched on in January 2007 after the trigger of 160 locals signed an expression of interest form. Last week, Ballarat Liberal candidate and radio station manager John Fitzgibbon said the Coalition would also fix mobile blackspots in areas such as Darley, Korweinguboora, Bullarto, Glenlyon and Mt Clear. Ballarat Federal Labor MP Catherine King said she believed the promise lacked credibility and the blackspots should have been fixed during John Howards time as Prime Minister.

Commodore equivalent in the States can be dropped off the production line for under $19,000, compared to $35,000 for an Australian built heavily subsidised unit. Unless our dollar drops to 60 cents, and our car workers are prepared to work for 5 bucks an hour and all the rice they can eat, we are pushing the proverbial up a very large mountain, and paying for the privilege! The General, as GM has come to be known, has been living off the taxpayer since it was a Corporal. There has not been one time in the companys history where it hasnt been spoon fed from taxpayers. Politicians are obsessed with Car manufacturing. Every time an Australian car manufacturer pulls out the Kleenex, the Government reaches for the cheque book. Consider this: in 2000 a brand new Falcon cost $33,000; in 2013 the same car with all of the new technology costs the same - ask the same about your electricity bill. We import cars from all over the Globe from small but neglect to mention that the majority of the employees have nothing to do with manufacturing; they are simply in the car Industry. Whether General Motors or Toyota continue to manufacture in this Country or not, these people that work dealerships, or subsidiary Industries relating to all things motoring, will still be employed. Either that or horse sales in this Country will get a boost. The existing new-car plan that was produced in 2008, has already committed $5.4 billion into the Industry, and thats just to get it to 2021. Whilst there are a number of reasons why the Car Manufacturing Industry is failing, there are a few obvious ones. Consider this: we have 67 different brands of motor vehicles on the market with a market size of 16,597 units. Lets compare this with the USA: they have 51 different brands for a market segment of 255, 699. Not only do they protect their market in terms of imported brands, they have economies of scale to justify the Industry. The production cost of the production lines set up for our right hand drive application; they package and ship them at two thirds of the cost for which we can build and deliver locally; you dont need to be a Merchant Banker to look at those numbers. The Australian Car Industry is a scam of monumental proportions. The taxpayer funds technology used across global plants; it buys in componentry from its own divisions at inflated prices, continually runs at a loss, and asks the taxpayer to pay every time they show a loss, under the threat of laying off workers; its industrial blackmail! Its time the Government pushed back; despite the billions of dollars thrown at the Industry we are building over 30% less cars in this Country since 2007, and there are no signs that it will get any better. The real life lesson of the past was Detroit in the late seventies: GM, along with its car building cronies, decimated the home of all things automotive, leaving the Car Manufacturing capital of the World in their quest for Global

With Ford withdrawing from Manufacturing in Australia, and Holden and Toyota being heavily subsidised, is the Government flogging a dead horse? Or does the car industry have a future in this country? Steve, Greendale.
I am not sure about flogging a dead horse because were spending too much money feeding it! The Australian Car Industry has been taking the proverbial out of the taxpayer since the first Holden fell off the production line, and continues to do so today. The recent announcement by Kevin Rudd to tip another $500 million of the taxpayers hard earned into the General Motors business, on top of the last open ended cheque for $200 million, shows why these people are in politics and not business. They run around claiming that the Industry supports 50,000 Australian workers,

subsidisation. Detroit was literally sent broke overnight, and four decades later the poisoned fields of industrial waste lie dormant as the city files for bankruptcy. Even today, the Generals business model, dependant on Global subsidies, holds cities all over the World to ransom while it floods their gates with cheap imports from GM owned plants in Third World Countries. Whilst we subsidise an Australian built car from an American owned Company, the same Company is unloading ships filled to the deck with imported vehicles built by dollar-a-day workers using low-cost raw materials from our Mining Sector. It was only a few months ago when Holden claimed the high Australian dollar was forcing them out of business; well its dropped 15 cents since then, and theyre asking for, not only more but, nearly three times that again. Steve, theyre not flogging a dead horse. Manufacturing left the Australian stable a long time ago.

All of the political parties are now claiming that Government cars will be Australian built into the future; can someone explain why they werent in the past? The up side is that since future pollies will be driving Australian built cars, and we are barely building them anymore, we should end up with less pollies! As manufacturing dies the death of a thousand costs, and we continue to kiss the Worlds backside in terms of trade, its time we protected our Industries rather than paying a kings ransom just to keep them. There are plenty of businesses in this Country doing it tough and putting people off; why should the car Industry be immune from the rising cost of stupidity?! The concept of Gross National Happiness rests on four major principles: sustainable and equitable socioeconomic development; conservation of a fragile ecology; the promotion of culture and the purpose of a human civilisation, and good governance that looks beyond greed to human development. The people of Bhutan have decided together, according to Joan - in the midst of a world built on money, military might, and unlimited consumption - to simply reject all of those things. In Bhutan, the national emphasis is on sustainable development, the preservation of cultural values, the conservation of the natural environment, and the establishment of good governance -- governance that puts human well-being and happiness before business, productivity or rugged individualism. In Bhutan, national success is about development that does not destroy, ecological protection that does not drain resources, government that seeks human development before money, and a proper balance between the production of goods and the happiness of the people. For instance, in Bhutan, fishing and hunting -- except under the rarest of situations -- is forbidden because care for nature, including the animals, is paramount. At this time, 72 percent of the country is forested, and the constitution requires that that figure never be less than 60 percent. Buying this land to sell off its wood on the open market is, then, illegal. The main industry of 60 percent of the population is still farming. One young farmer told Joan he wanted to be a farmer because he wants to feed his people. Joan reflects further, Now that agribusiness has managed to gobble up truck farms and sell genetically modified seeds that cannot

In pursuit of happiness
Enough, enough of politics, I hear from many quarters these days. As we move forward (where have I heard that lately) into the mysteries of the election campaign I thought that the following tale of Bhutan might just offer some hope, and take our mind off slogans, for a time. Time, in terms of the planet, is something which unfortunately, we have little of; but enough of the bad news. I am indebted to Joan Chittester for this reflection. Bhutan is a small country tucked between China, to the north, and India to the south, with fewer than 1 million people. Joan Chittester writes, Theres something about being confronted by the obvious in the midst of the unquestionable, however, that makes a person rethink all of life in the process. I know reproduce themselves, the whole notion of a countrys being able to feed itself is, at best, quaint, if not obsolete. The theme is constant: Life is for human service, not financial profit. The citizen does what the country needs, not what globalism demands. Joan goes on to comment, Do they have problems with all of this? Yes, they do, and they know it. They have refugee problems that arise out of citizenship responsibilities. They have technology problems that create age gaps in the family. They have issues of balance in a society that is balancing one world against another. So they are fashioning an educational system to integrate the principles of GNH into everything they teach. In order to ensure these ideals will shape their future as well as their present, they must all be faced, all be resolved. At this time in Australias history imagine what Australia would look like if we refused to do anything that would compromise our national resources, the care of the people, the preservation of the environment rather than its exploitation, and the protection of our animal species, as well as the purity of the human environment. Joan concludes, The temptation, of course, is to call such a thing impossible in a modern world. But its only impossible if we choose short-term profits over human community. What is your opinion? I wrote two letters to the Liberal candidate John Fitzgibbon in June and one to Labors Catherine King in early July with the same questions and so far have not even been granted the courtesy of a reply. I now understand that there is a place in our electoral system for smaller parties and independent Members of Parliament. The promises of both major candidates for the position of Federal Member for Ballarat, to listen to the concerns of their constituents are indeed very hollow and are only heard at election time when electioneering and canvassing for voters support are paramount. Consequently, when Independent Federal MP Bob Katter, Leader of Katters Australian Party, appeared at Elaine to introduce the candidate for the electorate of Ballarat, Mr Shane Dunne, I went along to hear his election speech. He spoke passionately about a lack of support for farmers and the fact that their needs are not being met by the two major parties. At an opportunity for questions from the audience I asked him what his partys policy position was regarding wind as a form of renewable energy and secondly can Australia afford it? He gave an honest opinion that if wind farms are miles away from where humans live they may have a place in the renewable energy mix but should not be built any closer than 2 Kms from homes because of problems associated with noise and other factors surrounding the construction and operation of wind turbines. On the question of whether Australia can afford this form of renewable energy, nately she is in the Labor Party. The Labor Party has really mucked up most of what it has touched. And everyone thinks that Labor will lose the election, so there will be no help from Catherine King even if she is re-elected. Key regional centres performing better


Every month, the REIV publishes house price indices that supplement quarterly median price data. This provides more timely analysis of the market. In July 2013, the house price index for regional Victoria was stable at 121.5. This reflected a decrease of 1.6 per cent from a year ago and remains below its peak of 124.5 in July 2011. Therefore the regional market is still subdued. However what can often be missed when you only look at the wider view of price movement is the performance of the local housing markets. The key regional centres of Geelong, Ballarat, and Bendigo have performed much better than the overall regional market. Geelong for instance is currently at its peak. The house price index for Geelong increased by one per cent to 133.9 in July and is also 3.7 per cent higher than a year ago. Much of this growth over the past 12 months occurred from the beginning of the year. This is also evident in the improved auction market. Since the beginning of the year, there were 262 auctions in Geelong compared to 241 for the same period last year. The clearance rate has also improved to 62 per cent from 47 per cent last year. The house price index for Bendigo is also at its peak of 131.9 in July, stable from last month. This reflected growth of 3.2 per cent over the year. Ballan District Health and Care currently have positions available for Volunteers on our Meals on Wheels roster, delivering hot meals within the township of Ballan and also delivering frozen meals, once a week on a Friday, to the outlying areas of the Western half of the Moorabool Shire. Delivery of the hot meals occur every day at lunch time from our hospital kitchen (except public holidays) and it can take up to hour to deliver all of these meals, depending on the number of deliveries on the list for that day. The Frozen meals are delivered once per week on a Friday and can take up to 2 hours. Full training, maps with marked route and use of a car are provided for frozen meals delivery. Volunteering can be a very rewarding and meaningful pursuit, and in particular, delivering meals to those who need it plays an important part in helping out those within our community that need more help than ourselves. The majority of residents who require this service also love the social interaction that occurs when you drop off their meal. Participation occurs via a roster system and the days you volunteer to deliver these meals can usually be tailored to suit your availability. This is a great opportunity to get involved and help out your local community and also help out your local community hospital. After the Senior Blues stellar run of wins and the media attention in relation to the appointment of Mark Williams as playing coach, the Blues luck ran out. Playing at the Snake Valley ground for the first time, the Blues opened well and were level at the end of the first quarter, and at the main break were down by 20 points. As the conditions deteriorated and the winds built up the Carngham Linton crew played the ground to perfection and drew away from the Blues. Dylan Trickey playing his first senior game was right in his element and looked like a seasoned campaigner. In the backline Kenny did his utmost to stop the tide but the Saints were more determined to finish the year on a high. Final Score - Ballan 10.767 lost Carngham Linton 17.8-110 The Reserves were playing for a place in the finals and they controlled the match from the first bounce and were never threatened. Bernard Whelan was on fire up forward, bagging 30 goals in the last four games. Lawrie and Murphy gave

the forwards plenty of opportunities and Bob Conroy was flawless in the ruck. Marcus Darley stymied any chances the Saints planned to score and now the Blues can prepare for another finals campaign. Final Score - Ballan 18.15123 def Carngham Linton 3.2-20 The Under 17.5s took on one of the league leaders and in the first quarter it looked like it was going to be a complete white wash with the Saints kicking 5 goals in the first three minutes of the game. The Blues had their chances up forward but the strong Saints backline held the Blues at bay. Jackson Hammond was a tireless worker in the backline and Austin Bongart marked strongly and tried to inspire the troops. Dylan Trickey had plenty of the action along with Michael Snaith. Coach Brad Cox has done a great job of developing the team and they are sure to be a formidable unit next year. Final Score - Ballan 1.410 lost Carngham Linton 10.15-75 The Under 14.5s were also playing for a position in the

finals and this showed from the start. Aaron Pascoe put in a superb effort on the half back line for the Blues and turned defence into offence on numerous occasions. Tom McGregor and Elijah Thomas were in all the action and Harry Hauke was too big for his opponents up forward. The young Blues brigade are under no illusions of the task in front of them next weekend. Final Score - Ballan 5.434 def Carngham Linton 2.6-18 The Under 12s last game of the year was not helped by injuries to key players such as Luke Hodge. The Saints got an early break and whilst the Blues came back at them in the second half the damage had been done. The Saints bigger squad were able to control the packs and, whilst the Blues had plenty of enthusiastic runners, the Saints managed to keep the game congested. Coach Robert Shaws squad have made tremendous strides this year and all enjoyed each game.

13&Under B Ballan kept their undefeated record intact despite the windy conditions. The girls showed how far they have come this season, using short sharp passes to move the ball in attack despite their tall opponents. Under 12 The team took to their home ground for the final time this year. Maison Doll was in the action along with Jordan Damons who contributed a goal. Jacob Lynch and Riley Young were consistent all day. Awards - Tyson Young, Charlie Zielinski , Dylan Anderson, Angus Newman. Under 14.5 Facing the top team in the last game of the season, Gordon fought hard for the four quarters. All players applied strong defensive pressure all over the ground. Awards - Harry Hunter, Tristan Mair, Dom Bamont, Bailey Colligan, Tom Murphy. Under 17.5 The opposition got off to a flying start. Much to the credit of our boys they fought out the game until the end and worked hard at every contest. Awards - Shane Hicks, Rohan Clampitt, Adam Toffant, Brandon Lazzo, Alec Townsend, Jon Shawcroft. The Junior Presentation will be held on Sunday 15th September.

The Under 17 boys had a nail biting 4-3 home win against Horsham on Sunday. Playing with the gale force wind in the first half, the home team played some wonderful football and took the lead after 15 minutes when Jackson Almenara finished from close range. Jacksons second goal was a cracking overhead kick to the roof of the net, quickly followed by the Scorpions third goal scored by Jacob OConnell from a corner kick. The powerful wind brought Horsham into the game in the second half

and they managed to peg back the lead and equalised at 3-3 with only ten minutes remaining. With both sides pushing hard for the win, the Bacchus players were awarded a penalty kick in the final minute of the match. With nerves of steel, up stepped Leroy Almenara to confidently slam home the winner for his side as they prepare for finals in September. Seniors Division 3 By Daniel Bartlett A win on Sunday for the Scorpions Seniors against

Ballarat White meant a guaranteed spot in the finals in a few weeks. A solid effort was required, and the team took that opportunity well and truly. The forwards had a field day scoring 5 goals in each half with special mention to Billy Trotman who was the hat-trick hero. Finals Results - Round 1 This week saw the club compete in the first week of the BFL Junior finals. The Qualifying Finals were played on Saturday in good conditions. The Under 14 Reserve football game was a disappointing result for the Cobras. The boys tried hard but their North Ballarat opponents came out too strong on the day. Bacchus Marsh 2.3.15 lost to North Ballarat 8.4.52. The Under 14 Senior team started well kicking the first goal of their game. The boys worked hard all day however basic skill errors resulted in multiple turnovers which their East Ballarat opponents capitalised on. Bacchus Marsh 4.3.27 lost to East Ballarat 8.6.54. The Under 16 Reserve match was extremely close all day. The Cobras team worked their tails off across the ground and moved the ball well. Bacchus Marsh 6.8.44 lost to Redan 8.8.56. The remainder of the Cobra teams played in the Elimination Finals. The Under 12 Senior boys put on a fine display and didnt give up all day. The boys pitted their skills against a better team on the day and unfortunately came up short. The boys showed plenty of character in the last quarter kicking the only goal by either team. Bacchus Marsh 1.2.8 lost to Darley 6.3.39. Netball The Under 12 Reserve netballers gave their opponents a netball lesson with the girls dominating the court and coming out comprehensive victors. Bacchus Marsh 13 def Redan 2. The Under 12 Senior netballers undertook a hard fought match with cross town rivals Darley in their elimination final. The girls worked the ball well down the court and played well as a team, eventually taking control of the game and coming out winners. Bacchus Marsh 9 def Darley 2. The Under 14 Reserve netballers took on a strong East Ballarat outfit in their final. In a close match the girls played very well, working hard the whole match. The Under 16 Reserve netball team took to the court and faced probably the worst conditions of the day. Taking on a much taller Lake Wendouree team the girls fought gallantly, but came up short at the final

whistle. Bacchus Marsh 12 lost to Lake Wendouree 15. Football In the last match of the day the Under 16 Senior footballers took the ground. On a surface which resembled a swamp rather than a football field both teams found it extremely difficult to put a score on the board. Rockbank owner/trainer/ driver Mario Attard received all the spoils when Major In Art/Safely Susan gelding Eyes On The Road greeted the judge in the Quest Shepparton 2-Y-0 Pace over 1690 metres at Shepparton on Monday August 13.

Lightly raced 6-Y-0 Armbro Operative/Haycorn gelding Armbro Higgens has hit his straps of late, bringing up two wins in succession by taking the Lift N Shift Pace for C0 class over 2190 metres at Shepparton with Gavin Lang in the sulky.

Five year old ex-Kiwi mare Magical Molly was victorious in the Maryborough & District Conveyancing Pace for C2 & C3 class over 2190 metres at Maryborough on Wednesday. Trained and driven by Jodi Quinlan, Magical Molly enjoyed a sweet trip from gate two before moving to the outside on the final bend and raced clear over the concluding stages to score from the dead-heaters Waterslide which trailed the leader and Make A Fuss in 1-58.6.

Dunnstown based Nathan Cahir was in the winners stall at Terang on Wednesday, when 4-Y-0 Metropolitan/Cornelia Lombo gelding No Bettertime scored in the Artesian Pace for C0 class over 2180 metres. Trained and driven by Nathan, No Bettertime was always handy from gate three, running home best in defeating One Wise Man off a three wide trail last lap and Extra in a rate of 2-00.9.
