The Phase II process is the further evaluation of a property where recognized environmental conditions, as defined in Practices E 1527 and E 1528, have been identified. The primary objectives of conducting a Phase II ESA is to evaluate the RECs identified in the Phase I ESA or transaction screen process, for the purpose of providing sufficient information regarding the nature and extent of contamination to assist in making informed business decisions about the property; and where applicable, providing the level of knowledge necessary to satisfy the innocent purchaser defense under CERCLA.
GREENs Phase II assessments typically include the collection and laboratory analysis of soil and groundwater on a property. Analytical data results are compared to state standards in order to establish environmental quality. This information is provided to the user and often utilized to make decisions regarding real estate transactions.

Recent revisions to Massachusetts Regulation 527 CMR 9.00 Board of Fire Prevention Regulations transferred the responsibility for oversight of Third Party Underground Storage Tank Inspections to the DEP Bureau of Waste Site Cleanup. The regulations mandate an independent inspection of all underground storage tanks (USTs) greater than 1,000 gallons prior to August 8, 2010 and once every three years thereafter.
GREEN has licensed Third Party UST Inspectors that conduct these inspections to permit new facilities as well as to ensure compliance for existing tank storage facilities. In addition to a review and inspection of the UST system components, we review current licenses, permits and registration forms, as well as results of leak detection tests and monitoring systems. Our Third-Party Inspectors conduct detailed inspections of USTs and piping systems and documents the results on the on-site inspections. The forms are submitted to the Department of Environmental Protection and to the local fire department in accordance with the UST Inspection regulations.

In addition to the UST inspections, GREEN provides public and private clients with a wide range of storage tank services, from consulting engineering to tank installation and removal. The services we provide are governed by MGL 527 CMR 9.00, and they include: UST and AST design, installation and inspections; tightness testing; leak detection and monitoring system inspection and testing; storage tank system upgrades; and tank system removal and decommissioning.

GEOTECHNICAL ENGINEERING
GREEN provides a broad range of geotechnical engineering services to private developers, municipalities, state agencies and property owners. GREENs geotechnical engineering services include geotechnical assessment, drilling oversight, and foundation and retaining wall design.
Geotechnical evaluations are conducted to determine the suitability of the existing soil on a site to accept the anticipated building and/or parking loads. Based upon the needs of the client, a project specific evaluation is prepared which may include the installation of soil borings or test pits, determination of groundwater evaluation, soil classification and structural laboratory analysis. Once soil bearing capacities are determined, foundation recommendations and design are completed.

GREEN has extensive experience working with helical piles as a solution to potential settlement of a structure. Helical piles are a non-invasive method to stabilize lighter structures such as single-story buildings. Once the piles are in place, the weight of the structure is transferred from the soil onto the pile. Helical piles are successfully used for new construction, underpinning foundations, slab settlement repair, permanent & temporary tension anchors, walkways within wetland areas, bridge abutments, elevator shafts and increased footing capacity.

SITE REMEDIATION
GREEN provides a wide range of site services, including comprehensive assessment and cleanup of releases of oil and/or hazardous materials at residential and commercial/industrial properties. For over 20 years, GREEN has provided services to insurance companies in response to residential fuel oil releases. Our 24 HOUR EMERGENCY RESPONSE services include:
Delineating the extent of release Conducting cost effective remedial actions Massachusetts Contingency Plan response actions Construction and excavation services Soil transportation and off site disposal
The remediation of contaminated sites can be a complex engineering and construction challenge. GREEN starts all remedial projects by first charting site specific information gained through intense investigation of both natural and unnatural site conditions. Our specialists evaluate applicable remedial technologies in search of the method or combination of methods that will remediate the site effectively in the most cost efficient manner. GREEN has extensive field experience in the following remediation approaches: Bioremediation Chemical Oxidation Soil Venting Soil Fixation Soil Recycling Off-site Disposal Free Product Recovery Carbon Treatment Systems Separation Air Sparging Air Stripping
www.greenenvironmental.com
GREENs remediation teams are unique because of their diversity in disciplines that include environmental engineers, chemical engineers, geotechnical engineers, civil engineers and construction management specialist. Our staff of construction personnel and construction equipment affords us complete project control, which increases cost effectiveness and flexibility to address changing site conditions.

GREEN has successfully remediated numerous disposal sites utilizing a wide variety of oxidizers, including peroxide, persulfate and permanganate. GREEN has the professional and technical experience for the implementation of in-situ chemical oxidation for soil and groundwater contaminants. The use of strong oxidizers destroys and/or degrades an extensive variety of substances in groundwater, sediment, and soil. Depending on the specific requirements and sensitivity of the project, certain oxidants are more suitable for certain locations verse others.
www.greenenvironmental.com
The effective remediation of impacted media requires maximizing direct contact between the contaminant mass and the selected oxidant. Groundwater remediation using chemical oxidizers normally allows oxidant solutions to be easily dispersed throughout a contaminated aquifer. However, in instances where soil is the primary contaminated media or the aquifer is of low permeability, GREEN has the in house capabilities to distribute oxidant to these areas through the use of a Twin Header Mixer. The insitu mixer can be mounted on a front end loader for shallow treatment or onto a large excavator to attain homogenization of soil to depths of approximately 15 feet.

GREEN understands the impact a release at a residential property can have on a homeowner. While conducting assessment and remediation activities at these sites, GREEN is sensitive to the needs of the homeowner and their insurance company, and we work diligently to keep them informed during all phases of release abatement activities. In addition to these services, GREEN works together with state and local officials to ensure projects progress in a timely manner. Every residential spill is different and GREEN can design and employ assessment and remediation approaches to meet the specific needs of the client.

GREEN provides comprehensive building inspection services to identify hazardous materials requiring abatement, special handling and/or disposal prior to renovation or demolition activities. These inspections include Asbestos, Lead Based Paint, and Oil and Hazardous Materials surveys. GREEN utilizes the identified hazardous material inventories to prepare inspection reports, as well as abatement specifications In addition to asbestos and lead paint, facilities may also contain hazardous materials including waste oils, paints, solvents, fluorescent lighting tubes and ballasts, refrigerants and other hazards. GREENs remediation staff provides removal of oil, waste and solvent storage tanks; decommissioning of elevator systems; licensed abatement/removal of asbestos, mold and lead based paint; and other building hazards.
www.greenenvironmental.com
Building components such as fluorescent light ballasts manufactured prior to 1979 may contain polychlorinated biphenyls which are regulated by the EPA and may also have special handling and disposal requirements. Fluorescent lighting tubes are regulated under the Resource Conservation and Recovery Act (RCRA). Refrigeration units contain freon, oils, and metals. In accordance with federal law 40 CFR Part 82 Subpart F, all refrigerant is recovered and properly reclaimed prior to dismantling or disposal. Manual thermostats with mercury tilt switches are packaged and labeled in accordance with the Federal Universal Waste Rule. Additional wastes may present a biohazard, such as animal carcasses and guano which are often noted in abandoned buildings. GREENs experienced remediation staff employ the proper precautions for abatement and disposal of all encountered oil and/hazardous materials; in accordance with applicable local, state and federal regulations.
