Survey Background
An examination of the currently available labor market information reveals a gap in information
concerning labor demand. Statistics are available under programs funded by the federal Bureau of
Labor Statistics (BLS) that provide information about the civilian labor force. Additional
employment statistics also are available from the Kansas Quarterly Census of Employment and
Wages (QCEW), providing data about the number of employers and those employed in each
industry and size. Another BLS program, Occupational Employment Statistics (OES), provides
information regarding employment estimates and average wages by occupations. This same BLS
program also provides occupational projections that assist analysts with forecasting future
occupational needs. All of this information is essential to providing labor supply data, in addition to
providing some elements for future planning. However, information about labor demand is limited.
Labor Market Information Services (LMIS), the statistical branch of the Kansas Department of
Labor (KDOL), moved to fill this data gap by conducting an annual Job Vacancy Survey (JVS). The
results from this survey can be an effective tool to paint a picture of current labor demands. The data
is useful to workforce development personnel, educators and job seekers.
This is the second year that LMIS has conducted a statewide Job Vacancy Survey. Funding for the
statewide study was secured from grant money received under the Workforce Investment Act.

Publication Overview
This publication includes the results for the state and each of the five Local Areas. The first section of this
publication includes the results for the State of Kansas, in addition to some detailed explanation about the
survey and how to use the information. The remainder of the publication is divided into five sections, one for
each of the five Local Areas. The counties in each area are listed below.

STATEWIDE

About the Survey


Statewide, usable responses were received from 3,104 employers, a
participation rate of 68 percent, resulting in statistically reliable data.

This survey revealed there were an estimated 36,378 job vacancies in Kansas
during the second quarter of 2005.
Information from the 2005 Kansas Job Vacancy Survey comes from a survey of 4,681 Kansas employers
conducted over a three-month period from April 5, 2005 to June 30, 2005, representing the second quarter of
2005. The sample was stratified by major industry and size class to represent the universe of employers in the
five Local Areas throughout the State of Kansas. The sample was drawn using software produced by BLS.
Each unit in the sample was assigned a weight that represented others in each Local Area in the same industry
and of the same size. After the data collection was complete, this weight was used to determine the estimate of
the number of job vacancies.
Employers surveyed were asked to provide information on current job vacancies at the time of the survey,
therefore these estimates are considered as point-in-time estimates. Survey respondents were requested to
report job titles, including the number of job vacancies for which they were recruiting. For each job title, they
also were asked to provide education and experience requirements, wages and benefits offered and the length
of time job vacancies had been open.
The job titles were coded into 821 detailed occupations, within 22 major occupational groups, using the
Standard Occupational Classification (SOC) System.

Job Vacancy Rate


One measure of the workforce demand included in this analysis is the job vacancy rate. This rate is a
computation of the number of job vacancies as a percent of all filled positions.
The number of job vacancies alone does not provide any information about demand relative to the size of the
industry or occupation. To better analyze this data, the job vacancy rate must be taken into consideration. For
example, the occupation of general office clerks, with 325 estimated openings statewide, is one of the top 25
occupations with the most job vacancies in Kansas (Table 2). The estimated employment for this occupation is
26,830, resulting in a job vacancy rate of only 1.2 percent. This means that for every 100 filled positions there
is more than one vacancy in the state.

The average job vacancy rate across all occupations statewide for the second
quarter of 2005 is 2.8 percent, or almost three job vacancies for every 100
filled positions.

The occupational groups with a large number of job vacancies and the highest job vacancy rates
include Transportation and Material Moving (3,937 openings and 4.2 percent rate), Healthcare
Practitioners and Technical (2,784 openings and 4.2 percent), Building and Grounds Cleaning
and Maintenance (1,902 openings and 4.5 percent) and Healthcare Support (1,852 openings and
4.5 percent). Although the Building and Grounds Cleaning and Maintenance occupational group
has a higher job vacancy rate, only 57 percent of the openings were reported as being permanent
positions.

During the months of April, May and June of 2005, the civilian
labor force estimates indicated that the number of people across the
state who were unemployed totaled 71,875, 72,631 and 79,152
respectively. This translates into an average of more than two
unemployed people for every job vacancy.

The top 25 occupations listed in Table 2 account for almost one-half of all
job vacancies in Kansas.
The occupation with the most job vacancies in Kansas is waiters and waitresses, with an estimate of 1,623 job
openings and a job vacancy rate of 7.8 percent. Sixty-seven percent of the openings in this occupation were
reported as being jobs for which employers are constantly recruiting. The occupations of registered nurses and
truck driver, heavy and tractor-trailer are not far behind on the list.
Some of the occupations in this list may be reflecting a higher number of vacancies or a high job
vacancy rate due to the timing of this survey. Many recreation departments are filling lifeguard positions
during the months of April and May, resulting in a seasonal demand for recreational protective service
workers. The number of job openings for construction occupations, such as cement masons and concrete
finishers and operating engineers and other construction equipment operators, may also appear higher than
normal during the second quarter of the year as the construction industry hires for spring and summer projects.
This may be the same situation for landscaping and groundskeeping workers as the lawn and garden season
gets underway during this time.
Occupations in the healthcare industry are in high demand across the country, therefore, it is not surprising
that registered nurses, nursing aides, orderlies and attendants and home health aides appear among the top 25
occupations.

Other ways to analyze the number of job openings and the job vacancy rate are comparison by
industry and by size. Since many of the occupations showing the most job openings in Table 2 are
healthcare related, it is not surprising to see that the industry group with the largest number of job
vacancies and a high job vacancy rate is Health Care and Social Assistance, with 6,932 estimated job
openings across the state and a 4.2 percent job vacancy rate.
The highest job vacancy rate is found among small firms with five to 49 employees. This size class
represents 38 percent of the employers in the State of Kansas. The 3.5 percent job vacancy rate
indicates that these firms may be having a more difficult time than larger firms finding qualified job
applicants.

Starting Wage Offer
The average wage offer for all job vacancies in the State of Kansas is $10.93
an hour. Twenty-six percent of the job vacancies reported in the state pay at
least $12.00 an hour.

The average hourly wage offer is based upon the responses employers provided to the wage offer question
on the survey and does not reflect information from other sources or wages paid for currently filled positions.
Some survey participants did not respond to the expected wage question. This average does not include wage
information for any occupations paid by special pay arrangements. For example, some truck drivers are paid
a certain amount per load. In addition, this figure does not include all monies received from tips for certain
occupations such as waiters and waitresses.
The occupational groups with the highest average wage offer are Management occupations at $22.92 an hour
and Architecture and Engineering occupations at $20.10 an hour (Table 1).
The highest average wage offer among the top 25 occupations listed on Table 2 is found in registered nurses
at $19.07 an hour, followed by truck drivers, heavy and tractor-trailer, at $15.52 an hour. Eight of the top 25
occupations offer an average starting wage of more than $10.00 an hour.
The average wage offer for full-time positions is $12.45 an hour, while those that are considered permanent
positions is $11.23 an hour.

be considered hard to fill because of the specialized
education or training required. One occupation listed
among those that have been open for this length of
time is health specialties teachers. Results indicate that
95 percent of the openings for this occupation require
a bachelor or advanced degree, 85 percent require a
special license or certificate and 93 percent require
experience related to the position. In addition, the
average wage offer for this occupation is reported to be

Thirty-four percent of the job vacancies in Kansas were reported as
being open less than 30 days. The average wage offer for these vacancies
is $11.16 an hour.
Occupations reported as being open less than 30 days may have shorter hiring cycles, indicating there is no
shortage of workers. These vacancies may also represent seasonal positions that need to be filled quickly, such
as the occupation of landscaping and groundskeeping workers. Eight of the occupations listed in Table 6 that

Thirty-six percent of the job openings were reported as being positions


that are always open where these employers are continuously recruiting.
The average wage offered for positions always open is $9.37 an hour.
Jobs in high-turnover fields may need to be refilled multiple times in a single year. The average wage offer, in
addition to the education and experience requirements, are found to be lower in some cases. Also, the type of
work expected could be a factor for jobs in high-turnover fields. On the other hand, some positions are always

Thirty percent of the positions open-for-hire across the state, require education
beyond high school.
The average wage offer ranges from $12.34 an hour, for positions that require a vocational certificate, to $24.14
an hour, for positions that require an advanced degree. It is evident from the data of this study that the more
education the position requires, the higher the wage offer will be.

Benefits Offered
Seventy-seven percent of full-time job openings include health insurance
benefits.
Seventy-five percent of full-time openings include paid vacation leave, 68 percent include a retirement savings
plan and only 54 percent include paid sick leave. Only 12 percent of the full-time openings in the state do not
provide any benefit package.
Employers are less likely to offer benefits for their part-time positions. More than one-half of the part-time
openings do not include any benefit package. The ones that do offer benefits tend to offer only one or two
types.

Area Comparison
The number of job openings across the state remained consistent with findings
in 2004.
Overall, results reflected an eight percent increase, a total of 2,785 more openings in the 2005 survey than one
year ago. Two occupational groups, Computer and Mathematical and Community and Social Services, did
experience a significant percent increase in the number of openings since last year. The Legal occupational group
showed the most significant percent decrease. The number of job openings decreased in Area I, Area IV and Area
V from 2004 to 2005. Local Areas

Job Vacancy Rate Average Wage Offer

The job vacancy rate in Local Area III, at 3.3 percent, is the highest among all five areas. This computation
represents the number of job vacancies as a percent of all positions in that area. Openings in Local Area IV
produced the smallest job vacancy rate, at 2.2 percent.
The average wage offer for all job openings was found to be the highest in Local Area III, at $11.68 an hour, and
the lowest in Local Area V, at $10.01 an hour.

LOCAL AREA I

This survey revealed there were an estimated 5,913 job vacancies in Local
Area I during the second quarter of 2005. This translates into a job vacancy
rate of 2.4 percent or almost two and one half job vacancies for every 100
filled positions.
The statewide sample included 940 establishments for Local Area I. There were 662 usable responses received
from Local Area I, resulting in a satisfactory response rate of 71.6 percent.

Job Vacancies by Occupation


In Local Area I, the occupational group with the largest number of job vacancies and a high job vacancy rate
is Transportation and Material Moving, with an estimated 889 openings and a 4.8 percent job vacancy rate.
The occupational groups with the highest job vacancy rate in this area are Computer and Mathematical with a
6.4 percent job vacancy rate, followed by Community and Social Services at 6.3 percent.

The top 25 occupations with the most job vacancies account for 61 percent
of total job vacancies in this area.
The occupation with the most job vacancies in Local Area I is truck drivers, heavy and tractor-trailer, with an
estimated 453 job openings and a job vacancy rate of 8.1 percent.
The Health Care and Social Assistance industry reported the most job openings across the state (Table
1.3), therefore, it is not surprising to see occupations such as registered nurses, nursing aides, orderlies and
attendants, home health aides and rehabilitation counselors appear among the top 25 occupations (Table 1.2).
In addition, occupations such as janitors and cleaners, maids and housekeeping cleaners, receptionists and
information clerks and food preparation workers also are prominent in the healthcare industry.

Job Vacancies by Industry and Size
The industry group with the largest number of job vacancies and a high job
vacancy rate in Local Area I is Health Care and Social Assistance, with 1,300
estimated openings and a 3.5 percent job vacancy rate.
The industry groups with the highest job vacancy rates are Transportation and Warehousing with a rate of 4.9
percent and 399 openings; Mining, with a 4.9 percent rate and 211 openings; and Administrative and Waste
Services, with a 4.7 percent rate and 254 openings.
The total job vacancy rate by industry and size is 2.3 percent. This rate differs slightly from the 2.4 percent job
vacancy rate by occupation. This difference is due to the fact that the employment estimates are produced by a
different methodology.

Area II during the second quarter of 2005. This translates into a job vacancy
rate of three percent or three job vacancies for every 100 filled positions.
The statewide sample included 931 establishments for Local Area II. There were 648 usable responses
received, resulting in a satisfactory response rate of 70.6 percent for this area.

In Local Area II, the occupational group with the largest number of job vacancies and a high job vacancy rate
is Food Preparation and Serving-Related, with an estimated 1,003 openings and a 5.1 percent job vacancy rate.

LOCAL AREA III

The survey revealed there were an estimated 13,162 job vacancies in


Local Area III during the second quarter of 2005. This translates into a job
vacancy rate of 3.3 percent or more than three job vacancies for every 100
filled positions.
The statewide sample included 1,279 establishments for Local Area III. There were 799 usable responses
received, resulting in a satisfactory response rate of 65.2 percent for this area.

Job Vacancies by Occupation


In Local Area III, the occupational group with the largest number of job vacancies is Sales and Related, with
an estimated 1,460 openings and a three percent job vacancy rate. Not far behind is Office and Administrative
Support, with 1,420 openings and a 1.9 percent job vacancy rate, and Transportaion and Material Moving, with
1,370 openings and a 4.2 percent rate.
The occupational group with the highest job vacancy rate in this area is Building and Grounds Cleaning and
Maintenance with a 6.4 percent job vacancy rate and 679 openings.

The top 25 occupations with the most job vacancies account for 52 percent
of total job vacancies in this area.
The occupation with the most job vacancies in Local Area III is waiters and waitresses, with an estimated
570 job openings and an 8.5 percent job vacancy rate. The high job vacancy rate of 58.9 percent for cement
masons and concrete finishers is most likely due to the timing of the survey.
The Health Care and Social Assistance industry reported the most job openings across the state (Table 3.3),
therefore, it is not surprising to see occupations such as registered nurses and nursing aides, orderlies and
attendants appear among the top 25 occupations (Table 3.2). In addition, occupations such as customer
service representatives, executive secretaries and administrative assistants, business operations specialists and
management analysts also are prominent in the healthcare industry.

The industry group with the largest number of job vacancies in Local Area III
is Health Care and Social Assistance, with 2,213 estimated openings and a
5.1 percent job vacancy rate.
The industry group with the highest job vacancy rate in this area is Management of Companies and
Enterprises, with 255 openings, resulting in a 7.6 percent job vacancy rate, followed by Transportation and
Warehousing, with 1,133 openings and a six percent rate.
The total job vacancy rate by industry is 3.4 percent. This rate differs slightly from the 3.3 percent job vacancy

rate of 2.2 percent or more than two job vacancies for every 100 filled
positions.

resulting in a satisfactory response rate of 69.2 percent for this area.

In Local Area IV, the occupational group with the largest number of job vacancies is Food Preparation and
Serving-Related, with an estimated 908 openings and a 3.9 percent job vacancy rate.

job openings and a 9.3 percent job vacancy rate.
The Health Care and Social Assistance industry reported the most job openings across the state (Table
4.3), therefore, it is not surprising to see occupations such as registered nurses, nursing aides, orderlies and
attendants, child, family and school social workers and personal and home care aides appear among the top

LOCAL AREA V

The survey revealed there were an estimated 3,225 job vacancies in Local
Area V during the second quarter of 2005. This translates into a job vacancy
rate of 2.7 percent or more than two and one-half job vacancies for every
100 filled positions.
The statewide sample included 474 establishments for Local Area V. Usable reponses were received from 338
employers, resulting in a satisfactory response rate of 72.4 percent for this area.

Job Vacancies by Occupation


In Local Area V, the occupational group with the largest number of job vacancies is Transportation and
Material Moving, with an estimated 450 openings and a 5.3 percent job vacancy rate.
The occupational groups with the highest job vacancy rate in this area are Healthcare Support, with a 9.9
percent job vacancy rate and 368 openings, followed by Community and Social Services, at 9.6 percent and
207 openings.

The top 25 occupations with the most job vacancies account for 72 percent
of total job vacancies in this area.
The occupation with the most job vacancies in Local Area V is nursing aides, orderlies and attendants, with an
estimated 292 job openings and a 13.3 percent job vacancy rate.
The occupation with the highest job vacancy rate in this area is driver/sales workers, with a rate of 28.9 percent
and 52 openings.
The Health Care and Social Assistance industry reported the most job openings across the state (Table 5.3),
therefore, it is not surprising to see occupations such as nursing aides, orderlies and attendants, social and
human service assistants, registered nurses, licensed practical and licensed vocational nurses, home health
aides and rehabilitation counselors appear among the top 25 occupations (Table 5.2). In addition, occupations
such as janitors and cleaners and customer service representatives also are prominent in the healthcare
industry.

The industry group with the largest number of job vacancies in Local Area V
is Health Care and Social Assistance, with 948 estimated openings and a 5.7
percent job vacancy rate.
The industry groups with the highest job vacancy rate in this area is Agriculture, Forestry, Fishing and
Hunting, with a job vacancy rate of 9.2 percent and 50 openings, followed by Administrative and Waste
Services, with a 7.3 percent rate and 283 openings.
The size group with the highest job vacancy rate is the small size group with employment of five to 49, with a
rate of 5.2 percent.
The total job vacancy rate by industry and size is 2.8 percent. This rate differs slightly from the 2.7 percent job
vacancy rate by occupation. This difference is due to the fact that the employment estimates are produced by a
different methodology.
