Fiji Receives ICT Award From United Nations


The Prime Minister said broadband is indispensable for any nation that wishes to compete in the global economy and create opportunities for its people. He singled out the importance of private sector cooperation and government leadership in making broadband a reality. "My advice to other nations that wish to take advantage of these tremendous opportunities offered by broadband is simple: firstly, believe in your people. Second, remember that talent exists to develop this infrastructure throughout the developing world. Third, root out corruption wherever it may be and maintain an absolute vigilance against it. Transparency and fairness are essential," he continued. Bainimarama earlier told the High Level Forum on South-South Cooperation for Sustainable Development - Investing in Broadband, an extraordinary revolution was taking place as more and more parts of the country gain access to affordable broadband. Whatever the marvels of the technology involved, it is the positive effect on the lives of our people that makes Fiji an illuminating case study, the Prime Minister said. Bainimarama urged nations embarking on a broadband development programme to make broadband affordable, encourage competition, develop a partnership between Government and the private sector, institute a regulatory framework that is fair, efficient and transparent, and have zero tolerance for corruption especially when it comes to spectrum allocation. Online voter registration will not be available for Fijians living overseas. Attorney-General and Minister Responsible for Elections, Aiyaz Sayed-Khaiyum said: There are too many opportunities at this stage for fraudulent behavior. New Zealand does allow it, but they have less of a history of fraud than Fiji. This means that Fijians living overseas will have to meet with the visiting voter registration teams in order to be registered. 2014 elections cost Preliminary costing for next years election is around $40 million, Mr Sayed-Khaiyum said. Papua New Guinea has already committed in writing that they will be giving 25million kina. This is equivalent to FJD$20 million which will be released in the first quarter of next year. Mr Sayed-Khaiyum did not specify how the remaining FJD $20 million will be met. However, he said some donors had offered to help in kind. New regulations enacted by government will give thousands of FNPF members who live on communally-owned land greater access to housing. The Fiji National Provident Fund (Housing Finance Assistance) Regulations allow an FNPF member who lives on any communally-owned land to apply for assistance to construct, renovate, or extend his or her house. Previously, this housing assistance was available only to those FNPF members who lived within the boundaries of an iTaukei village as defined by the iTaukei Affairs Act, excluding Fijians wanting to build a home on communally-owned land outside of the village-proper, as well as Fijians living in non-iTaukei villages. Now, under these new regulations, housing assistance will be available to all Fijians who live on any piece

The housing assistance scheme allows an FNPF member to withdraw funds from his or her FNPF account to renovate, extend or construct a house that is occupied or will be occupied by that member.

ONE of the country's knowledgeable economists has called on the government to review the salaries of principals and bring it to par with responsibilities they carry out in schools. Speaking at the opening of the Fiji Principals Conference in Labasa, USP economist Professor Biman Prasad said the retention of principals and teachers was linked to their economic status in that they needed to be fairly rewarded for the important work they did. "Let me give you an example. There are 175 secondary schools in the country and if there was an increase in the salaries of principals from next year by $10,000 across the board, the lowest level 4C principal's starting salary would be $38,304," Mr Prasad said. "The increase would also raise the starting salary of the highest level 1D principal to $49,529. The total salary budget that the Education Ministry will need to raise the principals' salary by $10,000 across the board will amount to $1.75million. This, in my view, is a small price to pay for the benefits that

"A contract of employment is between an employer and an employee and matters pertaining to salary and terms and conditions of employment are covered in that contract."

The deputy Permanent Secretary for iTaukei Affairs, Colonel Apakuki Kurusiga, officiated at a groundbreaking ceremony of a new housing project at Savutalele in Tacirua yesterday. Colonel Kurusiga said the new project was the first of its kind for iTaukei landowners. What we are witnessing today is perhaps a new chapter of modern Fijian history in the making, in particular that of iTaukei landowners, in that this is the first ever land subdivision that is entirely being engineered, envisioned and espoused by a iTaukei landowner, Colonel Kurusiga said. He said this was the first time such a subdivision was privately engineered and pursued by landowners. ABOUT 60 women from the Western Division are taking advantage of the week-long University of Fiji Sugar Festival to sell homemade dishes. The women, from 16 centres in Lautoka, are recipients of the South Pacific Business Development microfinance initiative that encourages unemployed women in rural communities to start 6 their own businesses. Anaseini Varobakia, from the Velovelo centre, said the initiative was a blessing for most of them and their families. 6 "We've been able to pay for school fees, groceries for our families and even pay off home loans," she said. "Some of us have even set up shops and canteens through this project." Ms Varobakia said about 500 women from 30 centres in Lautoka had individual microfinance businesses. "The project encourages women to be innovative in their own way and start their own businesses. "It can be anything from baking to selling cooked dishes and from there they can start other things from the skills they've learned. "We get training and attend business workshops that are headed by large banks and corporate businesses in the country. "We take what we've learnt and use that to develop our own businesses." The Ministry of Education has issued a stern warning to teachers that corporal punishment will not be tolerated by the Ministry. This is in response to three reported cases now under investigation by the Fiji Police Force. The Ministry of Education will not condone such behaviour by teachers. The issue is now with the police and the findings we gather from them will determine the action that we will take against the abuse perpetrators, said the Ministrys permanent secretary Dr Brij Lal. The Ministry of Education has a child protection policy which ensures that the well-being, safety, respect and dignity of children are respected. This policy should be read by teachers and clearly articulates the action taken against child abuse perpetrators. Schools should also have their own child protection policy aligned to the ministry policy.

Zero Tolerance On Corporal Punishment

If teachers continue to inflict corporal punishment it means that they are not reading this policy and do not bother to know and understand the latest policies in place, commented Dr Lal. The Ministry of Education has a commitment to protect the rights of children in the school and ensure that a conducive environment for learning is created. Such actions will create fear in the lives of children and affect their concentration in school. I will not condone such acts and teachers accused will be suspended pending further investigation. The police findings will determine the cause of action instituted against the teacher involved. Teachers around the country are advised to refrain from inflicting corporal punishment on children. It is an illegal act and anyone involved should be prepared to face the consequences of their action, he said

Fijian Prime Minister Calls For Genuine Partnerships To Achieve MDGS


Fijian Prime Minister Josaia V. Bainimarama told world leaders that Our efforts to tackle poverty as a priority must be infused with a spirit of genuine global partnership. The Prime Minister was again delivering a major statement on behalf of the Group of 77 and China on this occasion at the Special Event to follow up efforts towards achieving the Millennium Development Goals (MDGs). In a compelling statement, prepared for him by the 132 countries of the G77, the Prime Minister reiterated a strong call to Leaders to address the key implementation gaps of the MDGs in the lead-up to the post-2015 development agenda. Central to this renewed effort is the urgent need to leverage an enhanced and strong global partnership, building on MDG 8, to accelerate MDG implementation, the Prime Minister said. The Prime Minister emphasized it was important for leaders to reaffirm their resolve that the elaboration of the post2015 development agenda continue to be guided by the principles and values enshrined in the Millennium Declaration, the outcome document of Rio +20, and the outcomes of all major UN conferences and summits in the economic, social and environmental fields. The Prime Ministers statement highlighted the guiding principle of common but differentiated responsibilities and that the future development agenda must take into account the varying national circumstances and development priorities of developing countries. Rights With Limits


LABOUR rights in particular are severely restricted in the Constitution while the right of every worker to strike has been omitted, says the Citizens Constitutional Forum. In its Constitution analysis, the forum said the right of every worker to strike was included in the 1997 Constitution and the March 2013 draft constitution. The NGO said parliament also had unfettered power to limit the right to freedom of association to regulate the registration of trade unions and similar bodies, collective bargaining processes and essential services and industries. "Such broad limitations on labour rights are rare in other democratic constitutions, and have the potential to hamper the activities of trade unions and employer groups," it said. The forum said the Bill of Rights allowed extra grounds for limitations in the case of elections. It said to ensure the "orderly conduct of elections", the Constitution permitted limitations on freedom of expression and freedom of assembly as well as on labour relations and the freedom of association and movement. "This almost unrestricted authority to limit specific rights allows a future government to restrict, for example, the right of political parties to hold party meetings. "It is difficult to see how this is consistent with a commitment elsewhere in the Constitution to 'free and fair elections' or to the creation of a 'true democracy'." The forum's analysis also noted that section 26.9 of the Constitution allowed parliament to pass a law that excluded persons from holding public offices, without such a law being discriminatory. "This would give parliament the power to legislate in a manner that prohibits any individual or group from being employed in the public service."

In explaining her work on raising the profile of inclusive financing in the context of the elaboration of the post2015 development agenda, Queen Maxima congratulated Fiji for the excellent work it has undertaken on promoting inclusive financing. She pointed out her frequent use of Fiji as an example when advocating for financial inclusion; citing examples of Fijis use of mobile banking services and the expansion of the rural banking network.

In his mitigating submission, through his lawyer, the man said he was married and attended the Seventh-day Adventist Church. He said he normally engaged himself with the community, such as playing rugby and volleyball, and that he had improved personally by enrolling in professional counselling in one of the institutes in Fiji. The court heard that the man earned

$300 a week, is the sole breadwinner in the family, and that he looks after his elderly aunt and 32-year-old sister. He said he would not reoffend. His submission stated that the court should consider his sentencing terms of lower than seven years imprisonment. However, the court heard that the maximum term for rape was life imprisonment and a tariff of one count was 10 to 25 years imprisonment. His submission further stated that the court should also consider him serving a portion of his sentence doing community work.

Public Service Commission permanent secretary Parmesh Chand confirmed the pay rise and explained the reasons for it. However, in a statement, Fiji Labour Party leader Mahendra Chaudhry said: "No amount of explanation by PSC can vindicate the outrageously massive pay increase awarded to heads of disciplinary services and permanent secretaries." "The explanation offered does not add up when viewed against the manner in which appointments to senior positions in the public service are being made since April 2009." Red Cross Plans Ahead


WHILE Fiji is a month away from the cyclone season, the Fiji Red Cross Society is already planning on how they can respond faster when natural disasters occur. Society director general Filipe Nainoca said they had been conducting precyclone briefing to all their branches in Viti Levu and Vanua Levu. This, he said was to help them set up their individual response centers. "We will be buying more containers and reinforce our stock," Mr Nainoca said. "From the recent natural disasters, we've learnt that we can quickly respond if we are better prepared." He said they were looking at extending the amount of equipment and increasing response materials especially in the Western Division. "We are looking at partnering with our 14 branches to see if we can move stock from one branch to another to assist the place that is affected the most." He said in terms of volunteers, there were a lot of people who wanted to help, but they would need to be trained on how they could effectively respond to natural disasters. Mr Nainoca said conducting training for volunteers would give them the ability to help people, creating awareness, and ensuring they understood and knew what they were supposed to do during disasters.

Mr Raivoce said they were asked to brief the High Commission about the partys Australian Liberal Party-sponsored trip to observe the September 6 elections. Mr Raivoce and SODELPA general secretary Pio Tabaiwalu were in Melbourne for a week. He said the High Commission was happy about SODELPAs connection and relations with what he called their Australian counterpart. The Liberals, led by Tony Abbott, won the Australian elections. NEWCREST Mining Limited says it remains committed to the Namosi Joint Venture despite posting a massive $A5.778billion ($F9.9b) net loss in the 2013 financial year. The loss was driven largely by a drop in the global market price of gold and the expected asset impairments and write downs that were projected by the company. The record loss comes after the company posted a net profit of $A1.117b ($F1.944b) for the 2012 financial year. Newcrest spending in Fiji was also down 29 per cent, falling from $A7million ($F12.18m) in the 2012 financial year to $A5m ($F8.70m) this year. NJV country manager Greg Morris said there would be no change in the current operations in Namosi. "The Namosi Joint Venture (NJV) has been undertaking exploration drilling in the Waivaka area and is now preparing for further environmental and social study work as part of the environmental impact assessment (EIA) process for the Waisoi project," Mr Morris said. THE Consumer Council of Fiji has received 244 complaints from January to last week at its northern branch. Out of this figure, 136 complaints have been successfully resolved through mediation. The council is conducting a twoday workshop in Labasa aimed at empowering consumers from all walks of life on consumer issues. A FIJIAN missionary and her parents can only thank God for being delayed to a meeting in Nairobi in Kenya on Saturday. It saved their lives. Lorna-Jayne Waqanivavalagi, dad Wame and mum Ella were supposed to have been at a cafe on the ground floor of the popular Westgate Mall when it was raided by the Al Qaeda-linked terrorist group, Al Shabab. Ms Waqanivavalagi told The Fiji Times from Nairobi that divine intervention saved them from the terrorists who went on a killing spree. "The cafe we were supposed to be at was the exact place where most of the people died," Ms Waqanivavalagi said. "It was where they (Al Shabab terrorists) started shooting. That could have been me and that could've been my parents." Mr and Mrs Waqanivavalagi had travelled to Nairobi last Thursday to witness their daughter graduate from Youth With A Mission, a missionary organisation whose members travel the world spreading Christianity. "We were supposed to meet an uncle and aunt of mine at the cafe for breakfast but by God's grace, we were delayed," she said. "So many children died, so many people are hurting and searching for peace. I feel so helpless." Ms Waqanivavalagi said she was still in shock over the events of the past few days, breaking down every time she thought about their near-miss with the merciless killers. "Everyone around me is terrified and hurting. I don't know what to say, I'm so lost and shocked. I don't even have words to describe what's happening here in Kenya. "Since Saturday, I've woken up to news that the body count continues to increase. I can't stop thanking God enough for his protection."

FIJI Airways flyers can expect teething problems to be resolved by the end of October. And according to managing director and CEO Stefan Pichler, their fiveyear plan to move the airline forward would also focus on improving ontime performance. "I think Fiji Airways fed a little bit into this kind of problem because the transition into A330 aircraft overstretched the resources which means in some cases the pilots were not trained or cabin crew was not ready as well as other areas of the business," he said. "We had launched a taskforce of the management team to look into how we can improve on-time performance on a continuous level for Fiji Airways. "This taskforce has identified 14 different projects that range from renovation, renegotiating supplier contracts with maintenance to having

short-term recovery and spare parts." He said the taskforce would meet every week to track each project and its progress. The disruptions, he said, were not normally caused by the same issues. "If you operate only three A330-200s and one has a problem, you can't just replace it because you have only two others, or if we have only four 737s and one is out, it has an impact on schedule," Mr Pichler said. "The set-up of Fiji Airways is such that you have these different levels of fleet so you can't substitute the aircraft. A 737 can't fly what an A330 flies or a Twin-Otter can't fly what a 737 flies that's why the flexibility of this set-up is a little limited. "But if we do our work properly, with the management processes, we can improve on-time performance and minimise disruptions in a significant way."

THE road condition in the district of Saqani has been blamed for the interrupted bus services over the past three weeks. Parmod Buses Ltd and Vishnu Holdings Ltd director Parmod Chand said the road was in a bad condition and buses could not travel to the Saqani area. He said the buses would resume services if the road condition was improved. LTA regional manager North Isoa Tawakevou concurred and said the condition was not good. He said buses were in good conditions but the roads were not, which had caused problems to the buses. Good road conditions were noticeable only from Labasa to Saqani and Saqani to Savusavu. The road was in a condition that could at least be serviced by buses. Compared to other trips made by news reporter team along the same road, the condition of road seen last week was much better than on previous trips made. A team from road contractors, Fair Deal, was in Saqani area inspecting the roads. The team said they had been informed about bus services ceasing in the area. The buses, which used to make trips from Savusavu to Labasa through Saqani and from Labasa to Vanuavou in Saqani no longer made those trips. The buses from Labasa only reach Wainigadru Village in the district of Tawake while the buses from Savusavu only reach Vanuavou. Villagers have expressed concern over the situation because they paid as much as $80 to hire a carrier from Wainigadru to Lakeba Village. Sakiusa Rogocake, a church worker said he was blessed to have had a friend pick him up from Wainigadru Village last week. "My friend only charged me $60 from there to Lakeba. If it was another driver, the normal charge is $80 and it's expensive," Mr Rogocake said. He said sometimes villagers helped one another pay for the carrier travel cost to ease their burden.

The Fiji National Council for Disabled Persons (FNCDP) executive Director Dr Sitiveni Yanuyanutawa said that the recent review of the Fiji National Council for Disabled Persons (FNCDP Act 1994) and the drafting of Disability Decree 2013 is a milestone achievement for Fiji. He said the strengthening of the legislative framework will enable Fiji to ratify the Convention on the Rights of Persons Living with Disabilities. The completion of review of FNCDP Act and draft Decree on Disability will be a boost in terms of providing an inclusive and enabling environment for the persons living with disability. It will give persons with disability more powers to exercise their rights to live dignified and productive lives. The Council also looks forward to ratifying of the Convention this year. Fiji signed to CRPD on 2nd June 2010 and for next year the Council also hopes to get the endorsement for Biwako Millennium Framework for Action (BMF). The BMF +5 reinforces a rights based approach to disability issues by recognising the importance of the Convention, Dr Yanuyanutawa said. He said that the Convention and the BMF will pursue a common goal of achieving an inclusive and rightsbased society for persons living with disabilities. Steps taken by the State to ratify the CRPD, will contribute towards the implementation of the Biwako Millennium Framework for Action. The government provides monthly social welfare assistance to persons living with disabilities, they are also able to travel through buses for free and also get 20 percent concession on taxi fares for the first 20 kilometers travelled. According to the Convention of the Rights of Persons with Disabilities, the proper name to describe the disabled persons is called PERSONS WITH DISABILITIES. Through the ratification of the Convention there will more opportunities to provide a barrier free and inclusive society for all persons with disabilities in Fiji, Dr Yanuyanutawa added. The Biwako Millennium Framework for Action (BMF) was adopted in Otsu City, Shiga, Japan by 28 Governments at the High Level Intergovernmental Meeting to Conclude the Asian and Pacific Decade of Disabled Persons in October 2002. The Minister for Women Dr Jiko Luveni said that Government is already putting in mechanisms that promote the rights of disabled persons in the country. The disabled persons of Fiji will feature strongly in our Annual Corporate Plan (2014) as there are great strides done already to see the new disability decree this year. Likewise Fiji will ratify the Convention of the Rights of the Disables Persons soon and that is a new marking, Minister Luveni said. The stimulus for the support driven approach for the disabled persons is really welcoming to all. The Ministry in partnership with all the relevant stakeholders should prescribe action areas for delivery and oversight next year.

A BOLLYWOOD movie shot in Fiji has won the Best Stylish Fashion Film award in India. The movie, Super Model, which will be released worldwide on September 27, was given the award from Haut Monde Fashion Institute in New Delhi. Directed by Navin Batra and produced by Ravi Ahlawat and Prem Prakash Gupta, the movie was shot in Nadi, Lautoka and Sigatoka last year. Mr Ahlawat said the production cost of the movie in Fiji was about $3million. About 60 locals were part of the movie's production. The movie's local line producer and local assistant director Vineel Nand said the award was a proud moment for Fiji and a boost to tourism. Mr Nand said the movie would start screening in Village 6 and Village 4 cinemas a day before the world wide release.

Miss World Fiji Rocks In Bali


The Miss World Pageant final concludes this Saturday on the Islands of the Gods at the Bali Convention Centre, bringing to an end a month of activities by 131 contestants. Speaking from Bali, Miss World Fiji national director Andhy Blake said the atmosphere surrounding the pageant was very festive and electric. You see a big billboard announcing the Miss World contest in Bali as soon as you arrive at the international airport and commercials are constantly on television. The whole world is here to support the contest and getting around the hustle and bustle of the popular resort can be a bit hectic with so many people in town, Mr Blake said. The Fijian Embassy paid a courtesy visit to Miss Fiji last Friday in Bali while Mr Blake paid a visit to the Fijian embassy in Jakarta and met with Fijis Ambassador to Indonesia, Ratu Serumaia Tuinausori Cavuilati. On Tuesday night, Miss Fiji Caireen Erbsleben walked in an Indonesian fashion designer, Amoya Andari couture garment during the Miss World Top Model event. She also auctioned the national gift where over 200 million IDR was raised to support Indonesias local charities. The Miss World convention takes place on Friday where national director, Mr Blake will represent Fiji to discuss possible hosting of the contest in the future and discuss the 2014 Miss World finals. Trade Deficit Increases


FIJI'S current account (excluding aircraft imports) is expected to reach a deficit of 6.4 per cent of the gross domestic product (GDP), because of a higher trade deficit this year. This was revealed by the permanent secretary for the Ministry of Industry and Trade Shaheen Ali at the Investment Fiji Export Awareness seminar in Suva. "In 2014, the current account deficit is expected to improve to 4.9 per cent of GDP, mainly due to the trade deficit improving by 6.1 per cent," Mr Ali said. In his presentation, a total trade deficit of $2.85billion was recorded which include an aircraft payment of $918.6million with the current account balance of $1.41b. He said a total of $1.81b would be forecasted trade deficit next year and $1.84b in 2015. He said the positive and stable growth had led to consumer confidence resulting in increased demand for imports and an increased trade deficit, contributed to Fiji's current account deficit. "Efforts are being made to reduce the trade deficit through numerous reforms and measures. "However to gain success, these efforts need support from all sectors. This is only possible through a structured and inclusive process." For last year alone, he said Fiji recorded about $2b accounted for exports with over $4b worth of imports. For Pacific Island countries, he said 2012 export data indicated that the PICs, combined, accounts for 22 per cent of Fiji's total exports or $530m, as compared to our largest trading partner, Australia which was 15 per cent Fiji's total exports or $331m. Reserve Bank of Fiji acting manager domestic markets Lavenia Cocker confirmed the total export and import last year. Ms Cocker said the global market was competitive and domestic costs were rising, exporters needed to work smarter and reduce funding costs. Fiji Export Council CEO Jone Cavubati said Australia, the US, United Emirates, Japan and New Zealand accounted for 50 per cent of Fiji's total export.

Twenty two Fijian students who left the country recently to undertake studies in the Peoples Republic of China have all settled in well. Prime Minister Josaia Bainimarama met with His Excellency Hassan Rouhani, the President of the Islamic Republic of Iran. Iran currently holds the Presidency of the Non Aligned Movement with its 120 Member States, while Fiji holds the Chairmanship of the Group of 77 and China with its 132 Member States. President Rouhani and Prime Minister Bainimarama discussed the challenges and opportunities of presiding over such a large group of countries, and how the two groups can fully play their part in current global peace, security, social and economic situations. President Rouhani stressed that solutions are needed for the instability being experienced in the Middle East, including in Syria, and expressed his hope that groups like the Non Aligned Movement would be able to bring to bear some influence on lasting peaceful solutions, while recognising the large and diverse nature of such Groups. President Rouhani wished Prime Minister Bainimarama the best for his tenure as Chair of the G77, and assured him of Iran's support in this regard. Prime Minister Bainimarama explained that Fiji's commitment to assisting peace

and security in the Middle East came from its long participation in UN Peacekeeping Missions, most recently through deploying over 500 personnel to the United Nations Disengagement Observer Force (UNDOF) in the Golan Heights. He said this followed on from Fiji's past participation in UNIFIL in Lebanon, and current participation in UNAMI in Iraq and the MFO in the Sinai. President Rouhani assured Iran's support to Fiji's peacekeepers as part of these UN Missions, and expressed the hope that in each of the countries where Fiji serves in the Middle East, lasting peaceful solutions can be obtained, as it has been many years since these places have had to rely on UN peacekeeping for stability. Finally, Prime Minister Bainimarama and President Rouhani discussed bilateral ties between Iran and Fiji, which were formalised on 30 August 2012 in Tehran. Both expressed their desire to promote and enhance bilateral ties, including in the areas of tourism and the sugar industry. They tasked their respective Ministers of Foreign Affairs to follow up on bilateral ties between the Islamic Republic of Iran and Fiji.

More than 300 Fijians residing overseas have so far indicated their interest to register to vote in the 2014 elections. Fijis Attorney General and Minister for Elections Aiyaz Sayed-Khaiyum said the process will begin in New Zealand, taking place on October 23-31. The registration drive will then move to Australia and to other parts of the world including the UK and the West Coast of North America. The process is estimated to cost FJ$40,000. Launched in 2012, the package is designed to build on community appreciation of children and drawing their attention on some of the issues which children face in their development. It targets community leaders, faithbased leaders, parents and care-givers to identify ways in which they can better deal with issues on child protection

There are contextualized tools to create awareness aligned to child protection and without the community commitment to address the reality of issues that influence children protection, we cannot responsibly nurture our children. The package challenges our mindsets as parents, leaders and mentors in the communities, she said. Ms Tukutukulevu said so far the Ministry has already reached out to more than 50 communities through 16 trainings on the facilitation package and the way forward for 2014 is to strengthen partnership with relevant stakeholders to raise awareness on child protection in Fiji.

Gorilla Named Patrick Evicted From Dallas Zoo And Sent To Therapy For Sexist Attitude
A male gorilla is leaving Dallas Zoo to have therapy after he bit one female gorilla and sneered at others. Patrick, a 195-kilogram Western lowland gorilla, will be moving to the Riverbanks Zoo and Gardens in Columbia, South Carolina, where he will live the bachelor life in his own digs. The South Carolina zoo is known for working with gorillas with behavioural problems. Dallas Zoo officials said Patrick gets along fine with humans but not with other gorillas. They said they have repeatedly tried to get him to socialise with the other gorillas, particularly the females, in the hope that he might get along and even breed. Instead, he bit one female and sneered and nipped at others. "It's not like we haven't tried, he's been here for 18 years," Dallas Zoo spokeswoman Laurie Holloway said. Patrick was more tolerant of other male gorillas but seemed only to engage with Jabari, who was shot to death by Dallas police after he escaped in 2004 and injured three people. Because of his cranky behaviour, Patrick has been kept in his own habitat separate from the other gorillas. The Dallas Zoo needs to reclaim Patrick's space because it recently acquired two new males from the Calgary Zoo, including Zola, a breakdancing gorilla who stars in a video that has gone viral on the internet. John Davis, curator of mammals at the Riverbanks Zoo, said Patrick will initially be separated from the zoo's three other gorillas, all males, but will be able to see and smell them. Patrick will eventually be introduced to the other males and zoo officials are not ruling out the possibility they can live together in a spacious bachelor pad, Mr Davis said. Born at the Bronx Zoo in 1990, Patrick was abandoned by his mother and transferred to the Toronto Zoo, where he was hand-raised along with another male about the same age. At age 5 he was transferred to Dallas, zoo officials said. Because of his rearing, Patrick gets along well with people and is a popular favourite among visitors and zookeepers at the zoo, Ms Holloway said. "He's beautiful and smart and everyone loves him," she said. "We're really sad to see him go but it's for the best for the zoo and for Patrick."

Peru has replaced Colombia as the world's top producer of coca, a South American plant used to make cocaine, a UN study said. Last year coca plants covered 60,400 hectares in Peru - 20 per cent more than in Colombia, according to a report from the UN Office on Drugs and Crime. HUNDREDS of passengers bound for Japan were stranded in Australia after a snake was found on a Qantas plane at Sydney airport. Staff found the 20cm-long (eight-inch) Mandarin rat snake in the cabin before passengers boarded the Boeing 747. It is not clear how the snake, which poses no threat to humans, had got on the flight from Singapore. The snake about the width of a pencil was found near the doorway of the cabin, a Qantas spokeswoman said. It was taken away by Department of Agriculture officials and later killed to make sure it did not introduce non-native pests or diseases into the country. The plane would be fumigated before returning to service, officials added, in case it was not the only snake on board. Australia's Agriculture Department said it "was looking into how the snake came to be on the plane, but isn't able to speculate at this time". The Mandarin rat snake is commonly found in Asia. The family of a British climber killed in New Zealand have said they can't afford to fly his body home or attend his funeral. Robert Buckley, 31, died while climbing Mt Sefton in Aoraki Mt Cook National Park on September 14. Mr Buckley, from Shoebury in Essex, had been living in Christchurch for a year. His family told the newspaper they could not afford the GBP5000 (NZD$9663) cost of bringing his body home, and were resigned to missing his cremation in New Zealand. His mother Gill Ray, a part-time cleaner, said a friend in New Zealand was arranging the ceremony. "Flying 24 hours to get there, knowing what you're going there for, is not something I want to go through. And of course the cost of flying there is another thing I can't afford," she told the newspaper. The family had thought Mr Buckley's

travel insurance would allow them to bring his body home, but were told because he had been resident in New Zealand for more than six months, it was no longer valid. "I was really angry about it, but it is hard to think straight at the moment, to be honest," she said. "It is such a hard time. I can't get used to talking about him saying how he 'was' instead of how he 'is'." The family would instead be flying his ashes home from New Zealand after the funeral. An operation carried out by surgeon Jayant Patel on a Bundaberg patient was justified, the District Court in Brisbane has heard. Patel, 63, is accused of causing grievous bodily harm to Ian Vowles over an operation at the Bundaberg Hospital in 2004 in which part of his colon was removed. Former surgeon Dr William Kingston told the court Mr Vowles had suffered two serious colon cancers and a haemorrhage in the four years before the operation in question. He says Patel's decision to operate on another pre-malignant polyp in 2004 was justified and saved the patient from future colon cancers. Prosecutors have argued Patel unnecessarily removed Mr Vowles's rectum and large bowel and the surgery was criminally negligent. The prosecution said while the operation was not incompetently performed, it should never have been done.

Good Samaritan Struck By Car On Langley Highway

A Good Samaritan is in critical but stable condition after he was struck by a car while trying to help another motorist on a Langley highway. Brandon Gullickson was hit Saturday night on the Fraser Highway around 176th Street. Gullicksonm, who has back injuries and a shattered leg, said he was driving home with his girlfriend and his sister in the car when he noticed someone at the side of the road. "Everyone's passing her, you know. Dark out, late at night... everyone's passing her, not caring. So I went out of my way, did a Uey, after I asked everyone in the car if I should. We agreed, so I pulled over, gave her a jump." Gullickson said the driver managed to travel only a block or so before she needed another jumpstart. "As I was jumping her the second time, I heard 'Watch out.' Looked up, seeing headlights, hit my car, my car rammed into her car, I rolled under my car, legs above my head." Gullickson's girlfriend, Cassy Dryden, was also seriously injured in the incident with a broken neck. RCMP Cpl. Bert Paquette says it's too soon to say if speed or alcohol were factors, or if charges will be laid. "The Good Samaritan, as far as we know, suffered significant injuries and is in critical but stable condition in hospital at this time," he said. Although he worries about having to pay the bills while not being able to work, Gullickson said he doesn't regret being a Good Samaritan. "I'm glad that I helped her. I don't have any regrets helping her," he said. Friends have set up an account at the Bank of Montreal to help pay for the couple's expenses. "It kept coming down, it went right through some power lines, landed on the road in front of Kal Tire here. I believe they got him out okay, and it was on fire." Air travellers in Canada, the U.S., Australia and Europe may soon be able to bring larger bottles of water and other liquids through airport security again, thanks to high-tech screening methods that will be able to chemically identify liquid explosives. Since 2006, passengers have not been allowed to bring containers of liquids, gels or aerosols larger than 100 millilitres through security at airports in Canada and around the world. But as of Jan. 31, 2014, Canada, the U.S., Australia, and the European Union will be implementing new hightech screening methods with a view to progressively relax restrictions on liquids carried by air passengers. The countries outlined their plan to the International Civil Aviation Organization, the United Nations agency that regulates aviation safety, security and efficiency, in a working paper presented this past Aug. 19. In a statement Wednesday, Transport Canada confirmed that Canada, the U.S., Australia and the European Union are working with screening authorities, airlines and airports to screen a limited amount of liquids to determine to what extent the restrictions can be lifted. It added, In no way will we implement changes that could cause a safety risk to Canadian air travellers. Federal Transport Minister Lisa Raitt said banning all liquids from carry-on bags was always a temporary measure in response to the threat of terrorism. Technology has now caught up and airports can better screen liquid items to see if they pose a threat, she said. "The paper indicates technology is now in the place where we can start doing trial runs with it," Raitt said Wednesday at a meeting of transportation ministers in Winnipeg. Airports are to start loosening the rules on select items in January, Raitt said. The Aug. 19 paper says once the new technology is installed, larger quantities of liquids, aerosols and gels will be screened and then allowed through security if they are cleared by the screening. Initially, the only liquids to be screened and allowed will be: Those packed in special security tamper-evident bags. Products such as baby food that are used to meet special dietary requirements or medical needs. Baby food, formula and milk are already exempted from the 100-millilitre limit. The security restrictions on liquids, which were intended to be temporary, were put in place following the discovery of a foiled extremist plot in 2006 that involved disguising liquid explosives as beverages, carrying them on board a plane, and setting them off on flights between the U.K. and North America. The paper noted that the restrictions are an inconvenience to travellers, airlines, airports and retailers. It added that the measures were intended to be temporary until they could be replaced by a technological solution and a technological solution now exists. Among the companies providing such a technological solution is Quebec City-based Optosecurity Inc. It makes a system that attaches to existing X-ray machines and uses software to automatically detect and flag liquid explosives and other liquid threats. Paragon Development Ltd. has laid out its plans for a new $535 million casino next to BC Place Stadium, a project being billed as a "world class urban resort." Paragon and its partners held a news conference in Vancouver to outline the plan. A provincial judge says a local government in B.C.'s North Okanagan didn't do enough to protect citizens from contaminated water during an E. coli outbreak. The Regional District of the North Okanagan has been found guilty of four charges under the Water Act and the Drinking Water Protection Act. No one reported getting sick, but nearly 4,000 people were left without potable water in the Coldstream area for nearly a month in January 2010 when E. coli and other bacteria seeped into a well system east of Vernon. The contamination happened after a torrential downpour caused flooding in the area.

Patrick Nicol, board chair for the Regional District of the North Okanagan, said the district spent $70,000 on legal fees fighting the charges. "We thought we had a very strong case with due diligence," Nicol said. "We had no issues with health in trying to address the problem." Nicol said the district sent out public notices and did all it could to protect people from contamination. The District of Coldstream and the farm where the manure originated plead guilty to charges stemming from the incident, and were fined $18,000. Similar fines are expected for the Regional District of the North Okanagan.

How Can You Raise A Clean Teen


So what are some of the ways you can put this philosophy into practice? Here are some ideas. Adjust your expectations. Face it: you wont be able to get your teens to do all the chores you want them to do. In fact, the more tasks you pile on, the less likely theyll do any of them. So decide whats really essential to you and what youre willing to let slide. Maybe your teen is refusing to make her bed every day and youre always fighting about it. You might want to take a step back. Does a made bed really matter to you that much? May be not. However, some other tasks like bringing dirty dishes to the sink could be absolute requirements in your book. Come to an agreement. Once you know what you want, sit down and talk. Negotiate with your teen a little. Come up with a cleaning plan that both parent and teen are comfortable with. Sure, it might not be either partys ideal, but its better than the never-ending argument. Be absolutely clear. Dont make the mistake of assuming that your kids will know what you mean when you say, Clean your room. What qualifies as clean, exactly? Picked up? Vacuumed and dusted? Or just a bit less disgusting than it is now? The answer might seem obvious to you it might seem like common sense -- but it might not be to them. If you were hiring a new employee, you wouldnt just tell them, Do a good job. Youd have a job description. Youd have a list of specific objectives. If you tell your teens that youre making them wash your car to build their character, that probably wont go over well. But remember that requiring your teens to clean up around the house isnt only about your personal desire to have a neat living room. Usually, men suffer from hair loss at an earlier age than women, he added. "Concerns about hair loss are usually more in men and at a younger age, starting as early as in their 20s". "Stress is a major factor behind hair loss. Hair is the fastest growing organ in the human body but has less stability. Plus, there are other factors, like not enough exposure to sun and vitamin D deficiency, peer pressure or anxiety," Mahajan said.

It's probably safe to say that no one really likes giving a urine sample. But the fact is that few tests can match the routine urine analysis for telling your doctor about what's going on inside your body. The bladder can hold almost 2 cups of urine for two to five hours comfortably, and excretes about 2 quarts of waste products and additional water daily. And just as you use a dipstick to check your car's engine oil, doctors rely on a specially treated "dipstick," a plastic stick that has segments imbedded with different chemical indicators on it, to test urine. Unusual amounts of certain substances in your urine can indicate conditions ranging from minor urinary tract infections to diabetes and other more serious conditions. One portion of the dipstick, for instance, measures the specific gravity (a measure of the amount of substances dissolved in the urine). The higher the specific gravity, the more concentrated the urine is. Using a numerical scale, the dipstick shows whether you're drinking enough fluids and how well your kidneys are filtering wastes from your body. Very concentrated urine suggests you are probably not drinking enough fluids, making it harder for your body to flush wastes. Urine is normally darker--more concentrated-in the morning, because your body's been storing wastes all night. The dipstick registers the presence of a variety of chemicals that the kidneys filter, such as glucose (sugar) or minerals. Healthy people generally don't excrete sugar in their urine. Its presence may mean that you have diabetes or another condition that prevents your body from efficiently converting blood sugar into energy. The urine test also can indicate infections by measuring nitrites and leukocytes. Bacteria produce an enzyme that converts nitrates, which are normally present in urine to nitrites. Leukocytes are the white blood cells that fight infection. The presence of either indicates that your body may be fighting an infection in the bladder or somewhere else along the urinary tract. They also can indicate something even more serious, such as a tumor, but further tests are needed to confirm these findings. The dipstick gauges protein and pH levels. Urine shouldn't contain much, if any, protein, although some perfectly normal people do excrete tiny amounts. Urine pH, or acidity, normally ranges between 4.5 and 8, with most people's urine falling between 5.5 and 6.5. Significantly high protein or pH levels can suggest kidney or other renal dysfunction. Ketones can be detected by dipsticks. They are substances produced when fat is used by the body for energy. They are eliminated from the body in the urine. Large amounts of urinary ketones indicate a diet low in carbohydrates, starvation, or, in a person with diabetes, a dangerous condition known as diabetic ketoacidosis.

When she approached us, we stopped the product usage and put her on low dose steroid-based creams and sun screens. It took months before the hair grew back to normal," Thomas said. "I therefore advise people to use medicated products under a doctor's supervision. Shampoos should ideally have a pH of 4.5-5; otherwise it makes your hair alkaline and dry," he added.

It appears as a sudden spontaneous red patch on the surface of the eye and may also shift position. The medical term for a blood clot in the eye is subconjunctival hemorrhage. It is also known as hyposphagma; however, this is a condition in which there is bleeding underneath the conjunctiva. A blood clot in the eye often manifests overnight. The white of the eye is covered by a thin film called conjunctiva that consists of many blood vessels and nerves. The conjunctiva is the outermost protective coating of the eyeball. The blood vessels behind eyes are very delicate, and a rupture of the blood vessels results in a red clot in the eye. When the blood vessels get ruptured due to hit or any injury, to prevent excessive blood loss, blood clots are formed. In general, you will not need to take any action to get rid of red spots in your eye. They will gradually change color and disappear. Subconjunctival hemorrhage is also common in babies, especially in newborn infants, due to the pressure changes in the infants body during childbirth. Causes: Apart from the obvious cause, which is injury to the eye, there are some other factors that may lead to a blood clot in the eye. Some of the common blood clot in the eye reasons (apart from eye injury) are as follows: Excessive eye strain High blood pressure Constipation Stress Excessive coughing or sneezing Diabetes mellitus Excessive amount of certain medications such as blood thinners Blood clots in the eyes could also be some severe eye infection that is not related to any spontaneous injury, shock or injury to the head, or post eye or eyelid surgery. Rarer causes may include blood clotting disorders, vitamin K deficiency or other systemic blood disorders. Symptoms: Usually, no symptoms are associated with a subconjunctival hemorrhage, except a bright red patch that appears on the white part of the eye. This, however, will depend on your eye color and where the blood clot is located. Home Remedies & Treatment: Usually, subconjunctival hemorrhage does not require any treatment. So how long it takes to heal? Well, depending on the intensity of the injury, the process could take anything from three days to a few weeks. In most cases, the red spot slowly subsides on its own as the body reabsorbs the clot in the eyes. Thus, mild and minor injuries can be treated without use of any medication and with some rest. You can speak with your doctor and purchase some lubrication such as artificial tears to soothe the eyes. Ensure not to rub your eye as it can increase the risk of rebleeding. Some simple home remedies to alleviate discomfort and hasten healing include: Place a hot compress over the eyelid to get relief from irritation. Put some ice cubes in a towel or cloth and keep it on your eye. Alternatively, soak a cloth in warm water and keep it on your eyelids. You can repeat this around six to seven times a day. Place some slices of cucumber on your eyelids to soothe them. Putting a few drops of rose water helps to cool and clean the eyes. Eating three to four cloves of garlic every day can help in dissolving the blood clot that has formed in the eye as garlic contains anticoagulant that aids in breaking down blood clots. Avoid working in front of a computer, watching TV, or undertaking any activity that may result in eye strain. Performing some exercises for the eyes are an effective way to rejuvenate the muscles around the eyes, but you should avoid any exercise that will cause a strain on them. In around 10 to 14 days, your body will absorb the blood without the use of any medication and with some rest your eyes should be back to normal. Although, the occurrence of blood spot in the eye is quite common and mostly harmless, it is possible that they are an indication of some serious condition that may require immediate medical attention. Thus, you need to consult ophthalmologist as soon as you notice anything unusual with your eye or find constant redness of the eye that also causes vision change and pain. This can be a symptom of other conditions affecting the eye such as glaucoma.

Bhatura & Choley


Ingredients: 2 cups All Purpose Flour 3/4 cup Yoghurt 1/2 tsp Baking Soda 1 tbsp Sugar Vegetable Oil for frying Salt to taste How to make Bhatura: Take flour and then mix it with baking powder and salt. Mix yoghurt and sugar and add to the flour. Add enough lukewarm water and knead it into soft dough. Cover the dough with a wet cloth and keep it aside in warm place. (about 3-4 hours) Divide it into 10-12 equal portions, roll them into balls. Cover and set aside for 5 minutes. Flatten the balls by pressing in between the greased palms. Roll into 5-6 inch diameter (like big puri). Heat oil in a kadai and deep fry on high flame. Serve hot with choley. Ingredients: 400 gms Soaked Chana 4 Chopped onions 2 Garlic cloves 1 Ginger 1 tsp Garam masala 1 tsp Red chilli powder 1/2 tsp Mango powder 1 tsp Pepper 1 tsp Cinnamon powder Oil for frying Salt to taste How to make Choley Grind ginger and garlic to make a paste. Heat the oil and fry onions till it turns brown. Add garam masala, red chilli powder, cinnamon powder, ginger garlic paste & salt to it. Fry it well. Add soaked chana and water Cook it till it turns thick. Add pepper and mango powder. Cook it for five minutes. Choley is ready. Serve hot.

Ingredients: For Fish 1 kg Fish (Either with bones and Skin; or boneless) You can chose between Sole, snapper or any locally available fish variety 2 tbsp Crushed Garlic 1/2 tsp Red Chili Flakes 1/2 tsp Ground Coriander 2 tbsp Lemon Juice 1 tsp Salt For Mint Chutney: of a cup of Mint leaves, separated from stems of a cup of Coriander leaves, separated from stems 1 Red or Green chili pepper chopped 1 tbsp of Red onion chopped 3 tbsp of lemon/Lime juice 5 tsp of water, or 2 tsps of water and 1 tbsp of plain yogurt Salt and pepper to taste

Method: For Mint Chutney: Wash the greens in cold water. Blend all of the ingredients together on medium speed in a blender; blend until the mixture has a smooth consistency. Pour the mixture into a bowl, and serve. For Fried Fish: Add everything except the fish and mix it properly in a bowl. Add fish to this marination. After mixing it, keep it in a fridge for at least 2 hours. Heat oil in a frying pan. Deep fry the fish not more than 4-5 pieces (or as per the size of the pan) at a time at medium heat. Fry till golden brown. Serve with green mint chutney, mustard sauce, mayonnaise or any other dip. The fish tastes excellent if served with vinegar onions, vinegar garlic and mint leaves.

Whether you know trucks or not, the Chevrolet Silverado is likely a familiar vehicle; in a huge swath of variations, it's the tool of choice for those who need to get things done. Front space is ample, and though the bucket seats could be more supportive for longer trips, we'd still opt for them over the flat front bench for personal use. On Crew Cab Silverados, the rear seat is placed high, stadium-style, and is split 60/40 so it can be folded down for more carrying space, but the rear seatback is nearly vertical, making it uncomfortable for longer trips. Build quality is tight, and in general the interior is hushed and refined. A flexible set of models, features, and options, as well as powertrains and body styles is still at the root of the Silverado's appeal. Somehow it's a model that not only appeals to worktruck buyers but also those seeking a luxurious commuter device or longdistance towing rig. You probably know which foods are good for you, but do you know which ones are bad for you? Dr. Bryce Wylde gives us his list of the 10 foods we should absolutely avoid. In his book, The Antioxidant Prescription, Dr. Bryce Wylde addresses what science has discovered to be the true underlying cause of disease: free radicals. Luckily, free radical damage can be avoided, especially if you avoid these foods. 1. Fast food. You dont need me to go into more detail about fast foods. Avoid em. 2. Hydrogenated fats. As we all know by now, these fats must be avoided because they cause heart disease. Theyve been used for years in snack foods, bakery items and margarine. Avoid buying cookies, crackers, baked goods or anything else that has hydrogenated oil or trans-fats on the ingredients list. 3. Olestra is a synthetic fat used to make non-fat potato chips and other snacks. Youd think, with all the bad rap fat has garnered, a non-fat fat would be great. But Olestra has been shown to bind with fat-soluble vitamins A, E, D and K and carotenoidsour invaluable antioxidant nutrientsand to eliminate them from the system. Never mind the fact that Olestra causes stomach upset and other digestive problems, its consumption encourages people to skip over fruits and vegetables for snacks that appear to offer no threat. 4. Nitrates. Found at high levels in cured meats such as bacon and hot dogs, nitrates preserve colour and prevent microbes from taking up residence. But theyre badreally bad. The nitrate itself is harmless, but it can convert to nitrite in your body, which in turn can form nitrosamines, powerful cancercausing chemicals. Whenever possible, look for nitrate-free organic meats. If you must eat foods containing nitrates, take extra vitamin C as it is known to prevent the conversion to nitrosamines in your stomach. 5. Alcohol. Im not talking here about moderate amounts of red wine, but excessive amounts of alcohol. Liver toxicity is the main issue when we exceed our limits, and this, as weve

Try to avoid these. The balance of fat in our diets has shifted too far towards the omega-6 variety found in most processed vegetable oils. We way overdo salt, leading to many cases of high blood pressure. And theres now evidence that too many of these fats and sodiumrich foods may be leading to specific chronic diseases. One reason we want to supplement the diet with the necessary omega-3 oils is to regain the proper omega balance and prevent everything from inflammation to heart disease. 10. Frozen meals. They may not be inherently bad for you if they have all the right ingredients in them, but they do keep you from eating fresh, whole, natural foods that contain more nutrients and fibre and disease-fighting phytochemicals. You may be tempted to excuse them as better than fast food. You may be sometimes pressured for time. But dont let simple laziness displace real foods in your diet.

The eruption is expected to occur almost any day now. Observers are wondering how long it will take fiery new Canucks coach John Tortorella to do a Mount Vesuvius impression as a new era begins in Vancouver. It's just a matter of time, they feel, before he spews the kind of rage that eventually got him fired from his previous job with the New York Rangers. Tortorella's explosive temper is just one of the hot topics circulating in Canucks camp as the 2013-14 NHL season approaches. Many are questioning whether he can reinvigorate a team that made first-round playoff exits the past two springs. Other prominent storylines include goaltender Roberto Luongo's return to No. 1 status following Cory Schneider's trade to New Jersey; a healthy Ryan Kesler's play after two injury-plagued seasons; perennial scoring leaders Daniel and Henrik Sedin's production; winger Zack Kassian's potential increased role; highly-paid, enigmatic winger David Booth's recovery from injuries and inconsistency; and backup netminder Eddie Lack's promotion to the NHL from the minors. Tortorella's task is to win with the same veteran core that reached the 2010-11 Stanley Cup finals but has faltered amidst high expectations since then. Kesler admits that he has not been good enough the past two seasons, but takes exception with people who question whether the Canucks are on a downward spiral. "I'm thinking it's going to be a great year, not just for me but for the whole team," he said. "We're going to prove a lot of people wrong all those doubters out there. We're going to make them eat their words." He and other Canucks have welcomed the harsh criticism that Tortorella is expected to dish out. "I don't think anyone in that lockerroom will say they'll play their best for

But heading into a season that will include a reduced salary cap and divisional realignment, the Canucks face a battle to prove their critics wrong. While general manager Mike Gillis pledged to hit the reset button after the Canucks were swept by the San Jose Sharks last spring, only one significant change occurred as Schneider was traded for the ninth overall draft pick that landed Bo Horvat. The 18-year-old centre is a candidate to make the team, but could need more seasoning with the OHL's London Knights. Winger Hunter Shinkaruk, Vancouver's other first-round choice (24th overall) this year, is also vying for a spot along with 2012 first-round pick Brendan Gaunce and 2011 first-rounder Nicklas Jensen, who is currently injured. Injuries to Booth and Jordan Schroeder and Kassian's five-game suspension, incurred in the pre-season, could enable Horvat and Shinkaruk to stay up to nine games before they must go back to junior or have their entry-level contracts kick in. Meanwhile, journeyman forward Mark Santorelli appears to have found a new home after impressing in exhibition games, and former Los Angeles Kings winger Brad Richardson joins the Canucks after signing as a free agent in the summer. Additions on defence could include Frank Corrado, who played with the Canucks late in the regular campaign and playoffs last season, and former Montreal Canadiens defenceman Yannick Weber. But barring any unforeseen hot streaks or injuries to key players, the newcomers will play minor roles as veterans bear the biggest burden. "Obviously, the success of the season depends on your best players playing their best," said defenceman Kevin Bieksa. "Injuries factor into that. Sometimes, there's things out of your control. But when there isn't and everyone's healthy and able to play the full season, we need the most out of everyone. "We need (Kesler) going, we need (Luongo) back to form and the (Sedin) twins, obviously, doing their thing. All the defencemen have to play well. Our role players are going to have to be contributing. It's a tough league, and it's hard to win night in and night out." But winger Chris Higgins likens the new upcoming campaign to a renaissance rather than a chance at redemption. "I think everyone's open to having a new beginning with the coaching staff," said Higgins. "I think we lost a little bit of our identity last year. I think we're trying to re-establish that this year." Tortorella claims he does not want the Canucks to do much differently with a team that won back-to-back Presidents trophies in 2010-11 and 2011-12 and six Northwest Division titles under former coach Alain Vigneault. Still, Tortorella expects his charges to play a "more complete and consistent" game than the offensive-oriented one that

Vigneault espoused. "Everybody wants offence," said Tortorella. "Everybody wants those pretty goals. Everyone thinks these new rules (intended to curb obstruction) are going to bring in these pretty goals. We all see what happens. You still need to have some bite and grind in the game." But no matter how much the coaching style or system changes, Vancouver's hopes, as they have many times in the past, will rest largely on Luongo. After the uncertainty of the past two seasons and a widely expected trade that did not occur, the goaltender is looking to prove himself worthy of being No. 1 again. Known for an October swoon, he is anxious to get off to a strong start and "leave all that other stuff behind and move on." He has extra incentive to play well early, because the first half of the season will also serve as his Canadian Olympic team tryout. Although his desire to remain in Vancouver was questioned following Schneider's departure, Luongo insists that he is happy to be a Canuck. But after appearing to be unwanted by management after the past two seasons, Luongo expects to face an adjustment period. "What's happened over the two years, it's a process, and I've just got to feel it out and see how it goes," he said.

Newly-selected Digicel Fiji 7s coach, Ben Ryan will work with 16 players prior to the Gold Coast leg of the HSBC Sevens World Series, he confirmed. With the 16 players already being chosen for him, the former England coach expects some visa issues, which is why he believes he needs to make selection fast. 16 players have been picked for me to choose from for Gold Coast and I imagine there are visa issues that means selection has to be early, Ryan said. Speaking to the media through Twitter, Ryan said he was arranging his flights and would return to England after the Gold Coast 7s to sort out a few things before he comes to Fiji for his threeyear contract with the Fiji Rugby Union. Being from another side of the world, Ryan said he would eventually need an assistant and he believes that working on the plans he has would be a slow but sure process. Its going to be a gradual process of working the plan I have in mind and I would like an assistant eventually. Ryan and his family now look forward to coming to Fiji and he thanked the Fijians for the support rendered to his appointment which he has seen even before his arrival. THE Fiji Football Association is likely to increase its grant for the Fiji Primary School Football Association InterDistrict Championship next year. The parent body handed a cheque for $6000 to the FPSFA during the opening ceremony of the IDC at the Lautoka Central School grounds. Suva and Lautoka are the first U14 teams to qualify for the quarterfinals of the Fiji Primary School Inter District Championship.
