Tuition Protection Service - Know your rights The Tuition Protection Service (TPS) is an initiative of the Australia Government to assist international students whose education providers are unable to fully delivery their program of study. In the unlikely event that USQ is unable to deliver your program, the University will work with the TPS to ensure that you are able to either: Complete you studies in an alternative USQ program or with another education provider; or Receive a full refund of any unspent prepaid tuition fees.

TPS now also limits the collection of pre-paid tuition fees that the University can accept PRIOR to the commencement of your program. USQ is not able to receive more than 50% of the total tuition fee BEFORE you commence your program, however an initial deposit will still be required. The deposit amount will be outlined within your Letter of Offer. For short courses that fall within one study period of 24 weeks or less, USQ may request 100% of the tuition fees to be paid prior to the commencement date. ELICOS and EAP Programs: Your English language proficiency will be tested at the Open Access College (USQ) upon arrival. You will then be allocated to the class that suits your current English skill level. This may increase or decrease the overall duration of studies. The ELICOS and EAP programs are required to keep class attendance records. You will be required to attend 23-25 hours of face to face study each week. USQ Open Access College require you to maintain attendance of 80% or better and to complete all program requirements. An orientation program will be held at the Open Access College at 9.00 am on the start date for your course. Your participation is essential. Staff will introduce you to the University and explain program requirements. Students articulating from EAP I to EAP II must achieve a passing grade in all EAP I courses, as outlined in the course specifications, before advancing onto EAP II. EAP II is a high level English for Academic purposes program designed for students who have received a conditional place for further studies with the University of Southern Queensland. Successful completion of this program requires you to obtain A grade (75% or better) in two language courses EAP7340 Academic English skills and EAP7320 Communication processes and passing grades in the remaining two courses. Should you fail any course in EAP II you will be required to re-enrol and successfully complete the course/s prior to being granted entry to the Master of Engineering Science.

ACADEMIC ASSESSMENT INFORMATION Admission of International Students Other than being required to demonstrate proficiency in the use of the English language, international applicants are subject to the same entry requirements as Australian applicants. Academic qualifications recognised for standard entry are based on comparison of Australian Year 12 (Grade 12) or United Kingdom A level examinations, or both. PATHWAYS TO STUDY WITH USQ INFORMATION At USQ we understand that you may have come to us via other universities, TAFEs or private providers and even one or two employers. We know that your skills and knowledge come not only through study, but also through practice and on-the-job learning. So thats why we take into account both prior study and work experience when you apply for a program. If you come to us via any of the above situations you may be eligible for credit for previous study. Credit, exemptions or recognition of prior learning (RPL) is a way for you to reduce the number of courses (units) you need to study to finish your particular program. For example, if you have more than 5 years experience in your field, you may be eligible to commence your postgraduate study (such as Postgraduate Diploma in Business) without completing an undergraduate degree such as a Diploma of Business. You may also gain up to 8 credits toward your undergraduate Bachelor degree depending on your experience and your program choice. ENGLISH LANGUAGE ASSESSMENT INFORMATION ADDITIONAL ASSESSMENT INFORMATION If you have been made a conditional offer based on providing certified documentation you will need to ensure the copies of your documents are certified by a professional person or agency recognized by law of the country in which they are certified. Professional persons or agencies include: Justice of the Peace; Commissioner for Declarations; Solicitor, Barrister or Judge; Police Officer; Registered Doctor, Nurse, Medical practitioner; School Teacher; member of permanent academic staff of a tertiary institution; USQ Agent / Partner or USQ staff member. The authorised person needs to confirm that the copies they are signing are true copies of the originals, provide their name, position, signature and date and an official stamp. Documents in languages other than English need to be accompanied by an English Translation by a qualified and registered translator (registration details must be provided with supporting documentation). Admission Prerequisites:- Prerequisites may be required for admission to any of the undergraduate programs offered by the University. Notwithstanding above, any applicant may be admitted to a program offered by a Faculty if the Dean of that Faculty considers that they have a reasonable chance of success. Conditional Offers:- In circumstances where applicants do not meet the minimum requirements for admission to a program, the Dean may offer a place subject to stated conditions. For the partial fulfillment of program requirements, the University may grant credit for students relevant prior tertiary studies and vocational and/or professional experience and training. ENROLMENT, DEFERMENT & CANCELATION INFORMATION At USQ the full-time load is defined as four (4) on-campus courses/units/credit points per study period for both Award and Non-Award programs. All USQ programs of study offered to international students are CRICOS registered in this manner. Students enrolled per study period will be able to complete their program of study within the time specified on their electronic confirmation of enrolment. The University also operates a third semester in which you can undertake further study via distance education, to catch up or fast-track your degree program. On campus students must commence their academic program in the compulsory study periods only (Semester 1 and 2). Students cannot commence their academic program in the semester 3 study period. Students shall notify the University of any changes to their personal details including, but not limited to home, term and mailing addresses, name, telephone number and mobile number It is students responsibility to modify their enrolment when their family, finances, late delivery of material and other circumstances make it unlikely that they can successfully undertake the study of a course. It is students responsibility to be aware of their fee liability, and to pay their fees in full by the relevant published payment due date for the semester. It is the responsibility of students to organise their affairs so that they can achieve the objectives of the course and submit assignments for assessment no later than the due date. Failure to pay fees when required may lead to cancellation of enrolment. A student shall be taken to have been officially contacted by the University when a communication is posted to the students postal address or emailed to the student University issued electronic mail address; or posted to the agent or partner associated with the student. Cheating The term 'cheating' includes, but is not limited to: 1. the use of any unauthorised assistance in taking oral or written tests, or examinations 2. the acquisition, without permission, of tests or other academic material belonging to the University or a member of its staff 3. providing or receiving information which is prejudicial to the fair conduct of the examination during the conduct of the examination 4. tampering or attempting to tamper with any item used in the assessment of students 5. failing to abide by directions from the examiner regarding the permitted level of collaboration between students on items submitted for assessment 6. acquiring or attempting to acquire, possessing or distributing material not specifically authorised for use in the assessment process by the examiner in the course (unit) specification or on the front cover of the examination paper. Unauthorised material includes current examination question papers or part thereof in advance of the official distribution by the University to all examination candidates 7. impersonating or attempting to impersonate another student in assessment activities. For the purposes of this definition, 'unauthorised assistance' includes those methods of assistance not listed or not identified on the examination paper, or not otherwise specifically approved by the examiner. Plagiarism The term 'plagiarism' includes, but is not limited to, the use, by paraphrase or direct quotation, of the published or unpublished work of another person without full and clear acknowledgement. Plagiarism is the action or attempt to take and use or present another person's thoughts, writing, ideas or work as their own to gain or produce unfair advantage. A common example of plagiarism is knowingly using the whole or part of another work without appropriate citation. While it is recognised that scholarly work often involves reference to the ideas, data and conclusions of other scholars, intellectual honesty requires that such references be explicitly and clearly noted. USQ is committed to ensuring students have access to formal appeals and grievance processes so disputes and problems can be solved in a fair and timely manner. Prior to making an appeal, students should refer to: the Student Appeals and Grievance Procedure Policy USQ's Appeals Policy contact their relevant Faculty to familiarise themselves with the required process

Waive Academic Penalty and Fee reversal: Students are able to withdraw from courses without academic or financial penalty if they do so prior to the census date (end of week four for Semesters 1 and 2 and week 3 for Semester 3, end of week 2 for ELICOS and EAP sessions) of each Semester/session. Students may withdraw without academic penalty only provided they do so prior to the withdrawal date (week eight for Semesters 1 and 2 and week 6 for Semester 3) and will receive a grade of DWAP (Withdrawn without Academic Penalty only). Students will still incur financial liability for courses dropped between census date and withdrawal date. If withdrawal is a result of special circumstances that are beyond the student's control, an application to Waive Academic Penalty with Fee Reversal may be considered. The University recognises that occasions may arise in which students find it necessary to drop a course after the census date or withdrawal date. In such cases, the academic penalty may be waived and the fees reversed if the course is dropped for special circumstances including; medical family or personal employment related University or Partner error

You must notify your education provider of any change in your residential address within 7 days of the change. You must remain enrolled in a registered course (unless you are an AusAID/Defence student or secondary exchange student in which case you must maintain full-time enrolment in your course of study or training). Note: a registered course is one that is on the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS). A USQ course is a subject of study, defined by a course specification for which students may be awarded a grade. Maximum duration applies to all programs offered by the Faculty (see individual program entries for details). Study should be completed within the maximum duration. Extensions may be granted in extenuating circumstances. ESOS FRAMEWORK INFORMATION The Australian Government wants overseas students in Australia to have a safe, enjoyable and rewarding place to study. Australias laws promote quality education and consumer protection for overseas students. These laws are known as the ESOS framework and they include the Education Services for Overseas (ESOS) Act 2000 and the National Code 2007. Protection for overseas students As an overseas student on a student visa, you must study with an education provider and in a course that can be found on the Commonwealth Register of Institutions and Courses for Overseas Students

(CRICOS) at http://cricos.deewr.gov.au. CRICOS registration guarantees that the course and the education provider at which you study meet the high standards necessary for overseas students. Please check carefully that the details of your course including its location match the information on CRICOS. Your rights: The ESOS framework protects your rights, including: your right to receive, before enrolling, current and accurate information about the courses, fees, modes of study and other information from your provider and your providers agent. If you are under 18, to ensure your safety, you will be granted a visa only if there are arrangements in place for your accommodation, support and welfare. your right to sign a written agreement with your provider before or as you pay fees, setting out the services to be provided, fees payable and information about refunds of course money. You should keep a copy of your written agreement. your right to get the education you paid for. The ESOS framework includes consumer protection that will allow you to receive a refund or to be placed in another course if your provider is unable to teach your course. The ESOS framework sets out the standards Australian education providers offering education services to overseas students must obey. These standards cover a range of information you have a right to know and services that must be offered, including: orientation and access to support services to help you study and adjust to life in Australia who the contact officer or officers is for overseas students if you can apply for course credit when your enrolment can be deferred, suspended or cancelled what your providers requirements are for satisfactory progress in the courses you study and what support is available if you are not progressing well if attendance will be monitored for your course, and a complaints and appeals process. One of the standards does not allow another education provider to enrol a student who wants to transfer to another course, but has not completed six months of the final course of study you plan to undertake in Australia. If you want to transfer before-hand you need your providers permission. If you are under 18, to ensure your safety, you will be granted a visa only if there are arrangements in place for your accommodation, support and welfare. LIVING IN AUSTRALIA INFORMATION Studying on-campus at USQ can be a rewarding way to undertake a university degree in a safe and friendly multicultural environment with modern facilities and a relatively low cost of living. Weather Summer in South-east Queensland generally stretches from November to March with average daily temperatures of 25 to 30 degrees Celsius. Temperatures can fluctuate and can be as low as 14 and as high as 39 degrees Celsius. Winter months are June, July and August. Average daily temperatures hover between 6 to 17 degrees Celsius. Differing weather patterns mean temperatures can go to as cold as -4 and as warm as 25 degrees Celsius. What to wear Male students on-campus wear long trousers or jeans and shirts (collared button down; polo shirts; tshirts). Transport If you would like to drive a motor vehicle in Australia you must ensure you have a valid international drivers licence. Just remember, it is illegal to drive in Australia without being properly licence, therefore you must ensure you have the correct licence and understand the road rules. Further information on Driving in Queensland with a foreign licence is available. Parking facilities and public transport is available at all three campuses. Money and cost of living You should arrive in Australia with at least AUD400 for expenses in the first few days. It is recommended that you have easy access to at least another AUD2000 to AUD3000, during the first few weeks in Queensland. These extra funds will be needed to get you established and will be used on expenses such as: textbooks and study needs purchases rental bond (security deposit equal to 4 weeks rent) rent in advance (equal to 2 weeks rent) security deposits & re-connection fees of electricity, gas and telephone climate suitable clothing, and household items - for example bed linen, blankets, pillows, cooking utensils, furniture depending on your choice of accommodation.

AIRPORT PICKUP & ARRIVALS INFORMATION All international travellers coming to USQ can arrange to be picked up when arriving at the airport in Australia. This means you can be transported to the USQ campus where you plan to study, anytime that you arrive in Australia. The closest international airport to our USQ campuses, is the Brisbane airport. New international students This service is free to all international students arriving to study at USQ for the first time. This pick up services is offered 24 hours per day, 7 days per week. OVER SEAS HEALTH COVER OSHC INFORMATION Overseas Student Health Cover (OSHC) is health insurance that provides health insurance cover for the costs associated with out of and in hospital medical treatment, pharmaceuticals and emergency ambulance assistance and transport. The Department of Immigration and Citizenship (DIAC) require all holders of a student visa to maintain OSHC during their entire stay in Australia. Student visa condition 8501 - Maintain OSHC; is a mandatory condition of a student visa. DIAC state, international students who do not maintain their OSHC may have their student visa cancelled Overseas Student Health Cover provided by Allianz Global Assistance is the preferred provider of OSHC at USQ. For further information regarding the OSHC Worldcare product, USQ recommends students read the OSHC Policy Brochure (PDF 1481 KB). When you return an acceptance of offer with payment of your first semester tuition fees and student visa length OSHC, USQ initiates your health insurance policy with OSHC Worldcare Health Cover. From time to time your student account may be invoiced for a further amount of OSHC than that nominated on your letter of offer this may occur where you have applied to commence studies in a subsequent year, as fees are subject to annual changes or increases, or when you bring family members as dependents while you are studying. A policy that starts or is upgraded or renewed, on or after 1 January 2012, will be either: Single You Dual Family: You AND your adult partner OR children (under 18) Multi Family: You AND your adult partner AND children. You do not need OSHC if you are: a Norwegian student covered by the Norwegian National Insurance Scheme a Swedish student covered by the National Board of Student Aid or by Kammarkollegiet a Belgian student covered under the Reciprocal Health Care Agreement with Australia. 1. Students are required to pay their fee liability in full by the published due date for the semester. 2. Failure to make full payment of fees by the fees due date for the semester will result in restrictions and cancellations detailed in the Universitys Extension of Time Payment of Fees Policy.

Overpayment: Any overpayment will be credited to your USQ account.

Student Amenities Fee On 11 October 2011, the Higher Education Legislation Amendment (Student Services and Amenities) Bill 2011 was passed by Parliament. These amendments to the Act allow higher education providers to charge a Student Amenities Fee from 1 January 2012. The Student Services and Amenities Fee covers services such as employment and career advice, health services, financial advice and other support services. The maximum Student Amenities Fee will be $273 per student per annum ($34 per unit/credit point*) in 2013 and will be indexed annually. Fees are ongoing and are included in your tuition fee so you will not be charged extra on top of your tuition. **This fee will be charged to International Students from S1, 2013 and only apply to award programs. The underlying principles of USQs implementation of the SA Fee are: the provision of a range of services that are collectively of value to the whole student population, whilst acknowledging that individually their value will vary for different cohorts within USQs highly diverse student population; commitment to enabling opportunities for all students to provide input on the services facilitated by the Student Amenities Fee. This is in conjunction with the required formal student consultation; ensuring that the implementation of the Student Amenities Fee and the provision of the student services and amenities are effectively and efficiently deployed with re spect to USQs processes, systems and human resources, and align with USQs strategic directions.

REFUND OF FEES INFORMATION 1 Policy Statement Under the Higher Education Support Act 2003(HESA) the University is listed as a Table A higher education provider and therefore must comply with all the relevant sectio ns of that Act. Further, the University as a registered provider under the Education Services for Overseas Students Act 2000 (ESOS Act) is bound by that Act and subsequent Education Services for Overseas Students Regulations 2001 and the National Code of Practice for Registration Authorities and Providers of Education and Training to Overseas Students 2007 (National Code). In addition the University, as a member of Universities Australia, is a signatory to the provisions of the Code of Practice and Guidelines for Australian Universities Provision of Education to International Students (April 2005). Under the guidance and framework provided by these Acts, Regulations and Codes, the University will conduct all Student Fee refunds ethically, honestly and with fairness to all parties. Unless as required under legislation, this Policy will be applied equally, in the context relevant to the circumstance, to all Students of the University, including Students in Commonwealth Supported Places, Domestic Students, Overseas Students (international on-campus and international distance), studying either directly with the University or via an Education Partner arrangement. 2 Principles The University will: Ensure its Student Fee Refund Policy is publicly available to all students and potential students. Ensure Students have an option to leave credit balances (excess payments after Census Date) on their Student Account to be applied against future liabilities the Student may incur with the University. (Part 43.11 AIP) Ensure Overseas Students are given access to a copy of this Policy prior to accepting an oncampus place at the University under a student visa. (Standard 2.1 National Code) Enter into a written agreement with the Overseas Student, concurrently with or prior to accepting Course Money from the student, that contains information regarding refunds of Course Money. This (written) agreement, and the availability of complaints and appeals processes, does not remove the right of the Student to take action under Australias consumer protection laws.(Standard 3.1 and 3.2 National Code) Include a clause in all Education Partner contracts (including Support Offices) regarding the refunding of Course Money received for a University enrolment, to ensure the Education Partners refund policy is consistent with this Policy and Universities Australia Code Section 73 Guidelines: Fee refunds. Through the Education Partner review process, ensure their refund practices are clearly stated and publicly available and meet the ESOS Act and National Code requirements. Develop and make publicly available grievance procedures and review procedures for dealing with complaints regarding Student Fee refunds. 3 Procedures 3.1 Grounds for a Refund and Establishing the Amount to be refunded 3.1.1 Tuition Fees and/or Student Contribution Amounts A Student is entitled to a refund of Tuition Fees and/or upfront Student Contribution Amounts under the following circumstances: 1. A Student, who withdraws their enrolment in a Course before the last date to drop Courses in that semester/session (Census Date), is eligible for a reversal of fees and a full refund of Monies paid upfront for that Course, with the exception of an International Student in their first six (6) months of oncampus study at the University, who requests a transfer to another registered provider. (National Code) 2. An International Student, in their first (6) months of oncampus study at the University, who requests a transfer to another registered provider must apply for a Letter of Release. Where the University grants a Letter of Release, before the last date to drop Courses in that semester/session (Census Date), the International Student is eligible for a reversal of fees and a full refund of Monies paid upfront for their course(s) in that semester. Where the University grants a Letter of Release, after the last date to drop Courses in that semester (Census Date) , the International Student is not eligible for a reversal of fees or a refund of Monies paid upfront for their course(s) in that semester. 3. All Student Contribution Amounts must be made by the Student on or before Census Date for a Semester/session. (HESA Section 93-15). Where University records indicate a Student has made a payment after Census Date, the University cannot accept this payment, and will refund the Monies to the Student.

4. A Student who is granted Withdrawal without Academic Penalty and with Fee Reversal under Section 3.9 of the Universitys Enrolment Policy is eligible for a reversal of fees and a full refund of Monies paid upfront for that Course. 5. The offer of a place to a Student is withdrawn by the University or the University is unable to provide the Course or the Program. The Student is entitled to a full refund of Monies paid in advance for the Course or for Courses in that Program. (Parts 43.13 and 44.15 AIP and the ESOS Act subsection 27 (1) classified as Provider Default, ESOS Regulations Division 3.4 subregulation 3.19(1)) 6. A Student fails to meet degree/diploma progression rules and is thus not permitted to re-enrol. The Student is entitled to a full refund of Tuition Fees and/or upfront Student Contribution Amounts paid in advance of notification of exclusion. 7. A notice of withdrawal due to exceptional circumstances has been accepted by the University as grounds for refund of Tuition Fees and/or upfront Student Contribution Amounts paid for that semester, subject to the provision of acceptable documentary evidence in support of the application for refund, including: o o o o Inability to obtain a student visa (where applicable). Illness or disability Death of the student or a close family member (parent, sibling, spouse or child) Political, civil or natural event that prevents full payment of fees.

Exceptional circumstances (Division 104-30 HESA - Special Circumstances) apply to a student where: 1. It was beyond the students control; It did not make full impact on the Student until on, or after the Census Date; and It made it impracticable for the Student to complete the requirements for the course in the period during which the Student undertook or was to undertake the Course.

An International Student who obtains Permanent Residency status on or prior to the semester census date, has provided certified documentary evidence of the residency change and is eligible, as a Commonwealth Supported student ( HESA Division 36-5) to be charged the Student Contribution Amount or, if ineligible for Commonwealth support, is eligible to be charged the domestic tuition fee, will be entitled to a refund of the difference (if any) between Monies paid in advance of that semester as an International Student and those fees applying to a Domestic Student. The University may refuse to provide or continue to provide a Program to a Student in one or more of the following circumstances*: o The Student (or Official Sponsor) failed to pay an amount he or she was liable to pay the University, directly or indirectly, in order to undertake the Program; o The Student breached a condition of his or her Student Visa (where applicable); and o Misbehaviour by the Student.

Domestic Students Under HESA Division169-15(3), where the withdrawal is effective on or before census date, the student will be entitled to a full refund of a Student Contribution Amount and / or Tuition Fees paid on or before census date.

International Students *Under Standard 13.4 National Code the University will inform a Student of its intention to suspend or cancel their enrolment and will notify the Student that he or she has 20 working days to access the Universitys internal complaints and appeals processes. (Standard 8.1 National Code) Under the ESOS Act subsection 27 (2), such circumstances are classified as Student Default and the University reserves the right to subtract amounts from the Course Money paid in accordance with paragraph 29 (1) (b) of the Act, as detailed in the ESOS Regulations Division 3.4 subregulation 3.19(2): A. administration expenses totaling no more than the lesser of: I. $250; and

II. 5% of the total amount of Course Money that the University received in respect of the Student for the Program before the default day; B. C. D. E. the part of expenses for travel, accommodation and other domestic services that cannot be offset by providing the services to someone else; the amount of compulsory union fees (if applicable); the cost of books, equipment and other materials needed for the Program; the proportion of the Course Money that the University received in respect of the student before the default day that is equal to the proportion of the Program that was provided to the Student before the default day.

Where the University gives a partial refund to a Student or an Official Sponsor, the University will provide a statement on the method of calculation of the amount, including any fees and/or charges deducted. 1. Where an offer to an International Student was made on the basis of fraudulent documents or incomplete or incorrect disclosure, the University reserves the right to subtract amounts from Course Money paid not exceeding the administrative expenses listed in Section 9 (b) above. 3.1.2 No Refund Tuition Fees and/or Student Contribution Amounts Where a Student withdraws from a Course after the last date to drop Courses in that semester/session (Census Date), and the withdraw is not subject to exceptional circumstances, or has been rejected as an exceptional circumstance (Division 104-30 HESA - Special Circumstances), a Student will not be eligible for a refund of Tuition Fees or Student Contribution Amount for that Course. 3.1.3 Refund of Overseas Student Health Cover (OSHC) A Student (or Official Sponsor) may apply for a refund of the paid but unexpired portion of their OSHC premium where the Student: paid their OSHC premium but did not come to Australia; could not/did not extend their Student Visa; returned to their home country before the end of their approved stay for reasons beyond their control; has completed their studies at the University and are returning home; or has been granted Permanent Resident Status in Australia.

Where Monies for OSHC are held by the University, the refund will be processed by the University. W here the University has, under an agency agreement with the Universitys OSHC provider, transferred these Monies to the provider, the Student will apply directly to the provider for the applicable total or partial refund. 3.1.4 Refund of Miscellaneous Student Fees, Fines and Charges A Student may be entitled to a full or partial refund of a University administrative fee, fine or charge where the service was not provided or the fee, fine or charge has been reversed. Requests for refunds of Miscellaneous Student Fees, Fines and Charges will, in the first instance, be addressed to the department or faculty that imposed the fee, fine or charge. Successful requests for refunds will be forwarded to Financial and Business Services for processing. If a refund request is unsuccessful the faculty or department will advise the Student, providing details of the decision.

3.1.5 Refunds of Credit Balances on Student Accounts A student may apply to Financial and Business Services for the refund of a credit balance on a Student Account where: A Student has ceased enrolment at the University; and All Student Account balances relating to that Student have been satisfied in full. The overpayment was a genuine mistake (as evidenced in writing by a student and University records).

3.1.6 Refund of USQ Bookshop Accounts and / or Sales and Charges A Student (or Official Sponsor) seeking the refund of a credit balance on a USQ Bookshop Debtor Account must apply in writing to the Manger (Operations), Campus Services. A Student (or Official Sponsor) seeking a refund for a product return should apply to USQ Bookshop staff. Detailed conditions, procedures and contact details relating to USQ Bookshop refunds are available at http://bookshop.usq.edu.au 3.1.7 Refund of USQ Residential College Accounts and / or Fees and Charges A Student (or Official Sponsor) seeking a refund of USQ Residential College fees and charges will apply in writing to the Director (Residential Colleges). 3.2.5 International Students studying via an Education Partner Students who have paid their fees to an Educational Partner are directed, in the first instance, to apply for their refund directly from the Educational Partner. An Education Partner will provide to a Student, a copy of their refund rules, prior to accepting the Student Monies (Refer Section 3.6 below). 1. A Student may authorise the University, in writing, to refund the Monies to a third party where: The third party was the original payee of the Monies, as confirmed by University records; or The Student is transferring to another recognised educational institution in Australia; or The Student applies to the Director, Financial Operations (Financial and Business Services) setting out the reasons for the third party payment.

Where the University refunds the Monies to a third party, as instructed by the Student, the University will consider this as full and final settlement of the refund to the student. 1. The University reserves the right to offset a credit balance on a Student Account against a debit balance in another account held in the same Student name, prior to processing a refund request. 3.3 Refund Processing Times All refunds will be paid within ten (10) working days of Financial and Business Services receiving a fully completed and signed written request for a refund, with the exception of refunds defined under the ESOS Act subsection 27 (1) and (2), as detailed below. Refunds assessed as Provider Default will be paid within two weeks of the notification of the default by the University, subject to a Student providing information in accordance with this Policy to enable the processing of the refund. (ESOS Act subsection 27 (1)) Refunds assessed as Student Default will be paid within four weeks of receiving a Students written request, subject to a Student providing information in accordance with this Policy to enable the processing of the refund. (ESOS Act subsection 27 (2)) 3.4 Refund Payment Methods The University will apply the following methods of refund: 1. Where the original Monies were received by the University via a current credit card the refund will be credited back against the originating credit card. 2. Where the original Monies were received by the University via cash, cheque, money order, debit card, Bpay, AustPost Billpay, UConnect payments, Australian bank transfer, international bank transfer or international bank draft, the refund will be via a University Australian cheque, EFT, international bank draft or international bank transfer, as appropriate. 3. Cash or debit cards accepted for cash sales at the USQ Bookshop or USQ Library may be refunded via cash or an EFT reversal. Exceptions to these methods must be approved in writing by the Director, Financial Operations (Financial and Business Services). It is not permissible to transfer Monies directly from a Students Account to that of another Student. 3.5 Refund Currency and Bank Charges 1. All credit card refunds will be processed in AUD.

2. All other refunds will normally be in AUD unless a Student specifically requests the refund in a currency other than AUD. Under Section 88 of Universities Australia Code of Practice and Guidelines for Australian Universities Provision of Education to International Students (April 2005) refunds should be reimbursed in the same currency as the fees were originally paid and will be made in the students home country except in exceptional circumstances. Where a Student indicates a preferred currency other than AUD, the University will convert the AUD equivalent on the day of transfer, at the rate offered by the Universitys supplier of foreign currency. The student accepts this rate of conversion by their signature on the refund application form. Where the University is unable to transfer AUD or the Students preferred currency to the country due to international banking limitations or where the cost of the transfer would result in excessive international bank charges for either party, the University will select the most appropriate foreign currency. The Student accepts this currency by their signature on their refund application. 1. The University will carry all bank charges or deductions imposed by the actions of the bankers engaged by the University to make the refund payment or transfer including the Universitys nominated supplier of foreign currency. 2. The Student will carry all bank charges or deductions imposed by or arising from the actions of the bankers nominated by the Student to receive the payment or transfer. 3. Where a Student has nominated a third party as the refund beneficiary the Student and/or the third party will carry all bank charges or deductions imposed by or arising from the actions of the bankers nominated by the Student and/or third party to receive the payment or transfer. 4. Where an Official Sponsor is the refund beneficiary, the Official Sponsor will carry all bank charges or deductions imposed by or arising from the actions of the bankers nominated by the Official Sponsor to receive the payment or transfer.

3.6 Refunds to Students Studying via an Educational Partnership Arrangement Reference to this Refund of Student Fees Policy and any applicable Educational Partnership refund processes, will be reflected in the Students Letter of Offer and Acceptance of Offer at the time of Admission to the University, when studying via an Educational Partner. Students studying via an Educational Partnership arrangement, where the Student is required to pay their Student Fees directly to the Educational Partner, will seek Student Fee refunds directly from that Educational Partner. The Educational Partner will: Develop refund procedures consistent with this Policy; and Deal with all Student refunds promptly ethically, honestly and with fairness to all parties.

In exceptional circumstances the Director, Financial Operations (Financial and Business Services) may approve, in writing, the refund of the net credit of Monies received by the University from the Educational Partner on behalf of the student. Students studying via an Educational Partner arrangement, where the Student is required to pay their Monies directly to the University, and does so, will be refunded those Monies by the University in accordance with the procedures in this Policy. 3.7 Student Refund Complaint and Review Process A Student or an Official Sponsor may appeal against a decision by the University not to grant a refund or only grant a partial refund, where the Student or an Official Sponsor believes that the University has not assessed or processed the refund request in accordance with this Policy, or not all relevant information was taken into account when the refund was assessed. Appeals against the calculation of the refund amount and/or refund method under this Policy should in the first instance be addressed in writing to the Director, Financial Operations (Financial and Business Services). The Director, Financial Operations will deal with the complaint and provide a written response within 10 working days. Where the appellant is not satisfied with the outcome of their informal appeal or is uncomfortable addressing their appeal to the Director, Financial Operations (Financial Services) they may lodge a formal complaint in accordance with the Universitys Student Complaints Management Policy. A Student may also appeal against an academic decision that may have impacted on the application of this Policy. Further information on the University academic appeals process can be found at Appeals Policy. The Universitys resolution processes, including the Appeals Policy does not circumscribe a Students right to pursue other remedies. 5 Definitions Word/Term AUD Definition (with examples if required) Australian Dollar. As defined by the Universitys Guidelines on definitions:Census Date The date in a semester/session upon which a students enrolment is taken to be finalised (unless otherwise advised). Tuition fee debts and SLE is consumed on enrolments in place as at the census date. Withdrawal after the census dates normally incurs an academic penalty (i.e. fail). All fees must be paid in full by the census date As defined by the Universitys Guidelines on definitions:Course The basic element of a program, defined by a course specification, for which a student may be awarded a grade. Prior to 2002 known as unit. The Department of Education, Employment and Workplace Relations (DEEWR) uses the term unit for what USQ calls a course. As defined in Section 7 of the ESOS Act and includes money received by the University for tuition fees, overseas health cover and any other amount the student had to pay the University to undertake the program, and was paid either directly by the student or a third party paying the money on the students behalf. As defined in Schedule 1 HESA: Domestic (s) Student Domestic students are Australian citizens, New Zealand citizens (including a diplomatic or consular representative of New Zealand, a member of the staff of such a representative or the spouse or dependent relative of such a representative) or holders of an Australian permanent visa. As defined in Universities Australia Code of Practice and Guidelines for Australian Universities Provision of Education to International Students (April 2005) and means a person or entity (such as another university or private provider) with whom the University has an agreement for the delivery of education services. The partner may be located in Australia or in another country and the study may be taken onshore, offshore or by distance education. Approved University fees, fines and charges not directly related to a students enrolment, but relating to the provision of services by the University to a student. Examples included, USQ Residential College Fees, USQ Library Fees and Fines, Academic Transcripts, Extension to Pay fees and Student Loan repayments. Monies include current mediums of exchange and/or generally accepted forms of payment for current debts. Examples include, but are not limited to, cash (Australian notes and coins), cheques, money orders, international drafts, EFTPOS transactions, credit (or debit) card transactions, domestic and international bank transfers. A third party or entity, located either within Australia or overseas, who has formally contracted with the University to accept debts on behalf of a Student, and therefore

make payments and receive refunds on behalf of a Student. As defined by the Universitys Guidelines on definitions:Program / Academic Program A program of study consisting of one or more courses. Referred to as a Course in Section 9.1 of HESA and Section 5 of ESOS Act and includes all formal and non-formal award courses at all career levels (Universities Australia Code). A basic health insurance policy, from a registered health insurance organisation, held by an International Student, who is studying or intending to study oncampus in Australia. As defined by the Universitys Guidelines on definitions: Overseas Student /International Student A student who is not a Domestic Student. An Overseas or International Student means a person who is enrolled in the University (but not a Domestic Student) in a program of study offered by the University or on behalf of the University through an Educational Partner agreement. A session relates to the English language pathway programs (ELICOS and EAP) and is designated as a ten week teaching block consisting of between 23-25 hours face to face classes each week. The session length may be longer than ten weeks depending on holiday periods.

Credit Card: International transactions and transactions which exceed daily spending limits may cause your payment to be rejected by your financial institution in the first instance. To avoid any delay caused by this we encourage you to contact your financial institution to advise your authorization for USQ to draw upon your account to the sum nominated on your acceptance of offer. Telegraphic transfer: Contact your bank to arrange a telegraphic transfer to USQs bank account. This method of payment is available from anywhere in the world. Please note your full name, date of birth and ICON application number. Bank fees may apply. International bank draft should be in Australian dollars, MUST be made payable to the University of Southern Queensland and note your full name, date of birth and ICON application number. Sponsorship: If you have been successful in securing government or employer sponsorship, please provide a letter from your sponsor, on business letterhead detailing the nature and value of the sponsorship. USQ will then review the information and ascertain if your sponsor is an approved financial provider. If your sponsor is unable or unwilling to pay your fees, you as the student are then required to pay outstanding fees to the University of Southern Queensland.
