The Urban Unit

1. Introduction
The client: The Urban Sector Planning and Management Services Unit, Pvt. Ltd (the Urban Unit) is a company of the Government of Punjab. The Urban Unit, on behalf of Lahore Development Authority (LDA), is inviting reputable international firms (consortium/joint ventures) to submit Expressions of Interest (EOI) for the Ravi Riverfront Urban Development Project. The project site is located in the districts of Lahore and Sheikhupura in Punjab province. Lahore is Pakistans second largest city with a population close to ten million people. As the capital of the province of Punjab (population approximately 90 million people) and a regional urban center of key commercial, financial, industrial and socio-cultural significance, Lahore is faced with a number of challenges as a growing metropolis unplanned growth, competing land uses, congestion, pollution etc. Over the years, the lack of appropriate planning initiatives has resulted in the viability of various development projects being compromised in the long run. A major problem at hand pertains to the loss of freshwater reserves such as the Ravi River, where close to 1,800 cusecs of Lahore citys untreated sewage is dumped daily. The Ravi, which originates in India flows in a northeast - southwest direction and constitutes Lahore citys northern and western boundaries. In view of the citys projected expansion towards the south and the west in the long run, the Government of Punjab plans to carry out riverfront (and urban) development on both sides of the Ravi riverbank along a 33 km long stretch that is contiguous to Lahore districts northern and western boundaries. The overall scope of the proposed project entails: 1. A major cleanup of the Ravi including provisions for wastewater / sewage treatment according to National Environmental Quality Standards (NEQS 2000 & 2012) for water bodies; hydraulic studies, water availability & options for additional inflows in the Ravi, river training works etc. 2. Development of flood containment area and to cater to different levels of flood scenarios. 3. River channelization for an estimated length of 33 KM. 4. Master plan for riverfront and urban development including residential, commercial, academic, recreational, mixed use and light industrial zones. 5. Master plan for all public infrastructure and services including transport and utility. 6. Establishment of institutional and regulatory frameworks to govern and manage the new riverfront urban development.

2. The Project Area


The project area runs along the Ravi River in a northeast-southwest direction. The Ravi Siphon forms the northeastern boundary and the settlement of Mohlanwal forms the southwestern boundary. The eastern edge of the project area runs along the northern and the western periphery of metropolitan Lahore. Motorway and the Multan Road demarcate the eastern limits of the project area. The western edge of the project area lies primarily in Sheikhupura district and is bound by Jaranwala Road and the Kala Khatie Narang Road. Furthermore, three road networks function as throughways between Lahore and the district of Sheikhupura. These are the Grand Trunk Road, the Sagian wala Bypass and the Lahore-Islamabad Motorway. Figure 1 (below) shows the overall limits of the project area in the regional context. The project area is broadly divided into 2 zones as delimited by the flood containment zone and the riverfront development zone. At a divisional1 level, Lahore is the most urbanized and the most populated district compared with its neighbors - Sheikhupura and Kasur districts, which are twice as large. The area highlighted in peach color indicates the built up spaces. The built-up ratio to open land in Lahore is approximately 50%, whereas the cumulative built-up ratio in the remaining districts is less than 10%. In this respect, the proposed project site is expected to bridge the gap between Lahores expansion towards the west and the district of Sheikhupura.

The province of Punjab is administratively divided into 9 divisions. Lahore Division comprises the districts of Lahore (1,772 sq. km), Sheikhupura (5,960 sq. km), Kasur (3,995 sq. km) and Nankana. Area of the districts (in sq. km) are obtained from the 1998 census report.

3. Key Components of the Consultancy


EOIs are invited for the components outlined below, where sequential work orders will be awarded for each component, subject to the submission and the approval of the relevant documents for each component. The EOIs broadly pertain to baseline and feasibility studies including hydraulic studies for river training works with options for additional inflows, wastewater treatment plants (for Lahore citys sewage), master planning and urban infrastructure design. A key component of the consultancy is to develop various project financing options like Public Private Partnership frameworks, land value capture, land pooling, cost sharing, etc. The findings from the various studies are to inform decision-making with respect to urban socio-economic development and the long-term sustainability of different project components as well as the corresponding design and development of integrated infrastructure distribution networks. Pre-Feasibility Study (including baseline assessments, conceptual frameworks and schematic designs) according to the scope of the project. Feasibility Study (including environmental studies, institutional frameworks and project financing models based on different institutional scenarios), Master Plan for: o Existing wastewater treatment o River channelization o Riverfront urban development including residential, commercial, academic, recreational, mixed-use and light industrial zones, o Public infrastructure and services including transport and utility networks, Detailed Design for: o Existing wastewater treatment o River channelization o Public infrastructure and services including transport and utility networks, Development of Bill of Quantities (BoQs), Tender Documents, Request for Proposals (RFPs/TORs), and Bid Evaluations for public sector infrastructure.

Firms will be shortlisted on the basis of the Quality and Cost Based Selection (QCBS) method. The Urban Unit will invite technical and financial proposals from the shortlisted firms. The deadline for the submission of the EOI is the 25th of August, 2013, 05:00 p.m. PST. EOIs must be submitted by post to the client's postal address.

4. Purpose of the Consultancy


A key challenge of the proposed riverfront urban development project concerns the environmental sustainability of the Ravi River as a major natural feature in Lahores landscape. This includes paying attention to the requirements of biodiversity protection and the conservation of sensitive environmental characteristics. Additionally, the facilitation of long-term socio-economic initiatives that addresses the needs of Lahores growing urban population both in terms of housing as well as being able to benefit

from economic and income earning opportunities that the metropolis may offer. Of key concern is the provision of high quality urban services and infrastructure distribution networks aimed at facilitating urban expansion in a meaningful manner, including the appropriate technological interventions concerning sewage treatment so as not to compromise on the Ravi Rivers sustainability. The proposed project is intended to be a first of its kind in Punjab emphasizing the much-needed transformation of freshwater reserves such as the Ravi River, and the incorporation of such natural features into the broader framework of urban development. The purpose of the present consultancy constitutes a pro-active development strategy in order to take into account the existing constraints and opportunities posed by the project area and to propose holistic and integrated approaches to environmental issues through master planning, urban design and the provision of utility infrastructure networks to attain the desired goals. A major feature of the project would also concern the introduction of renewable sources of energy. To this end, several project preparatory measures are proposed to be undertaken in order to contextualize the project with respect to varying scales of impact at the regional, divisional, metropolitan and local levels. The consultants are expected to: 1. Carry out baseline assessments of different environmental / physical characteristics based on the data made available by the client, and through site visits and field investigations. 1.1. The assessment will broadly pertain (but not be limited) to the existing geological / hydrological / topographic conditions, meteorological and climatological conditions, water resources (including canals, river channel, groundwater etc.), flood projections, biodiversity, solid waste, water supply and sanitation, transportation networks / vehicular as well as non vehicular traffic etc. 1.2. Additional assessment will relate to existing socio-economic dynamics as well as an analysis of existing economic / industrial activities, projected growth in the population, projected demand for housing, electricity, gas, telecommunication services, transport facilities etc. 1.3. Existing constraints relating to the provision of utility, telecommunications and transport infrastructure are to be identified. 2. Prepare an overall conceptual framework aimed at addressing the current context and constraints in which urban development is to take place as well propose ways to proceed further through a programmatic framework. The conceptual plan should at least: 2.1. Outline the issues relating to flood scenarios and flood containment as well as the likely impact of potential flood events on development along the riverfront. 2.2. Assess the issues related to sewage disposal and wastewater treatment along the Ravi River.

2.3. Identify and examine factors pertaining to the current carrying capacity of the river channel as well projected scenarios. 2.4. Discuss the basis and the assumptions on which projections are made demographic as well as the future demands for utility, telecommunications, transportation, housing etc. 2.5. Propose different scenarios with respect to mix-used development, supply and distribution of infrastructure services. 2.6. Identify and propose mechanisms to facilitate the growth of sustainable economic activities that would benefit a cross-section of the society. Suggestions should refer to projected demographic increase in the long run and the type of economic activities and institutional arrangements that could be introduced to address the demand for jobs in the future. This would further include a discussion on what types of commercial / industrial portfolios to introduce and their implications on zoning and land use, as well as the consequences for transportation to facilitate movement to and from commercial/industrial zones. 2.7. Highlight the ways in which the existing transportation and road networks may be upgraded and / or re-routed / added upon with respect to the project area and its surrounding localities. This would further require an understanding of the different types of vehicular and non-vehicular traffic that presently exist and are likely to remain in the foreseeable future. 2.8. Considering the international best practices for infrastructure development financing, propose different project financing scenarios like public private partnerships, land value capture, impact fee, etc. for undertaking large-scale public infrastructure works. One of the key objectives is to design and implement the project in such a manner that it generates adequate revenue streams to bear its capital cost and make it financially self sustainable in the long run. 2.9. Based on the above assessments, the consultancy should provide a programmatic framework of design, development and intervention, which will prioritise the key project components as well as the locations of interest where development is to be initiated. This framework should further identify the different line agencies / departments that are to collaborate on specific project components. 3. Prepare schematic designs based on the above-mentioned analyses and proposed frameworks. 4. The master plan should not only consider the overall scope of the project but also identify opportunities for integrated area development concomitant with specific project locations. 5. Undertake the feasibility of different project components. This component should address the implications of different project financing mechanisms and institutional arrangements on the viability of the project.

5. Baseline Data
The client will provide the requisite baseline data concerning the different studies.

6. Eligibility Criteria
A. The candidates must: 1. Have a minimum annual turnover of USD 200 million over the previous three financial years. 2. Demonstrate experience in conducting baseline social and environmental assessments including but not limited to land use planning, economic framework of activities, water supply and sanitation, storm water drainage, wastewater treatment, solid waste management, flood containment, river channelization, civil works, gas supply, electrification, telecommunications and transportation networks. 3. Have experience of working on similar projects in developing countries. Regional experience could be an added advantage. B. The following documents must be submitted: 1. A cover letter. 2. Name, address and company registration details (including the year of incorporation and the number of years of relevant experience). Please also attach copy of registration/ incorporation certificate. 3. A profile of the firm / consortium / joint venture (in case of a consortium, copies of the agreement indicating the nature of the association to be furnished) with an organogram, a summary of qualifications and experiences of designated staff and any other relevant information. 4. Audited Balance Sheet for the previous 3 years of the lead and the associated organizations / consortium members (if any). 5. Details of similar major assignments undertaken (completed or ongoing) involving the preparation of comprehensive development plans, indicating regional / metropolitan scales of interventions, contract value and the name of the client. This information should be presented in a tabular format. 6. All documents should be in English. Documents prepared in any other language must be translated into English and certified by a competent authority. 7. Undertaking by the firm that it has not been blacklisted by any Government Agency/Authority.

The Government of Punjab reserves the right to modify, expand, restrict, discontinue with the project or reject any EOI without stating reasons.
