Greetings:

By way of introduction, our law firm represents Instalaciones Industrials Peninsulares, S.A.
with respect to their Application for Release of Block Funds. You state in your letter of February
28, 2002 to our client regarding the denial of their application that Instalaciones Industriales
Peninsulares, S.A. is a national of Cuba as defined in the regulations. That statement is incorrect
because Instalaciones Industriales Peninsulares, S.A. is a Mexican corporation and is not owned by
any Cuban entity, nor is it a subsidiary of any Cuban corporation or other Cuban business interest.
Therefore, the denial of the application may be the result of mistake in the identity of our client's
corporation with that of a Cuban related business.

In an effort to assist you in evaluating our client's application, we are enclosing a letter from
URSA Consultores Juridicos & Peritos Traductores directedtoRichard Newcomb dated October 18,
2000 which provides the background information for our client's corporation. We are also enclosing
