Flight Dispatchers licences

Part 65: Regulates the issue related flight dispatchers' and
operation officers' licences
65. 01 1 Applicability;
The requirements outlined in this part apply to the issuing of flight
dispatcher licences, the conditions under which such licences are
necessary, the privileges, and limitations thereof.
General requirements;
(a) A person may not act as a flight dispatcher ( exercising the
responsibilities with the pilot-in-command in the operational control
of a flight), in connection with any civil aerocraft engaged in air
transport, unless that person in the holder of a flight dispatcher
licence issued under this subpart; and
(b) Meet all the medical, knowledge, skill, and experience recency
requirements of this subpart and other pertinent Civil Aviation
Regulations;
(c) Familiarise herself/himself with all the pertinent duties and
limitations according of the procedures detailed in the operator's
exposition.
(d) Each person who holds a flight dispatcher licence shall present
it for inspection upon the request of any authorized representatives
of the DGCA.
(e) Flight dispatcher duty time;
(1) No aircraft flight dispatcher shall, and no one shall cause a
flight dispatcher to be scheduled for more than 10hrs duty in
any 24 consecutive hours.

(2) If a flight dispatcher is scheduled for more than 10hrs of duty
in any 24 consecutive hours, that flight dispatcher shall be
given a rest period at least 8hrs. At or before the completion
of 10hrs duty.
(3) Aircraft dispatchers shall have 24 consecutive hours of rest
during every 7 consecutive days or the equivalent thereof
during any one calendar month.
65. 01 2 Eligibility;
(a) To be eligible to take a flight dispatcher licence course, a
person shall;
(1) Be at least 21 years of age; and
(2) Hold at least a secondary education certificate; and
Be of good moral character; and
(b) To be eligible for a flight dispatcher licence, a person shall;
(1) Be at least 23 years of age; and
(2) Have not been the subject of any judicial or administrative
proceedings; and
(3) Be able to speak, read, write, and understand the English
language, at least to the ICAO operational level 4
proficiency; and
(4) Successfully complete the required theoretical study subjects
, practical training, and experience required by this subpart;
and
(5) Pass the required knowledge and skill tests required by this
subpart; and
(6) Hold at least a Class III medical certificate issued in
compliance with Part 67 of these regulations.

65. 01 3 Duration of a flight dispatcher licence;
A flight dispatcher licence shall be valid for 3 years, unless it is
suspended or revoked.
65. 01 4 Flight dispatcher licence renewal / revocation or
suspension;
The DGCA may suspend, revoke, or permanently withdraw a flight
dispatcher's licence, if the holder;
(a) Commits any violation of any Civil Aviation Regulations, or any
other criminal offence; or
(b) The possession of her/his licence constitutes a hazard to
aviation safety; or
(c) No longer meets any of the requirements in paragraph 65. 01 -
2b of this part.
65. 01 5 Flight dispatcher licence renewal requirements;
For a dispatcher to continue to exercise the privileges of her/his
licence, the holder shall;
(a) Pass an annual assessment pertinent to her/his duties
according o the exposition of the Organisation employing the holder,
conducted by a DGCA designated examiner; and
(b) Within the immediately preceding 13 calendar months have
logged at least 15hrs. Observing flight planning and flight conduct
from the flight deck, of one of the aeroplanes she/he is to dispatch;
or
(c) Was part of the crewmembers of a least 5
domestic/international flights in one or more of the aeroplanes
she/he is to dispatch, planning and observing flight conduct from the
flight deck.

(d) The lesser of (b) and (c) in terms of actual flight hours is
acceptable.
65. 01 6 Validation of a foreign flight dispatcher licence;
The DGCA may issue a temporary validation on the basis of a
foreign licence for 3 calendar months period, renewable, only once,
for a similar period to allow the holder preparation time for the
Libyan Civil Aviation Law examination.
65. 01 7 Experience and recurrent training records;
The experience, recurrent training records of a flight dispatcher
exercising the privileges of a flight dispatcher licence, shall be kept
by the licence holder or her/his employer, in a manner, easily
determined and acceptable to the DGCA.
65. 02 1 Privileges and limitations;
No person may exercise the privileges of dispatching a Libyan
registered aerocraft unless, that person is;
(a) The holder of a Libyan dispatcher licence issued under this
subpart; or
(b) The holder of a temporary validation issued by the DGCA on
the basis of a foreign flight dispatcher's licence; or
(c) The holder of a foreign licence, issued by a competent State
signatory to the ICAO convention, or bound by a bi-lateral
agreement with Libya; or
(d) A foreign Licence acceptable, and validated by the DGCA.
Without prejudice to 65. 02 1, the holder of a foreign flight
dispatcher licence, may continue to exercise the privileges of her/his
licence to dispatch aircraft registered in the State which issued the
licence, provided that; the holder;

(a) Keeps her/his licence current according to the civil aviation
regulations of the State of issue; and
(b) Has written permission from the DGCA; and
(c) She/he does not violate any Libyan Civil Aviation Regulations,
or any other Libyan civil or criminal legislations;
(d) Present her/his licence for inspection whenever requested by a
DGCA authorised inspector.
65. 02 2 Knowledge Requirements;
A person who applies for a Libyan flight dispatcher licence shall
pass a knowledge test in the following subjects;
(a) Applicable Libyan Civil Aviation Regulations that are related to
airline transport pilot privileges, limitations, and flight operations; and
(b) Meteorology, including knowledge of and effects of fronts,
frontal characteristics, cloud formations, icing, and upper-
atmosphere data; and
(c) General system of weather and NOTAM collection,
dissemination, interpretation, and use; and
(d) Interpretation and use of weather charts, maps, forecasts,
sequence reports, abbreviations, and symbols; and
(e) National Weather Service functions as they pertain to the
National Air Space System; and
(f) Wind shear and microburst awareness, identification, and
avoidance; and
(g) Principles of air navigation under instrument meteorological
conditions in the National Air Space; and

(h) Air Traffic Control procedures and pilot responsibilities as they
relate to enroute operations, terminal area, radar operations,
instrument departure, and approach procedures; and
(i) Aerocraft loading, weight and balance, use of charts, graphs,
tables, formulas, computation, and their effect on aerocraft
performance; and
(j) Aerodynamics relating to an aircrafts flight characteristics and
performance in normal, and abnormal flight regimes; and
(k) Human factors, the aptitude to function as a member of a
working group; and
(l) Aeronautical decision making and judgment; and
(m) Crew resources management, including crew communication
and coordination; and
(n) The applicant shall present documentary evidence satisfactory
to the DGCA that, she/he of having passed flight dispatcher
knowledge test within the preceding 24 calendar months.
65. 02 3 Experience and training requirements;
An applicant for a flight dispatcher licence shall present written
evidence acceptable to the DGCA that she/he has the experience
prescribed in paragraph (1) or has accomplished the training
outlined in paragraph (2) as follows:
(a) A total of at least 24 calendar months experience in the 36
calendar months preceding the application, in any one, or any
combination of the following areas;
(1) In military aerocraft operations; as a
(i) Pilot;
(ii) Flight navigator

(iii) Meteorologist;
(2) In aircraft operations conducted under part 121 of these
regulations as:
(i) An assistant in dispatching air carrier aircraft, under the
direct supervision of a dispatcher instructor licenced
under this subpart.
(ii) A pilot;
(iii) A flight engineer; or
(iv) A meteorologist.
(3) In aircraft operations as:
(i) An Air Traffic controller; or
(ii) Flight Service Specialist.
(4) In aircraft operations, performing other duties that the DGCA
considers acceptable experience.
(b) A statement of graduation issued or validated in according to
65. 03 5 of this subpart, testifying that the applicant has
successfully completed an approved flight dispatcher course.
65. 02 4 Skill requirements;
An applicant for a flight dispatcher licence shall pass a practical
assessment acceptable to the DGCA, with respect to any one type
of large aircraft used in air carrier flights. The practical assessment
shall be based on the aircraft dispatcher practical test standards, on
the items listed in appendix A of this part.
65. 03 1 Flight dispatcher licencing courses: content and
minimum hours;
(a) An approved flight dispatcher licencing course shall;

(1) Provide instruction in areas of knowledge and topics listed in
appendix A of this part; and
(2) Include a minimum of 200hrs. Of instruction.
(b) An applicant for approval of a flight dispatcher course shall
submit an appraisal of the major topics and subtopics to be covered,
and the number of hours proposed to cover each topic.
(c) Additional subject headings for flight dispatcher licencing
course may also be included, however, the hours proposed for any
subjects not listed in appendix A of this subpart shall be in addition
to the minimum 200 course hours required in paragraph (A) of this
part.
(d) For the purpose of completing an approved course, a student
may substitute previous experience or training for a portion of the
minimum 200hrs. Of training. The course operator with the
approval of the DGCA - determines the number of hours of credit
based on an evaluation of the experience or training to determine if
it is comparable to portions of the approved course curriculum.
(e) The credit allowed, including the total hours credited and its
basis, shall be placed in the student's record required by 65. 03 5.
65 - 03 2 Aircraft dispatcher licencing courses: Application,
duration, and other oral requirements.
(a) Applications: Applications for first approval of a flight
dispatcher licencing certification course or the renewal of approval of
a flight dispatcher licencing course under this part shall be:
(1) Made in writing to the DGCA;
(2) Accompanied by two copies of the course curriculum
required by 65.503 1 (b) of this subpart, for which approval
is sought;
(3) Accompanied by a description of the equipment and facilities
to be used; and

(4) A list of the instructors and their qualifications.
(b) Duration: Unless withdrawn or cancelled. An approval of a
flight dispatcher licencing course of study expires:
(1) On the last day of the 12
th
month the approval was issued;
or
(2) Except as provided in paragraph (f) below, on the date that
any change in ownership of the organisation running the
course occurs.
(c) Renewal: Applications for renewal of an approval of flight
dispatcher licencing course shall be made within 30 days
proceeding the month on which the approval expires. Provided the
course operator meets the following requirements:
(1) At least 75% of the candidates enrolled in the flight
dispatcher licencing course, who applied for the practical
assessment required by 65. 02 4 of this part, passed the
practical assessment on their first; and
(2) The flight dispatcher licencing course continues to meet the
requirements of this part for course approval.
(d) Course revisions: Requests for approval of a revision of the
course curriculum, facilities, or equipment shall be in accordance
with paragraph (a) above. Proposed revisions of the course
curriculum or the description of facilities and equipment must be
submitted in a format that will allow an entire page or Pages of the
approval curriculum, or description to be removed and replaced by
any approved revision. The list of instructors may be revised at any
time without request for approval, provided the minimum
requirements of 65. 03 4 of this part are maintained and the DGCA
is notified in writing.

(e) Withdrawal or cancellation of approval; Failure to continue to
meet the requirements of this part for the approval or running of
flight dispatcher licencing course, or any other Civil Aviation
Regulations is viable grounds for withdrawal of the approval. A
course operator may request cancellation of a course approval in
writing to the DGCA. The operator shall forward any records
thereof to the DGCA as requested.
(f) Change in ownership, name , or location; A change in
ownership of a part 65, appendix A approved course does not
necessarily terminate that flight dispatcher licencing course approval
if, within 10 working days after the date that a change in ownership
of the school occurs ;
(i) Application is made for an appropriate amendment to
the approval; and
(ii) No change in the facilities, specialist instructing
personnel, or approved flight dispatcher licencing
course are involved.
(iii) The DGCA is notified of the name, and/or location
change in writing.
65. 03 3 Flight dispatcher licencing courses; training
facilities.
An applicant for approval of permit to conduct a flight dispatcher
course of study shall have:
(a) Facilities , equipment, and materials adequate to provide each
student the theoretical and practical aspects of aircraft dispatching;
and
(b) Each room, training booth, or other space used for instructional
purposes shall be temperature controlled, well lit, and ventilated to
conform to international and local building, sanitation, and health
codes; and

(c) In addition, the training facility shall be so located that the
students in any room of that facility are not distracted by the
instructions conducted in other rooms.
65. 03 4 Flight dispatcher licencing courses: Personnel.
(a) Every applicant for a flight dispatcher licencing course shall
meet the following personnel requirements;
(i) The applicant shall have adequate personnel, including
at least one instructor who holds a current aircraft
dispatcher licence and is always available to monitor
and coordinate all training courses instructions;
(ii) The applicant instructing personnel shall not exceed a
ratio of 20 students per instructor.
(b) The instructor, who teaches the practical aspects of aerocraft
dispatch applications subjects of appendix A, must hold a current
flight dispatcher licence.
65. 03 5 Flight dispatcher licencing courses: records.
(1) The operator of an aircraft dispatcher course shall maintain a
record for each student, including a chronological log of ;
a. All instructors
b. Subjects covered
c. Course examinations and results
d. All records shall be retained for 5 years after
graduation
e. The course operator, shall also prepare, for its
records, and transmit to the DGCA no later than

J anuary of each year, a report detailing the
following information:

(i) The names of all candidates who graduated,
together with the results of their dispatcher
licencing courses.
(ii) The names of all candidates who failed or
withdrew, together with the results of their
aircraft dispatcher licencing courses or the
reason for their withdrawal.
(2) Every student who successfully completes an approved
aircraft dispatcher licencing course must be given a written
statement of graduation, which is valid for 6 calendar
months. After 6 calendar months, the course operator may
revalidate the graduation certificate for an additional 6
calendar months, if the course operator determines that the
student remains proficient in the subject areas listed in
appendix A of this part.
Appendix A
Aerocraft Dispatchers courses
This appendix sets forth the subjects of knowledge necessary to
perform dispatcher functions. The following items indicate the
minimum set of topics that shall be covered in a training program for
aircraft dispatcher licensing. The order of coverage is at the
direction of the Organisation certified to conduct such courses. All
new technological advancement shall always be sought and
included into the study subjects:
