Why there is no HR department in IIUI?
We have conducted the interview of many of the faculty members, administrative
officers, staff, blue collars and also some students and our observation on this
basis are as follows:

First of all we met with Sir M.I. Ramay who is the chairman of department of
management. We have asked this question from him.
He told us that although there is no HR department at IIUI but the personnel
department exists there and it is doing the same job. As well as the hiring
process is concerned, it is a specific function and it is being performed by the
head of departments.
He further stated that the establishment of HR department will be
beneficial. By the existence of this department the promotions, rewards and
appraisal system will be better.

Sir Adnan Shabbir:


He said that there is no as such need of HR department so it does not
exist. And if this exists then the HR functions could be performed very well. About
the hiring function he said that it is solemnly done by each and every faculty, he
said that this function is going well and there is no biasness.

Mazhar Iqbal (Visiting Faculty Member):


He said that the work is being performed by the admin department. He
informed that there should be HR department. He said that the recruitment
criteria could be better by the existing of HR department.

He further argued that the university is in transition period so admin department


is doing this function. About the hiring process, he told that there are faculty
members, it is performed well. In this process there is no biasness. He said that
due to no HR department, there is no professional appraisal of the teachers; like
scholarships etc.
Chaudry M. Sarwar (Visiting Faculty Member):

About him, he has been the financial Advisor of Pakistan Atomic


Energy Commission (PAEC) as well he has been the Secretary of ICMAP.
He said that in Pakistan the departments are established and most of the time
there is no activity. In that case it is not other than the wasting of resources. If HR
department is created then there should be at least activity in it, without activity it
is vague.

He further informed us that in Pakistan Atomic Energy Commission (PAEC) and


Institute of Cost and Management Accountants of Pakistan (ICMAP), the HR
functions are also merged into the admin department.

G H Kiani (Visiting Faculty Member):


He said that it is not in IIUI and it should not be, because in Pakistani
context, it is not suitable. In Pakistan, the departments are maintained but they
do nothing just wasting the time and giving in term the organization the idle
capacity for its precious resources. It is nothing more than increasing expenses.
HR functions are well performed by the management; there is no need to
establish this department separately. There is no so much work for the HR
department, even a single clerk can do the entry level work and the other
functions like hiring, promotion, and appraisal are done by the heads of
departments. There is no biasness in this case so it should not be there.
He has given us the example of china, he said that china has
promoted itself by marketing its products through out the world; it has not
promoted itself on the basis of HR.

Rauf A Shaikh (HOD):


He was busy and also not willing to provide information.

Jawad Shakir (Program Manager FMS):


It is not here, because these functions are well performed by the
admin department. As well the hiring and promotion function is concerned it is
done by the heads of departments, and it is performed well with no biasness.
Syed Hasan Aftab (Dy. Director Admissions):
He said that it is correct that there is no HR department. Why it is not
here is because of there are two departments namely personnel department no 1
and personnel department No. 2 which are performing the functions of HR.
personnel department No. 1 is dealing the functions of HR for4 the employees
between grade 1 to 16 and the personnel department No. 2 is dealing with the
employees having grade from 17 to 22. As these functions are well performed by
these departments so, the higher management does not think it fruitful to
establish a department separate for HR functions.

Dr. Sanaullah (Asst. Prof. Faculty of Arabic):


He said that there is no HR department. There is a selection board
comprising of board of governance. Hence it is performing these functions of HR.
senior teachers, dean, president and also some externals participate in this. So
there is no biasness. This board is working in the Faisal Mosque campus.

Mr. Abdul Malik (UDC Admin Section):


He said that there are six personnel departments which are doing
these functions so, no need for this department.

Blue Collars:
They were anxiety on our question. They said that our promotions and pay
scales etc are made with the efforts of our union representatives. We can not
bear this, because such departments only work for those who have some
powers. They said that admin department is there and it is doing this so no need
for it.

Student’s Opinion (JTI, ATI etc):


The students said that those are the deans and the higher
management of the university who do not want this. They do not like this
because there force will remove by this and they will not be able to retain their
relatives in the process of hiring. One of them has said that it the general fact that
no one is voluntarily agree to delegate his powers to the others by which his
position and his decisions are affected. As it is government sector, proper plans
are prepared but could not be implemented. These were some words of the
students of JTI and ATI.

Main Reasons

 Personnel Departments are there and they are doing these


functions so no need for HR Department.
 Personnel department No. 1 is dealing the matters
concerning of employees between grade 1 to 16 and
personnel department No. 2 is dealing with grade 17 to 22.
 According to some persons it is nothing but increase in
expenses. So no need for HR.
 HR functions are emerged in Admin Department. They are
performing well so no need for HR.
 University is in transition period so; HR functions are done
by the Admin Department.
 It is not fit for Pakistani context, so it is not at IIUI.
 In Pakistan, departments are maintained but there is no
activity. Due to this reason HR should not be at IIUI.
 There is a selection board comprising of board of
governance. It is performing the functions of HR. senior
teachers, dean, president and also some externals
participate in this. So there is no biasness and no need for
the HR department.
 Top management does not want this, because they will not
be able to recruit their own relatives or friends after HR, so
they do not want.
 It is a government sector university. The personnel
department dealing with the HR functions is traditional and in
Pakistan it is usually practiced. In ministries and even in
large sector government organizations it is not operating. In
government sector, Plans are prepared but the
implementation is very difficult.

Power and Functions:

 The power and functions of HR department are done by the


admin department; there are two personnel departments
which deal with the affairs of the employees. Personnel
department No.1 is concerning with the matters of
employees from grade 1 to 16 and personnel department
No. 2 is concerning with the matters and affairs of
employees above 17 to 22.
 Recruitment is performed by the heads of department and
the higher management as well some externals.
 There is a board of governance which is doing some specific
functions of HR.
 Some functions are done by the deans of faculties.

Issues and addresses:


 The issues and problems of employees are solved by the
admin department; there are two personnel departments
which deal with the affairs of the employees. Personnel
department No.1 is concerning with the matters of
employees from grade 1 to 16 and personnel department
No. 2 is concerning with the matters and affairs of
employees above 17 to 22.
 Union representatives solve the staff’s problems.
Organizational Goals:
 These are achieved up to some extant. As many of the
interviewee’s stated that these are performed by the admin
department and under this are the personnel departments
which are doing this and performing well.
 The appraisal system, promotions and the rewards are not
well set. These can only be achieved by establishing an HR
department.
 HR department will play a role of channel. There are many
issues arising in public sector organizations which need to
be resolved and HR managers are the person who can
resolve these problems. In universities, there is all kind of
people from President to security guard who should be
managed properly by some one. These goals are not
properly achieved.
 Loyalty can be developed and maintained in employees
which is lacking here.
