COUNSELOR, RESTORATIVE JUSTICE


This person will be assigned full-time to the Educational Service Center (ESC) and his/her primary duties will focus on the implementation of the School Wide Positive Behavior Intervention and Support/ Restorative Justice. Primary Duties and Responsibilities: School wide implementation responsibilities involve: Leading ongoing professional development trainings for school staff with multi-tiered interventions/Restorative Justice practices. Building positive relationships with students, parents, school staff and administrators. Collaborate with community programs and provide a range of services that address psychosocial/educational needs of at-risk students. Monitor and case manage targeted students by implementing tiered intervention strategies. Coordinate incentive programs for targeted students and their parents. Develop advisory group sessions for school to facilitate with targeted students. Work with the Pupil Services and Attendance Counselor, Psychological Social Worker, Behavioral Specialist, and other support staff to ensure that students are provided with appropriate services to meet their needs. Work in partnership with Organizational Facilitators, Health Education Program Advisors, and appropriate staff to identify and gain access to community resources for health, mental health, basic needs, and tutoring services. Provides classroom guidance activities and develops school-wide guidance programs for multitiered interventions. Uses district data system(s) to monitor implementation and review results of the Discipline Foundation Policy at each school. Communication and reporting to direct supervisor. Salary: 33D, (Temporary Adviser, 0500) - E Basis ($_____________) 234 paid days
Subject to furlough days approved by the Board and/or Superintendent for the 2012-2013 school year; above rates will be adjusted accordingly. In the case of an annualized employee who is changing basis during the year, this change may result in an annualized settlement (i.e., the process by which the District resolves an under or overpayment).

Minimum Requirements: Current LAUSD employee Masters degree and Pupil Personnel Services (PPS) credential Valid California teaching or counseling credential Experience in developing and delivering trainings Experience working with community representatives, diverse ethnic and cultural groups, youth groups, or in social services Experience in individual or group counseling of school-age children

GUIDE TO TIER II AND TIER III INTERVENTION SUPPORTS AND ALTERNATIVES TO SUSPENSION

The Discipline Foundation Policy, School-Wide Positive Behavior Intervention and Support (SWPBIS) is researched-based, highly effective approach to creating, teaching , and reinforcing students social, emotional, and academic learning skills that improve and sustain academic achievement as well as the mental and emotional well-being of all students. In order to support students in positive behavior, all schools are responsible to adopt, implement, and maintain Tier I supports in alignment with the Districts Discipline Foundation Policy. The most effective alternative to suspension is prevention. Tier I supports involve first and foremost building a sense of community and connection on the school campus, enabling all stakeholders (students, staff, parents/guardians, community members) to participate in the process of developing relational norms and expectations. Positive behavior is a product of the explicit teaching and reinforcement of these norms. Even with preventative measures in place, breaches of behavioral norms will occur.

Successful disciplinary practices should ensure that students have the opportunity to continue to be engaged in their school community and to reflect upon and learn from their mistakes. Tier II and Tier III interventions provide students with increasing support by offering students more time spent in behavioral intervention services and/or by offering intervention services that increase in intensity (e.g., one-on one counseling)

SCHOOL CLIMATE BILL OF RIGHTS


All LAUSD students have the right to holistic, healthy school environments that support them in all aspects of their health and well-being. LAUSD students, staff and parents value a consistent framework for implementing and developing a culture of discipline grounded in positive behavior interventions and away from punitive approaches that infringe on instruction time. LAUSD is committed to providing safe classroom and healthy environment conducive to learning and free from disruption to all students, and is committed to closing the achievement gap by providing access to all students to a vigorous education that ensures all students will graduate college prepared and careerready. LAUSD shall implement alternatives to suspension in conjunction with the positive behavior interventions in the Discipline Foundation Policy. Appropriate prevention and intervention approaches provide accountability through understanding the impact of the discipline incident and repair the harm caused through a shared decision-making process. Alternatives to suspension strategies shall be utilized for all students and in a consistent and age appropriate manner prior to any suspensions, except those limited offenses where suspension is required under California Education Code 48915(c). Beginning Fall 2013, no student shall be suspended or expelled for a willful defiance (48900(k) offense. LAUSD shall publish in and out-of-school suspension, opportunity transfer, expulsion, citation, police complaints, and school-based arrest data for the school-site or the District. Such data shall be disaggregated by all subgroups, including race, ethnicity, English Language Learner status, disability and gender, by socioeconomic status and by offense, but shall be provided in a way to maintain the privacy of individual students. By 2020, as an alternative to traditional school discipline, all schools shall develop and implement restorative justice defined as practices that resolve school disciplinary incidents by having personnel trained in restorative approaches and all parties involved come together, identify the harm that was caused, and determine who was responsible. Through a circle conferencing process, the group develops a shared process for repairing harm and addressing root causes to prevent future harm. Restorative Justice will be used as an intervention consistent with the SWPBIS policy for all school disciplinary incidents unless a recommendation for expulsion is required as under California Education Code Section 48915. The School-wide Positive Behavior Intervention and Support Task Force shall include teacher, student, administrator and parent representatives from each Educational Center as well as members from community organizations, and shall make recommendations for implementing a District-wide culture of positive and humanistic approach to working with students, staff and parents.

LAUSD shall revise its Discipline policies to reflect the resolves of the School Climate Bill Of Rights adopted on May 14, 2013.
