The Institute of Human Resource Advancement (IHRA) is one of the Institutes attached to the University of Colombo (IHRA-UOC) and it has been established under the Ordinance No.11 of 1979 which was amended by Ordinance No. 01 of 2006. IHRA is advancing according to the global and local developments through the knowledge economy. IHRA depends on the University Formulation and implementation of its academic programs and the award of postgraduate degrees Institute of Human Resource Advancement (IHRA) Extension program has decided to offer Certificate course in Project Management leading to Diploma with Project Management Institute (PMI). PMIs worldwide advocacy for project management is reinforced by our globally recognized standards and certification program, extensive academic and market research programs, chapters and communities of practice, and professional development opportunities.

1. Introduction
Higher Diploma in Project Management is a unique qualification for the professionals who engaged in Projects all over the country. This program is a blend of international practices with domestic practices and procedures. This is the first and only Project Management qualification which consists of local and global recognition. The primary challenge of project management is to achieve all of the project goalsand objectives while honoring the preconceived project constraints. Typical constraints are scope, time, and budget. The secondary and more ambitious challenge is to optimize the allocation and integration of inputs necessary to meet pre-defined objectives. The standard project management framework has the triangle of time, cost and scope. Quality is contained within the scope. The standard global project management framework is captured in a standards document by PMI (USA) called PMBOK which stands for Project Management Body of Knowledge. More formally, Professionals define project management as the application of knowledge, skills, tools and techniques to a broad range of activities in order to meet the requirements of a particular project. With the industry collaboration, IHRA identified the necessity of introducing Project Management practices to Sri Lankan industry with the approach of localization. IHRA has customized the international practices in a way which they suits to Sri Lanka Higher Diploma in Project Management covers 450 interactive class room sessions with a practical assignment decided by IHRA. This programme guides and covers the areas to obtain Project Management Professional (PMP) certification offered by Project Management Institute (PMI)-USA IHRA facilitate to obtain two certifications, Project Management Professional (PMP) from PMI-USA and Higher Diplomain Project Management (HDPM) from IHRA-UOC for those who have engaged in Project Management. This is the first time in Sri Lanka a local University offers Local and Global certifications for professionals in Project Management.

2. Programme Eligibility

EITHER A - Graduate of a recognized university OR B - Academic or professional qualifications equal to a Degree accepted by the institute C - Three/ Four passes at GCE (A/L) examination as the case may be in one sitting in any scheme with minimum of three years industry experience which is accepted by the institute AND D - The candidate should sit an aptitude test and/ or face an interview conducted by the Institute to selection to HDip in PM and reach the qualifying standards as determined by the Institute

Programme fees shall be paid in total at the registration or in two installments (50% of the total at registration and the balance 50% within five months from registration). Candidates will have to pay the above mention additional payment according to the procedures stipulated by the IHRA

4. Programme Structure and Duration


This is a one academic year programme consisting of course work, field activities and a research project. The entire program duration will be about 12 months inclusive of 3 month research project. Satisfactory completion of a minimum of 25 credits of course work is required for the programme in addition to the 5 credits allocated for the full-time research project.

5. Objectives
1. To provide students with the most important project management skills and techniques and boost their confidence in managing projects effectively and deliver the out puts on time. 2. To introduce the world best practices in Project Management to Sri Lanka. 3. To develop competent Project Managers

6. Programme Evaluation
6.1 Scheme of Examination

6.1.1TheHDPM examination shall consist of eleven (11) examination papers. Each

examination paper shall be of maximum of four (02) hours duration except Internship and Project Report (DPM 255). Topics of courses and their arrangement within two semesters are given in schedule 01.

6.1.2

The maximum marks awarded for each of the above course module shall be 100. A course evaluation is made on the basis of a continuous assessment of a students performance during an academic semester based on end of semester examinations, mid semester examinations, tutorials, assignments, practical, term papers, quizzes, and oral presentations etc within semester. Final marks will be allocated as follows: Class participation Continues Assessments Written examination 10% 30% 60%

6.1.3 Internship and Project Report 6.1.3.1 Students should have a minimum three month internship at the board approved institute/ Organization. Students shall submit their project proposals at the beginning of the second semester. 6.1.3.2 The Internship and the project report should be prepared under the supervision of a supervisor appointed by the Board. 6.1.3.3 Project report shall be prepared according to the standards as of the guidelines for documentations issued by the Institute. 6.1.3.4 The Report should be minimum of A4 size 35 pages, except any appendices and electronic attachment where relevant.

6.1.3.5 The maximum marks awarded for the Project Report shall be 100% out of which 50% for the Research Project Report, and 50% for the presentation.

6.1.3.6 Evaluation of Final Project Report The Final project report shall be evaluated by two independent examiners appointed by the Board on the recommendation of the coordinator. 6.1.3.7 Evaluation of Presentations The Board of examiners for final Evaluation of Presentations and viva shall consists of I. The Director (Chairperson) II. Project report examiners III Coordinator 6.1.3.8 Final Submission Two properly paginated and bound copies of every accepted project report shall be prepared according to the format approved by the institute and submitted by the candidate concerned to the Director of the institute within the time period specified by the Board of examiners. A report submitted after the expiry of the given time period will not be accepted unless there are special reasons. 6.3 Determination of Results 6.3.1 Grades: A candidates performance in each paper shall be graded according to the following criteria: A B C D E 70% to 100% 60% to 69% 50% to 59% 30% to 49% 29% or less

6.3.2 Pass Mark The Pass Mark in each paper shall be 50% and above.

6.3.3 Pass A candidate shall be deemed to have passed the Diploma Examination if

s/he has passed all subjects in both semester examinations; or s/he has passed at least three subjects in semester one and three subjects in semester two and obtain D grade in the remaining subject in each semester with an overall average of 50% and s/he has passed Project Report including presentation.

6.3.4

Conditions for completion of the examination

A candidate who has not passed at least two subjects in each semester examination shall be deemed to have not completed that semester examination. A candidate who passes in only two subjects of a Semester examination shall be deemed to be referred in the subjects in which s/he failed, and s/he shall sit for the referred subjects in the next Semester examination, in the following year. 6.3.4.1 A candidate who has not passed at the first sitting shall be allowed to repeat on two subsequent attempts within the next two academic years, the whole examination or the referred subject/ subjects as the case may be. 6.3.4.2 A failed candidate who subsequently satisfies the requirement of Section 24.3 or 24.4 above on repeating the examination, passes in his referred subject/ subjects or the whole examination, as the case may be, at a subsequent sitting, shall be deemed to have passed the Diploma Examination. 6.3.4.3 Areferredcandidate is also eligible to retain one D grade for a subject in each semester examination except for the Project Report and Presentation. A candidate who has been unsuccessful at the Project Report shall resubmit the Project Report as decided by the board of examination. 6.3.4.4 Notwithstanding anything contained in other sections, a candidate who fails to obtain at least 50% marks in the Project Report shall be

considered as being referred in the Project Report within a given period by IHRA from the date of results released. New Project Report to be written under the guidance of the approved supervisor by the IHRA. 6.3.4.5 A candidate who re-submits the Project Report under 24.4.4 shall be deemed to have pass in the Project Report, if he/ she received a C grade for it. A candidate who obtains more than 50% for the Project Report at the re-submit attempt will be given a maximum of 50% marks or C grade only. 6.3.4.6 A candidate who failed to submit the Project Report shall not be permitted to submit it again unless permission has been granted by the Academic Syndicate. 6.3.5 Any student who does not obtain a pass at the Diploma Examination within three (03) Academic Years from the date on which s/he was first registered as a Diploma student shall cease to be a student of the Institute, unless the Senate of the University decided otherwise on a recommendation of the Syndicate. 6.3.6 Merit Pass and Distinction Merit Pass may be awarded to a candidate, who satisfies the following minimum conditions, Passes in all subjects in the first attempt (or deemed first attempt) with an overall average score of 60% or more Distinction Pass may be awarded to a candidate who satisfies the following minimum conditions. Passes in all subjects in the first attempt (or deemed first attempt) with an overall average score of 70% or more

DPM102: Marketing Management (3 Credits) This unit covers the marketing aspect of project management and product development. Marketing is an important area for a project manager when dealing with the project out comes. The students will be able to understand basic concepts such as Marketing Mix, Promotional Mix, Branding, Brand Development, MarketSegmentation and consumer behavior. Recommended Text :PhilipCotler. DPM152: Business Communication (2 Credits) This module helps participants to develop the professional communication skills when managing projects. Letter writing, Proposal Writing and other formal communications of a project manager will be developed after completing the module. Recommended Text :Guide to Managerial Communication (6th Edition) by Mary Munter DPM132 : Management Accounting (3 Credits) This unit is concerned with the provisions and use of accounting information by Project managers to managers within organizations, to provide them with the basis to make informed business decisions that will allow them to be better equipped in their management and control functions in Project Management. Recommended Text :Management and cost Accounting 6th Edition Drury DPM142: ICT for Project Management (3 Credits) Plan and monitor projects using tools such as MS Project and available open source applications. Semester II
DPM222: Research Methodology for Project Management (2 Credits) Enhance the knowledge of data collection, preparation and analysis techniques and reports writing related to Project Management. Basic Statistical Measures Preparation of Project Proposals and Reports Introduction of Research Methodology DPM202: Operational Research (2 Credit) Operations research is an applied area of addressing certain kinds of decision problems arising in a wide variety of disciplinary and professional contexts. The goals of this module will be to develop skills in identifying typical problems, formulating, solving and interpreting appropriate models. This covers Introduction to Operation Research Linear Programming Duality Theory and Sensitivity Analysis Transportation Assignment models and Network Models Decision Theory DPM232: Law of Contract (2 Credit) Introduction to Legal Environment of Business and Contract Law are covering under this module. Recommend Text: Business Law, 16th Ed, Ronald A Anderson DPM212: Professional Skills (2 Credit) This module covers the development of soft skills needed for a project manager. The delivery is based on activities and focusing on Leadership, Negotiation, Presentation and Time management skills of students. DPM223: Industrial Instrumentation (2 Credit) Industry experts from ICT, Banking and Finance, Civil Eng/Construction, Research and Development and KPO/BPO will share their Project Management experiences in order to sharp the knowledge of students. Site visits to places where exactly projects are taking place will be visited as a part of the program. DPM254: Internship and Project Report (5 Credits) Apply the gained knowledge to an ongoing project and prepare a project report based on the collected data and do the final presentation at the end of the course. Students are required to apply the knowledge acquired through Research Methodology and PMP essentials to complete the internship. A supervisor will be allocated for each and every student and a proposal needs to be submitted prior to the internship. Final report should include approximately 5000 words.
