a. General operating procedures. CAUTION: If suction pressure falls below 10 psi or if discharge pressure rises above 150 psi, damage can result to pump. 1) When packing hose line, monitor suction and discharge pressure on pumps. If pressure is too low or too high, IMMEDIATELY shut down pumps. Notify supervisors on hose laying crews and operators at other pumping stations who are packing hose line. Cease operation until problem is corrected. CAUTION: Trapped air can cause hose line to collapse and pressure at down line pumping stations to fall below 10 psi. To prevent damage to pump, take precautions to vent air from hose line. 2) As hose laying crews connect major components, prepare the TWDS for operation by packing hose line. As soon as lead

13

pumping station and first boost pumping station are installed and connected by hose line, perform the following steps: a) Turn petcock on boost pump discharge elbow to the left, until fully opened. This will allow air trapped inside the hose line to be vented as water column moves forward. b) Notify operator(s) on lead pumping station to begin pump operations. c) Observe hose line for visual indications of approaching water. Listen for air escaping from petcock. d) Close petcock on discharge elbow when water begins to flow out of petcock. e) Notify operator(s) on lead pumping station to shut down pump operation. f) Close butterfly valve on boost pump discharge hose to contain water.

3) Begin moving water again when next down line station is installed and connected by hose line. Open butterfly valve on boost pump discharge hose and repeat steps a) through f) above. Start up lead pump and first booster pump. When water column reaches second boost pumping station, close petcock on discharge elbow, shut down pumps, and cease operation of system. Close butterfly valve on second boost pump discharge hose to contain water column. 4) Continue packing hose line as each boost pumping station is installed and connected. NOTE: Before storage tanks are filled, or complete operation of system begins, flush hose line of sediment and debris. 5) To protect hose from damage in high winds, do not begin filling storage tanks until hose line is packed. When system is ready for operation, fill the storage tanks. 6) Complete operation of the TWDS can begin as soon as all pumping stations, storage assemblies, and distribution points have been installed and connected. 7) During startup of the complete system, run all pumps in manual or electric mode. After startup, boost pumping stations can be operated in electric automatic mode. However, the lead pump should always be operated in manual mode. 8) When 20,000 gallon pillow tanks are approaching the maximum holding capacity, reduce speed on lead pump to decrease rate of down line water flow. If operating in electric mode, rate of boost pumps should decrease automatically. When 20,000 gallon pillow tanks are filled to maximum capacity (height of tank reached 5-1/2 feet), close 4-inch gate valve on each storage assembly.

14

9) Operation of distribution points can begin when storage tanks contain enough water to allow a normal discharge rate. Pumping rates during operation will vary, depending on amount of water being discharged at either distribution points, large storage and distribution units, or both. Pumping stations operate at intervals long enough to refill 20,000 gallon pillow tanks if discharge rate is minimal. When water is pumped on a continual basis and boost pumping stations are operating in electric automatic mode, perform during-operation PMCS on trailer mounted pump assemblies at a minimum of every three hours. 10) During all phases of operation, operators at pumping stations and storage assemblies must be in communication with each other. Any unusual situations or difficulties must be reported immediately. a) Since pumps are operated in manual or electric manual modes during startup, operators must monitor suction and discharge pressure and take corrective action immediately. b) Storage assembly operators should report beginning and completion of tank filling operations. c) Operators at lead pumping station should track status of advancing water column during packing operation. During startup they should monitor overall performance of system. d) Once operation of complete system begins, operators on each pumping station must continue to monitor suction and discharge pressures. They must report low suction pressure or high discharge pressure and take corrective action immediately. b. Operation of the lead pumping station. Open the butterfly valves on suction and discharge lines. c. Operation of the boost pumping station. 1) Open the butterfly valves on suction and discharge lines. 2) Close the butterfly valve on the bypass line. d. Operation of the storage assemblies. 1) Open the 4-inch gate valve to fill the 20,000 gallon pillow tank. Check to see that drain valve on 20,000 gallon pillow tank is closed. 2) If 20,000 gallon pillow tank rolls when being filled, place sandbags along edge of 20,000 gallon pillow tank to prevent further rolling. 3) Whenever a 20,000 gallon pillow tank is being filled, inform operators at down line pumping stations to expect reduction in hose line pressure. The reduction in pressure can cause engines on down line stations to reduce speed. Whenever possible, do not fill 20,000 gallon pillow tank(s) at a rate that causes down line pumping stations to reduce speed.

15

e. Operation of distribution points. 1) Before placing distribution point in operation, determine proper strength of hypochlorite solution. 2) After solution strength has been determined, start 125-GPM pumping assembly. Prepare solution and place hypochlorite unit into operation. When hypochlorination unit has been adjusted, open gate valves in hose line network. Water may now be distributed at manual disbursing stations. 3) When distribution point is not being used, shut down 125-GPM pumping assembly. Hypochlorination unit will stop automatically. Make sure nozzles and elbow valves are hanging from nozzle stand assemblies. If distribution point will not be used for a long period of time, install dust plugs on elbow valves and nozzles. 4) If hypochlorination unit stops working properly or residual test does not give satisfactory reading, immediately shut down operation of distribution point. Notify other operators and take corrective action. f. Operation of the 125-GPM pumping assembly.

NOTE: Do not confuse the terms "dosage" and "residual." Dosage refers to amount of chlorine added to the water. Residual refers to the amount of chlorine remaining in the water after 10 minutes. 1) Determine desired chlorine dosage or solution strength. 2) Check listing on hypochlorite dosage table. Read across for required quantity of calcium hypochlorite powder needed. 3) If chlorine requirement is unknown, start with a 1.0 percent solution strength. Adjust in accordance with chlorine residual tests. g. Operation of the model 1955-1 hypochlorination unit. WARNING: To keep dirt, sand, and grit from contaminating the solution, make sure reservoir is covered by lid. 1) Open water reservoir fill valve and fill reservoir. Close water reservoir fill valve when water reaches "Full" Mark on reservoir. WARNING: Calcium hypochlorite can cause injury if not handled properly. If calcium hypochlorite comes into contact with the skin or eyes, flush immediately with water. Seek medical help. Store calcium hypochlorite in a cool dry place. Keep container closed. Mix in accordance with directions for use. Do not allow calcium hypochlorite to mix with any other materials, such as fuels, oils, paint products, or ammonia. This can cause fire or hazardous gasses. Failure to obey this warning may result in personal injury or death.

16

2) Add required amount of calcium hypochlorite powder for desired solution strength as indicated in hypochlorite dosage table, to solution reservoir. Thoroughly mix powder in water. 3) Loosen tube nut at injection point. 4) Insert foot valve into solution in reservoir. Rapidly move foot valve up and down several times to fill suction line. 5) Tighten tube nut at injection point. 6) Open range adjusting valve. 7) When flow rate is at maximum, close range adjusting valve slowly until water meter register indicates flow rate of 14 GPM. NOTE: Stroke adjust thimble is marked to measure revolutions. Turning thimble from 0 to 10 equals one half revolution. Turning thimble from 0 to 20 equals one complete revolution. One half revolution equals one number setting on micrometer barrel scale. On complete revolution of thimble equals two number settings on micrometer barrel scale. 8) Turn stroke adjust thimble left two and one-half revolutions. Stroke adjust thimble will be set at 5 on micrometer barrel scale. 9) If calcium hypochlorite feeder becomes air-bound after startup: a) Loosen top hose connection on calcium hypochlorite feeder. b) Set stroke adjust thimble to 10 on micrometer bar scale. This allows air to escape through small vent in top of pump. c) When air is vented, set stroke adjust thimble back to 5 on micrometer barrel scale. d) Tighten top hose connection on feeder. NOTE: Thirty minute contact time is required to obtain an accurate chlorine residual as prescribed by TB MED-577 or by area medical officer. 10) After unit operates for 10 minutes, take chlorine residual test. 11) If residual reading is high: a) Turn stroke adjust thimble setting to 2.5 on micrometer barrel scale. b) Run unit for 10 minutes and take another residual test. c) If reading remains high, add water to reservoir. d) Run unit for 10 minutes and take residual test. e) Continue adding water to reservoir and repeating test until desired residual is obtained.

17

12) If residual reading is low: a) Turn stroke adjust thimble setting to 7.5 on micrometer barrel scale. b) Run unit for 10 minutes and take another residual test. c) If reading remains low, continue to adjust stroke setting up and perform residual tests until desired residual is obtained. 13) When residual test gives desired reading, no adjustment to unit is required. Check level of solution in reservoir every 30 minutes. When level drops within 2 to 3 inches of foot valve, prepare new batch of solution in reservoir. 14) Make residual tests at frequent intervals to see if desired residual is being maintained. Over an extended period of time, unit requires some adjustment as indicated above to keep residual at desired level. 15) To stop unit, close range adjusting valve. Hypochlorination unit will not operate when there is no flow of water through meter. h. Performing the Chlorine Residual Test using the Color Comparator (WQAS-P). 1) Locate the color comparator kit and identify components. 2) Remove the color comparator body. 3) Unscrew the two attaching screws and remove the front cover. 4) Place the chlorine disk in the compartment. NOTE: Make sure the correct disk is used for the chlorine residual test. The tag on the disk should read CHLORINE. If the wrong disk is used, the test results will be incorrect. Be sure the numbers on the disk face outward. 5) Replace the front cover over the disk. NOTE: Make sure that the number display window on the cover is at the top of the comparator. 6) Replace the screws and finger tighten. 7) Attach the eyepiece to the comparator housing. 8) Rinse both comparator cells with raw water. NOTE: Rinse three times with the water to be tested. 9) Place both cells in the comparator compartments halfway down. 10) Fill the right cell with raw water to the etched mark (15 ml). CAUTION: DO NOT OVERFILL.

18

11) Remove two no. 1 DPD tablets from the plastic box, and crush the tablets with the crushing rod. NOTE: Crush the tablets on a small piece of paper. 12) Add the two crushed DPD tablets to the left cell. 13) Fill the left cell with raw water from the right cell. 14) Refill the right cell with raw water to the etched mark (15 ml). 15) Push both cells down into the comparator until they are even with the top of the comparator. 16) Facing a good source of light, but not direct sunlight, look through the eyepiece as you turn the chlorine disk with your fingers until you match the color in the left cell or come as close as possible. 17) Read the number in the upper left circular window for the chlorine residual in parts per million (ppm). 18) Record the results DA Form 1712-R, 1713-R, 1714-R, or 1714-1-R as required. 19) This completes the chlorine residual test. Clean all items and return them to the proper storage. i. Performing the pH Test using a pH Meter Set. 1) Locate color comparator and identify components. 2) Remove color disk and insert into housing. Numbers must be visible through indicator window. 3) Rinse two comparator cells three times with water being tested. 4) Fill two comparator cells up to mark 0.51 oz (15 ml) with water to be tested and insert into housing. 5) Fill the dropper of the wide range indicator solution to mark 0.169 oz (0.50 ml) with solution. 6) Add the wide range indicator solution from the dropper to the comparator cell on the left. Use sufficient force to mix solution. 7) Hold the comparator housing up and look through the eyepiece. Face a good light source (daylight, but not the direct rays of the sun, or artificial light reflected from a white surface). Be sure your fingers do not cover the light window in the back of the comparator housing. 8) Rotate the color disk until the color on the disk matches the color of the comparator cell in the left opening. The reading can be made directly from the window in the front of the comparator housing. If color falls between readings, estimate.

19

9) Record the results on DA Form 1712-R, 1713-R, 1714-R, or 17141-R as required. 10) Remove the sample cells from the comparator and discard the waste. 11) Rinse the cells and return them to the kit. 12) Remove the eyepiece and return it to the kit. 13) Remove the front cover. 14) Remove the color disk and place it in the kit. 15) Replace the front cover on the comparator and return it to the kit. 16) Fasten the latches on the kit. j. Perform during-operations PMCS. 1) Log all actions/deficiencies on DA Form 2404. 2) Give form to supervisor at the end of each shift.
