SCOPE
1.1
This specification covers the basic requirements for inspection and testing of equipment, materials and supplies in the manufacturer's workshops to be performed and to be guaranteed by the CONTRACTOR. The scope of inspection and testing described in this specification does not claim to be complete. The CONTRACTOR is responsible to cover in his detailed Inspection Specification all necessary inspection and testing requirements to guarantee that all equipment, materials and supplies are of first class quality and quantity as specified and required. In addition, CONTRACTOR's Inspection Specification shall show the CONTRACTOR's inspection organization.
1.2
This specification is in general accordance with the relevant Project Specifications for equipment, materials and supplies and enlarges these specifications.
1.3
Irrespective of the results of any inspections and tests, the CONTRACTOR shall retain the primary responsibility for the quality and quantity of all equipment, materials and supplies.
2.
GENERAL
2.1
The inspection and testing percentages are related to the items of supplies and shall not indicate the degree of inspection to be performed, e.g. :
a) Where 100 % inspection is specified, each item shall be inspected. b) Where 10 % inspection is specified, only 10 % of the total quantity of items purchased on each order shall be inspected. Wherever less than 100 % inspection is required, at least one item shall be examined.
Vendor shall retain his full inspection responsibility for the quality of the purchased equipment and materials in regardless of the percentage extent specified.

2.2
Inspection Schedule
The CONTRACTOR shall provide the COMPANY a monthly updated inspection/testing schedule showing in detail inspection dates of all items to be purchased/handled. The COMPANY will review this inspection schedule and inform the CONTRACTOR about the scope of intended inspections.
2.3
Inspection Notification
The CONTRACTOR shall give the COMPANY at least 20 days notice in writing of the date and place at which the equipment, materials or supplies will be ready for inspection.
20 days notice shall be read as 25 days notice in order to bring 20 days advance notice for PTTME timely.
2.4
Rejections

2.5
Inspection Reports
The CONTRACTOR shall issue inspection reports of each inspection performed and submit these to the COMPANY. Any problem that could affect quality or delivery time should be marked, showing the reason and the actions to be taken to solve the problems.
Inspection reports defined herein shall be understood as data, records and certificates which are prepared by Vendor and compiled in the inspection dossiers.

Inspection Agency
Independent of CONTRACTOR's engaged Third Party Inspection Agency the COMPANY reserves the right to engage an Independent Inspection Agency to Provide a Quality Control Service on his behalf to inspect and witness tests in the manufacturer's workshops to ensure compliance with the requirements of the applicable Codes, Standards and Project Specifications.

If the COMPANY or the Inspection Agency intends to visit any manufacturers together with the CONTRACTOR, this will be arranged by the CONTRACTOR (refer to Para 2.3)
The CONTRACTOR shall take care that the COMPANY / Inspection Agency will have free access to the manufacturer's workshops at all reasonable time. Inspections by the COMPANY / Inspection
Agency shall in no way relieve the CONTRACTOR of his responsibility as mentioned in Para 1.3.
2.8
The CONTRACTOR shall review the manufacturer's testing and inspection procedures established for the CONTRACTOR's purchase orders. Final procedures shall be submitted to COMPANY 4 weeks before shop inspection takes place.
Contractor used in this paragraph shall be understood as Purchaser but not as Vendor.
Vendor shall submit such testing and inspection procedures according to documentation schedule as per requested by Purchaser.
2.9
All supplements to purchase orders and all spare parts shall be tested and inspected as stipulated in this specification.

- Check manufacturer's drawings and calculations to ensure correctness and compliance with the specifications and Codes.
- Review the manufacturer's established quality control procedures and monitor the efficient application thereof by the manufacturer's staff.
- Review the manufacturer's fabrication plan with the manufacturers to establish hold points for inspection before fabrication starts.
- Collect the required number of equipment test dossiers from each manufacturer. Verify that the contents are complete and correct.
3.
VESSELS (PRESSURE VESSELS, HEAT EXCHANGERS, AIR COOLERS, STORAGE TANKS, DEAERATORS, FLARE SYSTEM)
3.1
General
Each vessel and the materials used in the fabrication thereof shall be tested and inspected for conformance with the requirements of the applicable Codes, of the CONTRACTOR's detailed Specifications including Project Specification requirements, and of this specification.
3.2
Additional Inspections
Additional inspections by the CONTRACTOR shall include but not be limited to the following :

- Record diameters of tube holes in tube sheets as fabricated and compare them with TEMA requirements.
- Witness non-destructive testing on weld seams: Liquid Penetrant Examination (PT), Magnetic Particle Examination (MT), Ultrasonic Examination (UT), Hardness Testing (at random, but min. 10 %)
- Ensure that repairs are welded and tested only to approved and qualified procedures.
- Carry out final inspection including check of dimensions and quality of workmanship.
4.
MECHANICAL EQUIPMENT
4.1
General
- Inspection and Tests shall be governed by the relevant sections of API, ISO, NFPA, IGC-Standards and by the Project Specifications.
- The supplements and modifications in this Specification shall have precedence over API, ISO, NFPA, IGC.
- The term "Purchaser" as per API means CONTRACTOR. Deviations from this specification and/or from the corresponding Standards (for example API, ISO) shall be approved by COMPANY.
- All Project Specifications Referring to Standards mentioned in the relevant API sections shall also be applicable.

- Reference paragraph numbers are shown for all modifications, substitutions and additions to, or deviations from API, ISO, NFPA, IGC-Standards the all paragraphs not mentioned remain fully valid. The kind of change is shown in brackets behind the paragraph.
- Detailed test procedures shall be prepared by the CONTRACTOR and submitted to the COMPANY not later than 4 weeks before the first shop inspection tests.
Vendor shall submit such test procedures according to documentation schedule as per requested by Purchaser.

Witnessed hydrostatic test acc. to S 4.3.2 shall be performed for pumps in critical services in accordance with Project Specification PTTME-SP-M-021 Special process requirements for machinery equipment.

Witnessed NPSH-test acc. to S 4.3.4 shall be performed for all pumps if the difference between NPSHA and NPSHR is equal to or less than 1.0 meters.

PIPING
6.1
General
Piping components and/or piping, materials and semi-finished parts shall be tested and inspected for conformance with the requirements of the applicable Codes, of the CONTRACTOR's detailed specifications including Project Specification requirements, and of this specification.
6.2
The CONTRACTOR shall be required to maked the following minimum scope of tests and checks:
- Ascertain whether any necessary qualification documents for welders and welding procedures are available.
- Visual check of the marking for correctness, completeness and proper execution. - Ascertain whether the specified scope of material tests has been carried out and whether the materials have not given rise to objections.
- Check whether any tests by an official inspection authority have given rise to objections.

General
8.1.1
All inspections and test shall be carried out according to the applicable IEC-Standards - which shall have priority - followed by certain national standards as specified in project specification PTTCHEMSP-E-001.
8.1.2
The equipment and its associated components shall be temporarily set up together to test their functions, simulation of all remote control signals, etc. shall be ensured.
8.2
8.2.1
The quantities as supplied shall be compared with the ordered quantities either by counting, measuring or weighing, and by comparison of the quantities with the specification.
These inspections/tests are to ascertain conformity of workmanship, dimensions, materials, load characteristics, performance and output of the item with the requirements of the specification.
8.2.2
In addition to a check of completeness, the following inspections/tests shall be carried out on the basis of dimension drawings, arrangement drawings and technical specifications :

Physical check of general appearance and finish. Mechanical assembly including good welding, full nuts on bolted parts, undamaged condition and general suitability.
Check of cable termination locations, direction, type of terminals according to the specification.

Proper mechanical and electrical operation of auxiliary equipment such as tap changers, breathers, shut-off valves, meters, indicators, relays, etc.

- Mechanical inspections with respect to - easy movement and replaceability of truck-type switchgear and plug-in units - interlocking systems
- Electrical tests inspect racking, closing and trip mechanisms. inspect the alignment of contacts, observe the closing operation. check wiring between all terminations in accordance with the schematic diagrams. Check current transformer ratings and compare with approved drawings.
Primary injection tests shall be made to try current transformer and associated wiring. The resulting secondary circuits shall be measured to check ratio, group and polarity.

The combined equipment shall be given a full load 24 hour run. This shall end in the presence of the Inspector. The temperature rise of all major wound components, main thyristors and diodes shall be measured and recorded throughout the test. Checks shall also be made to establish that other components and any parts of the cubicle are not overheating. The output voltage and frequency shall be recorded throughout the run to give an indication of drift.
During or before the inspection, oscillographs shall be taken of the input voltage waveform to record the effect of the following :
a) when switching from inverter to by-passes b) when switching for by-passes to inverter, c) mains failure, d) inverter failure.
A harmonic analysis of the output voltage waveform shall be carried out before the inspection date, giving the percentage harmonic distortion. These measurement shall be make at no-load, half-load and full load at specified power factor with three levels of input voltage, minimum, nominal and maximum.

9.
9.1
General
Each Heater and the materials used in the fabrication thereof shall be tested and inspected for conformance with the requirements of the applicable Codes, of the CONTRACTORs detailed specifications including Project Specifications requirements, and of this specification.
9.2
Materials
All materials shall be inspected and tested in accordance with the relevant specifications of ASME Code, Section II and / or ASTM Standard Specifications for ferrous materials.
Materials equivalent to ASTM/ASME materials and approved by the COMPANY shall be inspected and tested to the Specifications of the relevant ASTM/-ASME material.
Materials that are not covered by an appropriate ASTM / ASME Specification, e.g. high alloy centrifugal and static castings shall be inspected and tested in accordance with the CONTRACTORs relevant material specifications approved by the COMPANY.
The conformity of materials with the relevant specifications shall be confirmed by material certificates. These certificates shall be at least
- for carbon and 0.5% Mo steel : Mill certificates - for higher alloys and all materials that require a mill heat treatment:

Certificates by a manufacturer holding the relevant ASME approval or Third Party Inspection (TPI) Certificates issued by an approved independent inspection organization such as Lloyds, British Engine, TUV , APAVE , Veritas etc.

Shop inspection and testing shall include but not be limited to:
- check of the design for compliance with the relevant Codes and specifications
- review welding procedure qualification and welders performance qualification records and verify compliance with ASME IX

10.
COOLING TOWERS
10.1
General
This specification covers the inspection and testing of materials, manufactured and prefabricated parts for cooling towers in the manufacturers workshops to be performed by CONTRACTOR / manufacturer.
10.2
Materials
Ferrous and nonferrous material used for cooling tower parts and accessories shall be inspected and tested for compliance with the relevant ASTM Standard Specifications.
Inspection and test results shall be stated in mill sheets or manufacturers certificates.
10.3
Manufactured and prefabricated cooling tower parts shall be inspected and tested for compliance with the relevant Standards and Project Specifications under full responsibility of the CONTRACTOR.
Inspection certificates shall be issued by Purchaser after Vendors certificates and test reports have been checked and accepted by Purchaser.

11.
STEAM GENERATORS
11.1
General
Each steam generator and the materials used in the fabrication thereof shall be tested and inspected for conformance with the requirements of ASME I, of the CONTRACTORs detailed specifications including Project Specification requirements, and of this specification.
11.2
Additional inspections by the CONTRACTOR shall include but not be limited to the following :
- witness non destructive testing on weld seams: - Liquid Penetrant Examination (PT) - Magnetic Particle Examination (MT) - Ultrasonic Examination (UT) at random but min. 10% at random but min. 10% at random but min. 10%
- review radiographs
- ensure that repairs are welded and tested only to approved and qualified of procedures
- carry out final inspection including check of dimensions and quality of workmanship
The extent and acceptability of weld examination shall be in accordance with ASME Code, Section I, Part PW with the following additional requirements :
- 5% of circumferential welds of drums, headers, tubes and pipes that are exempted from radiographic examination by Paragraph PW-41 shall be radiographed on full circumference to the standards required in the Code.

- all circumferential welds of drums, headers, tubes and pipes that are inaccessible after assembly shall be radiographed, even if the number of these welds exceeds the required 5%.
- for each of a.m. 5% circumferential welds or the inaccessible welds that are found defective during examination, two additional welds shall be radiographed.
all welds of P-4 , P-5, or higher alloyed material used for pipes and headers with a wall thickness exceeding 15 mm, shall be 100% radiographed after post-weld heat treatment.
12.
MISCELLANEOUS ITEMS
All equipment, materials and supplies not specifically mentioned in this specification but forming part of the CONTRACTORs Scope of Work / supply shall be tested and inspected as follows :
- equipment, materials and supplies which can be allocated to any of the preceding paras shall be tested and inspected as described therein.
- for equipment, materials and supplies, which cannot be allocated to any of the preceding paras, the type and scope of inspection and testing shall be specified by the CONTRACTOR.
All above mentioned equipment, materials and supplies shall be included in CONTRACTORs Inspection Specification.
13.
PACKING
CONTRACTOR should inspect and release all packages prior to shipment and take full responsibility for proper execution of temporary corrosion protection, packaging and storage on site.
