Special Agent Tracy L. Dockery, Federal Bureau of Investigation (FBI), joined


the FBI on 06/09/1996 as a special agent. She was previously employed as a police
officer in Chattanooga, TN. Mrs. Dockery is presently the Criminal Informant/Asset
Coordinator for the Las Vegas Field Division. On 09/1112001 she was assigned to the
Division's Squad 8, the drug squad. She was assigned to investigate the activities of
Mohammed Atta, during the two occasions that he was in Las Vegas, NV.

Mrs. Dockery determined that Atta first arrived in Las Vegas, NV on 06/28/2001.
Atta flew from Boston, MA to San Francisco, CA on United Airlines Flight 161. The
aircraft was a Boeing 767, and the flight departed Boston at 9:05 am. The flight arrived
at San Francisco at 11:45 am Pacific Coast Time. Atta sat in seat 2B in first class. Atta
transferred to United Airlines Flight 955 to Las Vegas. This flight left at 1:21 pm. The
aircraft was a Boeing 777 and Atta sat in seat 1C, first class. The flight arrived in Las
Vegas at 2:41 pm. Atta rented a Chevrolet Malibu from Alamo Car Rental at 4:25 pm.
The vehicle was rented from the airport location.

Atta next traveled to the Cyberzone, an internet cafe and game facility at 4440
South Maryland Avenue, Las Vegas. The principal entrance to the University of Nevada,
Las Vegas (UNL V) is across the street from the Cyberzone. At 6:40 pm Atta set up an
account at the Cyberzone to use the personal computers for internet access. Where Atta
stayed, if anywhere, the night of 06/28/2001 is unknown. Mrs. Dockery stated that she
has been unable to determine Atta's whereabouts until he checked into the Econo Lodge
at 1150 South Las Vegas Boulevard, Las Vegas, the next day, '06/29/2001. No
information was developed during the investigation that explained why Atta chose the
Cyberzone at 4440 South Maryland Parkway. Mrs. Dockery said that facility was listed
in the Sprint Yellow Pages. Interviews at the facility determined that Cyberzone had not
conducted any advertising at the airport. Mrs. Dockery also noted that interviews were

conducted at the Muslim Student Association ofUNLV. No student was found that had
any contact with Atta. Atta utilized the computers at the Cyberzone on four separate
occasions while in Las Vegas. The hard drives of the personal computers at the
Cyberzone were not examined because it was not feasible to do so.

The Econo Lodge is located outskirts of the immediate downtown area of Las
'Vegas. The closest large building is the tower that contains a restaurant and amusement
rides of the Stratosphere Hotel and Casino. The tower is 108 stories high, and is the
tallest structure west of the Mississippi River. The address of this building is 2000 South
Las Vegas Boulevard, which is .85 of a mile from the Econo Lodge. The Econo Lodge is
in an area of active street prostitution. Mrs. Dockery stated that prostitution is illegal in
Las Vegas and the surrounding Clark County. The closest legal brothels are in Parumph,
NV in Nye County, approximately 65 miles to the northwest of Las Vegas.

Mrs. Dockery analyzed the mileage of Atta's rental vehicle. She determined that
73 miles were unaccounted during the term of the rental. Mrs. Dockery stated that Atta
could have traveled to the Hoover Dam in Boulder City, NV and back to the Econo
Lodge at 1150 Las Vegas Boulevard with 3.5 miles to spare. The Las Vegas Division of
the FBI did conduct a site survey at the Hoover Dam, checking license plates that may
have been recorded in the parking garage, and was unable to determine if Atta had been
at the Dam. A neighborhood investigation was also conducted in the area of both the
Cyberzone and the Econo Lodge with no information being developed coricerning the
activities of Atta.
