The standard defines two implementations, Data Terminal Equipment (DTE) and Data Communications Equipment (DCE). It was intended that opposites always be connected together. Generally a straight through cable is used to connect a DTE device to DCE device. When connecting two of the same implementations (DTE-DTE or DCE-DCE) then a cross-over cable must be used so that inputs are always connected to a corresponding output. With RS-232 this is typically called a null-modem cable.
