Res$lu%i$n N$& 0 ' S(el%e) Plan *HEREAS, t!e 'ligan City %overnment, in com0liance to t!e mandate of t!e 1rban Develo0ment and Ho#sing Act ,1DHA/ of 2334, ot!er5ise 6no5n as t!e "A 7473 !as actively im0lemented its !o#sing and resettlement 0rogram to 0rovide land sec#rity of ten#re to t!e landless constit#ents of t!e city8 *HEREAS, in order to !ave a direction in t!e im0lementation of t!e vario#s !o#sing 0rograms and 0ro+ects, t!ere is a need for t!e city to ado0t a S!elter Strategic Plan 5!ic! is integrated in a00roac!, enco#raging s#00ort and 0artici0ation among 0rivate and non9 governmental entities8 *HEREAS, t!e 'ligan City Ho#sing Board, 5it! t!e assistance of t!e 1-9Habitat team, !ave form#lated and drafted t!e 'ligan City S!elter Strategy Plan for t!e 0eriod of 4::794:22, a five9year im0lementation 0lan of t!e 0rograms and activities to be #nderta6en by t!e City %overnment of 'ligan, in coordination and strong 0artners!i0 5it! t!e -ational %overnment Agencies, -on9%overnmental Organi$ations and 0rivate develo0ers in t!e aim of 0roviding s!elter to t!e #nder0rivileged and landless constit#ents of t!e city8 *HEREAS, li6e ot!er ;ocal %overnment 1nits, 'ligan City is 0erennially confronted by n#mero#s 0ressing iss#es and 0roblems related to s!elter delivery, li6e sec#rity of ten#re and eviction, de0lorable !o#sing conditions, increasing s<#atting incidence, violation of #rban 0oor rig!ts and deficiency in t!e delivery of social services8 *HEREAS, oftentimes, city s!elter 0lans are +#st sim0le narratives incor0orated in t!e overall M=DP and does not e>0licitly o#tline t!e com0re!ensive and strategic a00roac! in tac6ling t!e s!elter iss#es. 't is t!erefore cr#cial to address t!e 0roblems of t!e sociali$ed !o#sing sector in a 0ro9active manner. 'n t!is 5ay, t!e sociali$ed and lo5 income !o#sing sector becomes a ma+or 0layer of 0lanning and forms 0art of t!e overall #rban governance of t!e city8 *HEREAS, t!e 'ligan City S!elter Strategy Plan is a 0lanning and 0ro+ect develo0ment 0rocess facilitated by t!e 1-9Habitat 'MPAC= =eam. SEC!ION 2& #a0kg)$un12Ra%i$nale ' =!e 1rban Develo0ment and Ho#sing Act ,1DHA/ and t!e decentrali$ation 0olicy besto5ed #nder t!e ;ocal %overnment Code of 2332 enable ;ocal %overnment 1nits ,;%1s/ to be t!e 0rimary and acco#ntable instit#tions in delivering s!elter 0rograms and services among t!e 0oor and lo59income !o#se!olds. =!is is re9 enforced by several #rban develo0ment and !o#sing 0rograms and targets being s#00orted by t!e government s#c! as t!e Millenni#m Develo0ment %oals2 ,MD%s/, 5!ere ;%1s are t!e lead agencies in im0lementing t!e locali$ation of MD%s. =!is s!elter strategy 5ill enable t!e ;%1 to contrib#te to t!e ac!ievement of %oal 7, target 22 5!ic! commits to im0rove t!e lives of at 2:: million sl#m d5ellers by year 4:4:. 't 5ill be an active doc#ment t!at 5ill allo5 reg#lar revie5 and re90rogramming based on c!anging environmental conte>ts and ca0abilities of t!e sta6e!olders. At t!e city or m#nici0al level, ;%1s are 0erennially confronted by n#mero#s 0ressing iss#es and 0roblems related to s!elter delivery. Problems s#c! as ten#re sec#rity and eviction, de0lorable !o#sing conditions, increasing s<#atting incidence, violation of #rban 0oor rig!ts, deficiency in t!e delivery of social services, declining em0loyment and economic o00ort#nities, and increasing environmental and !ealt! !a$ards among sl#m comm#nities are becoming common obstacles in ma6ing o#r #rban areas and cities more s#stainable. &!ile ;%1s follo5 a Com0re!ensive ;and 1se Plan ,C;1P/ and Medi#m =erm Develo0ment Plan ,M=DP/, t!e section for s!elter delivery 0rograms remain to be l#6e5arm at best. Oftentimes, city s!elter 0lans are +#st sim0le narratives incor0orated in t!e overall M=DP and it does not e>0licitly o#tline t!e com0re!ensive and strategic a00roac! in tac6ling t!e s!elter iss#es. 't is t!erefore cr#cial to address t!e 0roblems of t!e sociali$ed !o#sing sector in a 0ro9 active manner. SEC!ION 3& S0$pe, Me%($1$l$g42App)$a0(es, an1 P)in0iples A& S0$pe" 2. =!is S!elter Strategy is s0ecific to t!e sociali$ed !o#sing sector of 'ligan City. =!ese are t!e informal settlers 5!o belong to t!e bottom E:F of t!e 0o0#lation and non95age earners. =!e analyses foc#s on t5o as0ects, 5a6 t!e e>ternal environment t!at loo6ed dee0er into t!e geo90!ysical, nat#ral reso#rces, demogra0!ic c!aracteristics, socio9economic endo5ments and instit#tionalC0olitical as0ects of t!e city t!at are relevant and critical to t!e sociali$ed s!elter sector8 5b6 internal environmental analysis t!at e>amines t!e ca0abilities and 0otentials of t!e city government in res0onding to t!e needs of t!e sector. =!e im0lementation 0lan covers a D year timeframe to s#00ort t!e s!elter strategy. "oles and contrib#tions by t!e different instit#tions 5ere defined #0 to t!e Monitoring and .val#ation 0!ase. =!e 0lanning 5or6s!o0s li6e5ise covered revie5 of t!e e>isting M=DP of t!e City, its City Develo0ment Strategy ,CDS/, C;1P, and 'nvestment Program, and ot!er relevant 5or6ing doc#ments being #sed by t!e city in its develo0ment 0rogramming. =!is 5o#ld !el0 sync!roni$e t!e s!elter strategy and t!e cityHs e>isting 0lans and 0rograms.

't 5as declared a Hig!ly 1rbani$ed City ,H1C/ on t!e 44nd day of -ovember 23JE.

'ligan to date is a first class city. 't is located at t!e nort!5estern coast of Mindanao facing 'ligan Bay and is 73I 6ilometers so#t! of Manila ,See fig#re 2/. =!e City is 0art of t!e first district of t!e Province of ;anao del -orte and 3: 6ilometers a5ay from t!e nort!5estern side of =#bod, t!e ca0ital to5n of t!e 0rovince. 'ligan is accessible t!ro#g! air, land, and 5ater trans0ortation systems. 't com0rises GG barangays covering a total land area of J2,EE7 !ectares. As stated in t!e City Develo0ment Strategy "e0ort for 'ligan, At!e im0ortance of t!e city in t!e economic setting of t!e co#ntry is reflected in bot! t!e national and regional develo0ment 0lans. Based on t!ese economic bl#e0rints, 'ligan is to ass#me t!e role of an ind#strial center in t!e -ort!ern Mindanao %ro5t! Area8 a s#b9regional gro5t! center for ed#cation, services and recreation8 t!e ma+or city com0onent of Cagayan9'ligan Corridor8 a ma+or 0layer of Metro9'ligan Agri9'nd#strial Center8 and t!e trans9s!i0ment 0oint of agric#lt#ral and ind#strial 0rod#cts to .ast Asian %ro5t! 'n fact, 'ligan !as several 5ater reso#rce evidenced by !aving 22 so#rces of 5ater s#00ly 5it! a total ca0acity of 2:,I3D gallons 0er min#te. =!e most 0o0#lar is t!e Maria Cristina Falls, 5!ic! is 0art of t!e -ational Po5er Cor0orations Ag#s !ydro90o5er 0lant generation system.
