CALL FOR PROPOSALS FOR CY 2014 Introduction The Organic Agriculture Act of 2010 (RA 10068) has decreed the promotion, propagation and further development and implementation of organic agriculture in the Philippines. In the pursuit of implementing the declared policy in RA 10068, a comprehensive National Organic Agriculture Program was developed. The NOAP defines the main components for the delivery of services and support mechanisms consistent with achieving the goal of having the organic agriculture sector as a contributor to the countrys over-all agricultural growth and development. Proposal Guidelines This Request for Proposal represents the requirements for an open and competitive process. Proposals will be accepted until 5pm, August 30, 2013. Any proposals received after this date and time should be entertained next year. All proposals must be signed by an official agent or representative of the organization submitting the proposal. If the organization submitting a proposal must outsource or contract any work to meet the requirements contained herein, this must be clearly stated in the proposal. All costs must be itemized to include an explanation of all fees and costs. ELIGIBILITY OF PROPONENTS AND PROJECTS FOR FUNDS ASSISTANCE Eligible Project Proponents Eligible project proponents for funds assistance would include any of the following: 1. Accredited DA Peoples Organizations (POs) such as farmers and fisher folks organizations, cooperatives, federations and/or consortia of these groups; 2. Accredited DA Non-profit organizations such as NGOs and foundations; 3. Government organizations such as local government units (LGUs), government corporations, and other local and national government agencies; and 4. Academic and educational institutions such as State Universities and Colleges (SUCs) and private academic institutions. Eligibility of Projects Projects eligible for funding shall be limited to those which are directly related to: (a) National Organic Agriculture Program (NOAP); Specifically listed are those priority projects that shall support atleast two (2) of the key components of a comprehensive organic agriculture program, as follows:

Production and technology support; Extension and capability building; Research and development; Institutional development and strengthening; Market development; and Promotion, advocacy and education

(b) Enhancing the global competitiveness of Philippine organic agricultural products; (c) Advancing the organic farming sector such as but not limited to the establishment of common service facilities; and (d) Catering to the indigenous peoples, agrarian reform beneficiaries, tribal and marginalized communities among others. Minimum Project Criteria The projects that shall qualify for funds assistance, shall, at the minimum be consistent with the policies and priority thrusts under RA 10068, its IRR and the NOAP: 1. Be complementary to, supportive and not duplicative of the various and current funding assistance windows/programs of DA and other government institutions; 2. Exhibit market, technical, financial, socio-economic, ecological, and organizational viability and feasibility as applicable; 3. Enhance the competitiveness of target project beneficiaries or sector(s), especially the small farmers and/or fisherfolk; 4. Provide product/service competitiveness in the local and/or foreign markets in terms of product/service prices/fees and quality; 5. Promote upstream and downstream linkages with related and/or complementary agricultural activities; 6. Provide clear and verifiable proof of sustainability of operations; and 7. Beneficial to most, and not only selected, firms or groups within a sector.
Note: Proposals directly contributing to the 5% target of the NOAP, i.e. conversion of at least 50 has of land to organic farm and direct relation to the increase in the number of organic farmers in the project location, will be given preference.

Request for Proposal and Budgetary Requirements All proposals in response to this are due no later than 5pm, August 30, 2013. Evaluation of proposals will be conducted from September 5, 2013 until September 26, 2013. If additional information or discussions are needed with any proponent during this four-week window, the proponent(s) will be notified. Funding requests should amount from Php 5,000,000.00 to Php 50,000,000.00. The evaluation results will be made no later than September 30, 2013, if the National Technical Working Group requested no other documents. Note that proposals with incomplete documents shall not be subject for evaluation for the current year.

Notifications to proponents who were not selected for CY 2014 funding will be completed by November 29, 2013, while, notifications to proponents who were selected for CY 2014 will be completed by December 27, 2013. APPLICATION REQUIREMENTS All proposals should be compliant to DAs Administrative Order No. 01 Series 2013, particularly, Annexes A (Checklist of Application Requirements), B (Project Concept Note Template), and C (Organic Agriculture Project Proposal Evaluation Report).
