1. INTRODUCTION
It is a widely acknowledged fact that research and analytical skills, ability to apply basic concepts of different subjects, solve application based problems in Mathematics and Science, comprehend and analyses written texts and effective communication are the skills which ensure success in higher studies and professional areas. These dimensions of 21st century life skills will greatly assist learners in acquiring higher order thinking skills such as problem solving and decision making. It is in this connection that the Board initiated the Problem Solving Assessment (PSA) for Candidates of Classes IX and XI from session 2012-13. The features of the PSA are as follows: 1.2.1 1.2.2 It is compulsory for all Class IX and XI candidates. There will be 60 items of multiple choice question type. There is no specific syllabus for PSA. It will assess the following areas: Language Conventions Qualitative Reasoning (found in humanities, arts and social sciences) Quantitative Reasoning (found in mathematics and science) The items incorporate aspects of 21st Century Skills (creative thinking, decision making, critical thinking, problem solving, and communication) that lead to success in higher studies. They should be able to assess students ability to process, interpret and use information rather than assess students prior subject matter knowledge. The PSA contains items that will assess written expression, including grammar and usage, vocabulary in context and passage-completion. The test items are designed so that they will also help in improving scores within the core school subjects as the PSA test items are designed to improve generic and higher order thinking skills. For Class IX PSA will be counted towards FA4 which is 10% of total assessments of Class IX. This assessment will also be carried forward towards the FA4 in Class X. This score will be reflected in one Language (English) or (Hindi) as the case may be, Mathematics, Science and Social Science for the session 2013-2014 for class IX and 2014-2015 for Class X. The same score will be reflected in FA4 for Class IX and Class X. The Board has also registered students presently studying in Class X & XII, who are desirous to improve there earlier score of PSA. They are allowed to appear for improvement of PSA on 18.01.2014 along with the students of Class IX & XI. For differently abled candidates who have been granted exemption in any of the three subjects (except English or Hindi), FA4 be conducted in the subjects taken in lieu of that subject by the school and the score be reflected in FA4 in class IX and also in class X. The Schools students of which have applied for Assessment in Hindi and Partly Hindi or partly English, the Question Papers in English and bilingual shall be dispatched as per requirement of the individual Schools, i.e.,if a School has 388 students for English Medium & 2 candidates for Hindi Medium, 410 Question Papers of the English & 05 of Billingual would be dispatched to such School. The Question Papers to Govt. Schools of Delhi & KVS where only Hindi Medium is there, the Board will send Bilingual Question Papers (in English and Hindi) for such schools/candidates. The Class XI students will get a Performance Certificate on the PSA.

1.2.10 There will be no separate time table or periods for teaching or practice of PSA in schools. 1.3 The quantitative domain of the PSA is comparatively modest domains on mathematical knowledge but would emphasize logical and numerical reasoning and use of basic mathematical knowledge. APPOINTMENT, DUTIES AND RESPONSIBILITIES OF CENTRE SUPERINTENDENT (Principal)

IMPORTANT- It is obligatory for the Principal of an affiliated school to act as Centre Superintendent as and when appointed by the Board and to ensure fair and smooth conduct of Assessment. No person whose ward or near relative is sitting for this Assessment shall be appointed for the assignment. Note: In the Examination Bye-laws, the term near relative is defined as: Near relation shall mean and include wife/husband, sons and daughters and members of their family, nephew, niece or similar relations of wife or husband. 4.1 As a supervisor of the school, the Centre Superintendent (Principal) has a great responsibility. Efficient conduct of the Assessment at the school is the prime concern of the Board, candidates and the public at large. The Board is very keen that the Assessment is conducted smoothly and efficiently. The standard of efficiency and precision with which the Assessment is conducted will ensure fairness for all candidates. It may be ensured that in the process of conduct of the Assessment nothing should be left to chance. The Centre Superintendent (Principal) should ensure adequate safety for the custody of the Test Booklets during the conduct of the Assessment. The Centre Superintendent (Principal) will be liable to face such disciplinary action as decided by the Chairman, CBSE which may include disciplinary action through departmental agencies or legal action by the Board or other agencies constituted by law when: he/she leaves the school without prior permission of the Board and proper arrangements; he/she misuses his/her position and/or; he/she directly or indirectly engages himself/herself in the use, promotion or abets in the use of unfair means practices detrimental to the smooth and fair conduct of the Assessment. Centre Superintendent (Principal) must ensure: that he/she is present in the Assessment Centre (school) throughout the duration of the Assessment i.e. until the conclusion of the Assessment, collection of all OMR Answer Sheets and dispatch of all required test materials as detailed in these Guidelines. that he/she shall not leave the Centre during the period in which he/she is required for examination work at the school without prior approval of the Board. In case of an emergency, he/she may hand over the charge in writing to the next senior most person with the approval of the Board. that the Guidelines for Centre Superintendent (Principal) and Assistant Superintendents (Invigilators) are carefully read, understood and noted by all concerned; that the Deputy/Assistant Superintendent (Invigilator) carries out the instructions and various tasks meticulously as set out in these Guidelines. that there is peace in the school campus during the Assessment so that the attention of the examinees is not disturbed; that Directions for the Candidates Appendix-1 are displayed outside the Assessment hall/room at prominent places; that it is of utmost importance that the sealed packets of test booklets with wafer seals are opened and distributed as per the Schedule given on the cover page; that test booklets are distributed at the precise time given in these Guidelines. In case of delay in the commencement of Assessment due to some unforeseen circumstances, the time lost in the process must be compensated and a certificate to this effect must be sent to the Regional Office concerned signed by the Centre Superintendent (Principal) and the two Assistant Superintendents (Invigilators);

that the Assistant Superintendent (Invigilator) returns to the Centre Superintendent (Principal) spare copies of the test booklets 15 minutes after the commencement of the Assessment. The test booklets for late comers, if any, be issued separately by the Centre Superintendent (Principal); that in addition to filling the information required on the Test Booklet and OMR Answer Sheet, the candidate should be asked to carefully verify that the Test Booklet Code printed on Side-2 of the Answer Sheet is the same as printed on Test Booklet. In case of discrepancy, the candidate should immediately report the matter to the Assistant Superintendent (Invigilator) for replacement of both the Test Booklet and the Answer Sheet; that all required entries made by the candidates on the Test Booklet, Attendance Sheet and OMR Answer sheet are verified by the Assistant Superintendent (Invigilator) and signed wherever required; that candidates are instructed not to make any stray marks on the OMR Answer Sheet; that no Candidate is permitted to bring into the Assessment hall any books, papers or references of any kind connected with the Assessment. Centre Superintendent (Principal) or Assistant Superintendent(s) (Invigilator) are authorized to physically check the candidates at entry point and any time during the Assessment. Wherever any physical checking of a person or a candidate is involved, in case of female candidates, it should be invariably ensured that it is done by a female official; that candidates are informed that anyone found carrying any paper, note or written material in his/her possession shall be deemed to have used unfairmeans in the Assessment and shall be liable to be punished according to the Regulations of the Board; that no person other than Centre Superintendent (Principal), Assistant Superintendent (Invigilator), Officers of the Board or any person duly authorized by the Controller of Examinations or Regional Officer on his/her behalf, is allowed to enter or move around in the Assessment hall/room; that school clerks, peons and daftries are not allowed to enter in any Assessment hall/room during the Assessment except with permission of the Centre Superintendent (Principal) and Assistant Superintendent (Invigilator); that during the hours of Assessment, friends and relatives of candidates are not allowed to remain in the school or to communicate with the candidates either personally or through any person; at the conclusion of the Assessment, all material should be dispatched without delay as detailed in these Guidelines; that at the conclusion of Assessment, the candidates OMR Answer Sheets for each Class (IX/X taking together or XI/XII taking together) are packed in separate bundles and also sent in separate parcel/bag; that he/she is careful about making arrangement for toilets for use by the candidates. If there is no pucca toilet nearby, a commode and pot should be placed at a suitable place surrounded by kanats near the Assessment hall/room. In mixed centres, separate toilets should be provided for boys and girls. A record showing the frequency of the use of toilet by each candidate should be kept. that drinking water facilities should be made for the candidates in such a way that candidates do not have to spend time in searching for the same. that a combined Seating Plan of all the rooms/halls should be displayed at a prominent place on the day of the Assessment. Seating Plan for each hall/room should also be displayed outside each hall/room but not earlier than two hours before the commencement of the Assessment. that the Test Booklets meant for students of Class IX shall also be applicable for students of Class X appearing for improvement. Similarly, the Test Booklets of Class XI shall also be applicable for students of Class XII appearing for improvement of PSA. that seating arrangements for dyslexic, visually impaired, physically handicapped, spastic, autistic and candidates with disabilities as defined in the Persons with Disabilities Act, 1995 be made on the ground floor as far as possible; that separate Test Booklets for both class IX/X and class XI/XII levels will be provided for visually impaired candidates. These Test Booklets shall be Bilingual (i.e. both English & Hindi); as far as possible, Differently Abled candidates may be provided with the facilities as required by them, as per provisions of the Examination Bye-Laws; that in case of an emergency, the Controller of Examinations/ Jt. Secretary(Coordination)/Regional Officer may be contacted on telephone number(s) as given in these Guidelines. that OMR Answer Sheets of unfairmeans cases be sent in separate envelopes along with other Assessment materials duly sealed, to the Regional Office concerned. that on the Attendance Sheet, class (IX/X or XI/XII) in which the candidate is absent must be encircled with RED INK and the word ABSENT be written by the Assistant Superintendent (Invigilator) in the specified column meant for the signature of the candidate; that the Attendance Sheets are correctly filled in with the Test Booklet No. and Test Booklet Code in the specified columns by the candidate and verified by the Assistant Superintendent (Invigilator). Candidate and Assistant Superintendent (Invigilator) are also required to put their signatures on the Attendance Sheet during the course of Assessment. Before the Attendance Sheets are returned

to the Regional Office, each Attendance Sheet must be countersigned by the Centre Superintendent (Principal); that the used OMR Answer Sheets have to be packed and dispatched to the respective Regional Office in accordance with the procedure outlined in these Guidelines at serial No. 11; that in the event of any special circumstances which necessitate a deviation from the instructions, he/she shall report such action immediately to the Controller of Examinations/ Director, Regional Office, Delhi/Regional Officer; That soon after the Assessment is over, he/she would kindly ensure to send back the following material to the Regional Office concerned after the conduct of the Examination, the same day for which necessary arrangement with the Post Office etc. be ensured in advance. OMR Answer Sheets OMR Answer Sheets of Unfair Means /Attendance Sheet /Absentee Proforma/ All Appendices That all Attendance Sheets, Absentee Proforma, Appendix-2 and Appendix-5 to Appendix-8 signed by the Centre Superintendent (Principal), in original, are sent to the Regional Office concerned, and photocopies retained by the school. that in case where an OMR Answer Sheet is found to be torn or damaged at the school or reported by the candidate, the same should be recorded on the OMR Answer Sheet by the Assistant Superintendent (Invigilator) and a written report given to this effect with details along with the report of the Assistant Superintendent (Invigilator) to the Regional Office; that he/she shall appoint Assistant Superintendents (Invigilator) for every 20 candidates or a part in the hall or big rooms. However, atleast two Assistant Superintendents in a room irrespective of number of candidates be provided; that the Invigilators should be informed about the place of their duties on the day of the Assessment only. OMR Answer Sheet is checked to see that they are not defective. In case any OMR Answer sheet is found defective, it should be brought to the notice of the Assistant Superintendent (Invigilator) immediately; Before beginning the Assessment, the candidate must only write in the space provided in the Test Booklet and OMR Answer Sheet specified information and verified by the Assistant Superintendent (Invigilator); At the expiry of time of Assessment, OMR Answer Sheets must be handed over to Assistant Superintendent (Invigilator) irrespective of whether the candidate has completed the Assessment in full or in part or not at all; For quantitative items, blank space is available at the end of the Test Booklet page for computations. In cases where the Test Booklet space is not sufficient, loose sheets must be obtained by the candidates; Electronic equipment like calculators, tape recorders, pagers, mobile phones, etc are NEITHER allowed NOR can be used during the Assessment; Smoking, taking tea, refreshment, etc., by the candidates in the Assessment hall/room, is not permitted;

APPOINTMENT, DUTIES AND RESPONSIBILITIES OF DEPUTY SUPERINTENDENT(S)

IMPORTANT- Only in cases where there are more than 250 candidates, a Deputy Superintendent be appointed. 5.1 The Centre Superintendent (Principal) shall appoint the Vice Principal/Senior most PGT/Senior most TGT as the Deputy Superintendent. The appointment can be withdrawn at any time by the Centre Superintendent (Principal) or the authorised representative of the Board, if considered necessary, in the interest of the Assessment. The Deputy Superintendent will assist the Centre Superintendent (Principal) in all matters pertaining to the arrangements for the efficient, timely, smooth and fair conduct of Assessment. In the absence of the Centre Superintendent (Principal), the Deputy Superintendent will exercise all powers of Centre Superintendent (Principal) and will be fully responsible for the fair and smooth conduct of Assessment. In case of complaints against the Deputy Superintendent, where in the opinion of the Centre Superintendent (Principal), immediate action has to be taken against him/her, the Centre Superintendent (Principal) shall have the powers to relieve him/her of his/her responsibilities and entrust the work to another suitable teacher. A report of such action, along with circumstances that forced such an action, shall be given to the Board immediately by telephone/fax/e-mail etc.
APPOINTMENT, DUTIES AND RESPONSIBILITIES OF ASSISTANT SUPERINTENDENTS (Invigilators)

IMPORTANT Only teachers working in schools affiliated with the Board shall be appointed as Assistant Superintendents (Invigilators). It is obligatory on the part of the teachers to act as Assistant Superintendents (Invigilators). Assistant Superintendents (Invigilators) shall be appointed by the Centre Superintendent (Principal) from amongst the teachers of his/her school. 6.1 Assistant Superintendents (Invigilators) supervising the visually impaired candidates along with physically handicapped, spastic, dyslexic, autistic and candidates with disabilities as defined in the Persons with Disabilities Act, 1995 shall ensure that they have the facility of having additional time of 40 minutes beyond the maximum time provided to answer the questions in the Test Booklet. An Assistant Superintendent (Invigilator) who engages himself/herself directly or indirectly in using or promoting or abetting use of unfairmeans, shall be dealt with appropriately under rules of the Board. Assistant Superintendents (Invigilators) are required to support the Centre Superintendent (Principal) in the fair and smooth conduct of Assessment. Assistant Superintendents (Invigilators) should be aware that candidates should report at the Assessment hall/room at least 40 minutes before the commencement of the Assessment.

Assistant Superintendents (Invigilators) should check that the names of all candidates on the Seating Plan are on the Class IX/X or Class XI/XII List of candidates supplied by the Board. Any discrepancy identified must be got rectified immediately. Assistant Superintendents (Invigilators) must explain to the candidates how to complete the Attendance Sheet. They must also verify the identity of the candidate and obtain their signature on the Attendance Sheet. The Assistant Superintendents (Invigilators) must ensure that the Attendance Sheet is filled in correctly by each Candidate. The Test Booklet No. and Test Booklet Code used by the candidate must be written by the Candidate in their own handwriting in the appropriate columns on the Attendance Sheet. The Assistant Superintendents (Invigilators) must ensure that all details are filled in correctly by every candidate.

NOTE: If the Attendance Sheets sent by the Board are not received at the school before the commencement of the Assessment, attendance of the candidates may be taken using the Attendance Sheet format given in Guidelines at Appendix- 3 6.7 Assistant Superintendents (Invigilators) should search the candidates to ensure that none is in possession of mobile phone, pager, any electronic device or any other material concerning the Assessment. Any candidate having in possession of papers, books, notes or any other material or information relevant to the Assessment shall be liable to be punished according to the regulations of the Board. Copies of the Directions for the Candidates Appendix 1 must be placed outside the Assessment halls/rooms at prominent places. Assistant Superintendents (Invigilators) must ensure that Test Booklets are distributed 20 minutes before the commencement of Assessment. Assistant Superintendents (Invigilators) should announce the following instructions to the candidates in the Assessment hall/room before the commencement of the exam: Candidates will use only blue/black ball point pen to write on the Test Booklet, Attendance Sheet and OMR Answer Sheet for filling and darkening the appropriate circles. Use of pencil is strictly prohibited. Using of any other writing instrument ink/pencil etc. will be on their own risk and responsibility. Candidates will carefully open the Test Booklet to pull out the OMR Answer Sheet. Candidates should be instructed to carefully check that the Test Booklet and OMR answer Sheet have the same serial number and Test Booklet Code. In case of any discrepancy or defective document, the candidate should immediately report the matter to the Assistant Superintendents (Invigilators) for replacement of both the Test Booklet and OMR Answer Sheet. Candidates should also check that the Test Booklet contains the correct number of pages. If any Test Booklet has a page or pages missing, this should be brought to the attention of the Assistant Superintendents (Invigilators) immediately so that the candidates Test Booklet can be replaced. If the candidate attempts any Test Booklet not meant for him/her, it will be at his/her own risk. Candidates should review the instructions for marking on the OMR Answer Sheet before attempting on the OMR Answer Sheet. Candidate should be instructed that the Test Booklet contains 60 multiple choice questions divided into three sections A, B and C. The candidates are required to attempt all the three sections. There are 24 questions in section A, 18 questions in section B and 18 questions in section C. Section A: Language Conventions (Question Nos 1 to 24). To be attempted either from English Language or from Hindi Language. Section B: Qualitative Reasoning (Question Nos 25 to 42) Section C: Quantitative Reasoning (Question Nos 43 to 60) Candidates should be instructed not to fold or make any stray marks on the OMR Answer Sheet. A day before the commencement of the Assessment, each Centre Superintendent (Principal) shall see and ensure that the arrangement of the tables and seats is satisfactory. He/she will particularly see that the candidates are allotted seats in such a way as to make all communication between them impossible. The Registration No. of each candidate should be prominently shown on each desk/table so that the candidate has no difficulty in finding his/her assigned seat. The Candidates must be seated sufficiently apart to prevent collusion. The Seating Plan should be made in such a manner that the number of seats in each vertical row is not divisible by four. This setup is required because there will be four sets of Test Booklets. The Centre Superintendent (Principal) shall prepare the Seating Plan for each Assessment hall/room displaying the actual seating position of the candidates in the room. The candidates Registration No, Test Booklet Serial No. and Test Booklet Code assigned to each candidate must also be shown in the Seating Plan. The seating plan may be drawn as per Appendix-5 Test Booklets should be distributed to candidates without changing the Test Booklet order in the packet. In case of an absentee or late comer, the candidates Registration No. should be written on the Test Booklet meant for that candidate and retained by the Centre Superintendent (Principal).

The same Test Booklet should be delivered to the said candidate subsequently if he/she turns up within the permissible time limit. 7.7 7.8 7.9 If Test Booklets are distributed to candidates in the wrong sequence, the Test Booklets should not be replaced under any circumstances to avoid any complaint by the examinees for loss of time. If a candidate is absent, the Candidates Registration No. in the Seating Plan should be encircled with RED ink indicating that the candidate is absent. The Assistant Superintendent (Invigilator) must ensure that all candidates are seated strictly in accordance with the Seating Plan. The doors should be opened 45 minutes before the commencement of Assessment. Candidates should be advised to be in their seats 40 minutes before the scheduled commencement of the Assessment. After the commencement of the Assessment, no candidate will be admitted who is more than 30 minutes late. If the Centre Superintendent (Principal) is satisfied that the delay is due to a bonafide reason he/she may admit a candidate up to 30 minutes extendable up to 45 minutes in extraordinary circumstances. The Centre Superintendent (Principal) is required to send a detailed report to the Regional Office about any examinee who arrived late for the Assessment. No extra time is given to the candidate who arrives late for completing his/her Assessment. Admission of any candidate to an Assessment room/hall in contravention of these instructions shall be considered invalid for this Assessment. The Centre Superintendent (Principal) will not allow any candidate to appear in the Assessment other than those shown on the List of Candidates provided by the Board unless specific written permission has been granted by the Regional Office. The Centre Superintendent (Principal) should direct the Assistant Superintendents (Invigilator) to ensure that the Assessment is conducted peacefully and smoothly by maintaining strict discipline. The Centre Superintendent (Principal) should further direct the Assistant Superintendent (Invigilator) to ensure that candidate(s) do(es) not use unfairmeans under any circumstances during the Assessment. The candidates in an Assessment hall/room will be assigned seats by Registration No. Seating may, however, be mingled according to a fixed plan if candidates from Class IX/X and Class XI/XII are in the same Hall/Room and the number of examinees is small. It is very important for the Assistant Superintendent (Invigilator) concerned to physically verify that the Test Booklet No. on the Answer Sheet is accurately entered, in the appropriate columns and the Attendance Sheet. No candidate should be allowed to leave the Assessment hall/room before the expiry of the time allotted for the Assessment. The collection and delivery of the OMR Answer Sheets to the Centre Superintendent (Principal) shall be done in Registration No. order for both Class IX/X or Class XI/XII, irrespective of the Test Booklet Code issued to the candidates. PROCEDURE FOR RECEIPT, CUSTODY AND DISTRIBUTION OF TEST BOOKLETS Centre Superintendent (Principal) will receive parcel(s) of sealed packets containing Test Booklets with wafer seals and will be responsible for their safe keeping from the time of taking delivery of the parcels until Assessment day. Upon taking delivery of the parcel(s) of sealed packets, the parcels MUST remain in the personal safe custody of the Centre Superintendent (Principal) and shall not be opened by any person other than the Centre Superintendent (Principal) unless authorised by the Controller of Examinations of the Board. These shall not be opened before the specified date and time under any circumstances.

The sealed packets containing the Test Booklets should be opened by cutting one edge of the packet with scissors or a sharp knife in such a way that all the seals remain intact for inspection. The empty packets should be carefully preserved by the Centre Superintendent (Principal). The parcels with seals intact will be opened by the Centre Superintendent (Principal) on the day of Assessment at 9.15 AM only in the presence of two Assistant Superintendents (Invigilators) as witnesses. They will confirm that the seals on the packets are intact; the correct packets are opened, and sign the certificate for opening the sealed packets. After opening the sealed packets, the Centre Superintendent (Principal) must count the total number of Test Booklets for Class IX/X and/or XI/XII as shown on the front of each packets cover that has the list of serial numbers contained in the sealed packets. This should be done in order to ensure the appropriate number of Test Booklets that have been received for the number of Candidates scheduled to appear for the Assessment. Any shortage or discrepancy that comes to light should be reported immediately to the Controller of Examinations/Director (ROD)/Joint Secretary (Coord)/Regional Officer concerned. Before distribution of the Test Booklets, the Centre Superintendent (Principal) will also check the cover of all the Test Booklets to verify that a Test Booklet for another Class i.e. IX & X taken together and XI & XII taken together is not mixed up. If any such Test Booklet is found in the mix, it should be taken out, retained in the sealed packet and reported to the Controller of Examinations/ Director (ROD)/Joint Secretary (Coord)/Regional Officer concerned. The Centre Superintendent (Principal) will issue the Test Booklets to the Assistant Superintendents (Invigilators) on duty in their respective halls/rooms in the same order i.e. without changing the Test Booklet Code order. The Centre Superintendent (Principal) should ensure that the Visually Impaired Candidates are given the accommodated version of the bilingual Test Booklets, not the regular Test Booklets. The Test Booklet Codes for the visually impaired will be different than those of normal candidates both for Class IX/X taken together and XI/XII taken together. The Assistant Superintendents (Invigilator) on duty in the Assessment hall/room will receive the Test Booklets for Class IX/X and/or Class XI/XII. They will distribute the Test Booklets, serial number wise in an ascending order to the candidates present based on the Seating Plan. It should be confirmed that every candidate gets the correct Class (IX/X or XI/XII) Test Booklet. It would be advisable to make an announcement before the commencement of the Assessment that if the candidates attempt any Test Booklet not meant for them, they would do so at their own risk. The Test Booklets shall be issued at the exact time according to the schedule supplied for the Assessment. A stroke of bell should also indicate the fixed time for the distribution of Test Booklets at the school.

NOTE: If due to an unforeseen circumstance there is a delay in the commencement of the Assessment, the time lost in the process MUST BE COMPENSATED. Statement to this effect be taken from a few candidates in the room, be got verified by Invigilator and the Centre Superintendent (Principal) and reported to the Regional Office concerned. 8.9 The Assistant Superintendents (Invigilator) are required to return all spare copies of the Test Booklets to the Centre Superintendent (Principal) 15 minutes after the commencement of the Assessment without disturbing the Test Booklet number order. If any candidate brings to notice that his/her Test Booklet is defective, has any misprint, unprinted, torn or missing page(s), the Test Booklet should be replaced by another with the same Test Booklet Code by the Centre Superintendent (Principal) by re-opening, if need be, the sealed packet of unused Test Booklets. The packet should be resealed immediately after taking out the Test Booklet required for replacement.

Note: In case of differences between English and Hindi version of Test Booklets, English version should be relied upon unless otherwise considered necessary. This should be brought to the attention of the Centre Superintendent (Principal) by the Assistant Superintendents (Invigilator). 8.11 If a Candidate reports to the assigned Assessment hall/room 30 minutes after the commencement of the Assessment, the pre-identified Test Booklet will be obtained by the Assistant Superintendent (Invigilator) from the Centre Superintendent (Principal), and permit the candidate to sit for the Assessment. The Centre Superintendent (Principal) will arrange to pack and seal all the unused and balance copies of the Test Booklets for each Class (IX/X and XI/XII) 30 minutes after the commencement of the Assessment. A report be prepared indicating all the Test Booklets that were replaced during the Assessment, along with the nature of the defective Test Booklet and the Registration No. of Candidate whose Test Booklet was replaced. The Test booklets have been provided in a mixed order in a way that one Test Booklet differs from another up to a sequence of four Test Booklets. THE MIXED ORDER SHALL NOT BE CHANGED BY THE CENTRE SUPERINTENDENT (PRINCIPAL) UNDER ANY CIRCUMSTANCES. THE TEST BOOKLETS SHOULD BE DISTRIBUTED IN THE SAME SEQUENCE IN WHICH THEY HAVE BEEN PROVIDED IN THE SEALED PACKETS. VIOLATION OF THESE INSTRUCTIONS WILL HAVE VERY SERIOUS REPERCUSSIONS TO VITIATING THE ASSESSMENT PROCESS AND THE CENTRE SUPERINTENDENT (PRINCIPAL) AND/OR ASSISTANT SUPERINTENDENT (INVIGILATOR) SHALL BE LIABLE FOR ACTION. The Centre Superintendent (Principal) may please note that Attendance Sheets have an additional column for writing the Test Booklet No. and Test Booklet Code. The Centre Superintendent (Principal) should see that these columns are correctly filled by every Candidate in the space provided and the Assistant Superintendents (Invigilator) must verify that the Test Booklet No. and Test Booklet Code has been written correctly by the Candidates and the Test Booklet No. and Code No and the Answer Sheets No. and Code are identical.

9. UNFAIR MEANS CASES Rules for dealing with unfair means cases 1. GENERAL If during the course of assessment, a candidate is found indulging in any of the following, he/she shall be deemed to have used unfair means at the assessment and as such his/her result shall not be declared but shall be marked as UNFAIRMEANS (UFM) : Having in possession of papers, books, notes or any other material or information relevant Giving or receiving assistance directly or indirectly of any kind or attempting to do so; Writing questions or answer on any material other than the OMR Answer Sheet or Test Booklet; Tearing of the OMR Answer Sheet; Contacting or communicating or trying to do so with any person, other than the Examination Staff, during the assessment time in the assessment hall/room; Taking away the OMR Answer Sheet out of the assessment hall/room; Using or attempting to use any other undesirable method or means in connection with the assessment; Smuggling out Test Booklet or its part or smuggling out OMR Answer Sheet or part thereof; and Threatening any of the officials connected with the conduct of the assessment or threatening any of the candidates.

2. IDENTIFICATION AND REPORTING OF UNFAIRMEANS CASES (1) As soon as it comes or is brought to the notice of the Centre Superintendent that a candidate, during the course of assessment, has been found using or attempting to use unfairmeans as detailed above, he/she shall take possession of the OMR Answer Sheet of the candidate along with the paper(s) or other material(s) found with him/her, if any, and provide the candidate with a second Test Booklet immediately. THE CANDIDATE IS NOT TO BE EXPELLED FROM THE ASSESSMENT ROOM/HALL. The Centre Superintendent shall record on the first OMR Answer Sheet, the time when it was taken away from the candidate and on the second Test Booklet the time of its issue. While issuing the second Text Booklet, the candidate shall be asked by the Centre Superintendent to submit his/her explanation in regard to the allegation against him/her. If the candidate refuses to give an explanatory statement, the fact of refusal should be recorded by two Assistant Superintendents (Invigilators) and attested by the Centre Superintendent (Principal) on duty at the time of the occurrence. The Centre Superintendent (Principal) shall call for the statement(s) of the Assistant Superintendent(s) (Invigilators) concerned. He/She will forward to the Regional Office concerned of the Board, in a separate envelope provided for the purpose, duly sealed, the two OMR Answer Sheets used by the candidate alongwith the explanation of the candidate or the attested statement of refusal, the statement(s) of the Assistant Superintendent(s) (Invigilator) and his/her own note on the case for further action by the Board. (2) The Candidates who are booked under unfairmeans and issued another Test Booklet be advised by the Centre Superintendent (Principal) not to repeat the answers to the questions which have already been answered on the first OMR Answer Sheet. (3) As soon as it comes or is brought to the notice of the Centre Superintendent (Principal) that a candidate has smuggled out an OMR Answer Sheet, he/she should call for the student directly or through the Asstt. Supdt. (Invigilator) of the School concerned and try to secure the OMR Answer Sheet. In case of non-availability of the OMR Answer Sheet, the matter should be reported to the police and a copy of the report is sent to the office of the Board along with the statements of the Assistant Superintendents (Invigilator) present in the room and also of the candidate. The statements of peon, police constable etc., if any, relevant to the situation should also be forwarded. The statements should contain the time of the incident and details of the case as to how the candidate took away the OMR Answer Sheet. Efforts made to recover the OMR Answer Sheet should also be stated. (4) In case of impersonation, the Centre Superintendent (Principal) should send to the Boards Regional Office, the statement of the person found to be impersonating, the Assistant Superintendents (Invigilator) and that of the real candidate, if possible. The Centre Superintendent (Principal) shall also report the matter to the Police. (5) In case of misconduct of a serious nature, the matter should be reported to the Police, if necessary. Statements of the Assistant Superintendent(s) (Invigilator) and that of the peon/policemen concerned may be obtained and sent to the Regional Office of the Board for further action. (6) If a Candidate is found guilty of communicating or attempting to communicate either directly or indirectly with an Assistant Superintendent (Invigilator) or any other person connected with the assessment with the object of influencing him/her in any way, he/she shall be deemed to have used unfairmeans and shall be liable to punishment under the rules. (7) If after the assessment, it is found that a candidate has copied the answer either of some Candidate or from any other source; he/she shall be treated to have used unfairmeans and shall be liable to be punished under the rules. (8) Use of abusive language or making derogatory remarks in the OMR Answer Sheet shall be treated as use of unfairmeans. 3. IMPOSITION OF PENALTIES

(1) The results of all Candidates who have been reported to have used unfairmeans in an assessment by an Assistant Superintendent (Invigilator), Deputy Superintendent, Centre Superintendent (Principal), Members of Mobile inspecting parties, Surprise Inspectors, Observers or any other person involved in the assessment process, shall be declared as UNFAIR MEANS (U.F.M.) (2) All cases of Unfair means (UFM) shall be decided within a reasonable time after the declaration of the result. (3) All cases of UNFAIR MEANS shall be reported to the Result Committee and the result of such Candidates shall be disposed of in a manner and as recommended by the Result Committee of the Board. (4) Before any penalty is imposed under any of the provisions of the Examination Bye Laws on a Candidate reported to have used unfairmeans, he/she shall be given an opportunity for explaining his/her conduct. He/she will be required to appear personally before the Result Committee to explain his/her conduct for consideration of the Result Committee. In case he/she does not avail himself/herself of the opportunity by the given date, ex-parte decision taken by the Result Committee shall be final. (5) If the Board is satisfied that the use of the unfairmeans in a Problem Solving Assessment has been widespread at a school, the Board has the right to cancel the result of all Candidates of that school in the assessment concerned. 4. GUIDELINES TO DEAL WITH THE UNFAIR MEANS CASES The following Guidelines have been formulated by the Board and implemented for dealing with the Unfairmeans cases pertaining to Problem Solving Assessment conducted by the Board. Candidates may be apprised of the same. CATEGORY 1 The candidate had copying material in his/her possession but did not use it. The Assistant superintendents and Centre Superintendents report testifies the candidates statement of not having used the copying material. OR A candidate found guilty of using obscene/derogatory language in the answer sheet as reported by the Assistant Superintendent and the Centre Superintendent PENALTY The score obtained in the current Assessment be considered. However, the candidate along with his/her parents may be directed to appear before the Unfair Means Committee and proper counselling may be given to such candidates so that he/she abstains from using such practices/language in the answer book(s) in future examinations. CATEGORY 2 The candidate had copying material in his/her possession. He/she also used the same in answering one or more question(s). The Assistant Superintendents and the Centre Superintendents statement testifies this position. The candidate admits/denies having used the copying material found in his/her possession OR a candidate reported to have communicated with another candidate or the Assistant Superintendents directly or indirectly. Allegation admitted/denied by the candidate. Strong evidence of allegation available. OR The candidate decamped with the answer book as reported by the Centre Supdt./Asstt. Supdt. Allegation admitted/denied by the candidate but report of the Centre Supdt./Asstt. Supdt. and other documentary evidence available. OR The candidate is accused of impersonation i.e. he/she managed to send somebody else in his/her place to take the Assessment. Evidence establishes the allegation. OR if a candidate uses abusive language/threatens the staff on duty/indulges in violence at the time of Assessment for thereafter and this fact is established by the report of the Centre Supdt. PENALTY

Current Assessment cancelled. He/she may take the Assessment next year along with Improvement candidates. 5. The Results Committee dealing with unfair means cases may decide all other cases which are not covered in these guidelines on merit and award suitable penalty as it deems fit, by consensus. RULES FOR THE APPOINTMENT OF AMANUENSIS : The following are the rules for the use and appointment of Amanuensis. Amanuensis may be allowed in the following cases: a. b. c. d. e. to visually impaired, physically handicapped, spastic, dyslexic, autistic and candidates with disabilities as defined in the Persons with Disabilities Act, 1995; in the case of sudden illness rendering the candidate unable to write, duly certified by a Medical Officer of the rank not lower than Assistant Surgeon; and in case of an accident rendering the candidate unable to write the Assessment as certified by the Medical Officer of the rank not lower than Assistant Surgeon. The amanuensis must be a student of a class lower than the one for which the candidate is taking the Assessment. The Centre Superintendent (Principal) shall choose a suitable amanuensis and forward immediately to the Regional Office a report giving full particulars of the candidate and the amanuensis for consideration and approval. The Centre Superintendent (Principal) shall arrange a suitable room, preferably on the ground floor of the school, for the physically challenged candidate and appoint one special Assistant Superintendent (Invigilator) to supervise his/her Assessment. The services of amanuensis will be provided free of cost to the candidates. The amanuensis shall be paid @ Rs. 100/- per candidate by the Centre Superintendent (Principal) from the Centre charges.

HOW TO PACK AND SEND THE MATERIAL TO THE CONCERNED REGIONAL OFFICE : (Separate for Class IX/X and Class XI/XII, as the case may be) Envelope(s) of OMR Answer Sheets: (Answer Sheets should not to be tagged/stapled) Duly checked, serialized and counted Answer Sheets be put in plastic envelopes supplied by the Board. This must be packed in one cloth parcel each for Classes IX & X (duly addressed in red Ink) and Classes XI & XII (duly addressed in blue Ink) separately. Seal the cloth parcel properly. Appendix - 1 DIRECTIONS FOR CANDIDATES

If it is necessary for the candidate to communicate, he/she shall stand up in his/her place and one of the Assistant Superintendents (Invigilators) will see to his/her requirements. e. Before commencement of the Assessment, the candidate should complete the specified information on the Test Booklet, Attendance Sheet and OMR Answer Sheet as directed by the Assistant Superintendent (Invigilator). The Candidate should write Registration No. and candidates Name on the Test Booklet write Test Booklet No. and Code and signature on the Attendance Sheet write Registration No., candidates Name, Fathers Name, School Code and School Name on Side-1 of the OMR Answer Sheet. write and fill in Registration No., School Code, Test Booklet No., Language Attempted on Side 2 of the OMR Answer Sheet. confirm that the Test Booklet Code printed on side 2 of the Answer Sheet is the same as printed on Test Booklet. fill in answers to the questions on Side-2 of the Answer Sheet only. f. If a candidate writes or puts any special mark in any part of the Answer Sheet other than the space provided for the purpose, he/she will render himself/herself liable to have his/her Assessment cancelled.

g. At the end of the Assessment, the Answer Sheet must be handed over to the Assistant Superintendent (Invigilator) irrespective of whether or not the candidate has answered the Assessment paper in full or in part or not at all. h. The candidate must hand over Answer Sheet to the Invigilator after the completion of PSA. However, he/she is allowed to take away the Test Booklet alongwith him/her. i. Smoking is strictly prohibited in the school or the Assessment hall/room. Candidates found doing so during the course of the Assessment shall be liable to be expelled from the school and the Assessment hall/room by the Centre Superintendent (Principal). If during the course of assessment, a candidate is found indulging in any of the following, he/she shall be deemed to have used unfair means at the assessment and as such his/her result shall not be declared but shall be marked as UNFAIRMEANS (UFM) : Having in possession of papers, books, notes or any other material or information relevant to the examination in the paper concerned; Giving or receiving assistance directly or indirectly of any kind or attempting to do so;

Writing questions or answer on any material other than the OMR Answer Sheet or Test Booklet Tearing of the OMR Answer Sheet or Test Booklet Contacting or communicating or trying to do so with any person, other than the Examination Staff, during the assessment time in the assessment hall/room; Taking away the OMR Answer Sheet out of the assessment hall/room; Using or attempting to use any other undesirable method or means in connection with the assessment; Smuggling out Test Booklet or its part or smuggling out OMR Answer Sheet or part thereof; and Threatening any of the officials connected with the conduct of the assessment or threatening any of the candidates.

k. Visually Impaired Candidates should ensure that they have got the accommodated version of the Test Booklets in Bilingual i.e. in English & Hindi, l. The visually impaired, physically handicapped, spastic, dyslexic, autistic and Candidates with disabilities as defined in the Persons with Disabilities Act 1995 shall have the facility of having additional time of 40 minutes beyond the maximum time provided to answer the question paper.

m. GUIDELINES TO DEAL WITH THE UNFAIR MEANS CASES The Unfair Means cases pertaining to Problem Solving Assessment for classes IX/X or XI/XII would be dealt as under:CATEGORY 1 The candidate had copying material in his/her possession but did not use it. The Assistant superintendents and Centre Superintendents report testifies the candidates statement of not having used the copying material. OR A candidate found guilty of using obscene/derogatory language in the answer sheet as reported by the Assistant Superintendent and the Centre Superintendent PENALTY The score obtained in the current Assessment be considered. However, the candidate along with his/her parents may be directed to appear before the Unfair Means Committee and proper counselling may be given to such candidates so that he/she abstains from using such practices/language in the answer book(s) in future examinations. CATEGORY 2 The candidate had copying material in his/her possession. He/she also used the same in answering one or more question (s). The Assistant Superintendents and the Centre Superintendents statement testifies this position. The candidate admits/denies having used the copying material found in his/her possession OR a candidate reported to have communicated with another candidate or the Assistant Superintendents directly or indirectly. Allegation admitted/denied by the candidate. Strong evidence of allegation available. OR The candidate decamped with the answer book as reported by the Centre Supdt./Asstt. Supdt. Allegation admitted/denied by the candidate but report of the Centre Supdt./Asstt. Supdt. and other documentary evidence available. OR The candidate is accused of impersonation i.e. he/she managed to send somebody else in his/her place to take the Assessment. Evidence establishes the allegation. OR if a candidate uses abusive language/threatens the staff on duty/indulges in violence at the time of Assessment for thereafter and this fact is established by the report of the Centre Supdt. PENALTY Current Assessment cancelled. He/she may take the Assessment next year along with Improvement candidates. The Results Committee dealing with unfair means cases may decide all other cases which are not covered in these guidelines on merit and award suitable penalty as it deems fit, by consensus.
