Agreedinterpretations of of certainof the provisions the Revised Specifications

r t.l
This paragraph requires pipes and valves to be of steel or other equivalent material. As permit grey cast iron for cargo pipingwith a maximumpermissible classification societies working oif pressure of 16 kg/cm2, greycast iron may be permittedin the supplysystemfor crude oil washingsystems when complying with nationally approvedstandards. The requirements of this paragraphallow alternativearrangements. One such alternativeis that where the system is served only by centrifugalpumps so designedthat the pressurederived device located in the cannot exceedthat for which the piping is designed, a temperaturesensing pump casingis requiredto stop the pump in the caseof overheating. On new oil tankersthe steam heater referredto shall be located outside the machineryspaces. However,on an existingoil tankerwith an existingsteamheaterlocatedin the machineryspaces, no more additional isolation will be required other than that which isolates the crude oil washing systemfrom the machineryspaces. This paragraph requireseach machineto be capableof being isolatedby meansof stop valvesin the supplyline.Where more thanone submerged machine is connected to the samesupplylinea single isolatingstop valve in the supply line may be acceptableprovided the rotation of the submerged machines can be verifiedin accordance with paragraph a.2.13(a) or (c) of the Revised Specifications for the design,operation and control of crude oil washingsystems. With regardto the applicationof this paragrapha slop tank is coniidered as a cargo tank. Cuidelinesfor the assessment of shadow diagrams (a) Shadowdiagrams (to be preparedin accordance the scale with 4.2.9)must be on drawings of which must be at least: (i) 1:100for tankers of lessthan 100,000tons deadweigh[ (ii) 1:200 for tankers and above. of 100,000tons deadweight (b) The drawingsmust provideat leasta plan view, a profileview and an end elevationfor each tank, or for tanks consideredto be similar. (c) Sufficientdetaileddrawingsof the vesselmust be provided to check that all large primary membershave been included. structural (d) The term large primary structural of a tank is to be construedas thosecomponents members girders. lt is web frames and which contributesignificant strength to the ship,suchas structure plate stiffening be excluded. intended that smaller components suchas thosethat contributeto components of with the diagram showingstructural In general the followinglists, in coniunction (Seediagramon page20.) cargotanks,may be usedto amplifythis interpretation. lnclude (i) web frames (ii) girders (iii) stringers (iv) webs (v) main bracket (i) Disregard longitudinals (ii) brackets (iii) stiffeners (iv) ladders (v) pipe work

Crude oil washinesysterns Include (vi) transverses (vii) crosstiesin transverseweb frames,unlessit can be verified by tank inspection that their presencedoes not affect the cleanlinessof the tank. However, for the purpose of makingan initialassessmentwhere there are no more than two crossties and eachis lessthan 1/15 ot the total depth of the tank they may be ignored.

Disregard (vi) corrugations on corrugated bulkheads (vii) face plates

(e) Shadowscast upon the underside of decks,web frames,centre and side girderscan be ignored.

Calculations must be providedeither on the drawingor separately to show how the percentages requiredby 4.2.8 have been arrivedat. The calculations shouldbe itemizedso that it is possible to relateeach item with a particular shadowarea.

(e) Where a curved surfaceis presentedto jets it is not necessary to provide exact geometric
projectionsto determinethe resultantshadow.A reasonable estimateis acceptable. (h) For the purposeof determiningthe bottom area of wing tanis, the breadthof the tank is to be taken as the horizontal distancemeasuredacrossthe top of the bottom longitudinal framesto the insideof the shellplating,midway betweenthe tank bulkheads.

( i ) A swashbulkheadmay be taken as a tank boundary.However,in this event the bulkhead

must be assumed to have no openingsin it. 4.2.10 Waterrinse meansthe water washingprocesscarried out in connectionwith tank cleaningafter crudeoil washing and is not intended to be construed as limitingthe amountof water neededin the process.

a.2.10(c)(a) The o/ monitoring systemreferred to in this paragraph means any approved system, includinglaboratorytests,which verifiesthat the oil content of the effluentdoes not exceed the stated level. lf laboratorytests are to be conducted,standards containedin resolution A.393(X) shouldbe used as guidance. in a trade where discharge of Oil tankersengaging cargo takesplace in one port Stateand cargo loadingin anotherport Statecreatea special problem with respect to verification.Two alternativesavailableto confirm the tanker's capabilityare: (i) the tankercould be requiredto conductthe entirecrudeoil washing operations at the port, takinginspectors discharge to seaif necessary to observewater washing,handling of departureballastand dischargeof arrivalballast;

(ii) coordination between the flag State Administrationand port Statesto obtain the re quireddocumentation. However the test is performed,it should be decided on a caseby{ase basistaking into account the serviceof the tanker and the availability of surveyors.
