OFFICIAL CALL Mass Meeting of the City of Richmond of the Republican Party of Virginia As Chairman of the City of Richmond

Committee of the Republican Party, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, J. Christian Obenshain, do hereby issue this call for a Mass Meeting to be held at the American Legion Department of Virginia Headquarters, 1708 Commonwealth Avenue, Richmond, VA 23230, starting at 6:30 PM local time on Tuesday, March 18th, 2014 for the following purposes: 1. Electing a Chairman; 2. Electing members of the Unit Committee; 3. Electing Delegates to the Seventh (7th) District Republican Party Convention, to be held on Saturday, May 10, 2014 at the Deep Run High School, 4801 Twin Hickory Road, Glen Allen, Virginia 23059, or its alternate site, beginning at 10:00 a.m. for the purposes of electing a 7th District Chairman. Each unit is entitled to one (1) Delegate Vote per 250 Republican votes for Governor and President at their last election; 4. Electing Delegates to the Third (3rd) District Republican Party Convention to be held at a time, date and location to be determined for the purposes of electing a 3rd District Chairman. Each unit is entitled to one (1) Delegate Vote per 250 Republican votes for Governor and President at their last election; 5. Electing Delegates and Alternate Delegates to the Republican Party of Virginia State Convention, to be held on Saturday, June 7, 2014 at the Roanoke Civic Center, 710 Williamson Road, Roanoke, Virginia 24016, or its alternate site, beginning at 10:00 a.m. for the purposes of nominating a candidate for the United States Senate. Each unit is entitled to one (1) Delegate Vote per 250 Republican votes for Governor and President at their last election; and, 6. For the transaction of other such business as may properly come before the Mass Meeting Qualifications for Participation All legal and qualified voters of the City of Richmond, under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts. In addition to the foregoing, to be in accord with the principles of the Republican Party, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of

a party other than the Republican Party in the last five years. A single exception to the above shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future. A voter that utilizes the foregoing exception, and thereafter participates in the nomination process of a Party other than the Republican Party, shall not have the benefit of the exception as identified in this paragraph thereafter. In order to be eligible for election as a Delegate or Alternate Delegate to any convention, an individual must be registered to vote no later than the prefiling deadline established by the Official Committee or, if pre-filing is not a requirement, no later than the date of election as a Delegate. A person who has made application for registration and meets all other requirements herein, but whose name does not appear on the local registration books solely because of the books having been closed in connection with a local election, will nevertheless be deemed a legal and qualified voter. Filing Requirements Candidates for election to the position of Chairman of the Richmond City Committee shall file a written statement of intent and filing fee to the Committee Treasurer, Patrick Wallace, stating their intent to seek election to that office using the form provided by the Committee for this purpose. This form and fee must be received by 6:00 pm on February 14, 2014 either in person or by mail at the following address: Mr. Patrick Wallace, Treasurer, Richmond City Republican Committee, Post Office Box 17004, Richmond, VA 23226. Postmarks shall not govern. The required filing fee for candidates for Chairman is $150.00, payable by check, made out to the Republican Party of Richmond. Candidates for election for Richmond City Committee membership, Delegates (and Alternates) to the District Conventions and/or the June 7th State Convention shall file a written statement of intent including their name, address (including Zip Code), and phone number to the Committee Treasurer, Patrick Wallace, using the form provided by the Committee for this purpose. All forms must be received no later than 6:00 pm on March 10, 2014 either in person or by mail at the following address: Mr. Patrick Wallace, Treasurer, Republican Party of Richmond, Post Office Box 17004, Richmond, VA 23226. Pre-filing forms are available on the Republican Party of Virginia website, www.rpv.org and the Committee website, www.rvagop.org. Conduct of the Mass Meeting The Meeting will be conducted in accordance with the Code of Virginia, the Republican State Party Plan, this Call, and Roberts Rules of Order Newly Revised, Eleventh Edition, in that order of precedence. For a resolution to be considered by this Meeting, a written copy must be filed with Committee Vice-Chair, Stephen Tyndall at 1409 Claremont Avenue, Richmond, VA 23227, and must be received no later than 6:00 pm on March 10, 2014. Registration Fee There will be no registration fee to participate in this mass meeting. However, a mandatory fee of $30.00 is required to become a member of the Republican Party of Richmond. Additionally, voluntary fee of $35.00 is requested of each candidate seeking election as a Delegate or Alternate to the Republican Party of Virginia State Convention and a voluntary fee of $25.00 is requested of each candidate seeking election as a Delegate to the 7th District Convention. A voluntary fee may also be requested of each candidate seeking election as a Delegate to the 3rd District Convention. All checks should be made payable to the Republican Party of Richmond.
