In spite of the great efforts granted by the ministry in the traffic secur-
ity field, and the noticeable positive results it reached, the reality still con-
firms on the need to exert more work and efforts in order to limit the
violations and traffic accidents, which is a duty that needs all the govern-
mental and non-governmental authorities to participate including differ-
ent institutions like the media and the general assemblies, beside the role
of the family, and that's because the traffic issue concerns the whole so-
ciety with its social, cultural, educational and informational effects, as
from here, the effective dealings with it is achieved only by co-operation.
In the occasion of the (first) issue "special booklet on traffic violations
which was issued by the Traffic Higher Council that deals with the traffic
problem with all its dimensions".

I set this problem in front of the society and its institutions and appeal
to everyone to rise their responsibilities to ensure security and traffic
safety, and to avoid accidents and damages to our human riches that is
considered the basic pillar for development and prosperity. I direct my
call specially for the specialized organizations to concentrate their efforts
to keep the traffic movement flowing and to limit violations and acci-
dents and to work on keeping security, traffic safety and co-operation
with the specialized organizations in the state and that is to set appropri-
ate practical solutions to this crisis, since traffic accidents are setting up a
great economic burden.

We'd like to take this opportunity to show the Traffic Higher Coun-
cil's appreciation to all governmental and non-governemtnal authorities
and specialized institutions that support the council's activities to limit
traffic accidents starting off the complete belief that the responsibility is
shared and the aim is one.

Preface

Breaking laws or rules is a rejected matter which leads to a chaos and

causing damage to others. People are different in their nature, behaviour
and their rasing, so they differ by the degree of following laws and rules.

However, to stop people from breaking laws and rules, some different
penalties are made to protect people and saves their money.

The traffic rules and laws are the most adherence rules for people's life
for its direct relation to the citizens safety during his moving on the road
whether he was walking or riding or driving. The Kuwaiti project gives
special care in which it puts conditions and restrictions which the drivers
should stick to during their driving to avoid traffic accident.

As for the fines and its penalties which comes with traffic law to pun-
ish the violators and it aims to determent people from breaking these
laws and save themselves and their properties.

However, the Higher Traffic Council issued a traffic fines manual in

the reach of everyone so they have good look at sorts of fines and its pe-
nalties and then obligate the directions and act with it to avoid breaking
rules and directions.

Traffic Fines:

- The definition of traffic fine: it is any behaviour or act that should not
be done which is done by the vehicle's driver or the one who sits next
to him or walking considered to be a traffic rules and structures viola-
tion.

Type of traffic Fines:

1 - Direct Fines: which is given in the presence of the violator and his
signature or his refusal to sign on the fine after record all the fun-
damental data of the fine.

2 - Indirect Fines: which is the violator is not presented when the fine
is recorded..
 Fines, punishments, number of points and reconciliation order
According to the Law No. 52 for the year 2001 for decree regulations adjustment
for the Law No. 67 for the year 1976 and also the ministerial decision No. 2001/
1956 concerning the application of the point system in the trac ®nes therefore, it
is the police and trac man duty to bene®t from this schedule which clari®es the
connection between the trac ®ne, the punishment, number of points and
reconciliation order.

 Conclusion

In the desire of the Higher Traffic Council to create a refined and secured
traffic behaviour and taking all the plans and programs and procedures needed
to spread out the traffic awareness between people in the community to mini-
mize violation, and traffic accidents to secure people and their properties and
the country security and its human and economical elements, in order to keep
everybody in a safe life and quit and flexible traffic movement on public
streets.

Official studies and statistics showed that the most important element caus-
ing the traffic jam is ignoring traffic regulations and special rules and the conse-
quence of that is violations and traffic accidents that leads to abstract the
traffic movement and to increase the traffic suffocation, in addition to other
damages.

So, dear user of the street, we put this booklet in your hand to help you to
be easily acquainted of all the traffic violations and their penalties. We tried in
this booklet to gather and organize all the traffic violations that was mentioned
in the traffic law and decisions, and the regulations execution in a very easy
way to enable you, the street user, to have good knowledge and understanding
of it, then work hard to bond in following the traffic rules and instructions and
