Maqsood Malik is the President and Chief Executive officer of M&J Engineering. Mr. Malik has over twenty years of experience in civil engineering, including: analysis, design; and condition / construction inspection of roadways, bridges, tunnels, buildings, and ITS components. He is a specialist in providing construction inspection services on large and complex highway, bridge and Intelligent Transportation Systems (ITS) projects in the NY Metropolitan area. He has a distinguished record as a specialist in the construction and maintenance of Intelligent Traffic Systems (ITS). He has served as the Project Manager and Resident Engineer on several of the largest ITS projects in the New York Metropolitan area including the Van Wyck Expressway, BQE, Belt Parkway, Prospect/ Gowanus, Bruckner Expressway, Cross Bronx, Northern State Parkway, and many others. Mr. Malik is also a licensed and certified building inspector and has many years of inspection experience. He has served as a Resident Engineer with two major consultant firms prior to establishing M&J Engineers in 2004. He has provided constructability review and value engineering services to distinguished clients. He is a registered professional engineer in three countries and over eight states. Mr. Malik's strongest asset is his ability to meld technical requirements, institutional issues, business constraints, and human factors. Daniel McLoughlin, P.E.


Senior Vice President and Office Manager Daniel McLoughlin serves as a Senior Vice President and Office Manager for M & J Engineering. He has over thirty-five years of technical, management and administrative experience. His experience encompasses planning, design and construction of civil, highway, bridge, airport, and transit projects in the New York City metropolitan area. In prior work with major consulting engineering firms in NYC, he has held roles as an Owner, Board Member, Principal, Office Manager, Project Director and / or Project Manager. These positions were held for projects involving the reconstruction / rehabilitation of major transportation facilities (Highways, Bridges, Mass Transit and Airports) in NYC, and Westchester, Nassau and Suffolk Counties. As an Engineering Manager, he has supervised the following technical divisions: Highway / Civil Design; Bridge / Structural Design; Bridge Inspection; Protective Coatings / Bridge Painting; Transportation Planning; ITS; Environmental Planning; Mass Transit; Construction Inspection; Construction Management; and Program Management. Albert Pozotrigo serves M&J Engineering as an Executive Vice President and Director of Construction Management for the firm. His experience spans thirty years and he is a highly respected chief construction manager who has served on some of the largest NYSDOT projects in New York City. He is currently serving as the Resident Engineer for the NYSDOT Alexander Hamilton Bridge Rehabilitation project. This project has a current construction value in excess of $400 Million and is the largest single NYSDOT contract ever awarded. Prior project was the FDR Reconstruction (E. 53rd to E. 64th Street), which was a 140 million dollar project in Manhattan. This highly complex construction included the demolition of the middle deck section of a three deck structure under live traffic. Many innovative technologies were applied including the use of a diamond wire saw cutter for the 27" thick deck slab and the construction of a 1 KM relief structure on the East River requiring extensive marine construction. The project was completed on-schedule and within budget. Prior work includes various segments of the Route 9A reconstruction in Manhattan involving over $90 Million in construction. In addition to his extensive technical experience on difficult urban freeway projects involving extensive live maintenance of protection treatments, Mr. Pozotrigo is an experienced manager who served as a Senior Vice President, responsible for a large construction inspection group for a major consultant firm.

Arnold Rubenstein is Vice President and Director of the ITS group of the firm. His experience spans thirty years and includes expertise in all aspects of ITS planning, design, integration, operations, and maintenance. Specific skills include software, system integration, comprehensive conceptual and detailed design, communications, basic traffic engineering, and reverse engineering. In addition to front line ITS technical skills, Mr. Rubenstein has served in management roles for over twenty years, including serving as an AVP and group leader of the ITS group for a major consultant firm. Mr. Rubenstein has an extensive, practical and "hands-on" background with a proven ability to work expeditiously and deliver a quality, cost-effective package to the client base he has served. His background includes ATM for Bridge/Tunnel and Freeway management applications including VMS, CCTV, Detection, Weather, Electronic Toll Collection/E-Z Pass, Computerized Traffic Signal Systems, SCADA/PLC, Bus CAD/AVL, and Security and Public Safety Applications. Mr. Rubenstein is particularly adept at providing custom ITS software and implementing economical improvements to existing systems to improve performance and efficiency. In addition, his extensive experience and knowledge base allows him to provide expert over-sight and review services to customers actively deploying applications. Key projects include Project Manager of the ATM IDEAS system for MTA Bridges and Tunnels, Project Manager of the NYSDOT Region 11 Western Queens ITS, Project Manager and Systems Engineer for the City of Stamford Traffic Control System, and the Stamford Urban Transitway ITS, including a comprehensive Bus AVL/CAD. Alex Constantinides is a registered Professional Engineer in the state of New York and holds an MS in Civil Engineering / Construction Management from Polytechnic University. During his twenty year career in the construction industry, he managed infrastructure and building projects in New York and New Jersey. He recently became M&Js Vice President in charge of Rail & Transit business development. In addition to his corporate duties, he serves as a Resident Engineer on projects requiring his exceptional managerial skills. Prior to joining M&J, Mr. Constantinides served as the Resident Engineer on several bridge, tunnel, and rail projects including the structural hardening of the Bronx Whitestone Bridge, the rehabilitation of the Queens Midtown Tunnels ventilation and drainage systems, and the structural rehabilitation of LIRRs Dutch Kills Draw Bridge. He also served as an Assistant Resident Engineer on the Reconstruction of the W. Fordham Road Bridge, I-87 Major Deegan Expressway, and the Taconic State Parkway Segment 3. Mr. Constantinides experience includes working for General Contractors as a Project Managers and being directly involved with projects, such as the Hudson Bergen Light Rail system, the reconstruction of the West Street Underpass (RT9A) in lower Manhattan, the rehabilitation of the NYCTAs Brooklyn East New York subway stations and the ADA elevator installations at the 34th Street subway station in Manhattan.

M&J Engineering, P.C. (DBE/MBE/SBE), has a robust construction inspection division now numbering nearly forty full-time professionals. Our clients include NYSDOT, NYS Thruway Authority, NJDOT, NJ Turnpike Authority, NYCDCC, Nassau County, MTA Bridges and Tunnels, and others. Our principals are highly experienced former Resident Engineers who understand the needs of the Clients, and the need to deliver experienced staff; this allows us to recruit and retain highly qualified CI Personnel. As of May 2011, our CI Staff includes 6 Resident Engineers, 4 Office Engineers, and 20 Senior Inspectors / Inspectors. Gary Guinta - Resident Engineer Mr. Guinta has nearly 30 years of experience in construction inspection and construction management. He has worked extensively with the NJ Turnpike Authority, thus he has a broad knowledge of the needs and procedures of the agency. He has mastered skills in various areas, such as: ITS, Electrical, Fiber Optic; MPT procedures; conduit trenching and backfill; foundation construction; structural repairs, and surveying structural grades and roadway alignments. He has been involved with numerous highway and transit projects in New York and New Jersey. Mr. Guintas experience includes shop drawings, construction procedures, certifications and various concrete mix designs. He has performed inspection for bridge deck replacements/repairs/reconstruction, as well as bridge drainage systems. His inspection has included inspection of the scarification of bridge deck slabs, replacement of deck panels, concrete spall repairs; sidewalk, parapet and curb repairs; new pavements and pavement resurfacing.

Robert Carbone - Resident Engineer Mr. Carbone has more than 40 years of significant experience in the civil engineering field, including 35 years for New York State Department of Transportation. He is the firms in-house, certified OSHA trainer, authorized through OSHA to teach construction and general industry occupational safety and policy. He also conducts construction industry outreach courses, providing quality training on and off-site. Mr. Carbone conducts field safety inspections on construction sites where he draws on his years of construction experience to target areas of concern typical to all construction projects. He is also adept at identifying specific hazards particular to any project. Recent major assignments as a Project Manager/ Resident Engineer include: CI Services on an as-needed Basis for Project GFM-405A for MTA Bridges & Tunnels; CI Services for Reconstruction of the Long Island Expressway (I495) between Exits 32 and 37 to provide a High Occupancy Vehicle (HOV) lane; plus Replacement of the Willis Avenue/ Mineola Boulevard Bridge.

Yuri Dolan - Resident Engineer Mr. Dolan has over 30 years of construction experience, much of in Project Management and Inspection. He has worked on many large and complex projects in the New York Metropolitan area. Currently, he is serving as Resident Engineer on a $30M ITS CI Project for four (4) major Parkways in Westchester County for NYSDOT. As Resident Engineer on NYCDDC projects, he possesses thorough knowledge of the agencys policies and procedures. Mr. Dolan served as Resident Engineer on the NYCDDC Construction of Storm & Sanitary Sewers in 110th Street a $20 million contract. For NYSDOT, he worked as a Senior Inspector on the Construction of Ramp X from Route 9A/100 to Taconic State Parkway, where he oversaw a variety of construction operations. Other projects where he served as Senior Inspector include: Structural Steel Repairs on the Tappan Zee Bridge (NYSTA); Reconstruction of Exits 2&5 on I-287 in Westchester County (NYSDOT); Reconstruction of Route 22 in Armonk, NY (NYSDOT). Mr. Dolan has also served as a mechanical engineer at Howard University and Northwestern University. He is a registered engineer in the State of New York. He holds certifications from OSHA, NYC DDC and ACI.

Iqbal M. Mughal - Chief Inspector/ Office Engineer

Mr. Mughal has extensive experience in document control, construction management, inspection and engineering of highways, bridges, structures, buildings and railroad track work. He has performed these duties on numerous projects in the New York Metropolitan area. Mr. Mughal is familiar with NYSDOT specifications, MUTCD & MURK Manuals. He provided Office Engineering and Construction Inspection Services for the Preventative Maintenance of Masonry Retaining Walls in New York, Richmond and Kings Counties. He was also Office Engineer/ Senior Inspector responsible for plan review, document control (using Prolog program), supervision and inspection for the construction of the Randalls Island Sports Fields in New York City. He has worked on numerous NYSDOT projects, for which he supervised and inspected bridge construction, signalization, structure removal/ replacement. Mr. Mughal has also worked on projects for the U.S. Department of Justice, U.S. Coast Guard, Port Authority of NY & NJ and the New York City Housing Authority. He has a BSCE Degree and his certifications include: NICET IV, ACI, TCC and SSPC Certification C-3 and C-5.

Lauro Segura - Electrical Inspector/ Senior Inspector

Riyaz Khatana - Electrical Engineer/ Senior Inspector

Mr. Segura has over 14 years of diversified knowledge and experience in the field of electrical inspection for bridges, tunnels, stations and highways. He is well-versed in various codes, such as: NEC, New York City and NETA, and is skillful in electro-mechanical installations. He has recently served as the Senior Inspector for the MTA/TBTA Light Pole Rehabilitation project at the Brooklyn and Manhattan Portals of the Brooklyn Battery Tunnel, which entailed removing and refurbishing existing light poles, installing temporary light poles, removing, repairing and re-installing capstones, removing concrete and repairing of anchor bolts. Mr. Segura has also served as an Electrical Inspector for ITS Installations/ Inspections of various facilities for the MTA/TBTA, where he supervised the installations of galvanized conduit for a new CCTV system, fiber optic wire and variable speed limit signs. His CI work for the MTA/TBTA includes such major projects as the Cross Bay Veterans Memorial Bridge, the Triborough Bridge from Randalls Island to the Bronx and the Whitestone Bridge. He has also performed electrical inspections for the New York City Housing Authority. Mr. Segura has the following certifications: Advanced Ultrasonic Testing, Magnetic Particle Testing, Liquid Penetrate Testing, Radiographic Interpretation and Radiological Safety.

Mr. Khatana has over 20 years of diversified experience in the survey, design, supervision of installation, inspection, testing and commissioning of electrical systems. These systems include: LV / MV; OH/UG power distribution; generators; pumping stations; traction power; catenary; switchgear; HVAC; motor control centers; ATS; battery and battery chargers; emergency, area and roadway lighting; public address; fire alarm; security; CCTV and Surveillance Cameras; Fiber Optics; RS 232/485 serial data communication SCADA; Ethernet Connectivity; and telephone; grounding and lightning protection for various commercial, industrial, institutional, residential and transportation projects. Mr. Khatana has prepared BOQ, Specifications and Contract Documents. He has also resolved RFIs and approved Shop Drawings, equipment and contractors estimates; and construction / installations. He is thoroughly knowledgeable of all phases of construction, Industry Codes and is well versed in NFPA70NEC2005. He currently serves as a Senior Inspector on a Train Pre-Emption CI Project involving 15 sites in northern New Jersey and the installation of train pre-emption electrical systems and 10+ traffic signal installations to control traffic operations at these Railroad Grade Crossings.

Bianca Skvirsky - Office Engineer/ Inspector Ms. Skvirsky has a BSCE Degree (Magnum Cum Laude) with a strong emphasis in Structural Engineering Studies (Steel and Concrete Design) and office / field experience including Office Engineering, Construction Inspection, Bridge Inspection, Structural Condition Inspections; Evacuation Studies; Creating / Reviewing / Checking Structural Design Drawings; Reviewing / Checking Structural Shop Drawings; and Development of a Comprehensive Asset Management Database. Her recent assignments include: Construction Inspection for Grading, Draining and Paving for the I-80 Truck Weigh Station for NJDOT; Office Engineering/ Construction Inspection for 3 Bridge Deck Replacements in Middlesex County for NJDOT; and Assistant Team Leader for the Condition Inspection of the Bayonne Bridge for the PANYNJ.

William Schoeffel - Office Engineer Mr. Schoeffel has over 40 years of experience in Highway and Bridge Construction Inspection projects, including 36 years with the NYSDOT. He is currently working as the Office Engineer for the NYSDOT Van Wyck/Kew Gardens Reconstruction Project. Mr. Schoeffel has worked on many NYSDOT CI projects, including Paving, Milling, Sub-grade, Sub-base, Base, Full Depth Calcium Repairs, Bridge Repairs, Bridge Painting, Thermo Striping, and New Drainage Structures. He is familiar with NYSDOT Specifications, MUTCD & MURK Manuals. Recent assignments as an Office Engineer include the Reconstruction of the Brooklyn Queens Expressway from Flushing/Classon Avenues to Sands Street in Brooklyn; Reconstruction of I-87/I-287 from the Tappan Zee Toll Plaza to the Saw Mill River Parkway; and the BQEWilliamsburg Bridge Connector Ramp.

Khalid Baker - Senior Inspector Mr. Baker has more than 11 years of varied experience on highway, bridge and building construction projects. He has worked on NYSDOT, NYCDDC and NYCDOT CI projects. Khalid has performed Office Engineering Services and Senior Inspector duties including: MPT, preparing and checking inspectors daily reports (IDRs), attending bi-weekly progress meetings with various agencies; preparing meeting minutes; preparing Change Orders for project overruns; and Time and Material Change Orders. His excellent communication skills with Engineers-In-Charge, Resident Engineers, Inspection Staff and Contractor's personnel have resulted in productive and efficient CI Operations. Projects he has contributed to include: CI for Bridge Repairs for 60 Bridges in Westchester County (NYSDOT); CI for Paulding Avenue Area, Bronx, NY (NYCDDC); CI for Palisades Parkway Bridge Replacement Over Route 202 (NYSDOT); CI for the Construction of Pedestrian Ramps Citywide (NYSDOT); and CI for the Painting of 10 NYC Bridges over Amtrak (NYSDOT).

Linda Hannan, E.I.T. - Office Engineer/ Senior Inspecto r

Ms. Hannan has over 16 years of experience in Design and Construction Inspection Services on major highway, bridge and ITS projects. These projects include substantial asphalt resurfacing; full and partial depth concrete pavement repairs, a 50-year design-life concrete pavement on-grade; ramp modifications; extensive utility relocations; water mains including a new 48 trunk main; new drainage facilities; sidewalks; bikeways and walkways. Mr. Cosmanescu has over 20 years of experience in general civil engineering. He currently serves as the Resident Engineer for NYSDOT ITS Maintenance of Repairs in the Bronx & Queens Counties for ITS Components including CCTV, Variable Message Signs, HAR Detectors, Video Image Detectors, Vehicle Classification Detectors and 20,000+ meters of Fiber Optic Cable maintenance. He has performed a broad range of design tasks of increasing complexity and responsibility. The scope of work ranges from project planning, preliminary study reports to final design drawings, specifications, estimates and bid documents. Types of projects have included: traffic studies, parking lot design, street and highway design, residential subdivisions, mixed-use developments, storm water management, soil erosion control and bridge inspections. His project experience includes: Project Manager for design services of the Hillside Avenue Bridge and Union Turnpike Bridge Over Cross Island Parkway (NYCDOT); Project Engineer for the design and development of the Nassau Expressway and Interim Nassau Expressway Pavement Rehabilitation and Resurfacing, Phase V-VI (NYSDOT); and Lead Civil Engineer for the design and implementation of Intelligent Transportation Systems for the Lincoln and Holland Tunnels (PANYNJ).

Mr. Malik has a BSEE Degree and has over nine years of responsible experience in providing design and construction services for projects involving roadway ITS/ATMS. As a subconsultant, M&J Engineering is providing the Resident Engineering Services for the largest NYSDOT project let to date, located on the Cross Bronx Expressway (Interstate 1-95) between Amsterdam Avenue in New York County and Undercliff Avenue in Bronx County. There are nine (9) bridges in this project including the Alexander Hamilton Bridge (AHB), Ramp "TE", three (3) bridges on "Ramp D", two (2) bridges on "Ramp A", a Ramp "B & L" bridge, and Undercliff Avenue Bridges over 1-95. The structures involved require: substructure rehabilitation, deck replacement, complete bridge replacements, bridge widenings, introduction of a standard shoulder and modifications to the existing superstructure framing. The on-grade roadway segments between the bridge structures and the end approaches are also included in the rehabilitation project. The work includes: extensive maintenance and protection of traffic including detours and work zone closures, demolition work, reinforced concrete foundations and bridge pier construction, pile driving, new steel girders, floor beams, diaphragms, stiffeners, installation of new bearings, new deck joints, reinforced concrete slabs, barriers, railings and guardrails, drainage, electrical utilities, lighting, ITS elements, sign structures, asphalt work for the on-grade sections, landscaping and mitigation work for the park impacted areas. NYSDOT, CI SERVICES FOR PREVENTIVE MAINTENANCE OF MASONRY RETAINING WALLS AT VARIOUS LOCATIONS IN NEW YORK, KINGS & RICHMOND COUNTIES, NY

M&J Engineering is the prime consultant for this project, providing Construction Inspection services for NYSDOT Region 11, Project D030538 Preventive Maintenance of Masonry Walls at various locations in New York, Kings and Richmond Counties. The Project involves rehabilitating brick veneer retaining walls in various degrees of deterioration. Existing conditions being the driving force, plan details will be utilized as required to remove isolated locations, and installing temporary structural steel shelf supports for portions to remain. All locations require removal of Lead Based Paint and/or Asbestos Abatement prior to brick veneer treatment. Temporary soil erosion, night and day time work zone traffic control with requisite night lighting is required. In over 50% of the locations, prefabricated simulated brick panels will be placed extensively where erosion has compromised the structural integrity of the brick panels. The project involves CPM scheduling and coordination with other agencies such as the PANY&NJ, MTA, New York City OCMP and NYPD. The scope of work also includes Tree Removal and Landscaping. To date, work has been completed on the Henry Hudson Parkway north of the George Washington Bridge, on the Major Deegan Expressway, Mosholu Parkway, and the Brooklyn-Queens Expressway.

M&J Engineering is the prime consultant providing routine maintenance and emergency repairs to approximately $300 Million worth of ITS Assets along I-278, I-95, and Bruckner Interchange in Bronx County; the Van Wyck Expressway in Queens County; and the JTMC in Long Island City, Queens. M&J is providing the Resident Engineer and several Inspectors who monitor the construction operations of the Contractor and coordinate the activities of the ITS CI staff. M&J Engineering is serving as a subconsultant for a Term Agreement for Construction Inspection Services in Seven (7) Counties in upstate New York. The construction effort includes inspection of bridge repairs for approximately 60 Bridges in Westchester County, including inspection for bridge deck repairs, bridge joints, bearings, bridge steel painting and concrete repairs. Assignments under this Contract also include Highway Reconstruction on Route 9 in Peekskill, NY which entails the reconstruction of a four (4) lane highway, removal of the existing pavement and replacement with base, binder and top asphalt courses, demolition of 4 existing bridges and replacement with new structural steel, concrete decks, steel rebars, and new concrete abutments and piers. The construction effort includes the installation of new drainage facilities, new underdrain, 8 retaining walls, unclassified excavation operations, and installation of guide rail, signs and pavement markings.

NYSDOT - ATIS COMMUNICATION NETWORK ALONG 4 PARKWAYS IN WESTCHESTER COUNTY, NY

M&J Engineering is providing Resident Engineering and Construction Inspection services for an Advanced Traffic Management System/Advanced Traveler Information System (ATMS/ATIS) system. This project includes the construction of over twenty 110 high poles and foundations designed for high-bandwidth microwave/wireless backbone service. In addition, the project utilizes solar cells to power much of the field equipment, thus reducing the need for expensive installation of electrical conduits along the wooded Parkways. The work includes conduit excavation/backfill, fiber optic cable installations, pull/junction box installations, electric service/cabinet installations, conduit jacking or boring, pole excavation and concrete foundations, and installation of various components (switches) for the system. The work effort also includes ITS Construction Support for this innovative large scale deployment. The work is located on Parkways in Westchester County including the Saw Mill River Parkway, Sprain Brook Parkway, Hutchinson River Parkway and the Cross County Parkway. Once constructed, the system/equipment is to be tested by the Contractor to verify compliance. Also included is guide rail removal and replacement, and landscape development to establish plantings and turf.

Peter Cosmanescu, P.E. - Civil Designer Mr. Cosmanescu has over 20 years experience in general civil engineering. He has performed a broad range of design tasks of increasing complexity and responsibility. Mr. Cosmanescu has developed plans for ITS and Traffic Control equipment. Omid Akhavan, EIT - Senior ITS Engineer Mr. Akhavan has more than 14 years of experience in construction projects including structural rehabilitation, concrete work , pile driving, sheeting, temporary lighting, resurfacing and paving, surveys, installation of Highway Advisory Radio (HAR) Station, Radar Detectors, CCTV Cameras, Microwaves and Communication Shelters. He also worked with the design team to design (ITS) Intelligent Transportation Systems for various projects. Mr. Akhavan has received various ITS Systems Training and has become an ITS Maintenance Specialist. Andres Valenzuela - Systems Engineer Mr. Valenzuela is currently serving as a Systems Engineer specializing in networking, communications, and electrical engineering in the ITS group. He has an extensive background in communications and networking and served over five years as a Network Management and Optical Network Specialists for Siemens. Rizwan Ahmed - Transportation Engineer Mr. Ahmed has over six (6) years of diversified transportation engineering experience in the areas of Travel Demand Modeling & Forecasting, Intelligent Transportation Systems (ITS) and Geographic Information Systems (GIS). He has substantial transportation planning and traffic engineering capabilities including the deployment and use of GIS based applications for a wide array of planning and engineering tasks. He is currently assisting in the development of Concept of Operations documents and is a major contributor to the TAMS ITS efforts of the firm.

Mr. Rubenstein has extensive capability in virtually all aspects of ITS planning, design, integration, operations, and maintenance. Specific skills include software design and implementation, system integration, comprehensive conceptual and detailed design, communications, basic traffic engineering, and communication system deployment. In addition to front line ITS technical skills, Mr. Rubenstein has served in management roles for over 20 years and has held key positions with consultants, contractors, and within government. Athar Amin, P.E. - Structural Engineer Mr. Amin has over seven (7) years of experience as a civil engineer with a unique combination of education and experience in Civil / Structural Engineering and Construction Management. M&J Engineering conducted a field investigation that validated the existing condition of the fiber optic cable plant for several corridors in the Bronx by using reverse engineering. Information from the original design plans, construction notes, any available OTDR testing records, and as-built documentation on the fiber plant were collected and used as a starting point. The work validated fiber that is currently in use and dark fibers on the fiber trunk lines that were not allocated as part of the original design. OTDR tests were compared to the design documents to determine if each fiber has appropriate distance to reach the terminus splice and the number of splices that the path includes. Finally, corrections to the splicing at the intermediate boots were attempted and verification will be subsequently made that the fiber path is complete and successfully tested with a power meter. As a subconsultant, M&J Engineering is developing a conceptual design/ alternative analysis and subsequent 30% design for a new two-way radio system for the MTA Police. The new two way radio system is expected to provide continuous patrol car radio coverage for all of the rail lines of MTA Metro North, MTA Long Island Railroad, and the Staten Island Railway. The goal of the project is to provide coverage along the railroad right-of-way and also the areas between routes to the greatest extent feasible. M&Js work centers on identification of existing back-haul, development of costs and analysis of existing and potentially new tower sites, cost estimates for backhaul and equipment specification, and the development of the 30% plan set including tower site work.

TRAFFIC SIGNAL + INCIDENT MANAGEMENT DESIGN


As a sub consultant, M&J Engineering is providing design services on various Nassau County traffic signal and incident management (CCTV) projects. The work involves field data collection, survey, and design plan preparation. The following individual efforts have been completed:

Phase 5 Signal Expansion - As a sub consultant to LKM, M&J is designing the fiber-optic conduit along Lakeville Road from the LIE to Union Turnpike. The work includes re-use of existing conduits, new underground, new aerial, and removal of old cabling. Work includes the crossing of both the LIE and Northern State parkways. Incident Management System As a sub consultant to GPI, M&J is designing three new CCTV installations to be connected to the County fiber network at three intersections in Lawrence, New York. The work includes base mapping, camera location site selection, field survey, conceptual design, and final design. Searingtown Road and Americana Mall Traffic Signal Replacement Design - M&J Engineering completed the full design of the signal reconstruction at Searingtown Road and Americana Mall. The work included field survey, base mapping, and preliminary and final design. Nassau County Traffic Signal Expansion Phase 7 - M&J completed a field inventory of sidewalks through which conduit was placed that will contain fiber-optic interconnect cable.

TRAFFIC SIGNAL + INCIDENT MANAGEMENT INSPECTION


As a sub consultant, M&J Engineering is providing construction inspection services on various Nassau County traffic signal and incident management (CCTV) projects. The work involves day to day field inspection of the construction contractor under the supervision on the county signal supervisor. The following individual efforts have been undertaken:

On-Going Construction Inspection of On-Call Traffic Intersection Upgrade Construction - From March 2007 - August 2009: M&J Engineering has provided a full-time inspector for the project who works under daily supervision of the county. In this assignment, the senior inspector supervises the on-call contractor who is rebuilding intersections. Nassau County Incident Management System Inspection For Old Country Road (H62017C03/H6550) - April 2011- Present: M&J Engineering is providing a full-time construction inspector who works under the daily supervision of the county that is supervising the work of the contractor in constructing numerous field CCTV, fiber optic interconnect cable and central head-end equipment. Peninsula Boulevard Traffic Signal Inspection (H62017C03/ H62190)- M&J Engineering has been providing daily inspection for the Peninsula Blvd. intersections that are being re-built to current standards, including new controllers, new signal poles, new traffic heads and fiber-optic interconnect.
