AABC National Standards, 6th Edition CHAPTER 22 - Specification 22.

1 Overview The Associated Air Balance Council Standard 2002 represents the requirements for Total System Balancing !any references in this standard ha"e #een made to specifying testing that is not considered #asic The follo$ing #asic specification is suggested $hen the Test and Balance Agency is directly contracted #y the %$ner &t is assumed that the TAB Agency $ill #e retained in the design stage &f specific capacity testing of the chillers, #oilers, cooling to$ers, or other components is required, the testing $ill #e specified and referenced to this Standard This specification is $ritten as an %$ner's specification Su#stitutions may #e made #y including an allo$ance in the general contract, $ith the Agency selected #y the %$ner, Architect and(or Engineer )hen the TAB Agency is retained #y the %$ner, the specification should #e located in the *eneral +ro"ision section ,Section 0-660. of the spec/ifications, $ith a contractor preparation specification in Section -0000 The Contractor preparation section $ill #e located in the mechanical section to identify $hat is required prior to testing and #alancing Startup, cleaning, and hydrostatic testing should #e identified in this section so the Contractor $ill ha"e these items completed prior to TAB +art of the preparation specification is a notification clause $ritten #y the Contractor $hich $ill state the systems are operational E"ery AABC Agency can assist in the preparation of the testing and #alancing specification 1uring the design phase of the pro2ect, the required testing and o#ser"ations can #e specified to meet the specific requirements of the pro2ect The goal of AABC is to pro"ide comfort to the end user at optimum performance le"els through Total System Balancing Section _________ Contractor Preparations for Testing and Ba ancing 1.! Scope of (or)

Testing, ad2usting, and #alancing ,TAB. of the air conditioning systems and related ancillary equipment $ill #e performed #y a certified, independent third party, AABC Agency selected and employed directly #y the %$ner 4o$e"er, the preparation for and corrections necessary for the testing, ad2usting, and #alancing of these systems, as descri#ed herein, are the responsi#ility of the Contractor As a part of this pro2ect Construction Contract, the Contractor shall ma3e any changes or replacements to the shea"es, #elts, dampers, "al"es, etc required for correct #alance as ad"ised #y the TAB 7irm, at no additional cost to the %$ner The Contractor shall pro"ide and coordinate the ser"ices of qualified, responsi#le su#/contractors, suppliers and personnel as required to correct, repair, and(or replace any and all deficient items or conditions found during the course of this pro2ect, including the testing, ad2usting, and #alancing period &n order that all systems may #e properly tested, #alanced, and ad2usted as required herein #y these Specifications, the Contractor shall operate the systems at his e8pense for the length of time necessary to properly "erify their completion and readiness for TAB +ro2ect Contract completion schedules shall allo$ for sufficient time to permit the completion of TAB ser"ices prior to %$ner occupancy The Contractor shall allo$ adequate time for the testing and #alancing acti"ities of the %$ner pro"ided ser"ices, during the construction period, and prior to Su#stantial Completion as defined in the 9niform *eneral Conditions of this Construction 1ocument The 1ra$ings and Specifications indicate "al"es, dampers, and miscellaneous ad2ustment de"ices for the purpose of ad2ustment to o#tain optimum operating conditions, and it $ill #e the responsi#ility of the Contractor to install these de"ices in a manner that $ill lea"e them accessi#le and readily ad2usta#le Should any such de"ice not #e readily accessi#le, the Contractor shall pro"ide access as requested #y the TAB 7irm Also, any malfunction encountered #y TAB personnel and reported to the Contractor shall #e corrected #y the Contractor immediately so that the #alancing $or3 can proceed $ith the minimum of delays The scope of the $or3 as defined herein is indicated in order that the Contractor $ill #e ad"ised of the coordination, ad2ustment, and system modification $hich $ill #e required under the pro2ect $or3 in order to complete %$ner requirements for final TAB The TAB 7irm $ill not ha"e a contractual relationship $ith any Contractor referred to herein, #ut $ill #e responsi#le to the %$ner for the satisfactory e8ecution of the TAB

$or3 The Contractor in his original #id shall allo$ for the costs required to co"er all $or3 $hich may #e required in the TAB phases as defined herein and as may #e necessary for the completion of the TAB $or3 as defined #y the TAB 7irm &.! Responsi-i ites of t.e Pro/ect Contractor &.1 T.e Contractor s.a 0 &.1.1 4a"e the #uilding and air conditioning systems in complete operational readiness for TAB $or3 to #egin &.1.2 The Contractor shall allo$ sufficient time for the TAB Agency to perform their contracted $or3 $ithin the construction schedule The Contractor shall complete his $or3 #y systems or floors, $hiche"er is the most efficient for testing systems After a$arding of the contract and the Contractor has de"eloped a construction schedule, a TAB coordination meeting shall #e held $ith the TAB Agency, the Contractor and his primary su#contractors (i.e. mechanical, electrical, #uilding automation, etc . to de"elop a testing schedule for the pro2ect The Contractor shall su#mit copies of the proposed schedule to the TAB Agency t$o $ee3s prior to this meeting &.1.& +romptly correct deficiencies of materials and $or3manship identified as delaying completion of TAB $or3 &.1.' Be responsi#le for any added costs to the %$ner resulting from his failure to ha"e the #uilding and air conditioning systems ready for TAB $hen scheduled, or from his failure to correct deficiencies promptly &.2 1aci it2 Operationa Readiness

Complete operational readiness of the #uilding requires that the construction status of the #uilding shall permit the closing of doors, $indo$s, and ceilings installed, etc , to o#tain simulated or pro2ected operating conditions &.& H3AC Operationa Readiness

Complete operational readiness of the 45AC systems also requires that the follo$ing #e accomplished6 &.&.1 Air 4istri-$tion S2ste%s0 &.&.1.1 5erify installation for conformity to design All supply, return, and e8haust ducts shall #e terminated and pressure tested for lea3age as required #y the Specification

&.&.1.2 All "olume, smo3e, and smo3e(fire dampers shall #e properly located and functional All dampers shall ha"e tight closure and open fully $ith smooth and free operation &.&.1.& All supply, return, e8haust, and transfer grilles, registers, diffusers, and terminal de"ices shall #e installed and secured in a full open position &.&.1.' Air handling systems, units, and associated apparatus, such as heating and cooling coils, filter sections, access doors, etc , shall #e sealed to eliminate uncontrolled #ypass or lea3age of air 7inal clean filters shall #e in place, coils shall #e clean $ith fins straightened, #earings properly greased, #elts shall #e aligned and tightened, and the system shall #e completely operational The Contractor shall "erify that all systems are operating $ithin the design pressure limits of the piping and duct$or3 &.&.1.* All fans ,supply, return, and e8haust. shall #e operating and "erified for freedom from "i#ration, proper fan rotation and #elt tension: heater elements in motor starters to #e of proper si;e and rating, as per the starter manufacturer: record motor amperage and "oltage on each phase at start/up, and "erify they do not e8ceed nameplate ratings &.&.1.+ All terminal units ,mi8ing #o8es and fan po$ered #o8es. shall #e installed and functional (i.e. controls functioning. &.&.2 (ater Circ$ ating S2ste%s0 &.&.2.1 5erify installation for conformity to design &.&.2.2 All piping shall #e terminated and pressure tested for lea3age as required #y the specification All "al"es shall #e set to their full open position, #ypass stop "al"es closed, and mi8ing "al"es shall #e set to full/flo$ through the systems components After the system is flushed and chec3ed for proper operation, all strainers shall #e remo"ed and cleaned The Contractor shall repeat the operation until circulating $ater is clean and then the start/up strainers shall #e discarded &.&.2.& <ecord each pump motor amperage on each phase and "oltage after reaching rated speed <eadings shall not e8ceed nameplate rating

&.&.2.' 5erify that the electrical heater elements are of the proper si;e and rating as per the starter manufacturer &.&.2.* &n preparation of TAB all $ater circulating systems shall #e full and free of air, e8pansion tan3s shall #e set for proper $ater le"el, and all air "ents shall #e installed at high points of systems and operating freely Chemicals shall #e added to closed systems to treat piping and inhi#it corrosion The system static pressure shall #e adequate to completely fill the system $ithout operating the pumps &.&.2.+ Chec3 and set operating parameters of the heat e8changers and control de"ices to the design requirements &.&.2., +roper #alancing de"ices shall #e in place and located correctly These de"ices include #ut are not limited to flo$ meters, pressure taps, thermometer $ells, #alancing "al"es, etc &.&.& A$to%atic Contro s &.&.&.1 The Control Contractor shall schedule a meeting $ith the Engineer, TAB 7irm, and %$ner's representati"e for a pre/ su#mittal re"ie$ to esta#lish that their interpretation is correct &.&.&.2 The Control Contractor shall "erify that all control components are installed in accordance $ith pro2ect requirements and are functional, including all electrical interloc3s, damper sequences, air and $ater resets, fire and free;e stats, high and lo$ temperature thermostats, safeties, etc &.&.&.& The Control Contractor shall "erify that all controlling instruments are cali#rated and set for design operating conditions $ith the e8ception of components that require input from the TAB Agency, #ut a default shall #e set The Control Contractor shall cooperate $ith the TAB Agency and pro"ide all soft$are and interfaces to communicate $ith the system &.&.&.' The Energy !anagement System Contractor shall thoroughly chec3 all controls, sensors, operators, sequences, etc #efore notifying the TAB Agency that the Energy !anagement System is operational The Energy !anagement System Contractor shall pro"ide technical support ,technicians and necessary computers. to the TAB Agency for a complete chec3 of these systems

Contractor shall thoroughly chec3 all detection de"ices, sequences, inter/loc3s, etc #efore notifying the TAB Agency that the system is operational ,this includes the 7ireman's %"erride +anel. The 7A Contractor shall pro"ide all detection de"ices ,fire and smo3e., complete $ith all smo3e ;ones identified along $ith all alarm and e"ent chart de"ices identified The 7A Contractor shall certify that the systems are totally operational to the Contractor prior to the TAB #eginning &.&.' Start-5p Report The start/up report shall include6 the su#mitted and actual <+!, and the actual and nameplate "oltage and amperage This applies to each piece of electrically dri"en air conditioning equipment in the system including supply and e8haust fans, other fans of fractional horsepo$er and pumps, etc The Control Contractor shall pro"ide the addresses and initial set points of all controlled de"ices &.' 6otification of S2ste% Readiness0 &.'.1 After completion of the $or3 in Sections = - through = = a#o"e, the Contractor shall notify the %$ner in $riting, certifying that the $or3 has #een accomplished and that the #uilding and the air conditioning systems are in operational readiness for testing, ad2usting, and #alancing The Contractor shall include a copy of the ta#ulated data of Section = = > a#o"e &.'.2 The %$ner $ill, in turn, notify the TAB Agency of the readiness for #alancing and for$ard copies of the Contractor's certification and the ta#ulated "oltages, currents, and <+! &.'.& Should the TAB Agency #e notified as descri#ed a#o"e, and the inspection re"eal the TAB ser"ices notification to ha"e #een premature, all costs of the inspection and $asted $or3 accomplished #y the TAB Agency shall #e reim#ursed to the appropriate parties #y the Contractor '.! Contractor S$pp ied 7te%s '.1 The TAB Agency shall, as a requirement of the TAB contract, arrange $ith the Contractor's +ro2ect !anager to compile one set of mechanical specifications, all pertinent change orders, and the follo$ing6 '.1.1 %ne complete set of 1ra$ings less the structural sheets

'.1.2 %ne set of mechanical floor plans of the conditioned spaces These 1ra$ings shall #e o;alid type ,#lue or #lac3 on light #ac3ground. reproductions to facilitate mar3ing '.1.& %ne copy of appro"ed su#mittal data on equipment installed, and related changes as required to accomplish the test procedures as herein descri#ed $ill #e furnished #y the Contractor '.1.' +ro"ide all 45AC Control Communications soft$are $ith the a ppropriate licenses and hard$are interfaces *.! "enera *.1 1uring the progress of the $or3, tests shall #e made as specified herein and as required #y authorities ha"ing 2urisdiction, including ?ocal Authorities &nspection 1epartment, %$ner, %$ner's &nsuring Agency, Architect, or Engineer Tests shall #e conducted #y the !echanical, +lum#ing, and 7ire +rotection Contractor as part of the $or3 of this di"ision and shall include all qualified personnel, equipment apparatus, and ser"ices required to perform the tests ?ea3s, damage, or defects disco"ered or resulting from tests shall #e repaired, or replaced to a li3e ne$ condition ?ea3y pipe 2oints, duct$or3, etc , shall #e remo"ed and replaced $ith accepta#le materials All equipment and instruments required for tests as $ell as additional thermometer $ells, gauge and instrument connections shall #e installed at no additional cost to the %$ner Su#mit si8 copies of each complete test report to the Engineer for re"ie$ and send t$o copies of the report to the %$ner

The AABC Agency shall su#mit a National +ro2ect +erformance *uaranty 2.! Scope of (or) 2.1 The $or3 included in this Section consists of the furnishing of all la#or, instruments, tools and ser"ices required in connection $ith the Total System Balancing of the 4eating, 5entilating and Air Conditioning ,45AC. systems as descri#ed in the mechanical specifications and(or sho$n on the mechanical plans The TAB personnel shall chec3, ad2ust, and #alance the components of the 45AC system $hich $ill result in the optimal performance of the equipment This is intended to #e accomplished after the system components are installed and operating as pro"ided for in the contract documents &t is the responsi#ility of the Contractor to place the equipment into ser"ice The TAB 7irm personnel on the 2o# shall act as liaison #et$een the %$ner, the Engineer, and the Contractor The follo$ing components of the 45AC systems shall #e tested, ad2usted, and #alanced6 2.'.1 Air !o"ing Equipment 2.'.2 Air 1istri#ution Systems 2.'.& 45AC +umps ,chilled $ater, hot $ater, condenser $ater, etc . 2.'.' 4eating and Cooling Systems 2.'.* Control Systems 5erification

)hen systems are completed and ready for operation, the TAB Agency $ill perform a final $ater #alance for each chilled and hot $ater system The general scope of #alancing #y the TAB Agency $ill include, #ut not #e limited to, the follo$ing6 '.&.1 Ad2usted System Tests6 Ad2ust #alancing "al"es at each coil and heat e8changer for design flo$ per the AABC Standard Ad2ust #alancing "al"es at pumps to o#tain design $ater flo$ <ecord pressure rise across pumps and *+! flo$ from pump cur"e +ermanently mar3 the #alanced position for each "al"e ,Note6 &f discharge "al"es on the pumps are used for #alancing, record the head #eing restricted #y the "al"es. '.&.2 Temperature <eadings6 <ead and record entering and lea"ing $ater temperature at each $ater coil, con"erter, and heat e8changer at design flo$ Ad2ust as necessary to secure design operating conditions +ro"ide final readings at all thermometer $ell locations '.&.& +ressure <eadings6 )ater pressure shall #e recorded at all gauge connections +ressure readings at coils and pumps shall #e related to coil and pump cur"es in terms of *+! flo$ and through flo$ measuring sta/

tions, ,if pro"ided and installed., at each air handler The flo$ of $ater through all $ater coils shall #e ad2usted #y #alancing "al"es until the rated pressure drops across each coil is o#tained and total $ater flo$ is "erified #y flo$ measuring station 7or coils equipped $ith three/$ay "al"es, the rated pressure drop shall first #e ad2usted through the coils The #ypass "al"e shall then #e ad2usted on each coil until an equal pressure drop #et$een supply and return connections is the same as $ith the flo$ through the coil '.&.' 5oltage and Amperage <eadings6 <ead and record the final operating amperages and "oltage for each pump motor '.' Stair$ell pressuri;ation systems shall #e tested after the stair$ay shaft has #een chec3ed for lea3s, crac3s, door seal function, etc and all fans are #alanced )ith all doors closed, measure the pressure differential across each door to "erify the pressure differentials at each floor '., Reports '.,.1 The TAB acti"ities descri#ed shall culminate in a report neatly typed and arranged &nclude $ith the data the date tested, personnel present, records of test instruments used, and a list of all measurements ta3en The intent of the final report is to pro"ide a reference of actual operating conditions for the %$ner's operations personnel '.,.2 All measurements and recorded readings ,of air, $ater, electricity, etc . that appear in the reports shall #e certified #y the Agency's TBE '.,.& Su#mit reports on forms appro"ed #y the Engineer Si8 copies of the final report shall #e su#mitted to the Engineer and t$o copies su#mitted to the %$ner indicating a summary of actual operating data and any a#normal operating conditions The report $ill contain all required information as descri#ed $ithin this specification, including the information formatted and sho$n in the AABC Standard *.!
