On 8 November, Typhoon Haiyan (locally known as Yolanda), the most powerful storm ever recorded (category 5), made a direct hit on the Philippines, a highly populated country of 92 million people. The Department of Social Welfare and Development (DSWD) on 20 November has reported that 13.8 million people have been affected in 9 regions, 44 provinces. In region VIII the highest numbers of Barangays (communities) have been affected (4,387 of 10,424). COSE in partnership with HelpAge International have focused on provision of services for poor older people and their families in different regions of the country in the last 20 years. We are now setting up humanitarian response team in the affected areas and are now recruiting the following positions: 1. Area Coordinator 2. Aging and Disability Task Force Coordinator 1. Area Coordinator, North Cebu or Leyte Based JOB PURPOSE: To lead planning, implementation and monitoring of all aspects of HelpAge COSEs project in assigned area in line with strategic direction, policies and guidelines in accordance with project framework. Positions overall objectives The Area Coordinator shall be responsible for the following: Project planning and management o Ensure project staff are fully familiar with the project documents. o Support/guide field staff to ensure the formation/development of Older Persons Associations (OPOs) o Facilitate the development of detailed activity implementation plan by the project team as per the approved work plan to achieve the project outputs (log frame). o Provide coaching/mentoring support to field staff, to ensure effective and timely implementation of activities according to the work plan. o Together with the project team in assigned area develop work plans based on the project budget. o Support/guide field staff to understand their organizational development needs and to design plans to address these needs. o Responsible for ensuring effective integration of ageing, gender, DRR and other cross cutting issues through clear planning and implementation of activities. o Ensure the project staff follows sound financial management principles in compliance with the project requirements. o Ensure development and timely submission of quarterly procurement plans to Finance and Support Services Manager, and their distribution among intended beneficiaries in the assigned area. o Ensure that all Project Management Team decisions are implemented in the assigned area on time. Staff management o Ensure that field team members have a good understanding of their roles and responsibilities. o Promote a strong team culture in the project team.

Appraise performance (probation and annual) of project team in coordination with HR/Admin officer. o Ensure team cohesion through coordination and information sharing with and between all staff in the assigned area o Monitoring and reporting o Coordination and Networking Monitoring and reporting o Provide the project team with mentoring/coaching support to ensure effective use of the monitoring and evaluation tools developed by the project. o Guide/support M&E Officer to conduct monitoring and evaluation of project implementation. o Ensure submission of a quality written monthly project progress report in line with donors requirements. Coordination/Networking o Responsible for coordination and relationship building with government, humanitarian agencies and other stakeholders working in assigned area. o Represent HelpAge COSE project with other stakeholders working in emergency response. 2. Aging and Disability Task Force (ADTF) Coordinator, Manila Based
JOB PURPOSE: The ADTF Coordinator plays a leading role in ensuring that the ADTF is fulfilling its mission and objectives as agreed among its members, coordinating the different activities and representing ADTF in various national and international agencies/organizations.

Positions Main Responsibilites ADTF Coordination and Administration o Coordinate and ensure the regularity of ADTF members meeting, circulate meeting minutes to members o Ensures monthly report of ADTF members are collected, consolidate and submitted to Protection Cluster. o Ensure proper sharing of resources and materials among members o Coordinate development and finalization of ADTF activity plan and share with external partners o Monitor ADTF activity plan to ensure it is implemented in a timely manner, adapting timelines and activities with member agreement as necessary o Support development and implementation of ADTF evaluation activity Technical Support and Capacity Building o Coordinate and support implementation of capacity building activities among partners and ADTF members, where appropriate (training, technical support etc.) o Act as overall focal point for humanitarian partners wanting to contact the ADTF or receive advice and assistance on the delivery of inclusive humanitarian programming o Refer external partners to relevant ADTF members for technical support and advice Advocacy Activity o Represent the ADTF in national level protection cluster meetings and other clusters as agreed in the ADTF activity plan share details of activities and advocate for inclusion of older people and persons with disability o Monitor regular participation of ADTF members in regional level clusters and consolidate feedback from representatives to share at national level o Coordinate the development of joint ADTF advocacy statements and messages

Consolidate and share ADTF data and needs analysis and share with external partners Functional relationships o HelpAge/COSE will take the lead/act as ADTF Coordinator for now however, this role be shared among the members depending on the evolving needs of the ADTF as it goes along the process of implementation. o ADTF Focal Persons are responsible to actively involved in the planning, implementation, monitoring and evaluation of ADTF plans. o ADTF Coordinator will report directly to the management of HelpAge/COSE Emergency Response Program.
