Premiership honour

The Bacchus Marsh Under 14 Lightning Premiership winning team. The junior football and netball teams have kicked off the BFL season with a Lightning Premiership, and the local Under 14 Cobras have taken the honours. The Bacchus Marsh club had four representative teams participating in the events over the weekend with the Under 12 and U14 footballers alongside the U13 and U15 netballers. Club spokesperson Phil Homewood said all players and teams worked extremely hard throughout their respective matches. Across the day the teams performances were a standout, but there were also some exceptional individual efforts across all four matches by both second and rst year players in their teams. Coaches Peter Dickson and Tom Svaljek must be congratulated for their team of Under 14 players for successfully taking the honours. This is a great start to the year for the juniors, he said. In two of the four matches the Under 14 Premiers held their opponents scoreless with Dale Harris awarded the Best Player across the day. The Senior Ballarat FNL 2014 season launch will be held this Friday evening at Saxon House in Ballarat with special guests to include Liz Ellis, and guest speakers from Essendon and North Melbourne football clubs. continued page 29

Fete with a oral touch


By Jessica Howard St Andrews Uniting Church of Bacchus Marsh is seeking childrens entries for the Church Fete Rose Show this weekend, and they dont necessarily need to be owers! Rose Show Co-ordinator, Mavis Blackie says there are a number of available sections in the show; including the As I Like It arrangement, which involves any sort of container from a teacup, to a basket or even in an old boot. There is an artwork section depicting owers for both junior and senior residents, and the Under 15 and Under 10 Floral saucer arrangement means the children can enjoy lling a saucer with sand and arranging their own gorgeous owers, Ms Blackie said. Other competitions include the prettiest teacup set or ceramic item in the Rose China section, and the non-competitive Memorial section allows for a child or other family member to place a rose, or another single ower on a table in the Church, in order to remember a loved one. The Uniting Church has been running a part in the annual Church Fete for the past four years with the Kids Art Show, however it is time for a new attraction, Ms Blackie said. The Ballan Red Cross have a wonderful ower show every year in November with their spring owers, so we are hoping to see all the beautiful autumn roses. It has been a peculiar season with all those hot days in January, people have questioned how the roses will go, however we grow the most beautiful roses here in Bacchus March and I have my ngers and legs crossed that it will be a wonderful day. Entries are due at the Uniting Church in Bacchus Marsh between 7:30am and 3pm Friday April 4, and can be collected from 2pm after the fete on Saturday.

SOME Bacchus Marsh cherubs celebrated National Playgroup Week at St Andrews Church last week. The children, aptly called the Giggly Cherubs, were joined by Federal Member for Ballarat, Catherine King. Ms King said playgroups played an important role in the community and the lives of families with young children. This years theme is More Than Play and reects the contribution playgroups make not just to the lives of children but also to families and the broader community, Ms King said. Participation in playgroup activities helps to build the foundations for learning by developing childrens school readiness through play and social interaction. To encourage parents to become involved in their childrens education at an early age, playgroups also support further engagement of families in community activity and volunteerism. She said more than 30 local playgroups were registered with Playgroup Victoria, offering a range of activities for young children and their families every week. From teddy bear picnics, dress-ups, craft and storytime, playgroups provide an important opportunity for children, parents and carers alike to meet, share stories and have fun, Ms King said. Giggly Cherubs group leader Jacqui Cook said the children had already enjoyed an action packed week of activities. The children were fascinated to see the Wild Action sea creatures and rockpool discovery at Bacchus Marsh Public Hall. Theyve also especially enjoyed craft activities and their new books, Ms Cook said. Bacchus Marsh, Dunnstown and Mt Egerton also celebrated with activities during National Playgroup Week. Dog attack case continues


AN ALLEGED attack by a champion kelpie on a sixyear-old girl at a Balliang property was heard by the Ballarat Magistrates Court last week. The alleged incident, which happened in June 2013, resulted in facial injuries to the child that required up to 100 stitches and seizure of a dog by Moorabool Shire Council. The council has charged Denise Wilson, Stuart Wilson and Anthony Wilson with owning a dog that bit Christine Oliver causing serious injury under the Domestic Animals Act 1994. The defendants pleaded not guilty. Christine Oliver was playing under the supervision of her grandparents Denise and Stuart Wilson and her uncle Anthony Wilson at their farm in Balliang when the injuries occurred. The child claimed a prize-winning kelpie called Mack bit her on the face while she was on the back of a truck. At the same time her grandfather and uncle were lying underneath the truck and her grandmother was in the house. Magistrate Peter Mithen heard evidence from the victim, a treating plastic surgeon at the Royal Childrens Hospital in Melbourne, two Moorabool Shire Council compliance ofcers, and a former police ofcer who interviewed the child, during the initial two-day hearing. On the rst day of proceedings lawyer for the accused, Phil Brown, argued that Christines injuries could have been sustained by a fall and that the prosecutors were obliged to prove it is a bite. On day two of the hearing, Moorabool Shire compliance ofcers Glenn Burns and Lisa Handley stated that they witnessed aggressive behaviour by Mack towards a woman they believed to be Denise Wilsons sister when they arrived to seize the dog in late August 2013. When approached by The Moorabool News Trevor Oliver, father of Christine, said he hoped the outcome of the case would be what shouldve happened the night of the accident and that Mack be put down because it may not be their granddaughter next time. Anthony Wilson and the Moorabool Shire Council both declined to comment to The Moorabool News regarding the case. Under the Domestic Animals Act 1994, councils may retain custody of the animal until the outcome of the prosecution is known. The case was adjourned for a further hearing on April 29 at the Ballarat Magistrates Court.

States new zones up for comment


MOORABOOL Shire residents have until April 17 to have their say on new residential zones in Bacchus Marsh, Ballan and Gordon. Moorabool Shire Council has prepared an amendment to its planning scheme which will direct where residential growth will and will not occur based on factors such as accessibility to public transport, retail services, local facilities and infrastructure and neighbourhood character. Moorabool Shire mayor Paul Tatchell said last year the Victorian Government replaced existing residential zones with new ones, requiring all Victorian local governments to amend their planning scheme to reect the change. Cr Tatchell encouraged the community to have their say and said council was keen for the community to review the document and make a submission to the committee on whether they support them or not. The states new zones are designed to enable a better council response to present-day needs. Our amendment helps us provide clarity on the type of development expected in residential areas. The new zones are to be implemented by 1 July 2014, he said. A Victorian Government standing advisory committee will receive submissions and hold hearings on the amendment. Details of the proposed changes can be viewed at moorabool.vic. gov.au or in person at Council customer service centres in Darley, Bacchus Marsh and Ballan. Information about how to make a submission can be found at: dtpli.vic.gov.au/ residential-zones-advisorycommittee. The submission deadline is April 17. Hoping for a good plan


FURTHER amendments to the Gordon Structure Plan will give local resident Andrew Finlayson another chance to have his property rezoned. At the last Moorabool Shire Council meeting in Elaine, council resolved to prepare a revised structure plan for Gordon to submit to the Minister for Planning. Mr Finlayson said he owned 160 acres with boundaries along the Old Melbourne road and the Old Western Highway. I have been trying to subdivide a few blocks for quite some time. The location (close to the main street) makes it a very difcult property to farm because I get complaints about noise and dust, Mr Finlayson said. I want my land to be included in the structure plan. Ive got to try and maximise what I can get out of the property. Mr Finlayson said hed been in limbo for the past three years while Moorabool Shire Council worked on the Gordon Structure Plan. The other issue I have with this structure plan is that it was supposed to be completed three years ago and, now its been to an advisory panel, Council have been asked to redo it, he said. In a way this could be a positive for me because I get another chance to have my property included.

Rest their souls


THE Old Ballan Cemetery is providing a dignied resting place for lost souls in Victoria. Since 2007, more than 300 unclaimed bodies from Melbourne and surrounds have been buried in Ballan. Old Ballan Cemeterys retired caretaker, Leon Burvill, said he set aside a section in the cemetery for the State Trustees and then had to extend it when it reached capacity. Its somewhere for them to rest. Theyre all recognised with a white cross and if theres money left over from the State Trustees then theyll put a plaque on it, or sometimes a family member comes forward and offers to buy a plaque, Mr Burvill said. Current caretaker Alan Barr took over the cemetery in November last year and said hed now opened up a new area for an additional 400 bodies to be received via the State Trustees. He said it was important because it was for souls who have lost contact with other people and have to be buried by State Trustees. Probably two thirds arent claimed by family or friends. They have a white cross with their name and location on them, but I have copies of their death certicates with other details and their last known address. All the records are on our computer, Mr Barr said. He said each of the deceased had a story, whether they were elderly, homeless or just someone without family. I had a case of a guy who died near Shepparton. After he was buried at Ballan Cemetery I had a call from one of his brothers in Hong Kong, then another brother in Scotland and then his mother in Perth. In March this year they all gathered here for a service at his gravesite. Another case was a 62-yearold from Warrnambool who died sitting on his surfboard waiting for the next wave at Logans Beach. A couple of ladies came up from Warrnambool to place shells at his gravesite. Then I got a call from his sister who hadnt seen him for 40 years after a family row, and I put her in touch with these ladies. She was pretty emotional and she wrote me a letter which nearly had me in tears too. Its very interesting. There are a lot of sad times but if you just keep thinking youre giving them a place to rest out in the sunshine and with a bit of dignity, it makes it easier.

The Minister for Planning has appointed a Standing Advisory Committee (the Committee) to report on proposals to rezone land from the Residential 1, 2 and 3 Zones to the new Neighbourhood Residential Zone, General Residential Zone and Residential Growth Zone in the Moorabool Shire. The role of the Committee is to: Give submitters an opportunity to be heard by an independent body in an informal, non-judicial manner. An Advisory Committee is not a court of law. Give independent advice to the Minister for Planning as outlined in the Terms of Reference. BALLAN Train Station was quiet last week when the Shadow Minister for Public Transport, Jill Hennessy, and Member for Ballarat East, Geoff Howard, visited. Too quiet according to them. Im calling on the Napthine Government to make good on their promise to the local community that they would develop the Ballan station and build a passing loop, Ms Hennessy said. Ticket prices have gone up while services have gone down and they have broken their promise. Even if the government puts money in this years state budget its not going to be built soon. She said at a time when manufacturing was under pressure in regional Victoria and jobs were being lost it was vital to keep investing in rolling stock. They need to keep a pipeline of rolling stock coming through and understand whats really important to this region. We understand the importance of trying to invest greater amounts in regional transport, but unfortunately the Napthine Government has instead invested $8 billion for a tunnel in Melbourne. Geoff Howard said with so much growth in regional Victoria the government needed to invest in further public transport to improve job opportunities. People in Ballan want a government that actually cares about regional public

By Jessica Howard Former City of Ballarat councillor, Ben Taylor is set to contest the new seat of Buninyong for the Liberal Party at Novembers State Election. Mr Taylor, who lives in Ballarat East with his wife Christine and their four children, says he was extremely proud and honoured to have been endorsed as the Liberal Candidate for Buninyong. Ive been actively involved in the local community for many years, including Rotary and a term as councillor with the City of Ballarat, he said. Living, working and raising a family in this region is sometimes not easy and we need good people to work on our behalf to make sure this city and its surrounding towns and communities, are given the best opportunities to prosper. Since 2010 my passion has not dwindled and it is even clearer now that we need a change in this electorate to have a local member that is willing to work hard to represent the needs and ambitions of this electorate. Our community needs certainty and a government with a real plan for the future. Local families simply cant afford a return to the waste, mismanagement and budget blowouts that come with Labor Governments. Liberal Member for Western Victoria, Simon Ramsay, has congratulated Mr Taylor. Ben is such a terric candidate given he is local and knows the electorate well. He was successful in moving a signicant margin at the last election, to create what is now a marginal seat. I know Ben will work tirelessly for the electorate and I wish him well, Mr Ramsay said. Mr Taylor said he is looking forward to meeting with local residents over the coming months and speaking to them about how he can help build a better Buninyong region.

In Naomi Oreskes illuminating book Merchants of Doubt, the answer to this is clearly that the public is confused because there exists a relentless campaign to confuse us! Oreskes is a science historian who has taken an historical overview in tracing this concerted attack on the legitimacy of scientic institutions. What she identies is a pattern of denial that emerged whenever the scientic evidence mounted against an issue that has large economic and political implications, such as the hazards of DDT, the hole in the ozone layer, acid rain, and of course tobacco smoke. All these denialist campaigns were traced back to a handful of hawkish scientists with a political axe to grind, who perfected the art of confusing the public. German scientists had identied tobacco smoke as causing cancer in 1930, yet America was unable to successfully ban cigarette advertising until 1969, because of the effectiveness of their doubt mongering. The alarming fact is that these same scientist mavericks who were in the employ of the tobacco companies have been instrumental in leading the charge to explain away global warming. For this week the Victorian governments attack on nature, in its defence of promarket forces, is the case in point. You might have read about the resignation of Victorias Commissioner for Environmental Sustainability, Professor Kate Auty in recent times. Professor Kate Auty had held the ofce of Commissioner for Environmental Sustainability, since 2008. Apparently the independent commissioners main obligation is to produce a major ve-yearly state of the environment report. Her report was published last year and detailed worsening trends in key areas. This is not a good look for the pro-market forces. For these forces to continue attacking nature they need to deny worsening environmental trends. Speaking of her reasons for resigning, Professor Auty said public servants had told her about directions to them that they should refer to climate variability, not climate change. And state government documents she saw included material headed climate variability when it was clearly about the impacts of climate change. As she pointed out, Climate change refers to warming of the planet by human-induced emissions of greenhouse gases. Climate variability commonly describes natural uctuations. She went on, The reason for my concerns is that as long as we keep telling people it is about natural variability we allay their desire to act themselves or want their elected representatives to do something about climate change, she said. We need leadership on this issue, we need it now. It is urgent. Professor Auty said, during a meeting with a government minister to discuss a climate change paper she was preparing, the minister asked what can I do if I dont like it. However, whilst pro-market forces are controlling government they cannot, try as hard as they might, control all people. Professor Auty said despite the government indifference, she had seen a surge of public interest in climate change and the environment as she travelled around the state for meetings.

I would like to follow up last weeks article with more evidence that, I propose, supports the claim I made last week that pro-market, as presently practiced, is, by its very existence, antinature. And, as if to provide convincing evidence for my argument that pro-market is anti-nature, the penalty handed down to Santos as a result of the poisoning of this vital and irreplaceable aquifer was a $1500 ne. And then to add insult to injury two days after the ne was issued, the NSW State Government signed an agreement with Santos to fast-track their coal seam gas development in the Pilliga Forest. As one group opposing this attack on nature stated so well: Our governments wont stand up against dangerous projects that threaten our land, our water and our communities. Water Compliance Project


The Water Compliance Project is underway in Victoria helping rural water users understand their rights and obligations for taking and using water. The Water Compliance Project is Victorias implementation of the National Framework for Compliance and Enforcement of water resource management systems. The Framework promotes common water laws and compliance mechanisms across Australia and is funded by the Australian Government through the Water for the Future initiative. Most water users are responsible and abide by the conditions of their water licence. However, each year a small number of users break the law when they take and use rural water from an aquifer, dam, stream, river, creek or irrigation channel. They may take water without an entitlement or licence, they may build an illegal bore or dam, or they might interfere with a water meter. Sometimes these offences are deliberate, and sometimes they happen because people do not know the law. Water corporations already actively monitor and enforce water compliance in their jurisdictions. The project will provide more resources to extend their compliance monitoring and enforcement capabilities including: additional monitoring officers to check that water users are only using the water they are allocated; more easy-to-understand information about licensing requirements and compliance obligations for existing and potential water users. Monitoring officers may be more visible in all regions. Amongst other things they will conduct additional inspections of meters on unregulated systems throughout Victoria, identify unlawful take and uses of water and validate license details. There are six water corporations that provide non-urban water supplies to customers who are involved in this project and can advise water users about their rights and responsibilities: - Grampians Wimmera Mallee Water* - Goulburn-Murray Water - Southern Rural Water - Lower Murray Water* - Melbourne Water - Coliban Water* *only applies to rural customers If you are in one of these regions and take and use water from sources such as a dam, bore, stream, river, creek, or irrigation channel, you should: check your water entitlement (license) to make sure you understand your compliance obligations; or contact your water corporation if you are unclear about your obligations. Athletes from the centre completed at the State Little Athletics Track & Field Championships last weekend. Stand out performances from members came from William Lalor who won a State gold medal in the Under 9 Discus with a throw of 31.17m and a silver medal in the Shot Put with a distance of 8.46 metres. The State Championships conclude the Track & Field season for the Bacchus Marsh Centre and all families can now enjoy a welldeserved break prior to the Cross Country season commencing on May 3 at Masons Lane Reserve.

The C2 Black team played against the minor Champions Dunnstown in the grand-nal at the Buninyong Tennis Centre last Saturday. Mitchell Furlong and Lachlan Owens blitzed through the rst set with great tennis and a 6 2 win. In the second set Nick Jennings and Ben Davis worked hard for the points. Great running from Ben and good play at the net by Nick took the set to a tie-break which the Ballan team won. After two sets Ballan had a good lead of ve games. In the third set Mitchell teamed up with Nick and they were determined to force the decision in this set. Some great points at the baseline by Mitchell helped the team to secure a 6 1 win and ensured they were to be the winners of the grand-nal. In the last set Dunnstown showed why they nished on top of the ladder by winning 6 3 against Ben and Lachlan, but that didnt change the end result.
