Memo:
I arrived at the address and knocked on the door. I could hear one K9 barking from inside the
residence. There is a white BMW with no plates in the driveway covered. I did not get a response.
I walked around back and noticed that there are no electric meters. I took photos. I was able to
view inside the windows and noticed that there is furniture inside. There is a camping stove top and
gas lights inside. In the kitchen there is a drinking waterier. It does not appear to be abandoned.
I will leave a DK and make another sequence for an officer to come out at another time.

1955 12-08-13 I arrived at 1103 SE# 15th Pl, in response to an abandoned k9, where I found that
the building is dark, in the entry way there are four doors; I knocked on the doors and received no
response. I could hear what sounded like one large k9 and one small k9 inside the residence; I was
unable to determine which door the animals were behind.
I walked around the property and I could see furnishings and belongings inside the residence, I
was unable to view the k9s or their condition. There are two meter boxes and the meters have been
removed.
Activity and license searches were negative for any information. As noted by ACO Periam, the
owner is Off the Grid Lining Inc; I was unable to locate a phone number for this business.
I posted orange 24 hour stickers on all four doors.

Upon arrival just prior to turning on 15th Pl I noticed a gentleman look at me frantically look for his
phone. While watching me sent a text. He watched me the whole time drive down the road and pull
on up to the address. It appeared that the white male who had a full beard possibly informed the
owner of my arrival.
I arrived at the addressed knocked on the door several times. I noticed that all abandonment
stickers have been removed.
I did not get a response and was able to view through the windows. I noticed a smart phone sitting
on the counter. I did not see nor did I hear any K9's at this time.
The residence is not abandoned due to the stickers being removed. I will be changing this activity to
inv neglect to check the welfare of the K9s and check RV/CT due to the residence not having
electric/water.
I will leave a DK and make another sequence for an officer to come out at another time.

I arrived at the address and knocked on the door. I did not hear any K9's barking at this time. I did
hear music playing inside the house. I was able to view through the windows and noticed that the
cell phone is in the exact same location that it was in last time I was here. The radio that is on the
counter is on and playing Christmas music.
I will leave another DK. The DK I left previously has been removed. I checked my voicemail and
there are no messages.
I made contact with a neighbor in the apartment complex to the right. He does not know her well
and pointed out a house across the street stating that they would know more. He stated that he
walks a dog and knows her well.
I was approached by a neighbor and questioned him on who lived at this address. He stated that she
is a "crazy lady" and the whole neighborhood calls her that. He stated that she is about 5.5 in her
mid to early 50's short dirty blonde hair and she walks a lot. He is not sure when she is home or a
good time to come by.
I arrived at 1443 SE 11th Ter. I noticed two vehicles in the driveway and the side door wide open.
There is a white old Camero with plate# BVT I53 and a light blue Grand Marquis with no plates on it.
I knocked several times and did not get a response. I will leave a DK at the door to contact me.
I will make another sequence for an officer to attempt to make contact at another time.

1914 12-15-13 I arrived at 1103 SE 15th Pl, in response to a neglect complaint, where I attempted
contact but received no response at the door. I posted a notice on the front door requesting contact
in regards to this matter.
While at the residence I could hear one small k9 and one larger sounding k9 inside the residence. I
was able to look through the window and observe what appeared to be a small black and white
Chihuahua type k9 and a large brown k9. I could only observe the large k9 from the rear; it
appeared to have a severe case of mange on the rear legs and buttocks and it appeared to walk with
some difficulty. I was not able to observe the condition of the smaller k9.
Previous notes indicate that this residence is not abandoned but there is no power or water. Notes
also indicate that the resident may have mental problems, I suggest that a wellness check be made
during the day time when there is light to work with.

Arrived at the address and noticed a vehicle that was covered up parked in the driveway.
I noticed a woman on the left side of the house walking a small dark colored K9.
As soon as the woman noticed me she grabbed the dog and ran inside the house.
I knocked on the door but did not get a response.
I did hear 2 dogs barking coming from inside the residence.
I noticed the same woman that went inside the house looking at me through the window and making
hand gestures that she wanted me to leave and that she will not come out of her house.
I left her property and then requested CCPD to assist me with this situation.
Lt. Backhurst called me to advise that he is on the phone with this woman's Attorney. Lt. Backhurst
advised to attempt contact with the owner to check the condition of the animals.
I then made contact with CCPD Officer Goff and advised him of the situation.
News reporters showed up at the scene and started filming.
Officer Goff and I then made contact with the owner of unknown name at this time.
I introduced myself and advised her of my reason of being there.
The Lady then shook my hand and stated that her dogs are fine and well taken care of.
I asked the woman if she would be willing to bring out her dogs for me to check on the conditions.
She refused to cooperate and told me that there would not be any dogs in this world that are better
taken care of then her dogs.
I then asked if the dogs were up to date on rabies vaccination and Lee County license and the
woman just shook her head and stated "it is a beautiful sunny day and I am sure you have better
things to do then this".
I then left the area and informed Lt. Backhurst of what has happened. Lt. Backhurst advised me to
close out the call at this time until further notice.

Part 1: On December 17th 2013, I received a call from a male party who verbally stated he was the
lawyer representing his client that resides at this address in question. He gave his name as Todd
Allen but did not refer to his client's name at the start of the conversation. The address in question
was 1103 SE 15th Place, Cape Coral. Allen wanted to know what the purpose of our officers going to
the house was. I explained that the call was originally called in as abandonment, however we have
established that this is not the case. I then explained that due to the circumstances surrounding the
lack of power and water, combined with the fact there are dogs at the house we just want to verify
the dogs welfare. He advised that just because there is not power or fresh running water does not
allow us to check the animals. He then told me the dogs are fine! I explained that this is an ongoing
investigation and we just needed to see the dogs. Allen's voice (which had started the conversation
in a raised tone) elevated and he stated that we could only see the dogs if we made an appointment
through his law firm. I explained that would be fine and he suggested the following day (December
18th 2013). I then asked what time, and he went quiet for approximately 5 - 10 seconds and then
stated "No, I need to talk with my client first!" I explained that this all seemed very suspicious and
that he seemed to be obstructing the investigation. He then shouted "You need to get off your
horse, Cowboy!" I explained that he had initially stated he would comply but then advised he
wouldn't. I reiterated that all we needed to do was see the dogs and check the welfare. I explained
that Florida State Statute dictated under Section 828.13 the legal conditions that an animal needs to
be kept in. I also explained that dogs are required under State Statute 828.30 to be vaccinated
against rabies, which is adopted by ordinance. Allen, who continued to be hostile stated he was not
obstructing the investigation and would call his client. ACO Belchamber was outside the residence
during this call, holding at my request for guidance. Allen stated that he did not want us to take the
dogs, to which I stated the ONLY time that would occur is if the animals are in imminent distress. I
again explained that we were merely checking the dogs. Allen then advised that he would call his
client and talk to her and then call me back immediately. I gave him my direct number to call me

Part 2: ACO Belchamber then called and stated that the lady had been on the phone and then came
out of the house and advised she would not bring the dogs out. Belchamber stated that CCPD had
arrived on scene to assist her and also a news crew had shown up. I advised Belchamber to leave
the area and complete her notes on the incident as the woman had refused to cooperate. Todd Allen
never called me back as promised, and appears to have not advised the lady to cooperate.
I then called Frank Cassidy from Cape Coral Code Enforcement. He stated that his officers had
checked the address and found it to have no electricity, water or sewer. No one would answer the
door and they had heard dogs barking inside. He advised that the lady at the residence is called
Robin Speronis. He stated that she had been previously involved in an incident in North Fort Myers
and had moved to Cape Coral. He advised that she is claiming that she has been evicted by Code,
despite the fact that she has obviously not been as she is still in the house. He stated that she is
living without electricity, water or sewer facilities. He stated that she has legal representation who
warned them to tread lightly with her. He advised that due to her creating a high profile about her
lifestyle of "Living off the grid" it would be best to tread lightly with her. Speronis runs a website
called "Off the grid story.com"
I subsequently checked the internet and found Fox4 had done a news article on Speronis and her
lifestyle in November 2013. There appears to have been considerable publicity regarding this
individual and her chosen lifestyle. At this juncture we are awaiting contact from Speronis legal
representation to ensure that she is in compliance with legal requisites as they pertain to animals.

12/17/13 - Called back a lady named Vernonica (239-349-2161) who states she is the lawyer for the
resident at 1103 SE 15th Pl., Cape Coral, Fl named Robin Speronis - P117774.
I informed her that Lee County Domestic Animal Services received a complaint about canines being
neglected and that we would need to check the conditions of the animals at this location.
Vernonica stated she would call me back with a day and time that our agency can have an officer go
and check the conditions of the canines.
I also informed Vernonica that her client would need to provide proof of current County license and
vaccinations for each of the canines. If proof can't be provided citations would be issued and her
client would have 30 days to provide the proof.
Vernonica stated she would call her client and arrange a day and time to check the canines.

On the above mentioned date at approximately 1743hrs I arrived at address 1103 SE 15TH PL #4 in
regards to an investigate neglect. As I approached the front door I noticed a female inside this
apartment/duplex. I knocked on the front door very softly and heard a female voice from inside this
residence state, "I'm not answering the door!" I responded by saying, "ok, I'm going to leave
something at your front door!" I receive a response of "ok!"
I placed a compliance citation to seek veterinarian care as well as a letter from LCDAS asking Ms.
Speronis to seek the necessary veterinarian care for her dog known as Faith due to her apparent
chronic skin condition. I explained that I had left some paperwork on her door step and I got a
response of, "Thank you!" I quickly exited this property at this time.
I am closing this activity at this time with a compliance citation and a letter from LCDAS left on the
door step of Ms. Speronis front door.

On 1/7/2014 I arrived at address 2295 Victoria Ave in regards to meeting Mrs. Speronis at her
probation officers office to issue her a misdemeanor citation for cruelty since she has not complied
with past citations issued. I walked into this office and the probation officer went to the lobby and
brought in Mrs. Speronis. When she arrived in the office I explained to her who I was and why I was
at this location to see her. I handed her a notice to appear for a cruelty violation and explained that
her court date was on the citation. I exited this location at this time.

On 4/9/14 at approximately 1000hrs I arrived at address 1443 SE 11TH Ter in regards to checking
the condition of two dogs. When I arrived I was in the presence of Frank Cassidy (Cape Coral Code
Enforcement), Christy Clifford (Cape Coral Code Enforcement), Glenn Johnson (Chief of Animal
Control), Lt. Tony Backhurst (Supervisor Animal Services) and Pedro Santana (Animal Control
Officer). I noticed during my arrival blue colored Mercury with no tags attached in this driveway as
well as a car covered with a tan colored car cover on it. Officer Santana and I walked up to the front
door and rang the door bell as well as knocked on it several times but we did not get a response.
After several attempts to make contact Officer Santana and I conducted a walk around this property
to see if dogs were present on this property and to ensure that if any dogs are, they are not under
any distress at this time.
Officer Santana and I walked around the left side of this residence and came to a screen/aluminum
enclosed back lanai and noticed what appeared to be a Black/white Chihuahua that appeared to be
healthy and alert at this time. We also noticed large brown dog that I knew to be Faith (A379445)
who is Robin Speronis' dog. It would appear that Mrs. Speronis is intentionally trying to hide Faith
since this is not her home that she resides in. I noticed that Faith was alert to our presence but
appeared to not want to get up and greet us. She was not barking at our presence at this time
either. Her lack of actions to our presence leads me to believe she was weak. Last encounter with
Faith on 12/19/2013 she was standing upright barking at my presence from inside her home. I could
see her from the opened windows of her residence. Today she was lying on this back lanai on her
right side and I could clearly see the left side of her body. I noticed her previous chronic skin
condition appeared to have become worse. When it was witnessed before via FOX news video, Faith
seemed to have the skin condition secluded to her left side stomach/rib area. It appears that this
skin condition has now spread to cover the majority of her left rear leg at this time as well.
On 12/19/2013 Mrs. Speronis was issued a civil compliance citation to seek medical treatment for her
dog Faith because she appeared to have a chronic skin condition. Compliance was never presented
to LCDAS as the citation stated and the compliance letter explained as well.

Memo Part 2.......
Due to non compliance of the above citation Mrs. Speronis was issued a misdemeanor citation for
cruelty on 1/7/2014 at her Probation Officers office. As of 4/9/2014 LCDAS has still not received any
information in regards to Mrs. Speronis seeking medical treatment for Faith.
Due to Mrs. Speronis intentionally placing her dog at address 1443 SE 11TH Ter and not seeking the
medical treatment necessary for Faith, LCDAS is trying to secure a warrant to remove this dog from
this property due to her declining condition.
At approximately 1144hrs while waiting for a warrant to arrive I noticed a Honda Accord pull into this
driveway and an older gentleman with what appeared to be gray hair entered the front door of this
home. A few moments later I noticed this gentleman come back out of his residence and walk north
bound on SE 15TH Pl. Shortly later I noticed he began taking the garbage cans up to the house. He
then went back inside this residence. A few minutes later he came out and got into the Honda and
left this location.

At approximately 1420hrs Cape Coral Police Department arrived along Cape Coral Code Enforcement,
LCDAS Officer Santana and Chief G. Johnson. A plain clothed Cape Coral Officer knocked on the front
door several times but did not get a response. Officer Santana, I and all others on scene made our
way to the back lanai to secure the two dogs on premise to seek medical treatment for them. Officer
Santana and I placed the large dog known as Faith in a blue soft cloth stretcher and carried her to
an animal control vehicle to be transported to LCDAS for medical treatment. I Officer Sechrist went
back to the rear lanai and secured the Chihuahua and carried her to the same LCDAS vehicle to be
transported to LCDAS to seek medical treatment.
At approximately 1445hrs Officer Santana and I drove to LCDAS with both dogs to seek
veterinarian care by our on staff veterinarian Dr. Ferguson. Pending a medical report Mrs. Speronis
may be issued citations based upon the veterinarian's findings.
I am closing this activity at this time with two dogs confiscated for cruelty issues.

On April 24th, 2014 at approximately 10:50am I Animal Control Officer (ACO) Pete Santana arrived
to the address 1103 SE 15th PL. I arrived to the location to return an owned dog named "Suzie" to
Robin Speronis. ACO Lisa Lee was on scene to assist me. Upon arrival we were greeted by Ms.
Speronis. After identifying ourselves we advised LCDAS is attempting to return her dog. Speronis was
asked several questions prior to doing so. Speronis would not provide rabies vaccination or county
license information for "Suzie"; she also would not give information on whether she has taken either
dog to a veterinarian. When asked about "Faith's condition Speronis stated "it began nine years
ago". Speronis stated "Faith" is approximately 14 years of age and "Suzie" is 7 years of age. Speronis
owned another dog named "Hope" which has since died, no further information provided. Speronis
believes "Faith's condition is due to her "elephant skin". Speronis stated "Faith" did not show
discomfort and did not have any scabs or open wounds on her legs therefore she did not feel she
was in any pain and was not suffering. Speronis believes steroids and antibiotics kill good bacteria.
Speronis then provided information about the type of "holistic treatment" that was used to treat
"Faiths" condition. The products used were raw meat, raw organs, egg's with shells, garlic, olive oil,
organic dog food, and "super food". She recently discontinued the organic "diet" and began feeding
"Faith" the same food she eats (scraps) and whatever else is donated to her. When asked if the two
dogs were supposed to be at the neighbors residence on April 9th, 2014 when the inspection warrant
was served she stated, "Yes". Speronis stated she was aware LCDAS and Cape Coral code
enforcement would be serving the inspection warrant therefore she moved the dogs across the street
to 1443 SE 11th Terrace. Speronis believes singing the song "Got to have faith" by George Michael
helps "Faith" with her issues.
Citations for the vaccination and licensing violations were issued.
