2011 1. Cell Reselection General Comments In the UMTS Network, parameters


are communicated to the UE over the air interface via System Information
Blocks ( SIBs ) and dedicated messages . SIBs 3 , 5 , and 11 in Idle Mode
SIBs 4 , 6 and 12 in Connected Mode The cell reselection parameters
included in this presentation are structured in groups covering
intra-frequency , inter-frequency and inter-RAT scenarios.

June 2011 1. Cell Reselection General Comments Two sets of System
Information Blocks (SIBs) control the cell reselection process: I. SIB3
for idle mode or connected mode (when SIB4 is not broadcast) and SIB4 for
connected mode - SIB3 contain the parameters required to calculate the
reselection criteria: - S criteria ( this determines whether the cell is
suitable ) - R criteria ( this determines the ranking of a cell ) - SIB4
contains the same IEs ( Information Elements ), with possibly different
values, for connected mode cell reselection. The SIB4 Indicator in SIB3
indicates whether SIB4 is broadcast in the cell. II. SIB11 ( for idle mode
) and SIB12 ( for connected mode ) control which neighbor cells the UE
takes measurements of and which type of measurements are collected. The
SIB12 Indicator in SIB11 indicates whether SIB12 is broadcast in the cell.

Criteria Choice of measurement to use as Quality Measure Q for ranking
candidate FDD ( Frequency Division Duplex ) cells for cell reselection is
CPICH Ec/No or CPICH RSCP . Recommended: CPICH Ec/No The UE shall measure
CPICH RSCP anyway since the candidate cells to be ranked for cell
reselection have to fulfill the FDD SELECTION CRITERION S first: Srxlev >
0 and SELECTION CRITERION S Squal > 0 Where: Squal = Qqualmeas Qqualmin

Criteria For the reselection of a cell, the UE evaluates the two equations
below: Ranking Criteria for serving cell: Rs = Qmeas,s + Qhyst,s and
Ranking Criteria for neighbor cells: Rn = Qmeas,n Qoffset s,n At point A
the Cell 2 begins to rank as the best cell according to the reselection
criteria. T reselection timer is started. At point B , Cell 3 ranks the
highest while the reselection timer for Cell 2 has not expired yet. A new
timer for Cell 3 is started. At point C , the reselection timer for Cell 3
has expired while Cell 3 continued to rank highest. Cell Reselection
Example (for simplicity, the offset for cell 2 is not shown) Qmeas can be
RSCP or EcNo . By default it is EcNo

Summary When the UE detects that the quality of the service cell ( CPICH
Ec/No measured by the UE) is lower than the sum of the minimum quality
criterion of the service cell ( Qqualmin ) plus this threshold , it starts
the intra-frequency / inter-frequency / inter-RAT cell reselection process.
Intra-frequency cell reselection is prior to inter-frequency / inter-RAT
cell reselection. When setting these three parameters, make sure that the
intra-frequency cell reselection start threshold is greater than the
inter-frequency / Inter-RAT cell reselection start threshold. If these
parameters are too high , cell reselection probably starts frequently ,
resulting in UE battery waste. If they are too low , cell reselection
probably starts difficultly , and the UE fails to reside timely in a cell
with good quality, and this influences the communication quality between
the UTRAN and the UE.

reselection list in GSM cell system information includes UTRAN frequency ,
the UE needs to update RLA ( R adio signal L evel A veraged ) in the
serving cell at least six strongest non-serving GSM cells at every 5s .
