AspartofOperationCaireen,whichbeganApril4andranuntilMay15,HSIspecialagents,NewYorkCity
PoliceDepartmentdetectivesandotherlawenforcementpartnerssurreptitiouslyinfiltratedpeertopeer(P2P)
filesharingnetworkstoidentifyusersintheNewYorkCitymetropolitanareawhosoughttoacquireor
distributeknownorsuspectedimagesandvideosofchildrenengagedinsexuallyexplicitactivities.
Throughoutthecourseoftheoperation,investigatorsidentifiednearly150distinctInternetProtocoladdresses
activelyinvolvedintradingsexuallyexplicitimagesofchildrenregisteredtousersintheNewYorkCity
metropolitanarea.Inadditiontothe71arrests,investigatorslawfullyseizednearly600computingdevices
duringtheexecutionof87searchwarrants,includingdesktopandlaptopcomputers,tablets,smartphonesand
thumbdrivescontainingmorethan175terabytesofdatathatincludestensofthousandsofsexuallyexplicit
imagesandvideosofchildren.Someofthedefendantsarrestedpossessedlibrariesofsexuallyexplicitimages
andvideosofchildrennumberinginthethousands.
Oneofthedefendantshadbeenpreviouslyconvictedofsexuallyabusingachildanotherischargedwith
producinganddistributingchildpornographyinvolvingherownyoungchild.
Severalofthedefendantsfacingchargesheldpositionsofpublictrust,includingtwopoliceofficers,two
registerednurses,aparamedic,anaupair,andanindividualwhoservedasbothadenmasterwiththeBoy
ScoutsofAmericaandalittleleaguebaseballcoach.
Thesheervolumeofconfirmedandsuspectedinstancesofindividualsengaginginthesexualexploitationof
childrenidentifiedthroughOperationCaireenisshockingandtheprofessionalbackgroundsofmanyofthe
defendantsistroubling.Wecannolongerassumethattheonlypeoplewhowouldstooptopreyonchildren
areunemployeddrifters,saidJamesT.HayesJr.,specialagentinchargeofHSINewYork.Clearly,this
criminalactivityhasreachedepidemicproportionsandICEHSIwillcontinuetopartneracrossjurisdictionsto
targetthoseadultswhoegregiouslyviolatethechildrenofourcommunities.
PoliceCommissionerWilliamJ.Brattonsaid,TheindividualsidentifiedtodayallegedlyutilizedtheInternet
topossess,distributeandpromotehorrificactsagainstdefenselessvictims.Theindictmentsrepresentastrong
collaborativeeffortbetweenlawenforcementpartners,sendingthemessagetosexualpredatorsthatabuse
againstchildrenisbeyondreproachandviolatorswillbevigorouslysoughtandbroughttojustice.
Thelawenforcementcommunityiscommittedtoeliminatingthehorrificmarketforchildpornography,one
defendantatatime,saidU.S.AttorneyLorettaE.Lynch,EasternDistrictofNewYork.Thearrestsand
seizuresannouncedtodaysendanunequivocalmessagetothosewhoengageintradingchildpornography
ifyouexploitourchildren,andtheirabuse,youwillbeinvestigatedandprosecutedtothefullextentofthe
law.
ManhattanU.S.AttorneyPreetBhararasaid:"Crimesinvolvingtheexploitationofchildrenareparticularly
disturbingbecausetheyvictimizethemostvulnerablemembersofoursociety.Thisincludesthepossession
anddistributionofimagesofchildpornography.Suchimagesarenotmerelyphotosorvideostheyare
evidenceofthephysicalandpsychologicalabuseofchildren.Today'sannouncementshowsthecommitment
offederalandstateprosecutorsandinvestigatorstoprotectchildrenfromexploitation."
QueensDistrictAttorneyRichardA.Brownsaid,Myofficeiscommittedtothevigorousprosecutionof
thosewhosexuallyexploitchildrenthroughtheuseoftheInternetandpeertopeernetworks.Itmustbe
rememberedthattheimagesinvolvedinthesecasesareofrealchildrenbeingsexuallyabusedandthateach
timeanimageisviewed,traded,printedordownloaded,thechildinthatimageisbeingvictimizedagain.
ManhattanDistrictAttorneyCyrusR.Vance,Jr.,said:Imagesofchildsexualassaultcapturerealcrimes
beingcommittedagainstrealchildren.Eachtimethatoneoftheserecordingsofaviolentsexualassaultis
downloadedandviewedbyastrangerovertheInternet,thatchildisbeingvictimizedalloveragain.Crimes
againstchildrenareunforgivable,especiallythoseperpetratedbyindividualsinpositionsoftrust.Ithankour

Internetsurveillanceinitiativesbylawenforcementtoprotectchildrenfromsexualpredators.Eachofthese
defendantsfiveofwhompresentlyhavecasespendinginKingsCountyisresponsibleforrevictimizing
thechildrenwhoappearinthesedespicablevideoseachtimetheyvieworsharethefiles.Thesearereal
childrenwhoseabuseandvictimizationhasbeenvideotapedfortheentertainmentofanunfortunatelylarge
populationoftwistedindividuals.IcommendHomelandSecurityInvestigationsforinitiatingOperation
Caireen.

thansadomasochisticsnufffilmsshowcasingadefenselesschildbetheyaninfant,atoddlerorateen
beingrepeatedlyrapedand/orsexuallyassaulted.Thesearevideotapedcrimesceneswatchedbypredators
lurkingintheshadowsoftheInternet.Iwanttothankmyassistant,AnnThompson,andtheagentsofICE
HomelandSecurityInvestigations(HSI)forbringingthesecrimestolightandthedefendantstojustice.
Oursuccessinthiscaseandothersimilarinvestigationsisaresultofourcloseworkwithourlaw
enforcementpartners,saidBrianSwain,actingspecialagentincharge,UnitedStatesSecretService,New
YorkFieldOffice.TheSecretServiceworkedcloselywithHSI,theNYPD,andotherlawenforcement
partnerstoshareinformationandresourcesthatultimatelyledtothearrestof71individuals.Thiscase
demonstratesthereisnosuchthingasanonymityforthoseengaginginchildexploitationandunlawfulacts.
TheDepartmentofHomelandSecurityisaskingforthepublictobewatchful,tohelpidentifythose
individualsresponsibleforchildpornography,andwerecountingonthosewithinformationtocome
forward,saidOtisE.HarrisJr.,specialagentinchargeoftheCoastGuardInvestigativeService,NewYork
FieldOffice.Nobitofinformation,nomatterhowseeminglyinsignificant,istoosmall.Eachpiecemovesus
forwardtowardjusticeanddisruptingthecrimeofchildpornography.Itisextremelyimportanttocontact
authoritieswithanyinformationregardingchildpornography.
WeapplaudtheeffortsofHSINewYorkfortheoutstandingresultsofOperationCaireen,saidJohnRyan,
presidentandCEOoftheNationalCenterforMissing&ExploitedChildren.Thesuccessofthisoperation

ArrestspredicatingOperationCaireen:
1.OnJanuary23,HSIagentsarrestedBrianFanelli,chiefoftheMountPleasantPoliceDepartment
inValhalla,NewYork.FanellihasbeenchargedwithFederalchildpornographyviolationsinthe
SouthernDistrictofNewYork.
2.OnMarch5,HSIagentsarrestedSamuelWaldman,arabbiandaninstructorofJudaicstudies,at
hisresidenceinBrooklyn.Waldmanhasbeenchargedwithpossessionofchildpornographyinthe
SouthernDistrictofNewYork.WhileutilizingtheP2Pfilesharingsystem,agentsidentified
WaldmansIPaddressasonethatofferedfordisseminationvideosofchildpornography.
HighprofilearrestsduringOperationCaireen:
3.OnApril8,KennethGardner,aregisterednurseatWestchesterCountyMedicalCenter,was
arrestedathisresidenceinAstoriaandchargedwithviolationsofNewYorkStatePenalLaw
263.15,promotingasexperformanceofachildunderage17263.11,possessinganobscenesexual
performancebyachildand263.16,possessingasexualperformancebyachild.
4.OnApril17,EduardoSalcedoUrzola,whowasworkingasanaupair,wasarrestedathis

residenceinBrooklynandchargedwithpossessionofchildpornographyunderfederallaw.This
arrestfollowedtheexecutionofasearchwarrantissuedbyaU.S.magistratejudgeintheEastern
DistrictofNewYork.WhileutilizingtheP2Pfilesharingsystem,agentsidentifiedanIPaddressat
aresidenceassociatedwithSalcedoUrzolasthatmadeknownimagesand/ormoviesofchild
pornographyavailablefordistribution.
5.OnApril28,AaronYoung,aparamedic,wasarrestedathisresidenceinQueensandcharged
underNewYorkStatelawwithpossessionofchildpornography.Thisarrestfollowedtheexecution
ofastatesearchwarrantissuedbyajudgeinQueensCounty.WhileutilizingtheP2Pfilesharing
system,agentsidentifiedanIPaddressatYoungsresidencethatmadeknownimagesand/or
moviesofchildpornographyavailablefordistribution.
6.OnApril28,YongWu,apoliceofficer,wasarrestedathisresidenceinOzoneParkandcharged
withpossessionofchildpornographyunderstatelaw.Thisarrestfollowedtheexecutionofasearch
warrantissuedbyajudgeinQueensCounty.WhileutilizingtheP2Pfilesharingsystem,agents
identifiedanIPaddressatWusresidencethatmadeknownimagesand/ormoviesofchild
pornographyavailablefordistribution.
7.OnMay9,JonathanSilber,aBoyScoutdenleaderandLittleLeaguebaseballcoach,was
arrestedathisresidenceinSuffernandchargedunderNewYorkstatelawwithpossessionofchild
pornography.Thisarrestfollowedtheexecutionofastatesearchwarrantissuedbyajudgein
RocklandCounty.WhileutilizingtheP2Pfilesharingsystem,agentsidentifiedanIPaddress
connectedtoSilberthatmadeknownimagesand/ormoviesofchildpornographyavailablefor
distribution.
SACHayesthankedtheUnitedStatesAttorneysOfficesfortheEasternandSouthernDistrictsofNew
YorktheDistrictAttorneysOfficesinQueens,Brooklyn,StatenIsland,Manhattan,andtheBronx,New
