Introduction and Overview

Following extensive negoaons with the Australian Sports Commission
(ASC), Rowing Australia (RA) has been allocated two years funding to
conduct an Adopt a School pilot program in Australia.

Aim

To increase parcipaon in rowing by engaging a wider range of schools and
school athletes in a structured and well resourced program that is safe and
ensures all growth is sustainable.

Strategies
Rowing Australia will establish an Adopt a School program that provides
selected rowing clubs with seed funding to aract non-rowing schools
(and their students), from outer metropolitan and regional areas to take
up rowing and oer each school access to structured rowing sessions,
equipment and cered coaching.

Funding

Up to $20,000 per Club, per School adopted, per year is available for successful
clubs. Max 2 years funding per Club.

Values

When fully implemented, the Adopt a School program will deliver new
rowers into a sport which:

Is equally accessible to both male and female parcipants and is a safe
and healthy acvity that is low impact and causes few injuries.
Is accessible to both able bodied people and those with a disability.
(further info on accessibility, transferring of wheelchair athletes into boats, equipment
specicaons, adequate seat strapping is available from RA)
Is a sport for life that provides a dened parcipaon pathway from
school rowing through to club and masters rowing for athletes, coaches
and ocials.
Promotes and fosters desired values such as teamwork, inclusion,
respect, cooperaon and trust.

Outcomes

Local Rowing Clubs will adopt schools in close proximity and oer them
facilies, equipment, coaching and training to students and new members.
Schools will commit to conducng an inial pilot program and then
commit in principle to oering rowing as a regular sporng acvity at
the school.
The program will provide funding to rowing clubs and club coaches the
life-blood of our sport.
All growth in the Rowing Community is sustainable as Clubs will gain new
members and new school programs will be created.

Program outline


The host Club adopts a local non-rowing schooland develops a plan
with them to take up rowing.
The target school age group is Years 9-11.
Once the Club and School agree to develop a program, a formal applicaon (that
must be endorsed by the State Rowing Associaon) is made to Rowing Australia
for program funding.
An assessment panel from RA and ASC will assess the Adopt a School
applicaonsand allocate funding on merit to successful Clubs. Funds will be
allocated directly to successful Clubs.
A Club coach (underpinned by program funding), coordinates the Program
and promotes rowing within the school and the local rowing community.
The host Club train sta and other coaches needed to operate the program
(if required) and then conducts a Go Rowing learn to row program for the new
students.
Rowing Ergometers (max 2) will be provided to each school. School sta
will then be trained in their safe and eecve use by the Club Coach.
The host Club conducts a further general rowing program that will
include parcipaon in State Associaon conducted regaas.
The school rowing program, with assistance from the host Club and State
Associaon, becomes an ongoing sports program oered to students.

and oer a full range of memberships within the club.
Have suitable and well maintained equipment.
Have accredited coaches and be able to train School sta in basic rowing
technique if needed.
Have a safe Club environment in which to run courses.
Provide supervision and on-water safety control during each session.
Follow the RA Go Rowing learn to row program to train new school athletes.

in brief

The school Principal must support the introducon of the program.
- the benets of the program to students include involvement in a dynamic
sport that is safe and inclusive of every level of ability, and one that develops
acve minds and teamwork in course parcipants.
Authorise its students to parcipate in courses at mes suitable to the school.
Assist in the conduct of the program by authorising at least one sta member
or authorised parent/guardian team member (or similar role) to assist during
the sessions.
Provide in principle commitment that rowing could be oered as an ongoing
sports program at the school.

*Should the School chose to start up its own rowing Club,
that Club must be aliated with the State Rowing Associaon.

Provisions
We, the above menoned Club and School, acknowledge that funding allocaons will be made on a program by program basis and
that funding may be withdrawn by the ASC or RA at any me. RA, the ASC, the State Associaon will not be liable in any way for any
lost income, expenses, liabilies or fees incurred in the conduct of any program, or resulng from the withdrawal of allocated fund-
ing of the program. Please note the funding guidelines and acquial requirements outlined in this program.
State Association Endorsement
We _________________________ (Rowing Associaon), understand that although the direcon, guidance and funding allocaons
for the program will be centrally determined by Rowing Australia, the actual implementaon of the Clubs program will be opera-
onally coordinated by this State Associaon. We have sighted a completed Club Safety Audit Checklist from this Club.

Funds for the Adopt a School program may be used for:

Leasing Club equipment for the program
Subsidising a new or exisng coach(es) to coordinate and manage the program;
Equipment to be used for the program (provided it is available to program members following the

Other items that are directly related to the conduct of the program.

Funds may not be used for:

Expenses or costs not directly related to the conduct of the program or to subsidise administrave sta.

Standards
Standards include:

Ensure that any Club coaches or sta engaged in the Program are suitable and fully compliant
with the Child Protecon Legislaon within the relevant State or Territory, including the
Working with Children check

The Club will adhere to guidelines as outlined in the relevant State/ Territory Legislaon or the
Rowing Australia Safe On-Water Code of Conduct for Rowing in Australia and for the pracce
of safe on-water acvies

Ensure the Coordinang coach is a currently registered NCAS Level II (or higher) coach.
Other coaches involved in the operaons of the program, must be at least a current Level 1 coach.

There are addional requirements that Clubs must
fulll to receive funding.
Primarily, Clubs must ensure they provide a safe
and healthy environment in which to conduct an
Adopt a School program.

The club must be aliated with their State Rowing Associaon,
inclusive for all and oer a full range of memberships within the club.
Have suitable and well maintained equipment for up to 20 people
Have accredited coaches and be able to train School sta in basic rowing technique if needed.
The program coordinator must hold a current Level 2 NCAS and all other assisng coaches at least
Level 1. All sessions must be supervised.
Have a safe Club environment in which to run courses. The RA Club Safety Assessment Checklist
informaon is detailed on page 13.
Ensure adequate on-water safety control during each session by abiding by the Safe On-Water
Code of Conduct for Rowing in Australia
Follow the RA Go Rowing learn to row program to train new school athletesand as outlined
on the Naonal Technical model poster (resources will be provided to Clubs if awarded funding).
At the compleon of the program parcipants should be entered in State Associaon conducted
regaas.
New members joining the Club from this program will be oered a Student Membership
(or similar reduced rate) joining fee for their rst year.
The Club (and School) must provide an evaluaon of the program and provide that report
to the relevant State Associaon.

* Under RAs Naonal Insurance Scheme, all aliated Clubs are provided with automac Professional Indemnity
and Public Liability Insurance. Group Personal Accident (coverage for Club individuals in the event of an
accident related to Club acvity) is available through the State Associaon.
* Should any course involve parcipaon of disabled athletes or athletes with special needs, the RA Adapve
Development Coordinator can provide assistance and informaon. Contact the RA oce for further assistance.
