Republic ct No! (&)* is an act establishing the National Service Training Program or NSTP
+for tertiary level students, amending for the purpose Republic ct No! -.-- and PD No! &-.)!

The National Service Training Program +NSTP, is defined under Republic ct No!
(&)*/ section */ as a program aimed at enhancing civic consciousness and defense
preparedness in the youth by developing the ethics of service and patriotism #hile
undergoing training in any of its three program components!

Since NSTP is training/ civic consciousness can be enhanced by doing community immersion
#hich is an integral part of 0ivic 1elfare Training Service +01TS, and 2iteracy Training Service
+2TS, #hile defense preparedness is enhanced through the Reserve 3fficer Training 0orps +R3T0,!

01TS and 2TS deal #ith civic enhancement #hile R3T0 focuses on defense or military
preparedness! To understand further/ section * of Republic ct No! (&)*/ the program components of
NSTP are defined as4
a! Reserve 3fficer Training 0orps 5 refers to the program component institutionali6ed under Sections
*7 and *( of Republic ct No! -.--/ designed to provide military training to tertiary level students in
order to motivate/ train/ organi6e/ and mobili6e them for national defense preparedness;
b! 2iteracy Training Service 5 refers to the program component designed to train students to teach
literacy and numeracy s$ills to school children/ out of school youths/ and other segments of the
society in need of their services; and/
c! 0ivic 1elfare Training Service 5 refers to the program component or activities contributory to the
general #elfare and the betterment of life for the members of the community or the enhancement of
its facilities/ especially those devoted to improving health/ education/ environment/ entrepreneurship/
safety/ recreation/ and moral of the citi6enry and other social #elfare services!
These three components differ in speciali6ation! R3T0 focuses on the military science
training #herein students are trained in preparation for #ar/ #hile 01TS and 2TS deal #ith civic
enhancement through community immersion programs! The difference bet#een 2TS and 01TS is
the program implementation! 2iteracy Training Service is designed to train future teachers of the
nation for eradicating illiteracy of children and out of school youths/ #hile 0ivic 1elfare Training
Service is designed to promote general #elfare to the community! It is a program that enhances the
#ay of living of every person in the community!

baccalaureate degree and in at least t#o years Technical:;ocational or associate course is re'uired to
complete at least one of the three components of the NSTP as a graduation re'uirement as stipulated
in Republic ct No! (&)*/ Rule */ section <a!

=ased on Republic ct No! (&)*/ Rule */ sections <a&/ <a9 and <a*/ students #ho finished or
graduated before School 8ear 9..* and 9..< are exempted to ta$e the NSTP! lso/ exempted are
those students #ho completed any of the three components but considered freshmen to the course
#here they transferred or shifted; foreign students; and students of Philippine >erchant >arine
cademy/ Philippine National Police cademy/ and Philippine >ilitary cademy in vie# of the
special character of these institutions!

Rule )/ sections )a and )b of Republic ct No! (&)* clarified the course duration of NSTP
#herein every student shall ta$e NSTP for an academic period of t#o semesters #hich consists of *
units per semester #ith a minimum of ?< hours and a maximum of (. training hours per semester or
it can be underta$en for one summer program in lieu of the t#o semesters!

The NSTP tuition fee is paid for fifty percent off of the current tuition fee per unit of
the university! @or example/ if a student is paying Php 9..!.. tuition fee per unit for a subAect
#ith * units/ heBshe may pay Php )..!.. tuition fee! If the same student ta$es the NSTP
subAect/ the student may pay Php *..!.. only! This is in reference to Rule </ section ( of the
NSTP la# #hich states that4
CNo fees shall be collected for any of the NSTP components except basic tuition/ #hich
should not be more than fifty +?.D, percent of the charges of the school per academic unitE!
Fven though it is stipulated in the NSTP la# that only basic tuition is allo#ed to be collected/
maAority of universities are collecting other fees such as uniform as approved by proper authorities of
the university! The reason for collecting uniform fee in NSTP is for identification and safety of the
students/ since most of the NSTP Programs are done outside the university!

Fvery student #ill be given a certificate of completion #ith corresponding serial number
issued by 0"FD/ TFSD/ and DND as reflected in Rule )/ section &9 of Republic ct No! (&)*! ll
graduates of the 01TS and 2TS components of the NSTP shall belong to the National Service
Reserve 0orps +NSR0, and could be tapped by the state for literacy and civic #elfare activities
especially in times of calamities/ #hile those graduates of R3T0 shall form part of the 0iti6en rmed
@orces pursuant to Republic ct No! -.-- as stipulated in Rule ?/ sections &&a and &&c of the NSTP
