Abstract: Social peace and the peaceful resolution of conflicts in communities, largely depends
on the proposal and implementation of options for their achievement, equally dependent forward
with sufficient will and a few appropriate political, academic, financial, administrative and cultural
measures that as a whole will allow us to build a global vision, understanding and the proper
management of conflict. Promote actions to develop knowledge, skills, values and strategies
conducive to the culture of peace, including in them education and training in promoting
dialogue and consensus, the training of community leaders and public policymakers engaged
with the exercise of peace and the alternative of disputes, treatment is task proposed the
University of Carabobo begin training for conflict prevention, crisis management, the peaceful
disputes, the promotion of social peace, human rights, development and social justice.

HACIA UN NUEVO MODELO DE JUSTICIA PENAL JUVENIL
Abstract: The penal system is a critical aspect of the present-day reality of justice. That is the
reason why it is necessary to make a profound transformation in systems which do not work,
which disregard the human beings on whom these systems are applied, and which do not
provide long-lasting, true solutions.
Mediation means for the victim to be rescued from being forgotten, and for the victimizer to
avoid her or his future victimization or stigmatization.
The proposal of giving more juridical effectiveness to consensus, which finds its foundation in
the new trends of giving crime the sense of an interpersonal conflict of the participants involved
(victim-victimizer) rather than a legal infraction, advises in favor of giving priority to the
reparation of the damage caused by the offense.- The opportunity criterion gives priority to
other solutions over the application of punishment. In the face of this reality, a new
paradigm has started to be formed, the one of Restoring or Restorative Justice, centering its
attention in undertaking penal action on the lines of improving the reparation of the damage
caused and reeducating the person who caused the offense so that in the future new
undesirable acts for the individual or the community can be avoided.

COMITÉS DE GESTIÓN DE CONFLICTOS: NUEVAS HERRAMIENTAS PARA LA
GOBERNABILIDAD
Abstract: The present paper offers the experience of the Mediation Center of the City of Villa
María, Córdoba, Argentina. It gives an account of the characteristics of the City, and provides a
description of the legal frames that made the institutionalization of mediation in the city possible.
Next, it refers to the development of the iniciative, acknowledging the situation previous to the
implementation, the problems in which the Center would intervene, and the general and specific
objectives of the program. It also includes a school mediation project, to expand the services
offered at the Center, and another proposal to improve governance: the efficient conflict
management in the public sphere through the creation of conflict management boards at a
government level. To conclude, the paper details expected achievements.

What if Mediators Designed Courts?
The Theory of U and Non – Adversarial Judging.
Abstract: In this presentation the authors explore how profound changes are taking place and
can take place in traditional court systems to replace adversarial concepts of justice with non-
adversarial approaches. They examine not only the theories and skills behind such changes but
also consider the personal qualities needed by judges and other participants in such a changed
system. With particular attention paid to developments in Canada and particularly British
Columbia the authors describe recent procedural reform proposals and theoretical guides to
help understand how civil justice systems can build on mediation and case management
reforms in the courts to achieve sustainable justice for citizens using the courts.

Abstract No2: La mediación ha demostrado ser un mecanismo adecuado para resolver las
controversias que las partes implicadas hablar y decidir cómo proceder ante un problema. Por
lo tanto, la aplicación de la mediación en los ámbitos de la sociedad se propone fomentar la
participación de las personas en la resolución de conflictos, fuera del cual todos son
considerados aptos y capaces de construir el consenso mediante el diálogo y la cooperación, y
establecer alianzas en común y la búsqueda de soluciones mutuamente satisfactorias. Típico
ejemplo de ello es el Centro de Mediación Comunitaria de la Parangaba, un proyecto del
gobierno del estado de Ceará, que alienta la práctica de la mediación, el estudio de caso, la
comunidad, lo que representa un mecanismo democrático que contribuya al acceso a la
justicia, a la reducción de la exclusión social y, por ende, para promover la paz.
Anne Wu a Special Political Advisor to the Department of Political Affairs of the United
Nations Secretariat. She is a joint International Security Program/Project on Managing
the Atom Research Associate at the Belfer Center for Science and International Affairs
of Harvard University’s Kennedy School of Government. She was a joint International
Security Program/Project on Managing the Atom research fellow from 2004–2007.
Prior to joining Harvard University, she was a diplomat serving as the Director of the
Political & Press Division in the Embassy of China to Singapore and the chief analyst of
the Asian Department of Ministry of Foreign Affairs of China. Her work covered China's
diplomacy with Asian countries and foreign policy analysis focusing on Asian-Pacific
political and security issues, multilateralism, and conflict resolution. She has published
widely, and she received her MPA degree as an Edward S. Mason Fellow of Harvard
University’s Kennedy School of Government.
Abstract: When you google “Buddhism and mediation”, you would get few results and the
website reverts you to “Buddhism and meditation”. Barely any in-depth and comprehensive
research has been done so far on the wisdom of Buddhism has to offer to mediation. This paper
examines the importance of Buddhist tradition, culture, theories and practices to mediation
particularly in the Asian context, as well as how these wisdoms can be applied to peacemaking
in a world ridden by conflicts.
The tradition of Buddhism teaches the fundamentals of mediation: spirit of peace, understanding
and open-mindedness. In the 2,500-year history of Buddhism, there is not a single example of
persecution or the shedding of a drop of blood in converting people to Buddhism, or in it
propagation. It spread peacefully all over the continent of Asia, Violence in any form, under any
pretext whatsoever, is absolutely against the teaching of Buddha. With such guiding principles
and the mind-set like a Buddha, mediators will be more able to resonate passionately with their
mission—which is to maintain peaceful and mutually-accommodating relationship between
people and nations, and they are easier to build empathy with disputants’ sufferings and find
nobleness and fulfillment in their mission. In addition, mediator will be also easier to be open to
different opinions and options, maintain fairness between disputing parties, and strive for
mutually beneficial solutions.
The Buddhism principle of harmony is tremendously helpful for mediation. The harmony here
does not simply mean harmony in terms of human and nation-to-nation relationship. Equally if
not more importantly, it means harmony between human and nature, and harmony between
one’s mind and thought. Such spirits are important for mediators, in their practices, to develop
constructive and balanced solutions instead of resorting to coercive means and imposing their
proposals. Also, mediators would aim for high—not only trying to resolving disputes or conflicts
—but also looking at what solutions would be in the best interest of a society, a country and the
world, and therefore expand the value and maximize the potential of mediation. A Buddha’s
mind is all what mediators would aspire for: calm, active, pure, full of compassion and wisdom, a
truly liberated mind that nothing could disturb. Mediation process is always full of troubles with
irritations and disruptions from various fronts. If mediators could not keep a Zen Hall in their
minds, hardly could they intentionally plant the positive seeds or thoughts and build positive
energy in guiding a good outcome. Either could they maintain calmness in times of great
difficulty and high pressure and deal with them with courage, tranquility, wisdom and
persistence.
The treasures of Buddhism for a peaceful world—which mediators claim their mission to be—
should be maintained and dig out for the purpose of more effective peacemaking.

Mediadores del mundo uníos, es el momento de nuestra profesión
Abstract: ¿Es la mediación una ciencia? ¿Es la mediación una profesión? ¿Es la
mediación un modo de ganarse la vida? ¿Es la mediación todo esto? Indudablemente
es todo esto y mas A medida que pasa el tiempo y arraiga en nuestras culturas se
hace necesario enfocarse en aquel que es el responsable de acercarla a la
ciudadanía. Hace unos años no nos hubiéramos hecho estas preguntas pues
estábamos ocupados en su surgimiento. Pero ya hoy es el momento de abrir espacios
para trabajar sobre el mediador, en un plano distinto al de su capacitación. Ir de lleno
al rol que ocupa en la sociedad. Pues es necesario fortalecer y dignificar este rol para
que sea visto el mediador como uno de los profesionales que trabajan los conflictos.

Abstract: (Español). Este taller trata de algunos de los desafíos que un mediador puede
experimentar en una mediación de un conflicto del lugar de trabajo. Sobretodo los focos del
taller en dos circunstancias: En primer lugar un mediador puede hacer frente a los dilemas y/o a
las paradojas que pueden hacerlo muy difícil para él solucionar o disolver un conflicto o traer un
conflicto en un proceso constructivo. En segundo lugar, un mediador puede ser desafiado en su
neutralidad si uno de los partidos en un conflicto no viene realizar que él ha roto un contrato
explícito convenido en por cada uno y si esta carencia de la realización bloquea el proceso
hacia un desarrollo y una solución. Discutiremos y trabajaremos con cuando la mediación
puede no solucionar el conflicto y la gerencia tiene que tomar medidas.
Abstract: (English) This workshop deals with some of the challenges a mediator may
experience in a mediation of a workplace conflict. Above all the workshop focuses on two
circumstances. First of all a mediator may face dilemmas and/or paradoxes which can make it
very difficult for him either to solve or dissolve a conflict or to bring a conflict into a constructive
process. Secondly, a mediator can be challenged on his neutrality if one of the parties in a
conflict doesn’t come to realize that he has broken an explicit contract agreed upon by everyone
and if this lack of realization blocks the process towards a development and a solution.
We shall discuss and work with when mediation may not solve the conflict and management
has to take action.

Abstract (Español): Durante el año 2003 surge un cambio en la justicia venezolana, en los
tribunales del trabajo, una nueva forma de dirimir conflictos de intereses surgidos entre
trabajadores y empleadores, precisamente la entrada en vigencia de una nueva ley, la Ley
Orgánica Procesal del Trabajo, incluyó en ella la utilización por parte de los tribunales laborales
los métodos alternos de resolución de conflicto, siguiendo el mandato constitucional de 1.999.
La nueva forma de dirimir conflictos en materia laboral conlleva la utilización específicamente
de la mediación, como método alterno de resolución de conflictos, inserta dentro de las fases
del proceso judicial laboral venezolano.
El proceso laboral venezolano, en primera instancia comparte dos fases bien diferenciadas,
una primera conocida como de sustanciación y mediación, y otra propiamente llamada de
juicio, con la actuación de dos tribunales independientes y autónomos en cada una de las
fases. La etapa primigenia, o primera fase, está a cargo de un Tribunal de Sustanciación y
Mediación, dirigida por un juez de mediación, quien haciendo honor a su nombre y en
cumplimiento de la ley, prima fase cumple con la obligación de utilizar la mediación como
método alterno de resolución de conflictos. La mediación es utilizada por parte de los tribunales
del trabajo en Venezuela en una primera audiencia llamada Audiencia Preliminar, donde
obligatoriamente todos los justiciables deben asistir, y el juez preliminar o juez de mediación
procurará que las partes involucradas en el conflicto diriman el mismo con el uso de dicho
método de resolución de conflictos.
Abstract (English) In 2003 comes a change in the Venezuelan justice in the tribunals, a new
way of resolving conflicts of interest arising between employers and workers, precisely the
coming into date of a new law, the Labor Litigation Organic Law included it's use by industrial
tribunals alternative methods of conflict resolution, following the constitutional order of 1,999.
The new way of settling labor disputes specifically involves the use of mediation as an
alternative dispute resolution, inserted into the phases of the Venezuelan labor judicial process.
Venezuelan labor process, first of all shares two distinct phases, first known as substantiation
and mediation, and a proper trial call with the performance of two independent and autonomous
courts in each of the phases.The primitive stage, or first stage, is headed by a Court of Conduct
and Mediation, led by a mediating judge, who in honor to his name and in compliance with the
law, prima faze fulfills the obligation to use mediation as an alternate method of conflict
resolution. Mediation is used by the labor courts in Venezuela in a first hearing called a
preliminary hearing, where all individuals are obliged to attend, and the preliminary judge or
justice of the mediation shall ensure that the different parts in the conflict will settle with the use
of this method of conflict resolution.

Abstract: El hombre se encuentra hoy ante un dilema buscando nuevos caminos, nuevos
lenguajes que se adecuen al cambio cultural que se ha ido operando.
Hoy se habla de retomar el protagonismo, volver a los principios de cooperación, de
participación y desterrar el individualismo que se apoderó de muchas generaciones. La
globalización y la modernidad ha impactado en varios niveles: económico, social, cultural y
familiar y en el medio ambiente. La era que nos toca vivir es evidentemente de reformas de tipo
legal e interés social en los modos en que la gente maneja sus diferencias y la mediación, se
han convertido en un prominente tema de debate y de cambios en las políticas públicas.
Estamos en el cambio de paradigma. La participación es un acto de responsabilidad social, un
desafío que debe asumirse para tratar de vivir en un mundo mejor.
Abstract (English) The man now faces a dilemma to find new paths, new languages that are
appropriate to the cultural change that has been operating. This is about to resume the role,
returning to the principles of cooperation, participation and banish individualism that gripped
many generations. Globalization and modernity has impacted on several levels: economic,
social, cultural and family and the environment. The era in which we live is obviously of legal
reform and social interest in the ways that people handle their disputes and mediation, have
become a prominent topic of debate and changes in public policy. We are in the shift.
Participation is an act of social responsibility, a challenge that needs to be taken to try to live in
a better world.

Abstract (French) En 2007, un projet de médiation urbaine est implanté dans le centre ville de
Montréal dans le but très précis de trouver une alternative à la judiciarisation des personnes en
situation d’itinérance. L’évaluation de l’implantation de ce projet que nous avons menée
récemment révèle la présence de nombreuses difficultés. Notre communication vise à présenter
et analyser ces difficultés de manière à proposer un certain nombre de paramètres dont il faut
tenir compte pour démarrer un projet similaire. Nous aurons en particulier l’occasion de parler
des considérations théoriques et pratiques entourant le développement des pratiques de
médiation sociale.

Abstract: It is important to highlight that the inclusion of the Alternate Means of Solution of
Conflicts in the Venezuelan Constitution of the Bolivarian Republic of Venezuela of 1999, in its
article 258 establishes that:"The Law shall promote the arbitration, conciliation, mediation and
any other alternate means for the solution of conflicts”. This present proposal and consideration
is a product of distinct doctrines and regulations in force in Latin America, and it translates into
an initiative, at national levels of the Centers for the Mediation and Solution of Conflicts as a real
alternative within the Venezuelan society in order to ease the functioning of the ordinary courts
of justice and to guaranty the culture of peace and it reduces to tolerable levels the procedural
loads of the Venezuelan State including all the dissatisfaction experienced by the citizens
because of the traditional services, providing a satisfactory solution of the controversies for the
leading parties in the process, and favoring the communicative practices that ease
understanding and dialogues as well.

Abstract: Es una iniciativa de la Alcaldía del Municipio Chacao que brinda un servicio integral a
la comunidad y permite a los ciudadanos la posibilidad de acceder a la justicia en forma
gratuita, imparcial y transparente. La función de la Dirección de Justicia Municipal consiste
en aplicar y difundir los Medios Alternativos de Resolución de Conflictos para hacer valer
los derechos e intereses de todo ciudadano independientemente de la zona en la cual habiten
para solventar así los problemas comunitarios. Esta Dirección, creada en el año 2001, ha sido
la única persona de Derecho Público que ha implementado con éxito la mediación comunitaria
junto con la justicia de paz y mediación familiar en todo el país, logrando conformar así, en sus
9 años de funcionamiento como promotores de justicia popular, un equipo de 30 Abogados
especialistas en la materia y más de 100 jueces de paz electos al servicio de la comunidad.
Abstract: It’s an initiative put forth by the Municipality of Chacao that allows citizens the
possibility of accessing justice in a free, impartial, and transparent way. The Municipal
Justice Department uses Alternative Means of Conflict Resolution to solve community
dilemmas and conflicts. Its main objective is to guarantee the safeguard of all citizens’ rights—
independently of the area of residence. This Department, created in 2001, has been the only
public institution to successfully implement communitarian mediation, a justice of peace
program, and family mediation within the entire country. After nine years of promoting Justice,
this Department now consists of 30 fulltime lawyers who are specialized in Alternative Means of
Conflict Resolution and Mediation, as well as over 100 elected Judges of Peace.

Abstract. El taller que se plantea tiene como objetivo general, mostrar el potencial de la
metodología del Coaching en la Gestión de Conflictos Empresariales, entendiendo el Coaching
Empresarial como un proceso que se enfoca en desarrollar las competencias de las personas
para obtener resultados óptimos en su desempeño laboral. El Coach en Gestión de Conflictos
Empresariales trabaja con las siguientes competencias: conocimientos teóricos, flexibilidad,
autocontrol, negociación, comunicación y autoaprendizaje. A tales efectos se desarrollarán los
siguientes objetivos específicos: 1.- Construir el concepto de Coaching, 2.- Definir cada
competencia y 3.- Desarrollar una práctica de Coaching.

La Implantación Del Servicio de Mediación de Conflictos en
La Defensoría Pública del Estado de Río Grande do Sul –

Abstract. We shall approach the process of construction of the Conflict Resolution profession,
which has been constituted as an autonomous discipline. This general name, ranges over different
practices of professions that aim to resolve conflicts pacifically, such as: Mediation, Negotiation,
Arbitration, Conciliation, Facilitation, among others. We define a profession as a specialized
working activity, whose professionals are trained in University. Our proposal is the following: There
are certain conflicts that, due to their complexity, intensity and social dimension, require the
necessary intervention of a professional graduate in order to be resolved. A colleague who
practices this profession is known as a peacemaker.

Abstract. The UCLA (Venezuela) has developed a series of research-action projects aimed at
developing social values, attitudes, knowledge and capabilities among communal leaders in order to
empower them in coping with conflicts and the development of favorable conditions for “pacific
coexistence”. Therefore, diagnosis have been conducted in diverse regional communities detecting
group conflicts and perceptions as well as those social group’s implemented actions and strategies
to solve them including collateral consequences and impacts. From those findings an instructional
and successive social intervention programs have been implemented as instruments to narrow the
gap between the conflict solving performance of regional communities and the theoretical goals´s
framework.

Abstract: A Audiência Híbrida é uma audiência onde estão presentes o juiz, as partes
litigantes, os advogados e mediadores. Cada um tem sua função nesse grupo de trabalho.
Participando desse grupo de trabalho pudemos constatar o quanto o momento pode ser pleno
de potencialidades mutativas e transformadoras a todos os participantes. O objetivo “acordo” a
ser buscado nos parece importante, mas “novas configurações” parece-nos ainda mais
importante. A nova organização que se estabelece configura muitas vezes a nova história da
família. Situado entre a lei e a emoção, o papel desempenhado pelos mediadores exige muita
criatividade. Cada audiência é única. A atenção aos gestos, às palavras e as emoções pode
auxiliar o juiz na sua tarefa. Temos visto a aceitação e mesmo pedidos cada vez maiores de
presença de mediadores em audiências. Também muito importante as mediações derivadas
ocorridas durante o processo judicial, apenas com a presença das partes e dos mediados.
Abstract: Mediación transformativa. Sabemos que el Psicoanálisis se ha estado aplicando a
varias disciplinas, incluso en la Mediación. Sin embargo, es muy poco lo que se refleja, habida
cuenta de la riqueza de las contribuciones posibles. El Mediador psicológicamente preparado
para su tarea tiene más posibilidades de realizar un trabajo aún más grato – con menor
desgaste y útil para sus mediados. Cada Mediación exige una entrega emocional, para que se
lleve a cabo no de manera meramente técnica sino de manera a lograr la mejor transformación

Abstract. La vida de las personas con necesidades especiales puede ser un poco más
retadora que para las personas con habilidades propias e idóneas a las que estamos
acostumbrados; habilidades como hablar, caminar, comer, jugar, escribir, leer, entre otras, que
implican la interacción de un continuo conquistar de espacios en la vida. Estas realidades en
las familias conllevan de alto grado de conflictividad y se refieren al cómo manejamos y
aceptamos nuestras diferencias. Para el núcleo familiar, la discapacidad genera sentimientos
de impotencia, frustración, intolerancia, y en ese sentido la técnicas de mediación, han
resultado una herramienta óptima para el proceso de adaptación. El rol de cada integrante de
una familia, como mediador, para la aceptación es relevante y determina un clima de armonía e
integración para las personas con discapacidad, las cuales reclaman y merecen un espacio
libre y digno de vida. Esta ponencia trata de cómo la mediación ha sido practicada en el marco
de la psicología y psicopedagogía en tratamientos terapéuticos de familias integradas por

Abstract. The mediation in the persons' familiar(family) conflict with disability. The life of
the persons with special needs can be a bit more retadora that for the persons with own(proper)
and suitable skills to which we are accustomed; skills as(like) speaking, to walk, to eat, to play,
to write, to read, between(among) others, which imply the interaction of I continue conquering of
spaces in the life. These realities in the families carry of high degree of conflict and refer how we
handle and accept our differences. For the familiar(family) core(nucleus), the disability
generates feelings of impotence, frustration, intolerance, and in this sense the técnicas of
mediation, they have turned out to be an ideal tool for the process of adjustment. The role of
every member of a family, as mediator, for the acceptance is relevant and determines a climate
of harmony and integration for the persons with disability, which claim and deserve a free and

Abstract. La Formación del Docente debe tener como eje esencial para todas las
especialidades, la capacitación en Técnicas de Resolución de Conflictos, para que luego
puedan trasmitirlo a l@s alumn@s, no sólo como un contenido conceptual, sino como una
vivencia cotidiana que nace de su convencimiento personal incorporado a su estilo de vida. Si
los adultos internalizan los nuevos paradigmas que implican la resolución pacífica de los
conflictos, éstos harán aportes positivos y significativos en la actitud y abordaje de los conflictos
entre la comunidad estudiantil. Por el contrario, si no se obtiene tal apoyo, la mediación escolar
puede terminar, por considerarse un tema más del pensum de estudios, un objetivo más que
“aprender”, una "moda pasajera", y no dejará de ser, UNA ASIGNATURA PENDIENTE, lo que
sería lamentable dado que es una herramienta fundamental para la formación integral del niño,

Abstract: La mediación escolar en San Juan, Argentina, como método alternativo de
resolución de conflictos, surge como un cambio de paradigma cultural. Partiendo desde una
investigación realizada a través del Centro de Mediación, de la Unión Docentes Agremiados
Provinciales – UDAP- se visualizó grandes debilidades y amenazas de un Sistema Educativo
que no responde a las necesidades de una sociedad en conflicto y donde el docente cumple
hoy un rol en solitario. Se plantea hoy, la mediación escolar como una enseñanza específica
destinada a empoderar a los docentes dentro de la educación para la Paz.
La nueva Ley Orgánica Procesal del Trabajo ha diseñado su estructura en base a la mediación.
Encontrando así el proceso laboral, el soporte clave para la solución rápida y económica de las
situaciones conflictivas, permitiendo el desenvolvimiento de las relaciones entre patronos y
trabajadores en optimas condiciones. La Ley en su artículo 136 establece una audiencia
preliminar con una duración máxima de cuatro (4) meses y es aquí donde se faculta a un Juez
especializado, a mediar la posición de las partes, pero la mayoría de los casos se han resuelto
mucho antes de este lapso, lográndose de esta manera además de un alto índice de efectividad,
disipar considerablemente la mora judicial, creando un sistema procesal capaz de afrontar la
litigiosidad, propiciando la solución de controversias en un contexto flexible, no formal, privado
y voluntario.

Abstract. A través de la Mediación obtener una verdad acordada (superadora de las verdades
formales y materiales que dispone el juez para dictar sentencia) sustentada en la construcción
de un dialogo profundo por la cual las partes proponen las bases de ese acuerdo generando un
puente comunicacional que permite mejorar las relaciones y procurar justicia inmediata.
DESARROLLO DE LA IDEA
Hoy la problemática para llegar a esa verdad acordada es el arraigo del proceso, y pretender el
cambio a la mediación para abandonar la batalla que comenzaron las partes acompañadas por
sus letrados no es tarea fácil, ya que la relación esta muy deteriorada por el transcurso del
tiempo, por lo que la predisposición para este “nuevo proceso” (que en realidad no es tan
nuevo) se ve entorpecida, con esta errónea idea que se tiene sobre lograr justicia efectiva.
CONCLUSION
Considero que en la vida jurídica debemos empezar a concientizar acerca de la necesidad de
que la mediación sea instrumentada como una Medida Preliminar antes de la traba de la litis,
para poder llegar a alcanzar la verdad, la verdad acordada – por las partes- y con una justicia
efectiva a corto plazo.
Abstract. To get agreed truth troughs mediation ( surpassers of formal and material truth
judges can use to pass sentence) based on a profound dialogue during which the participants
prepare the bases of the agreement creating the mediation which will better relations and
provide inmediate justice.
Development of the idea
To get to the agreed truth is so deeprooted that is it not easy to try to change to mediation in
order to abandon the fight started by participants and lawyers.
The relationship is in so bad condition due to course of time thatthe new process( in fact no so
new) is sloweddown by the wrong idea everybody has of an effective justice.
Summings up
I think that is regards legal systems we must commence to increase people´s awareness
about the need that mediation be a preliminary measure before judgment begins so as to
reach truth, the agreed truth and ineffective justice by the participants in a short term.
