Introduction
It was an ambitious plan pushed through by the former Malaysian leader,
Tun Dr. Mahathir Mohamad, to have made the decision that all Malaysian
children should be taught mathematics and science in English. The national
education policy change for the Pengajaran Dan Pembelajaran Sains Dan
Matematik (PPSMI) was announced after the supreme ministry council
meeting on 19
th
July 2002 (Ian McKinnon, 2008).
Under this new education policy, the subjects of mathematics and science
will be taught and accessed in English. The commencement of the PPSMI
was done in phases and was first introduced during the school session in the
year 2003 and the pioneers were all standard 1 students in primary school
and form 1 students for secondary school including lower 6 ( A-levels Year
One) students. The final phase for the PPSMI for the secondary schools will
be in 2007 and for the primary school, 2008.

In the interim year students will be allowed to answer in the public
examination in Bahasa Melayu and/or English. However in the year 2008, all
National papers for mathematics and Science will be offered only in English
(Hannah Pillay, 2003)
The Ministry of Education felt that it was crucial to change the medium of
language for these subjects from Bahasa Melayu to English in order to
develop professional human workforce needed to push the nation into a
developed country status and equip the younger generation with the
knowledge to compete effectively in the era of globalization (Ministry of
Education, 2002).
Under the Bahagian Pendidikan Guru (BPG) the English Teaching for
Mathematics and Science (ETeMS) is proposed to be the provisional
measure to ensure that the teachers of mathematics and science (MST) are
fully equipped to use English effectively as a medium of instruction (Portal
Pendidikan Utusan, 2002). As the duration of interaction is limited for the
MST teachers to fully develop and adapt to the new education policy,
ETeMS can be further developed as the support mechanism to encourage
the MST to further develop their English language proficiency.
The task of planning and designing the training modules for ETeMS Phase 1
and 2, Cohorts 1 and 2 the MST falls under the English Language Teaching
Centre of Malaysia (ELTC). After having finished the ETeMS modules, the
Mathematics and science teacher (MST) are supervised under the ETeMS
Buddy Support System . In this system, the MST would then cooperate and
be facilitated by their own fellow school English teacher. This way, the
training for the MST is hoped to be fully optimized. In this context, the school
should have the role in identifying the MST involved in the ETeMS modules.
The change in the national education policy would require a resource of a
massive scale. Therefore, it is announced by the Prime Minister in the
national budget for 2003, that the government would allocate a RM5 billion
budget between the years 2002- 2008 for implementing the policy to teach
Mathematics and Science in English (Hannah Pillay,2003).


The main concern regarding the change of the national education policy is
the distribution of the human resource which is in the numbers of
Mathematics and Science teachers who can teach in English. It cannot be
denied that there is an uneven distribution number of teacher competent in
English throughout the schools in the country (Hannah Pillay,2003). These
teachers need training in order for them to adapt to their new syllabus.
A major concerns regarding training the teachers include the low number of
teachers competent in English. This is a result of number of teacher
voluntary forced by their schools to join the PPSMI program in order to fulfill
the quota given to them by the Ministry of Education. Some schools even
include teachers teaching religious studies for the program. Therefore, it is
found that these are the factor which brings down the number of English
proficient teachers (Utusan Malaysia, 3 Sept 2008).
Another major concern is the limited training duration allocated to training the
MST in English. Currently, the programs that are available in order to train
the teachers in English include the Self Learning Package developed by the
Ministry of Education which includes ETeMS courses and the Buddy support
System Program (Noraini Idris et al, 2006). Although with the implementation
of these programs, there is no certain answer for the level English
proficiency MST achieved after the teachers had undergone the program.
With the use of a computer based training system (CBT), MST learning
communities can be brought, trained, accessed and evaluated together. An
online CBT for the Mathematics and Science Teachers can be used under
the ETeMS program as a language training medium. With an online system,
it is easier for the Ministry of Education to continuously develop the progress
of the MST. Syllabus updates regarding the training can be updated and
accessed at any given time. Tests and evaluation of the MST can also be
done and results can be made into statistical analysis in which determines
the number of English proficient MST. With the use of online training system,
individuals not only learn from other individuals but also where the
community itself learns as a group (Tu & Corry, 2002).


Multimedia can be used to integrate the process of human learning and its
characteristics on instructional guidelines. Elements of multimedia can be
used effectively in engaging the training process for the MST as it is
interactive and enables both the the trainers and the trainee to control the
content flow of the information (Vaughn, 2004). Currently the specific online
ETeMS training system that can be found under the Ministry of Education is
limited and incomplete ( Utusan Tutor, 2003). It is also proposed that more
interactive internet based learning through freeware is needed as it helps in
the pedagogical approach and for evaluation activities (Choong Kam
Foong,2002).

Background

Developing an interactive online multimedia training system for EteMs is no
means task as it involves a team of experts which includes the instructional
designer(s) who is involved in managing and determining the guidelines that
can be used in the online training system. With the online EteMS teacher
training system, other programs under the EteMS can be intergrated into the
system. This includes the Buddy Support System, the Language
Improvement System (LIPS) as well as to combining and adapting the
English as a Second Language (ESL) teachers courses with the ETeMS
program.
By setting up the scope and the target user, this prototype online training
program can be evaluated and can be further developed to a larger scale in
due time. It is proposed that the initial target user should be constricted to the
Kursus Perguruan Lepasan Ijazah (KPLI) trainee teachers as the their age
group of of 22- 35 years old is more computer literate and can be
experimented under the Praktikum Program in which the teachers can
engage in a full classroom setting with students where improvement results
due to implementing the system can be evaluated (Lawrence Aloysius Aeria
et al, 2007).

Project Aims and Objectives
Project Aims
The main aim of this research is to deliver a practicable model of how to
use multimedia elements effectively to improve the ETeMS teacher
training process through an online training system.


Project Objectives
There are several objectives to achieve expected project aim:
Gather and analyze data and evaluate the existing design guidelines
for online ETeMS online training system.
Examine and improve the existing instructional design for multimedia
found in ETeMS current program
Analyze the pedagogical, human computer interaction and
groupware factors and communication theory for design multimedia
materials for training system.
Compare the proposed design guideline with existing guideline
Test and evaluate the effectiveness of the implemented online
ETeMS training system.

Intellectual difficulties
During a research following challenges can take place:
The risk of the national educational policy rebuke due to the change
of the government cabinet line-up. However given the timeframe of
this research being done and the timeframe of the National
Examination, it is unlikely that the government would change the
policy in a short time of period.
Likeness if this research being already done and is no longer need to
follow this research. This research paper can be used as an
additional material to push the implementation of PPSMI and also as
help the ministry of education in creating new ideas to train the MST.

Research Programme
The following methodology will be used throughout the project.
Stage 1
Collection of information use various resource like secondary
research such as books, articles, journals, periodicals and Internet
sources, and primary research (interview and questionnaires).

Analyses of gathered information sorts out unnecessary data,
classify the collected data in order to structure the information in a
logical manner, and then indicate the most relevant data.

Stage 2

Identify the user group the guideline for the system will be catered
and evaluated to the KPLI trainee teachers.
Preparation of questions for interview with respondent for testing
proposed guidelines.

Stage 3
Analyse
Stage 4
Produce final document plan, structure and write up to delivery all
finding and observation materials.
Identify directions of the further work to offer feasible ways to
evaluate suggested solution.



Deliverables
The final product at the end of the research will be an instructional design
guideline for ETeMS online teacher training system.

To successfully complete this project the following resources are required
Access to a personal computer with internet connectivity
Access to college or public library
Access to the Bahagian Pendidikan Guru (BPG) under the Ministry of
Education
Access to individuals or public figures with sound knowledge in the
research area
Access to Kursus Perguruan Lepasan Ijazah (KPLI) trainee teachers
under the Praktikum program.
