Dear Secretary Myers:

r am writing to request participation in the Delegation of Authority Program pursuant to 287 (g)
of the Immigration and Naturalization Act. Given our past relationship \"rith ICE, this partnership
will enable us to better serve and meet the needs of the residents of Arizona and Pima County.

[ have been in communication with your office in Tucson. Assistant Special Agent in Charge,
bl(6), (b 7)(C) has been very helpful and encouraging. With his advice I am proposing the
following:

• Train two (2) Officers for the Pima County Jail, located in
Tucson, Arizona .

• Train six (6) Deputies and one (1) Sergeant from the newl y
funned Pima County Sberi..ff's Department Border Crime
Unit

• Train one (1) Detective for the Tucson area B.E.s.T.


squad.

This program will allow us to enter into a Memorandum of Understanding that wil1 enable us to
participate with ICE in identify ing crimi.nal illegal aliens who pose a criminal risk to the citizens
of Pima County. In addition, we can provide a class room setting at our headquarters located
1750 E. Benson Highway for the training at your convenience.

for the benefit of all.

Thank you for your interest in the 287(g) Delegation of Authority program . This letter is to
notify you that the Office of the Assistant Secretary for U,S. Immigration and Customs
Enforcement (lCE) has received your request for 287(g) Delegation of Authority training fo r
the Pima County Sheriff' s Department.

On May 1, 2007, the Program Manager for 287(g) Delegation of Authority at ICE
Headquarters forwarded your request for participation in the 287(g) program to the Special
Agent in Charge (SAC), and the Field Office Director (FaD) for the Phoenix, Arizona area of
respons ibility. TIle SAC and FOD, along with a member of your staff will need to conduct a
feasibility assessment study. After completion. the assessment will be reviewed at ICE
Headquarters and a detennination will be made to e ither accept or deny your request to
participate in the program.

Should you require information concerning the status of your request to participate in the
287(g) program, your local ICE point of contact for Phoenix, Arizona is Deputy Special Agent
in Charge (DSAC) Troy Henley. DSAC Henley can be reached at (602) 514-7392. Thank you
