You probably advanced to far ahead in the story line. As soon as "Sherri" escape
d immediately go to "Balmamusa". If you did the events at "Barnicia" it may be t
o late.
Btw it must be a rainy day when you arrive at "Balmamusa" and even then it's not
guaranteed. You have to keep trying on and off "Balmamusa" on the map till the
scene occurs.

sherri will still show up until you have gone through the castle events that lea
d to either recruiting catiua or getting the lord class.
the stormy condition rarely procs in balmamusa. its much easier to get into a ba
ttle in the xeod moors, use a horn of savages, retreat and then immediately go t
o balmamusa imo.
of course, if youre going for the no retreat title then thats a problem...

I usually don't retreat after forcing weather conditions. I prefer to use the Ha
rp/Horn just before beating the final enemy. It's only frustrating if I forget t
o do so...

you can go that route too. i dont find the xeod moors a very convenient grind sp
ot though. and if you head further out the storm will probably fade before you g
et back to balmamusa. :/
