Dear Commissioner XXX:

It is my pleasure to welcome you to Florida for Cares Blue Ribbon Commission. As the Chair for the
Commission, I would like to take this opportunity to introduce myself. My name is Jon Mills, and I am a
former Speaker of the Florida House and Dean Emeritus of the Levin School of Law at the University of
Florida. I had the privilege of participating in the drafting of this amendment and arguing the case before
the Florida Supreme Court.

Florida for Cares Blue Ribbon Commission will provide research, expert opinions, and feedback on a
wide range on medical marijuana issues. The Commission is composed of legal experts, patient
advocates, health experts, business leaders, and government representatives, with the goal to draft
model legislation for the implementation of amendment 2. I am enthusiastic about the challenges ahead
and plan to be active and interactive in my role as Chair.
