Biju Krushak Kalyan Yojana ( BKKY) , the ambitious health insurance scheme of
Government of Odisha for farmer families is put to first track as Chief Secretary Sri Jugal
Kishore Mohapatra takes a video conferencing with Collectors today in secretariat conference hall.
Discussing with Collectors about operational procedures of the scheme Chief Secretary Sri
Mohapatra has categorically mentioned that this an inclusive programme for universal health
coverage of the farmers families, and as such, should be implemented with liberal inclusive
approach. Sri Mohapatra said that exclusion should be minimized to the extent possible.
Discussion over the conferencing reveal that as per provisions of the scheme all families
living on agriculture, horticulture, sericulture, pisciculture, animal husbandry, fishing and allied
activities except the Income tax payers or assesses are eligible to be enrolled under the scheme.
The landless agricultural laborers are also eligible for enrolment. The Principal Secretary
Agriculture Sri Rajesh Verma joining the conference said that this is a time bound programme and
Collectors should complete all preliminary preparations to take up the work in a campaign mode.
Pr. Secretary told that the Forms for enrolment will be supplied very soon to all the districts.
BKKY will have two streams. Stream-1 will cover all the farmer families who are not
beneficiaries under RSBY( Rastriya Swasthya Bima Yojana) and Stream-II will cover the farmer
families who are covered under RSBY. Up to five members of a farmer family will be provided
the insurance coverage. The cover will be up to one lakh per family per year. Both the Govt. and
private hospitals empanelled under OSTF and RSBY will be deemed to be empanelled under
BKKY.
The Krushak Sathi of Agriculture Dept will identify the farmers. and the Village
Agriculture Worker / Agricultural Overseer who will work as FKO ( Field Key Officer) will
approve the list. The beneficiaries from animal husbandry, sericulture, fishing etc will be
identified by concerned filed officials. Smart cards will be provided to all the enrolled families.
The members of the farmer families enrolled under the scheme will be provided cashless treatment
in the empanelled hospitals. The hospitals will provide the costs of treatment and surgery which
will be reimbursed to them.
District Level Grievance Redressal Committees will be constituted in each district with
District Magistrate or ADM as Chairman, District Key manager as Convener, Chief District
Medical Officer and Representative of the concerned Insurance Company as the members. The
Director , agriculture Sri S. Gopalan joining the Chief Secretary in Conference told that The
Deputy Director of Agriculture has been designated as District Key Manager at district level and
he shall look in to overall implementation of BKKY in his district. Sri Gopalan has also told that
smart cards will be provided to the ensured families on the same day or the next day of
registration. Turnover of all members of the Family to enrolment center was emphasized in the
meeting. The Collectors and FKOs were asked to intensify mobilization of farmer families for
enrolment.
