IAL has launched the Training and Adult Education (TAE) Professional Competency Model to empower

Continuing Education and Training (CET) practitioners with the means to navigate their professional and career
development options.
The Model covers four key job categories as it takes into account the reality that often in organisations, an
individual could take on more than one role in a single job description (inter-mobility), e.g. Human Resource
Development Manager with training responsibilities, and different functions within one job role (intra-functional
mobility), e.g. an Adult Educator can be a trainer, courseware developer and assessor all in one.
The four key job categories are:

Adult Education - relates to the direct activities of development and training for the continuing
education and training (CET) of the workforce, which may include analysis, design, development,
facilitation and assessment. Some typical job titles include: Facilitator, Assessor and Instructional
Designer.
Training Management - relates to the management of a training institution as its core business
function. This includes the management of programmes, curriculum, assessment, training resources,
manpower, learning systems, quality assurance, compliance and administration. Some typical job
titles include: Training Manager, Educational Technologist, Business Development Manager, Quality
Assurance Manager and Training Consultant.
Human Resource Development - relates to the strategic conceptualisation of CET plans in order to
ensure that workers training needs are met, and that they are engaged and developed to better
respond to changing workplace demands. Some typical job titles include: Organisation Development
Specialist and Human Resource Development Specialist.
Workforce Development - relates to the design and conduct of research to inform practice and
policy formulation, development and implementation of competency frameworks and models,
courseware quality accreditation and audit and employment facilitation. Some typical job titles
include: Researcher, Policy Maker, Framework Developer, Programme Implementer, Quality
Assurance Manager and Career Development Facilitator.
