RLF approved for

archery hunt
Red Lake Falls -
The city of Red Lake
Falls has been approved
by the Minnesota
Department of Natural
Resources for a special
archery hunt. The main
reason for the hunt is to
control deer overpopula-
tion within city limits
due to depredation of
landscape, trees and
gardens; disease; and
traffic problems/acci-
dents.
Ten bonus permits
will be issued for the
special archery hunt,
which will be held Oct.
1-14.
Applications may be
obtained and are accept-
ed at the Red Lake
County Sheriff s Office
now through Sept. 1.
The bonus permits
are doe only and dont
count against the
statewide bag limit for

Kittson Central
Board discusses
Lancaster music
program
Hallock - On
Thursday, Aug. 7, the
Kittson Central School
Board held a special
meeting to discuss the
possibility of assisting
Lancaster with its music
program.
The Lancaster
School Districts music
director, Evan Hanson,
has resigned and taken
a position as the K-12
principal at Fisher High
School, leaving
Lancaster with a vacan-
cy.
Steve Swiontek,
Lancaster superintend-
ent, contacted Kittson
Central Superintendent
Bob Jaszczak about the
possibility of some of
Kittson Centrals staff
filling the position.
The matter had been
previously discussed at
a board meeting as just
an informational item
since the Lancaster
School was interviewing
an individual.
After it was unable
to fill the position,
Lancaster School again
contacted Kittson
Central, and the possi-
bility of new hire Julie
Nordin covering the ele-
mentary and choral
music was brought up
with Brian Pastir,
Kittson Central band
director, taking the band
portion of the position.
If Lancaster School
were willing to send its
students to Hallock for
band with Pastir going
there one day a week for
lessons, the board was
willing to support that
arrangement. The board
was agreeable to allow-
ing Nordin to cover

city offices that will be up for
election Tuesday, Nov. 4.
Argyle
Two council positions are
on the ballot in Argyle. The
candidates include incum-
bent David Gunderson,
incumbent Howard McLean
and Robert Volker.
Badger
James Rinde has filed for
reelection as Badgers
mayor. Two council positions
are on the ballot. Incumbent
Charlie Walsh and Corey
Christianson have filed.
Christianson was appointed
to the council earlier.
Brooks
Incumbent Ernest C.
Kolling filed for the mayoral
seat in Brooks. No one filed
for the two council seats on
the ballot.
Erskine
Incumbent Paul Noyes
filed for the mayoral seat in
Erskine. Incumbent Marc
Plante and Dustin Oertwich
are running for the two four-
year council seats. No one
has filed for the two-year
council seat.
Goodridge
Incumbent Dave Brown

The filing period for can-
didates seeking election to
school board closed Tuesday
night. But for two school dis-
tricts (Red Lake Falls and
Roseau), there is at least one
candidate running for every
office. In many instances,
several candidates have filed
for a small number of seats.
In Greenbush, School
District 2683, for example,
nine candidates filed for the
four offices on the ballot.
Following the close of the
filing period, candidates still
had another 24 hours to
withdraw if they so chose.
The following list was pre-
pared prior to the period to
withdraw closed.
Badger, School District
676 has three four-year
terms on the ballot and four
candidates. The candidates
are Jamie Isane, Carol
Rhen, John Bergeron, and
Jeremy Swenson.
Goodridge, School District
561, has four candidates
vying for three four-year
terms. The candidates are:
Roxann Coan, Dale
Manderud, Stacy Anderson
and Neil Jensen.
Greenbush/Middle River,
School District 2683, nine
candidates have filed for
four four-year terms.
Candidates who have filed
include: Shane Kilen, Carrie
Jo Howard, Jeff Nelson,
Jason Cervantes, Shane
Anderson, Anthony Flaten,

Progress delayed on TRF Cenex
Environmental
issues lead to delay

Progress on a new Cenex
truck stop in Thief River
Falls has been delayed and,
despite rumors, it has noth-
ing to do with the construc-
tion of a similar gas station
and convenience store in
Brooks.
The two stations are
being constructed by two dif-
ferent cooperatives. The
Brooks station will be oper-
ated by Red Lake County
Cooperative, while the Thief
River Falls station will be
operated by Farmers Union
Oil.
The delay in construction
of the new station along U.S.
Highway 59 on the south
side of Thief River Falls is
due to environmental issues
and construction should
resume soon.
Last week, in action relat-
ed to the project, the city of
Thief River Falls delayed the
substantial completion date
of its street and utilities
project from Sept. 12 to Oct.
15, with a final completion
date of Oct. 31. The comple-
tion dates were changed to
allow for the replacement of
0.09 acres of delineated wet-
lands that are located in the
proposed right-of-way of an
extension to the Highway 59
frontage road. That frontage
road will serve the new
Cenex station.
Last fall, Farmers Union
Oil announced plans to con-
struct a diesel and gasoline
fuel station at the site previ-
ously occupied by Home
Lumber. Farmers Union,
which already operates
Cenex stations at third and
eighth streets in Thief River
Falls, acquired the land for
the new station at an auc-
tion.
Scott Bergland, general
manager of Farmers Union
Oil, said major electrical
work has been completed on
the inside of the building.
Outside, fuel pumps and
canopies still need to be
installed. Bergland said the
actual timetable is being
determined by the general
contractor, but he figured
the project would resume
within three weeks.
Farmers Union plans to
offer a full service shop at
the site, with the capability
of working on trucks. Other
amenities currently included
in the preliminary plans are
an A & W restaurant, a deli,
a convenience store; and a
hardware store.
Progress has been delayed at the future site of a
Cenex truck stop in Thief River Falls. The delay
occurred due to environmental issues at the former
site of Home Lumber.

no evidence of criminal acts
during the handling of a
2012 incident involving a
Thief River Falls City
Council members son.
Geller had been asked by
Pennington County Attorney
Al Rogalla to review an
internal investigation of
Deputy Police Chief Craig
Mattson. In 2012, Sgt. Doug
Williams asked Pennington
County Sheriff Ray Kuznia
to investigate Mattsons
actions following an incident
involving the son of Council
Member Glen Kajewski.
Kuznia forwarded the inves-
tigation to the Hubbard
County Sheriff s Office.
(Kuznia and Mattson are
facing each other this fall in
the race of sheriff.)
Williams alleged that
Mattson interfered with evi-
dence seized during the
investigation. He also
alleged that Kajewski used
his position as a council
member to influence the
investigation. At the time,
Mattson was a steward for
the Law Enforcement Labor
Services union, which was in
contract negotiations with
the Ad-Hoc Labor
Committee. Kajewski serves
on the committee.
On Aug. 3, 2012, Geller
wrote to Rogalla, I will note
that, after reviewing the
entire matter, I do not
understand why this matter
was criminally investigated
instead of being turned over
to the local agency for review
of possible policy and proce-
dure violations. The amount
of resources that were used
by the Hubbard County
Sheriff s Office and my office
could have and should have
been avoided in my opinion.
The Northern Watch
requested public documents
related to the investigation
after a Law Enforcement
Study Group meeting
Monday, Aug. 11. At the
start of that meeting and
without warning, Council
Member Rachel
Prudhomme, an attorney,
requested that Kajewski
leave the meeting due to a
conflict of interest. She
referred to a Hubbard
County investigation in
which she alleged Kajewski
hindered criminal prosecu-
tion of his son, Erik, in a
drug case. Both Prudhomme
and Kajewski are up for elec-
tion this year.
After uttering an exple-
tive twice and saying she
should talk to the attorneys
who handled the matter,
Kajewski left the meeting.
He returned after consulting
with City Attorney Paul
Ihle. Kajewski reported later
that Ihle told him there was
no conflict of interest. If
there were a conflict,
Kajewski said Ihle indicated
that he could still attend the
meeting but not participate
in the discussion.
At the time, the study
group, which includes two
Pennington County commis-
sioners, was planning to dis-
cuss the possibility of joining
a regional Violence
Prevention Task Force. The
task force handles the
enforcement of drug and
other violent crimes.
Evidence room reforms
were also on the agenda. The
latter subject has been

The comments published in this column are intended to

A letter to Dave
Dear Dave,
My last month has been
spent ascending and
descending a ladder, Dave. I
have assigned myself the
task of removing all wooden
siding from my shop, replac-
ing it with oriented strand
board (OSB) and then cover-
ing it will steel. It seems to
me that if I could just stay
on the ladder and work, the
task would be soon com-
plete. As it is, I have to
descend to cut boards or
retrieve a fallen hammer,
then face a fear of heights
that creates great tension
when I return to the ladder
for my ascent. After about
three weeks, I have now
removed all siding, covered
the structure in OSB and
finally wrapped the struc-
ture in Tyvek. I think my
greatest satisfaction came
when the truck arrived yes-
terday to remove the demoli-
tion dumpster. We are now
ready for steel.
I mentioned my fear of
heights, Dave. I also fear
water and the drowning that
is always only six feet away
whenever water is present.
Now if you fear water, you
can learn to swim and that
should alleviate the fear. So
if I fear heights, should I
learn how to fly? I would
suggest that both fear of
heights and water are dis-
tant cousins; however, they
both have more to do with
human frailty than the
human ability to exist in
either medium. It is a com-
fort that although I fear the
sky and fear the water, I do
not fear what lies in
between.
Dave, I read that people
have a 1 in 11.5 million
chance of being attacked by
a shark. They also have a 1
in 24 million chance of being
killed in an amusement
park ride. Im not great at
math percentages, but if you
crunch these numbers, it
either means SeaWorld is
incredibly safe or incredibly
dangerous. When it comes to
worthless bits of contempla-
tion, Elmer Crump aint got
nuthin on me.
On the agriculture front,
harvest seems to me much
like football practice. You
prepare both combines and
young men over several days
in August for just a few days
of performance. In any
event, both will soon take
the field. Ive got some of
Steves cattle at my place
this year and theyve done
well. The only problem has
been a few incidents of foot
rot, but I understand it is
pretty common this year.
Steve just brought a nice-
looking little bull over last
week, so love is definitely in
the air. The cows still have
little calves with them,
which should spell r-e-s-p-o-
n-s-i-b-i-l-i-t-y, but the bull
doesnt seem to connect the
dots. I suspect every cow will
settle, although to say any-
more of the matter would
cause me to blush.

Dry weather can
equal fire danger
Its a little dry out there. The local
weather reporters have been saying
that we can expect some rain this
weekend, but it has been dry for so
many weeks that I think its forgive-
able if we eye that forecast with a little
skepticism. Its also getting very close
to harvest season and we dont want to
pray too hard for rain at this time of
the year.
Those of us who have lived in north-
western Minnesota for some time have
seen more wet years than dry. In fact,
one might wonder at the wisdom of our
forefathers for deciding to put down
roots on what is mostly swampland.
Many areas wouldnt be tillable but for
intensive drainage efforts. I think most
people would also agree that theyve
never seen more onerous public meet-
ings than those that address issues of
ditches and drainage.
But weve also seen what dry years
are like and what fire in dry years can
do in northwestern Minnesota. For a
recent example, all we have to do is
think back a couple of years. Many
small communities in the region,
specifically Karlstad, were threatened
by wildfire. In those fires, people lost
homes and other property.
Investigators suspected careless peo-
ple, and possibly an arson or arsonists.
To my recollection no one was ever
charged with a crime.
As I mentioned earlier, it has been
warm lately, and now the humidity lev-
els are dropping, and grass and under-
growth are drying up. Add some strong
winds and a match and the situation
quickly adds up to another dangerous
fire season.
I was thinking these thoughts when
I heard a story about Smokey Bears
70th anniversary. I remember watch-
ing television as a child and seeing an
image of Smokey Bear tell us, Only
You Can Prevent Forest Fires. I bet
there are a lot of us out there who can
remember that public service
announcement.
Of course, at the time, I didnt know
what the history of Smokey Bear was.
According to several resources, Smokey
Bear was first introduced to us at the
beginning of World War II when
Americans feared that an enemy
attack or sabotage could destroy our
forest resources at a time when wood
products were greatly needed.
I suspect a lot of readers are correct-
ing my use of Smokey Bear to
Smokey the Bear, but actually the
name was originally Smokey Bear.
Smokey Bear was changed to
Smokey the Bear in 1952 to accom-
modate a song and advertising cam-
paign. It has since been changed back
to Smokey Bear.
The Smokey Bear campaign has
been a very successful advertising cam-
paign, but in the eyes of some people
the campaign became too successful.
Fire has always been a natural way of
thinning undergrowth and maintain-
ing diversity and rejuvenating the for-
est. Many argue that the Smokey Bear
campaign was so successful that it
actually increased the fire danger by
allowing the undergrowth to accumu-
late. Today, many national and state
resources managers use fire as an
effective management tool. Weve writ-
ten several stories about the use of fire
as a resource management tool at
Agassiz National Wildlife Refuge, for
instance. Many farmers also use fire to
clear fields and ditches.
Its getting a little dry in northwest-
ern Minnesota and the fire danger
appears to be growing. Be careful.
Even though fire is an effective man-
agement tool, it can easily get out of
control and cause a lot of damage. And
remember, only you can prevent wild-
fires.

TRF man faces four felony charges
A Thief River Falls man
faces four felony charges
after he allegedly lured a
Newfolden man using a fake
Facebook account and then
assaulted him.
Justin Noel Lee, 27, has
been charged with felony
offenses of robbery, third
degree assault, terroristic
threats and tampering,
according to the complaint.
He was arrested.
The charges stemmed
from a

of his cell phone on the
Greenwood Trails in Thief
River Falls. A police ser-
geant noticed that the man
had been beaten severely.
He suffered a bloody nose,
bruising on his head, and
red and swollen ears. The
mans knees and arms were
covered with mud. The man
said his ribs hurt. He later
sought medical attention for
a possible broken thumb.
The man indicated that
he began talking with a
woman named Sarah
Wilson on Facebook. She
sent him a friend request,
which he accepted. They
agreed to meet later that
day at the trails.
At 3:40 p.m. Aug. 8, the
man went to the warming
shed near the trails. He then
noticed someone crouched
behind the shed. Another
man, later identified as Lee,
allegedly jumped up and
punched the man in the face
and head. The man recalled
seeing a second person hold-
ing a board in his hand.
The man fell to the
ground as Lee attempted to
grab his phone. He contin-
ued to kick the mans head
and sides. The man eventu-
ally gave Lee his phone. Lee
told him to stay there and
then left with the other per-
son.
The alleged victim said he
believed the assailant was
Lee and he believed the
other person was Lees
roommate. He said he was
friends with Lees ex-girl-
friend and Lee glares at him
each time he sees the two of
them together.
The sergeant accessed the
conversations between
Sarah and the man on
Facebook, noticing that a lot
of the conversations cen-
tered on the ex-girlfriend,
whether they were involved
romantically, how long they
were together and other
questions related to their
relationship.
A juvenile investigator
found that Sarah didnt
work at Digi-Key as stated
on the Facebook page, and
her phone number was a
Moorhead landline.
Another investigator pro-
vided the man with a photo
lineup containing a picture
of Lees roommate. He posi-
tively identified him as the
man with the board. He said
he was almost 100 percent
sure that Lee was the
assailant.
The roommate was hesi-
tant to speak with law
enforcement. He said he
would have called the police,
but he had been told that
Lee would assault him,
assault his wife and do
something to his infant child
if he said anything. He noted
he was scared that Lee
would burn down his mobile
home.
The roommate allegedly
said Lee was upset about
seeing his ex-girlfriend with
the other man. He knew that
the two of them were meet-
ing the man to talk to him.
He said he didnt know they
were going to Greenwood
Trails until they arrived
there. He said Lee then
began assaulting the man
and continued to punch and
kick him after he fell to the
ground.
The roommate said he
wanted to hit Lee to stop the
assault. He said he was
about to hit Lee with the
board when Lee asked what
he was doing. He said,
before they left, Lee told the
man to stay there and not
move. He said Lee took the
mans phone and later threw
it into the river. After giving
his statement, the roommate
asked the investigator to
protect him and his family.

sentenced for
theft from
church
A Hallock woman was
sentenced Tuesday, Aug. 12
in Kittson County District
Court after she allegedly
stole more than $1,000 from
a Hallock church.
Louise Mae Money, 43,
received a stay of adjudica-
tion for a
felony charge
of theft by
s w i n d l e ,
which was
c o n t i n u e d .
According to
online court
doc ument s ,
she was ordered to serve two
years of supervised proba-
tion as a condition of that
sentence. Money was
ordered to pay $4,354.03 in
restitution. She was ordered
to not use or possess
firearms or dangerous
weapons.
At the time of the theft,
Sheriff Kenny Hultgren said
Money used a Grace
Lutheran Church credit
card for her personal use.

to Treatments Cancer Ride
will be held rain or shine
Labor Day weekend, Aug.
29-31, at M & R Triple T
Ranch, 11394 450th St. N.E.,
Strathcona.
Fridays activities
Ride registration begins
Friday evening, with wagon
trail luminaries for sale for
$5. A Horse and Rider Fun
Run Contest will be held
from 5 p.m. until dark.
Also on Friday, a Chili
Cook-Off Contest and
Freewill Offering Chili Feast
runs from 6 to 8 p.m. Bring a
crockpot of chili to share.
Chili condiments will be pro-
vided. Prizes will be award-
ed.
At 7 p.m., a Goat Milking
Contest will be held. An
hour later, a Karaoke
Contest will be held.
Saturdays activities
On Saturday, a hot break-
fast of biscuits and gravy
will be served at 8 a.m. Then
saddle up for the short ride
(three to five miles) or the
long ride (11 miles) at 10
a.m. Lunch will then be
served.
Lawn Game Tournaments
will be held starting at 2
p.m. Saturday. Participants
must be 12 and older. The
entry fee is $5.
From 4 to 6 p.m., activi-
ties include horse rides (12
and under in the round pen
and 13 and over on the
Wagon Trail) and kids
games. Other activities
include visiting the petting
zoo, riding the infamous
bucking barrel, breaking
piatas and playing lawn
games. Wagon rides through
the luminary trail begin at 5
p.m.
The evening meal, barbe-
cue ribs and all the fixings,
will be served from 5 to 8
p.m. At 6 p.m., the Best
Dressed Cowboy and
Cowgirl Contest (bring your
child dressed to participate!)
will be held. It will be fol-
lowed by the live auction at
6:15 p.m.
The Cancer Ride
Ceremony, a program
designed to honor and
remember those who cur-
rently have or who have had
cancer, is a touching part to
the largest day of fundrais-
ing. This years speaker is
Laurel Johnson from Thief
River Falls. She has battled
cancer and lived to tell about
it. She continues to inspire
people through her music,
having written a song titled
I Have Survived. Not only
will she be speaking at the
ceremony but performing as
well.
One Night Stand will also
perform Saturday evening.
Sundays activities
Sunday morning begins
with a hot breakfast, which
is open to the public, served
from 9 to 11 a.m. It will be
followed by the Cowboy
Church Service, at which
everyone is also welcome.
Everyone is welcome to
saddle up their horses for
one last relaxing trail ride
before saying goodbye.
Primitive camping is
available. Water is provided.
All pets must be on a leash.
Prizes
Prizes will be awarded to
those people collecting cash
donations, not including the
ones listed on the T-shirts.

Trails to Treatments is a
nonprofit organization
whose mission is to assist
those in need of funding dur-
ing their treatment of can-
cer. Because most people are
not fully prepared for the
out-of-pocket expenses can-
cer treatment requires,
grants are awarded to help
defray those costs.
Volunteers are dedicated to
the long-term success of this
grant program through
ongoing donations and fund
raising efforts
Though this is the Sixth
Annual Cancer Ride, its just
three years since Trails to
Treatments was organized
by the North Country
Horsemen. Since that time,
Trails to Treatments has
awarded 151 grants that
have eased the financial bur-
dens of patients dealing with
cancer.
M&R Triple T Ranch is
located near State Highway
32. From the north, travel
one-and-a-half miles south
of Strathcona, or from the
south, travel seven miles
north of Middle River. Then
go west on County Rd 27 for
two-and-a-half miles. Signs
will be posted along
Highway 32 and along
County Road 27.

County Fair. Winner
Mariah Iverson, 8th grade
student, won the Red Star
Yeast Award for Open Class
Adult Culinary with her
Corn Bread entry, and also
won Grand Champion with
her Overnight Cinnamon
Pecan Coffee Cake. Try
them both they both
sound great to me.
Congratulations to Mariah!

I have a soft spot in my


heart for corn bread. I love
to make it and I love to
have it with soups or cold
salads or spicy dishes or
just plain with honey. It
makes an ordinary meal
just a little special, whether
it is served hot or cold,
sweetened or savory. Plus,
it is good as a snack imag-
ine it warmed just a bit
with some butter and honey
dripping from the sides
oh, my!
CORN BREAD
1 package Quick Rise yeast
1/4 cup very warm water
2 cups scalded and cooled
milk
1/2 cup sugar
1/2 cup soft shortening
1 tablespoon salt
3 cups flour
1 cup yellow corn meal
2 eggs
4 to 4-1/2 cups more flour
In large bowl, combine
yeast dissolved in warm
water along with milk,
sugar, shortening and salt.
Mix well. Add 3 cups flour,
corn meal and eggs and
beat very well. Add more
flour to make a soft dough.
Turn out on floured
board and knead 5-8 min-
utes, adding flour as needed
to a soft, smooth dough.
Place in greased bowl and
let rise until doubled.
Shape as you like in
round loaf or regular bread
loaf pan. Let rest 20 min-
utes. Bake at 350 degrees
for 35-40 minutes.
Mariah says, This is a
good bread to serve with
chili, but my favorite is
toasted and spread with
cream cheese for a break-
fast bread.

cake that is perfect for
snacking any time of day
. or for those evening
munchies that we get.
Great with coffee, but won-
derful with a cold glass of
milk:
OVERNIGHT CINNAMON
PECAN COFFEE CAKE
Streusel Topping:
3/4 cup firmly packed
brown sugar
1/2 cup chopped pecans
1 teaspoon cinnamon
Coffee Cake:
2 cups all purpose flour
1 teaspoon baking powder
1/2 teaspoon salt
1 cup sour cream
3/4 cup soft butter
1 teaspoon baking soda
1 teaspoon cinnamon
2 large eggs
1 cup sugar
To prepare streusel top-
ping, combine sugar, pecans
and cinnamon in a small
bowl. Set aside.
To prepare coffee cake,
beat butter and sugar until
light and fluffy; add eggs,
one at a time, beating after
each addition, until com-
bined.
In a separate bowl, com-
bine flour, baking powder,
baking soda, cinnamon and
salt.
Add flour mixture to egg
mixture, alternately with
sour cream and ending with
flour mixture. Beat just
until blended.
Spread batter into a
greased 9x13 inch pan and
sprinkle streusel topping
over batter. Cover with
plastic wrap and refrigerate
8 to 18 hours (which will be
overnight)
The next day, preheat
oven to 350 degrees.
Bake coffee cake 35 min-
utes or until toothpick
inserted in the center
comes out clean. May be
served warm or room tem-
perature.
Recipe serves 12 people.

stores. Healthy, healthy,
low fat, and so tasty:
This recipe would com-
plement either of Mariahs
recipes. This soup is low fat
and very nutritious, espe-
cially good made with fresh
ingredients from the gar-
den. If you make it, you can
brag that you made it from
scratch, starting with the
whole chicken that ought
to give you some points
with the family. (Besides, it
is fun to feel so old-fash-
ioned-y, like a real pioneer
woman):
MOMS SPECIAL CHICK-
EN SOUP
Can you just taste this
soup with a side of Mariahs
Corn Bread oh, me, oh,
my:
1 broiler/fryer chicken (3-
1/2 to 4 pounds)
3 quarts water
1 medium onion, quartered
4 celery ribs
2 chicken bouillon cubes
2 sprigs parsley
1 garlic clove
2-1/2 teaspoons salt
1/2 cup thinly sliced carrots
1/2 cup chopped fresh pars-
ley
3 cups cooked rice
Place chicken and water
in large kettle or Dutch
oven. Bring to a boil.
Reduce heat and add onion,
celery, bouillon, parsley
sprigs, garlic and salt as
desired. Cover and simmer
until the chicken is tender,
about 1 hour. Remove
chicken and allow to cool.
Strain and reserve broth.
Discard vegetables.
Add carrots to broth and
simmer until tender, about
15 minutes.
Debone chicken and cut
into cubes. Add chicken and
chopped parsley to broth
and heat through. Ladle
into bowls and add rice to
each bowl.
This large recipe serves
14 (3-1/2 quarts), but fewer
people will have yummy
soup leftovers for quite
some time.

Another tasty side dish


you can make with fresh
ingredients and how good
will it be spooned on the
corn bread that we made
from Mariahs recipe:
SWEET RED PEPPER
SALAD
6 medium sweet red pep-
pers
1/2 cup olive or vegetable oil
1/4 cup chopped fresh pars-
ley
2 to 3 garlic cloves, minced
1/2 teaspoon dried oregano
1/4 teaspoon salt
Lettuce leaves, if desired (if
you have them in your gar-
den this year)
Place whole peppers on a
broiler pan; broil 4 inches
from heat until skins blis-
ter, about 2-3 minutes.
With tongs, rotate peppers
slight and continue until all
sides are blistered and
blackened. Immediately
place peppers in a brown
paper bag, close bag, and
let stand 15-20 minutes.
Peel off charred skin and
discard. Remove stem and
seeds and discard.
Cut peppers into 1/4 inch
wide strips. In a shallow
container, combine the oil,
parsley, garlic, oregano and
salt. Add peppers and toss.
Cover and chill for 3-4
hours. Serve on lettuce (or
on something more sub-
stantial, like Mariahs corn
bread or even regular
bread, garlic bread, etc.).
The choices are endless.
Makes a wonderfully fresh
appetizer, as well as a
tangy side dish.

this one the family wont
believe you made it from
scratch and youll surprise
yourself too:
CREAM OF TOMATO
SOUP
2-1/2 cups diced, peeled
tomatoes
1/4 cup diced celery
1/4 cup diced onion
1 tablespoon vegetable oil
2 tablespoons flour
1 cup evaporated milk
1 teaspoon salt
1/8 teaspoon pepper
3 tablespoons sour cream
3 teaspoons minced fresh
parsley
In saucepan, combine
tomatoes, celery and onion.
Bring to a boil. Reduce
heat, cover and simmer 15
minutes, stirring often.Cool
for 10 minutes and pour
into a blender. Cover and
process until smooth.
In large saucepan, heat
oil. Stir in flour until
smooth. Gradually add
milk and bring to a boil.
Cook and stir for 2 minutes.
Gradually stir in tomato
mixture. Add salt as desired
and pepper and heat
through. Top individual
servings with sour cream
and parsley, as desired.
Recipe serves 3 so you
might want to make double
or more.

Presidents Education Award by the Minnesota
Trappers Association for his work in conducting MTA
youth trapper education courses.

nition recently when he was
presented with the 2014
Presidents Education
Award from the Minnesota
Trappers Association.
Klos was honored for his
work in conducting MTA
youth trapper education
courses.
This years recipient of
the Presidents Education
Award goes to an individual
who has taken the initiative
to become a bold and ever-
enthusiastic force in the
education of new trappers
and the public in general to
the importance of trapping
in modern society, it was
explained in a press release
issued by Minnesota
Trappers Association presi-
dent Shawn Johnson.
Klos hosted courses in
Thief River Falls and
Warroad, and is currently
planning additional pro-
grams that will be presented
this fall.
Although just recently
retired, sitting on the couch
or spending most of his time
on the golf course was not
what he had in mind, said
Johnson in describing the
volunteer work by Klos. He
has made a commitment to
travel to yet another area to
further promote our pro-
gram and provide additional
opportunities to interested
prospective trappers.
If thats not enough,
continued Johnson, he also
volunteered his retirement
time to singlehandedly man
MTA information booths at
three area fairs to further
promote trapping and the
importance of our Trapper
Education Program.
Trapper education is a
subject dear to my heart and
the responsibility MTA has
shouldered to guide and
mentor the next generation
of trappers into the sport is
not one that should be taken
lightly, offered Johnson. It
is my honor to award Dana
Klos with the 2014
Presidents Education
Award. With enthusiasm
and unbridled passion for
the sport of trapping, I
believe we will see even
greater accomplishments
from this individual in the
future.
Klos said that plans for a
fall class are currently
under way and that infor-
mation will soon be made
available to the public
through media outlets.

Falls girls high school ten-
nis team.
Just four days after
reporting for practice, the
Prowlers were en route to
Park Rapids to open the sea-
son with Friday matches

Thief River Falls will not
make a home appearance
until Thursday, Sept. 18,
when Bemidji will be in
town for a 4 p.m. dual.
The Prowlers compacted
regular season schedule will
be completed by Sept. 30.
Lack of practice time
heading into the early open-
er isnt a big concern for
Okeson, who knows his
team benefits from Thief
River Falls strong summer
programs.
It was a great summer of
tennis, pointed out Okeson.
Over 200 girls and boys put
in many hours. For the sec-
ond summer in a row, high
school girls had open tennis
two days a week. The
Prowler Tennis Academy for
ages 15-18 had 110 players
and the city parks and
recreation program for
younger ages had 90 play-
ers.
Thief River Falls went
12-7 in dual meet competi-
tion last fall.
The only senior on this
years roster is Frances
Marshall. She is joined by
several underclassmen who
were starters as sophomores
and freshmen.
We have eight returning
players from last years
squad, pointed out Okeson.
We also have many new
faces. Losing ten seniors, we
have some spots to fill.
There are 49 players in
the program, grades 6-12.

campaign last season, and
the girls spent lots of hours
playing tennis this summer.

A new design has been issued in the series of
Minnesota Department of Natural Resources critical
habitat license plates that features a moose print by
renowned wildlife artist Les Kouba.

plate featuring moose art by
renowned wildlife artist Les
Kouba.
Moose are synonymous
with Minnesotas north
woods and its outdoor her-
itage, said Minnesota
Department of Natural
Resources Commissioner
Tom Landwehr. Nothing
captures the essence of
being up north better than a
bull moose feeding in the
shallows of a boreal lake,
and thats exactly what this
new license plate depicts.
The new moose plate,
which displays a never-
before-published painting by
Kouba, is the eighth critical
habitat plate offered. Other
plates display the loon,
pheasant, chickadee, showy
ladys slipper, a fishing
scene and white-tailed deer.
The legislature created
the critical habitat license
plate program in 1995 to
provide additional opportu-
nity for Minnesotans to con-
tribute toward conservation.
Motorists who purchase a
critical habitat plate make a
minimum annual contribu-
tion of $30 to the Reinvest in
Minnesota (RIM) program.
Every dollar generated
through the sale of the
license plate is matched
with private donations of
cash or land.
Critical habitat license
plate revenue has generated
more than $25 million
toward the purchase of
7,700 acres of critical habi-
tat and helped fund non-
game wildlife research and
surveys, habitat enhance-
ment and educational pro-
grams. Information about

Area hockey fans flocked to Grand Forks earlier this
week to catch a glimpse of the Stanley Cup that was
brought to the Ralph Engelstad Arena for public dis-
play by former University of North Dakota player Matt
Greene, who now plays for the National Hockey
League champion Los Angeles Kings. The viewing
frenzy that produced a long line and very brief contact
with the prize at the REA brought to mind a trip made
by Thief River Falls Times/Northern Watch sports edi-
tor Mike Lundgren to Toronto where visit to the
Hockey Hall of Fame produced a no-wait, no-time limit
Stanley Cup photo opportunity with son Jeff.
Stanley Cup clamor

There was quite a stir in
the area earlier this week
when Matt Greene, a mem-
ber of the National Hockey
League champion Los
Angeles Kings, brought the
Stanley Cup to Grand Forks.
Under a hot sun, a huge
crowd stood for hours in a
line that stretched across
the Ralph Engelstad Arena
parking lot for a brief look
and quick photo opportunity
inside the REA lobby
Tuesday afternoon.
Tradition allows each
member of the NHL playoff
championship team to have
personal possession of the
Cup for one day following
their title-winning efforts.
They can take the prize with
them to the site of their
choice.
Greene, who played at the
University of North Dakota
before beginning his profes-
sional hockey career,
brought it to Grand Forks.
While not among those
attending the Grand Forks
trophy viewing, Times/
Northern Watch sports edi-
tor Mike Lundgren had a
chance for an up-close look
at the Stanley Cup under
less chaotic conditions a cou-
ple years ago during a visit
to Toronto, where the cher-
ished prize sits on display in
the Hockey Hall of Fame.
No crowd, no line, no time
limit. Part of a very leisure-
ly tour of the downtown
museum dedicated to the
history of the sport in
Canada and across the
world.
It should be noted that
there are actually three
Stanley Cups out there.
the original cup, the authen-
ticated cup and the replica
cup.
According to sources, the
orignal Stanley Cup pur-
chased by Lord Stanley him-
self became too fragile for
the abuse that comes with
the trophy presentation and
was retired to the Hockey
Hall of Fame in Ontario.
The authenticated cup,
an exact replica of the origi-
nal, was created to be used
for the trophy presentation
and special events. Thats
the one carried out on the ice
by couriers wearing white
gloves, then paraded around
the rink by the players. Its
the trophy that was in
Grand Forks.
Theres also a perfect
replica, minus any mistakes
or misspellings, that is dis-
played at the Hockey Hall of
Fame when the authenti-
cated cup is out of the build-
ing.
Reports say the NHL first
kept the creation of the
authenticated cup a secret
so that it would be accepted
as the real cup. The switch
was thought to have been
made sometime between
1962 and 1970.

Les Kouba Outdoors to
design the license plate

lished art. The two organi-
zations also signed a part-
nership agreement that will
use some of the proceeds
from the sale of Koubas
moose imagery to help fund
research and management
projects.
This is a unique public-
private partnership formed
to help pay for wildlife
research and habitat work
that we hope keeps moose
on Minnesotas landscape,
said Lou Cornicelli, DNR
wildlife research manager.
The partnership offers
Koubas moose imagery as
incentives for individuals
and organizations to join

Minnesota as a member,

Kouba Outdoors will direct
a significant portion of the

when Smokey first became a
champion of wildfire preven-
tion. Smokeys 70th birthday
was observed Aug. 9.
Minnesota Department of
Natural Resources joins
Smokey in celebrating fire
safety successes and urging
all Minnesotans to be care-
ful with fire.Smokey Bear is
one of the most well-known
symbols in the United
States. An amazing 96 per-
cent of U.S. adults recognize
Smokey Bear and 70 percent
are able to recall Smokeys
tagline without prompting.
Smokey has many educa-
tional materials available,
especially for kids kinder-
garten through fifth grade.
The Minnesota Interagency
Fire Center is home to the
National Symbols Cache,
the place where all Smokey
Bear educational materials
are stored and sent out
nationwide.
Since 1944, Smokey has
told kids and adults that
they can make a difference
in preventing wildfires. His
fire safety lessons have
helped reduce forest fires.
The average number of
acres lost to wildfire nation-
wide has decreased from 22
million acres in 1944 to an
average of 6.7 million acres
today.
Yet, wildfires still harm
public health and safety,
destroy homes and property,
and cost millions of dollars
annually in firefighting.
Minnesota wildland fire-
fighters extinguish an aver-
age of 1,400 fires that burn
31,000 acres each year. Most
of these wildfires, 98 per-
cent, are caused by people
and can be prevented.
Help Smokey celebrate 70
years of fire prevention by
being careful with fire at all
times.
Here are eight of
Smokeys tips for fire safety.
n Dont play with match-
es.
n Never leave a campfire
unattended and make sure
it is cold to the touch before
leaving.
n Use grills, camp stoves
and lanterns away from
materials that can catch
fire.
n Be careful with fire-
works. Put used fireworks in
a bucket of water.
n Make sure outdoor
vehicles and equipment are
in good working order.
Sparks from vehicles and
equipment can start fires.
n Watch the weather.
Hot, dry, windy weather can
increase chances of wildfire.
n Put out cigarettes in a
safe place.
n People who see a wild-
fire, should call 9-1-1 imme-
diately.

Dove season to start
Sept. 1 in Minnesota
Minnesotas mourning
dove hunting season begins
Sept. 1 and continues
through Nov. 9, with
hunters allowed to shoot 15
doves each day, and have 45
in possession.
This is the 11th season of
dove hunting in Minnesota,
where about 13,000 hunters
harvest about 100,000 doves
each year. Nationwide,
there are about 350 million
mourning doves.
Dove hunting is a great
way to introduce youngsters
to hunting, said Steve
Merchant, from the
Minnesota Department of
Natural Resources. It does-
nt require much more than
a box of shells, shotgun,
earth-tone clothing, a hunt-
ing spot and a bucket to sit
on, which makes it easy for
mentors to work with inex-
perienced hunters under
very safe conditions.
While not required, non-
toxic shot is recommended
for hunting mourning doves.
A small game license and
Harvest Information
Program certification are
required for hunters 16 and
older. Hunters younger than
16 must obtain a free small-
game hunting license and
HIP certification.

Candidates step forward

discussed extensively after
firearms were reported
missing from the evidence
storage room at the Law
Enforcement Center in
2013. Police Chief Kim
Murphy was reprimanded at
that time for failing to prop-
erly monitor three firearms
that had gone missing.
In July, the council held a
closed meeting about a com-
plaint regarding Murphy.
After the meeting was
opened to the public, the
council voted 5 to 1 to uphold
prior findings regarding that
matter, stating that the com-
plaint was unsubstantiated.
Prudhomme voted in opposi-
tion. Kajewski abstained
from voting, stating later
that he considers Murphy to
be a friend. An outside inves-
tigator found that Murphy
had no involvement in this
latest reported incident
involving Kajewskis son.
Initial incident
The investigation into
Mattsons and Kajewskis
actions stemmed from a Feb.
22, 2012, incident in the city
of Thief River Falls.
According to the police
reports, a Street
Department employee found
a motorist asleep behind the
wheel near City Hall at 3:31
a.m. The employee woke
Erik Kajewski.
A short time later,
Williams found the vehicle
in the 100 block of Fourth
St. E. Kajewski was
slumped over the steering
wheel of his parents idling
1999 Chevy Tahoe. Upon
encountering Williams,
Kajewski took his foot off of
the brake. The Tahoe then
crashed into a car parked in
front of it.
Drug paraphernalia and
several pill bottles were
found. Kajewski failed three
sobriety tests. A urine test
was then submitted to the
Minnesota Bureau of
Criminal Apprehension.
About nine days earlier,
Kajewski had pled guilty to
a felony charge of terroristic
threats after threatening his
father with a gun in a sepa-
rate, earlier case. He later
received a stay of adjudica-
tion.
Outside investigation
On July 6, 2012, Williams
provided a letter to Kuznia,
asking him to investigate
the actions of Mattson and
Glen Kajewski regarding the
case. Kuznia then referred
the investigation to the
Hubbard County Sheriff s
Office. A Hubbard County
sergeant investigated.
Williams told the investi-
gator that Mattson instruct-
ed him to not mail in the
urine test to the BCA.
However, he had earlier sent
in the test. Williams said
Mattson offered to mail out
the evidence, which was fine
with him.
Williams said he became
concerned after being
approached by Glen
Kajewski during an unrelat-
ed court hearing. Kajewski
said he had met with
Mattson regarding the case.
Williams said he received
a phone message from
Mattson later in which
Mattson said he would keep
the original report. Williams
indicated this wasnt proto-
col and he was now unable
to submit the original report
to Rogalla. He said he was
uncomfortable with
Mattsons interference in the
case.
Williams received the
urine test results June 25,
2012. The test showed the
presence of oxycodone, oxy-
morphone and lorazepam.
After receiving the results,
he recorded two conversa-
tions with Mattson. He sup-
plied the recordings to the
investigator. He said
Mattson referred to Erik
Kajewski as a kid who needs
help and Mattson never
viewed the incident as a
criminal matter.
Rogalla told the investi-
gator that Williams had
been upset about how the
case was proceeding. He told
Williams to tell Mattson to
forward the report to him for
his review. Rogalla said he
told Williams that he didnt
think he would charge
Kajewski with another fifth
degree controlled substance
crime. However, he said he
wouldnt make a decision
until he had the paperwork.
Rogalla said he spoke
with Mattson, who noted
Kajewski was in treatment.
Rogalla was fine with
Mattsons decision to not
submit the case to his office
for consideration of a drug
charge.
Assistant City Attorney
Delray Sparby also told the
investigator that he agreed
with Mattsons decision. He
had been apprised of
Mattsons decision earlier.
Mattson told the investi-
gator that Erik Kajewski
has a long history of inci-
dents involving drug use. He
said he conducted a followup
interview with Kajewski in
order to try to ascertain
information about drug
activity occurring in the
area. Kajewski provided no
useful information.
Mattson met with Glen
Kajewski later that day. He
had seen Kajewski waiting
outside of Murphys office.
He told Kajewski about
what had happened and
what charges his son may
face, which is similar to how
he handles situations involv-
ing other families. Mattson
said Kajewski never asked
for any favors. Mattson said
he told Kajewski that he
would like Erik Kajewski to
complete treatment.
Mattson planned to sub-
mit the evidence to the BCA
and had filled out the neces-
sary paperwork. However,
he said he had forgotten
about it and never submit-
ted it. The investigator
noted the evidence was
sealed and took it into cus-
tody.
Mattson told the investi-
gator that the department
has no policy on evidence
storage and it wasnt uncom-
mon to keep evidence in his
office. He added that his
office is locked when he isnt
in his office.
Mattson told the investi-
gator that he had told
Williams that Williams
could charge Erik Kajewski
for driving while impaired.
However, Williams told him
to handle the case.
Mattson told the investi-
gator that he decided not to
submit the charges since
Kajewski had been sober
and in treatment since his
arrest four months earlier.
Mattson told the investi-
gator that he treated
Kajewskis case like other
cases. He said he made that
decision on his own without
the influence of the
Kajewski family.
Glen Kajewski told the
investigator that he never
asked Mattson for leniency.

serves victims of domestic violence and sexual assault. VIP has an
opening for a full-time (40 hour per week) Domestic Violence &
Sexual Assault (DV/SA) Advocate. The DV/SA Advocate Team is
made up of three full-time advocates serving the following
Minnesota counties: Roseau, Kittson, Marshall, Pennington and
Red Lake. Additional VIP advocates and support staff also assist
in serving victims.
We are seeking applicants with a two year degree in criminal
justice, social work or similar course of study and have two years
of experience working with clients in these fields or similar.
Experience working within the judicial system is helpful.
Domestic Violence and Sexual Assault Advocacy training will
be provided. Benefits for the position include medical insurance,
paid holidays and paid time off. Wage is based upon experience.
Normal work hours are Monday through Friday, daytime hours.
DV/SA Advocates are on an on-call rotation in order to assist DV
or SA assault victims after hours. During an on-call rotation the
advocate is to be located within our five county service area and
within cell phone service. The amount of on-call work with clients
has been minimal during our two year history of delivering this
service.
Advocates will work on behalf of victims with professionals in
law enforcement, legal justice system, human services, housing
programs, medical services, etc. Advocates work with victims on
safety, shelter, legal and other matters.
Applicant must have a belief in non-violence, respect for all
people, a commitment to empowering others, possess excellent
interpersonal and listening skills, the ability to work with diverse
populations and respond in a constructive and supportive manner
to individuals in a crisis situation while working with the VIP team.

Political campaign signs not permitted
on state highway rights of way
Placement of campaign
signs and other unautho-
rized objects in state high-
way rights of way is not
allowed under state law,
according to the Minnesota
Department of
Transportation. In addition,
campaign signs may not be
placed on private property
outside of the right of way
limits without landowner
consent.
Highway rights of way
include the driving lanes,
inside and outside shoul-
ders, ditches and sight cor-
ners at intersections.
MnDOT crews will
remove any unlawfully
placed signs and impound
them at one of its local main-
tenance truck stations.
Violation of the law
(Minn. Stat. 160.27) is a
misdemeanor. Civil penal-
ties also may apply if the
placement of such material
contributes to a motor vehi-
cle crash and injures a per-
son or damages a motor
vehicle that runs off the
road.
In addition, the
Minnesota Outdoor
Advertising Control Act
(Minn. Stat. 173.15) pro-
hibits placing advertising
materials on public utility
poles, trees and shrubs, and
painting or drawing on rocks
or natural features.
Political campaign signs
are treated in the same way
as any other signs wrongly
placed on state highway
property by businesses,
churches, private citizens or
charitable groups.

Mary Ann Schafer and her son, Louis Schafer, both of Red
Lake Falls, stood in their antique Avery tractor Saturday,
Aug. 2 for one last photo before it was shipped off to
Plummer. Mary Ann donated the tractor, which her late
husband, John, purchased shortly after their marriage in
1950 from his Uncle Kuld. The Avery has always been an
ornament tractor, and Mary Ann felt it was time for it to be
cleaned up and enjoyed by others in the area. One of the
men who assisted in loading the tractor, Lawrence Knott,
said future plans for the Avery include building a private
display area to feature the tractor and its history at Tri-
River Pioneers Museum in Plummer. (Submitted)
