,ro+iding the custo(ers 2ith hot 2ater8 es,ecially in su((er ,eriod0 The Pro1ect 2ould need to
su,,ort installation of solar ,anels on those sites8 2here they can de(onstrate an efficient o,eration
fro( econo(ic8 technical and energy sa+ings ,oint of +ie28 and 2here they can contri)ute to
i(,ro+ing li+ing conditions8 and address issues related to cli(ate change8 locali-ed ,ollution8

)e allocated )y the local ,artner (anufacturer0 The F:;T;$G Plant8 selected as a local (anufacturer
for solar ,anels8 infor(ed that it 2as not in a ,osition to contri)ute local (aterials to the ,roduction8
according to the local ta> legislation8 ta> is ,aid on the turn9o+er of an enter,rise8 and therefore all
costs ha+e to )e reco+ered fro( sales0 #ccording to U$"PEs rules8 the solar ,anels ,roduced using
the e@ui,(ent and (aterial granted8 cannot )e sold at ,rofit0 The U-)e. ,artners re@uested U$"P to
allocate additional funds for ,urchase of local (aterials4 ho2e+er8 U$"P considered that the local
,artners ha+e to co+er this shortage of funds as their contri)ution to this ,ro1ect0 To sol+e the ,ro)le(8
the ,ro1ect i(,le(ented and ,lans to underta.e the follo2ing acti+ities3

#s far as the ,ro1ect is a ,ilot and de(onstration ,ro1ect that re@uires su,,ort of the Ao+ern(ent8
such as e0g0 a s,ecial Ao+ern(ent resolution on ta> e>e(,tion for the local solar ,anel
(anufacturers !ta> holidays& and a set of ,ri+ileges and incenti+es for further de+elo,(ent of such
inno+ati+e technologies8 the Tash.ent 5unici,ality and F:;T;$G Plant agreed to 1ointly de+elo, and

(ar.et co(,etiti+e en+iron(ent and to a+oid ,ossi)le (ono,oli-ation of solar ,anel (anufacturing0

10 Since the ,ro1ect is a ,ilot8 de(onstration and in+est(ent ,ro1ect8 strong attention should )e
gi+en )oth to technical as,ects and the econo(ic and financial situation of the local enter,rises that
2ould )e a su)1ect of technology and e@ui,(ent transfer0 The local legal en+iron(ent that regulates the
o,eration of ,roduction enter,rises as 2ell as ta> and custo( legislation ha+e to )e carefully studied to
ensure the ,ro1ect feasi)ility8 (ini(u( ca,acities of the local (anufacturers selected as 2ell as their
sustaina)le o,eration0 #s far as i(,le(entation of such a ,ro1ect re@uires financial in,ut of the local
,artners that cannot )e e>actly esti(ated during the ,re,aratory stage8 this (ater has to )e discussed
and agreed 2ith the Ao+ern(ent as 2ell as clearly indicated in the ,ro1ect docu(ent to a+oid any
dis,utes and (isunderstandings during the ,ro1ect i(,le(entation ,eriod0
Both ,ositi+e and negati+e e>,erience gained during the ,ro1ect i(,le(entation should )e carefully
studied and ta.en into consideration during the lifeti(e of the ,ro1ect0
