Description: Director of Human Resources of Di Campli Unified School District (D.U.S.D.)
Director of Human Resources Job Purpose:
The job of Director of Human Resources was established for the purpose of directing human resource programs and
services; providing information and serving as a resource to others; achieving defined objectives by planning,
evaluating, developing, implementing and maintaining services in compliance with established guidelines; and
serving as a member of the leadership team.
Essential Functions
Implements strategies in Human Resources by establishing accountability for the department, including acquiring
talent, employment processing, staffing, compensation schedule, labor and employment contracts, health benefits,
training and development, records management, health and safety, planning, employee contracts, relations and
retention.
Collaborates with internal and external personnel for the purpose of implementing and maintaining services and
programs. Manages human resources operations by recruiting, selecting, providing orientation, induction, training,
coaching, disciplining staff; planning, monitoring, and reviewing staff job contributions; determining production,
productivity, quality, and school improvement strategies, resolving problems; implementing change.
Coordinates the recruitment process (e.g. advertising vacancies, screening applicants, conducting interviews, making
recommendations for hire, new employee orientation to assure the district of high quality staff.
Directs department operations, the maintenance of services and the implementation of new programs.
Ensures compliance with legal, financial and District requirements. Complies with federal, state, and local legal
requirements by studying existing and new legislation.
Develops financial strategies of human resources operations aligning monetary resources, developing action plans
and analyzing results.
Recommends policies and procedures providing direction for meeting the districts goals.
Facilitates meetings, workshops, seminars.
Updates job knowledge by participating in conferences and educational opportunities; reading professional
publications; maintaining personal networks; participating in professional organizations. Participates in meetings,
workshops, job fairs and seminars for the purpose of conveying and gathering information regarding a wide variety of
subjects required to carry out their administrative responsibilities.
Investigates grievances and/or complaints from employees (e.g. sexual harassment, pay and/or assignment disputes,
etc.) for the reason of reaching solutions that provide a work environment that is healthy.
Supports management by providing human resources advice, counsel, and decisions; analyzing information and
applications.
Directs management and employee actions by developing, writing, and updating policies, procedures, and guidelines
by communicating and enforcing values of the District. Monitors a variety of processes (e.g. certificated and
classified posting process, interview schedules, placement of substitutes, certified and classified placements,
personnel transfers, new employee orientation, new employee induction, and unemployment claims.
Monitors district staffing budgets, allocates department budgets, expenditures and related financial activities,
ensuring that allocations are accurate, and district expenses are within budget limits.
Participates in collective bargaining processes for the purpose of assisting district negotiation of labor agreements.
Reviews policies, current practices, staffing requirements, financial resources for planning purposes.
ABILITIES
Ability to establish and maintain productive working relationships with staff, business associates, and
general community. Ability to work on multiple tasks and prioritize appropriately.
Ability to recognize areas of concern relating to human resources issues and propose or recommend
appropriate solutions to problems.
Ability to communicate effectively.
Ability to exercise initiative and make independent decisions to reschedule work to meet deadlines or to
effectively handle emergency work.
PROFESSIONAL QUALIFICATIONS: Requirements for the position include:
Masters Degree in Education or Human Resources preferred
Experience in Human Resources and Management (Five years experience preferred)
Professional knowledge in contract negotiations, labor unions, and federal and state laws.
Demonstrated knowledge and application of effective human resources principles, practices and trends.
The ability to lead people and be an effective leader in the district and in the community
The ability to increase accountability and efficiency for improved effectiveness among administrative and
professional personnel.
The ability to focus on District results and meet District goals
The ability to improve educational programs
The ability to successfully service all students, families and community within the District
The ability to enhance communication, collaboration and critical thinking skills among administrative and
professional personnel
The ability to promote team-building
TERMS OF EMPLOYMENT
Twelve-month work year.
Salary and benefits shall be in accordance with the negotiated agreement between the Board of School
Directors and the Director of Human Resources.
