MESSAGE FROM THE PRESIDENT/CEO
Dear Stakeholders,
At WORKFORCE SOLUTIONS of the Coastal Bend, we
invest in our regional economic success through access to
jobs, training, and employer services.We strive to meet the
needs of our employers and job seekers through labor market
intelligence. We recognize the value of getting a job, learning
a skill and moving towards self-suffciency and how that
translates to the overall success of our regional economy.
That positive impact results in a competitive and educated
workforce, a growing business community, increased
employment and a return on taxpayer investment.
2012 has been an amazing year for Workforce Solutions.
The combined and coordinated efforts of our Board of
Directors, Board Professionals and dedicated Service
Providers have resulted in our ability to effectively and
effciently serve our customers. We will continue to build on
the success of 2012 and we are committed to strengthening
our community presence in 2013.
I extend my heartfelt thanks to the Chief Elected Offcials,
Board members and incredible staff for their leadership
and efforts in impacting so many families in the Coastal
Bend. Together, we are making the Coastal Bend a great
place to work, do business and live.

Workforce Solutions of the Coastal Bend
placed 6,047 unemployment insurance
claimants back to work within 10 weeks of
filing their initial claim, and in doing so,
not only assisted the job seeker by getting
them back to work quickly, but also helped
to preserve the States Unemployment Trust
Fund supported by employer taxes and reim-
bursements.

2012 Statewide Awards and Recognition
Workforce Solutions of the Coastal Bend has
tracked this particular outcome for several years,
and was well prepared for this performance
measure. 90% of the WIA Adult/Dislocated
Worker customers were placed into employment
related to their training. This was not only the
highest placement percentage in our cohort, but
the highest in Texas.

Workforce Solutions of the Coastal Bend
Board of Directors developed a soft skills
training curriculum called, Career Ready
Workforce Certification (CRWC). The skills
targeted include critical thinking/problem
solving, leadership, professionalism/work
ethic, teamwork/collaboration, and
adaptability/flexibility. After completion of 44
classes, employers can recruit from a job seeker
pool of CRWC graduates that are well equipped
to meet employers needs and comfortably integrate
into the modern workplace.

partnered with Superintendent of the Year, Dr.
Arturo Almendarez, of the Calallen Independent
School District to deliver the CRWC soft skills
program to prepare students for the world of
work. WFSCB received a GOLD Award for
this outstanding CRWC partnership and will
be profiled in the 5th edition of TAPEs signa-
ture publication, Soaring to New Heights in
Education: Powerful Partnership Practices
Across Texas.

Child Care Services
Workforce Solutions of the Coastal Bend receives funding from the Texas Workforce Commission to provide
subsidized Child Care Services for low-income families within its 12-county region (Aransas, Bee, Brooks, Duval,
Jim Wells, Kenedy, Kleberg, Live Oak, McMullen, Nueces, Refugio, and San Patricio counties). This funding makes it
possible for parents to maintain jobs or attend school or participate in training activities which enable them to enhance
their quality of life and the lives of their children.

Local Employer of Excellence 2012
Bay Ltd. is a great corporate citizen and strong
partner in helping the community prosper and
creating above livable wage job opportunities as
well. Workforce Solutions of the Coastal Bend and
Bay Ltd. work closely to bring together partners in
the petrochemical industry, education institutions,
and training providers to discuss how we can
collectively identify employment and training
opportunities for job seekers interested in the
well-paying petrochemical industry.
Their collaboration with Workforce Solutions
Industry Outreach program has assisted our efforts
to develop focused awareness campaigns and
recruitment activities that create interest from
students in high school and area higher
educational institutions to consider employment
opportunities in the petrochemical industries.
Bay Ltd. has made a commitment to this
initiative with their employees time, fnancial
support to programs that support youth
development, and educating the community about
a career path in the petrochemical and supporting
industries that will afford them a good quality
of life.
Sterling Personnel, Inc.
Sterling Personnel, Inc. has been and continues to be
a strong employer client of Workforce Solutions of the
Coastal Bend (WFSCB). They utilize our full range of
services including recruiting and hiring support,
interviewing space at our Career Centers, and training
opportunities available to help them remain successful
in their feld.
In the last two years, Sterling Personnel has posted
over 300 job postings in WorkinTexas.com and has
placed over 25% of the job seeker referrals in the
statewide database. In addition, Sterling Personnel,
Inc. structures their business plan as a full-service
staffng agency parallel to WFSCBs market footprint
in order to maximize the relationship and the resources
made available to their company such as job seeker
referrals, employee training resources, hiring events,
interview rooms, bulletin notices of available jobs,
employer incentive programs, and employer
networking events.

I commend Bay Ltd., Sterling Personnel Inc. and Workforce Solutions of the
Coastal Bend for working together to grow the local economy and provide
good paying jobs in their community, said TWC Commissioner Representing
Employers Tom Pauken.
Non-Custodial Parent (NCP) Choices Program
The 2009 NCP Program implemented in Nueces and Kleberg
Counties by the Texas Workforce Commission (TWC) targets low
income, unemployed, or under employed NCPs who are behind
on their child support payments and whose children are current
or former recipients of public assistance.
NCP Choices is a collaborative effort with the Texas Office of
the Attorney General (OAG) and IV-D Family Courts to help
NCPs, who have substantial barriers to employment and
career advancement, become economically self-sufficient while
also making consistent child support payments. NCPs are court
ordered into the program with jail time as the consequence for
failure to comply.
The Craft Training Center is a key partner for NCPs to obtain
construction industry certifications. Dedicated NCP Career
Center Professionals work quickly to employ the NCP due to
the immediacy of paying child support to avoid jail time.
WFSCB takes extra pride in the successful partnership with
Judge Brazell which is apparent by her advocacy for the
program. As guest speaker at a Family Law luncheon, she
presented that the success of the NCP program was due to the
tremendous growth in local child support payments, and
reduction in jail time.

with other Board areas. I want to commend the Coastal Bend on being extremely proac-
tive with the NCPs and for standing out as some of our leaders in the program. Again,
we appreciate the opportunity to observe Court this week-you are the best at what you
do!
OAG local staff nominating our own Workforce staff winning the State Workforce
Partner of the Year Award.
State wide use of an NCP Financial worksheet developed by Workforce staff to assist
the NCP in navigating the court system and meeting compliance.

Career Ready Workforce Certification
The Career Ready Workforce Certification is typically a four-day classroom setting with innovative curriculum developed by WFSCB
that allows customization of curriculum and program delivery to meet the specific needs of job seekers, employers, school districts,
and workforce partners. Accredited by Del Mar College, the certification provides 2.2 Continuing Education Units (CEUs), a college
transcript and alumni membership. Designed for adult and youth audiences, 14 competencies are learned such as communication
skills, teamwork, analytical problem solving skills, personal management, interpersonal effectiveness, computer technical literacy,
leadership management skills, learning skills, financial management and strong work values. In addition to competencies learned,
students are engaged in other workforce services such as career exploration and labor market information to assist them in choosing
their career path.
Employers are invited to share with students what their company is looking for and reinforcing the importance of soft skills in the
workplace. Proof of performance is further evident by the fact that employers recruit from the class, hire graduates on site and hired
graduates are returning to hire from the class! Employers represented to name a few are, IBC Bank, Results, Stripes, Regency
Nursing, Allied Barton, Manpower, and Pepsi.

Natural gas and oil exploration in the Eagle Ford Shale (EFS), an area
stretching from the South Texas border to College Station, first began
in 2008 and is already providing extraordinary economic benefits to
the Coastal Bend region. Workforce Solutions of the Coastal Bend has

to the communities we serve. This strategic plan involves the coor-
dination of resources to best implement Workforce Investment Act
(WIA) employment and training services. As an organization, we

up our customers with training, jobs and support services, but can
