A common enrolment fee for non-fellowship holders
Any academically selected candidate can join the programme at an annual fat rate of 15.000, which
cover all tuitons, mandatory mobility and the full set of GEM PhD School academic services.
The GEM PhD School can at its discreton award partal or full fee waivers
On the basis of the applicants merits, GEM can ofer reduced partcipaton costs
Fellowships
Several natonal and internatonal scholarships exist for academically selected candidates, who are encour-
aged to seek out funding opportunites to cover the costs associated with the programme
Up to 10 Erasmus Mundus Fellowships are annually awarded by the GEM PhD School
A set of 3-year long EM Fellowships including: (1) a monthly salary; (2) a mobility fund and; (3) all

II - INTRODUCTION
2.1. Seven Disciplinary Fields Covered
By nature interdisiciplinary, the GEM PhD School covers a variety of felds all of which ofer a specifc set of
epistemological and methodological insights into the questons associated with Globalisaton, Europe and
Multlateralism.
The unitng factor behind the programmes diverse agenda is a shared interest in: (1) the internatonal di-
mension of contemporary governance challenges; (2) the lessons to be drawn from comparatve research;
and (3) broader insights born from the specifc insttutonal experience of the EUs external acton.
The research accomplished by any of the Academics, Researchers and PhD Fellows associated with the GEM
PhD School is associted with or several of these research interests. If the programmes perspectve is reso-
lutely internatonal; it includes both Global Studies as well as Comparatve Research. Objects of study include
Global Governance initatves, specfc EU external Actons or other regional cooperaton eforts.
Overall, if the European contnent and in partcular the EUs experience are a central benchmark, even touch-
stone, of the programmes investgatons into contemporary Globalisaton and Multlateralism; alternatve
experiences be they at the global or other regional levels are also included with a view on feeding both com-
paratve research and a beter understanding of the EUs internatonal environment.

III - THE AMETRINE RESEARCH PROJECT
3.1. THE SPECIFIC RESEARCH AGENDA & Questons
The research agenda at AMETRINE is centred on internatonal norms as applied to a varied of contexts
related to globalizaton, Europe, and multlateralism. In partcular, the main foci of research are the fol-
lowing three:
1. The Internatonal Politcal Theory research on global justce. The normatve component of global af-
fairs is increasingly recognised as a key element. Issues of justce such as global poverty and global re-
distributon, minority rights and social inclusion, self-determinaton and interventon, environmental
degradaton and global health, human rights and natonalism, sovereignty and supranatonal insttu-
tons, migraton and citzenship are here analysed.
2. The European Studies research on the normatve components of EU both external and internal acton.
The European Union is a key case study for a normatve approach to internatonal relatons. From the
original discussion on the civilian power of the EU, up to the most recent interpretatons as norma-
tve and ethical power, the EUs actorness cannot be fully grasped without a proper consideraton of
it as a normatve endeavour. Internal issues such as consttutonal afairs, insttutonal engineering,
democracy, and internal politcal economy, but also external issues such as trade policy, democracy
and human right promoton and foreign and defence policy are here examined.
3. The Internatonal Relatons research on norm changes in global politcs and in other regionalizaton/
democratzaton processes rather than the EU. The relevance of norms and principle to analyse inter-
natonal and global afairs is more and more acknowledged. Issues of democracy and human rights
promoton, processes of regional integraton, the politcs of norm changes as promoted by both state
and non state actors, the pluralisaton and dispersion of authority within global governance are here
examined.

4.1. THE SPECIFIC RESEARCH AGENDA
The CITRINE Joint Research Project is coordinated and managed by the Department of Politcs and Inter-
natonal Studies (PAIS) at the University of Warwick. The department boasts a cohort of academic staf in
excess of ffy for academic year 2013/2014, making it one of the largest Politcs departments in the UK.
This represents an increase in staf numbers of around one-third over the last two years, which is an indi-
caton of the type of ambiton that the University of Warwick has for the department. PAIS also regularly
features in the upper echelons of all teaching and research league tables in Politcs in the UK, and both
it and Warwick are rising quickly in global league tables of research excellence. Indeed, Warwick has re-
cently been designated the third best university under the age of 50 anywhere in the world.
Each member of PAIS staf should be considered available to undertake supervisory dutes for GEM School
Fellows, and so the ever expanding numbers in the department is an indicaton of the breadth of expertse
which the University of Warwick brings to the consortum as a whole. This is further indicated by the fact
that it currently has over 80 full-tme PhD students enrolled on the programme into which the GEM School
Fellows will be integrated.
The research specialisms of PAIS staf members and their associated existng PhD students cohere around
four groupings, which taken together provide the department with its collectve research culture and its
specifc profle of research outputs. They are Internatonal Politcal Economy (IPE), Internatonal Relatons
& Security (IRS), Comparatve Politcs & Democratsaton (CPD), and Politcal Theory (PT). PAIS is also
home to three specialist research centres: the Centre for the Study of Globalisaton and Regionalisaton
(CSGR), the Centre for Studies in Democratsaton (CSD), and the Centre for Ethics, Law and Public Afairs
(CELPA). We welcome applicants to the CITRINE Joint Research Project who wish to undertake doctoral
studies on topics related to any of these areas in which the department has expertse. Given that we are
a department of Politcs and Internatonal Studies you will ft best with us if your background is in those
disciplines, but we are defnitely open to the idea of supervising genuinely interdisciplinary PhDs on issues
that are of interest to politcal scientsts and/or internatonal relatons scholars.
Regulatory interests in the European Union and beyond are constantly being redefned under the twin
pressures of globalisaton and multlateralism.
The politcal economy of contemporary world order plays out against the backdrop of both a major
global banking crisis, the real possibility of a fracture within the eurozone and the ever-present con-
testatons that surround internatonal trade politcs. These are issues that have been studied in great
detail and to widespread acclaim by members of our IPE Research Group.
The natonal and internatonal security context of contemporary world order is situated against the
backdrop of a permanently changing set of assumptons as new threats come to the fore and overlay
historically-rooted social and politcal tensions, coupled with a new wave of democratsaton enacted
in recent months.
These are areas in which the reputaton of the department is growing rapidly thanks to the work of mem-
bers of the IRS Research Group, ofen undertaken in conjuncton with members of the CSD.
Public policy decisions are likely in the near future to become increasingly prone to challenge at a vari-
ety of spatal scales, as public spending cuts take hold across Europe and beyond. Here the members
of the CPD Research Group contnue to be at the forefront of scholarly debates through their high
profle work. Every member of the Department, at one level or another, focuses their research on the
signifcance of regulatory interests, whether that is in terms of theorising shifing forms of legitmacy
within everyday politcs or through assessing the relatve efcacy of policy-making conducted domes-
tcally, regionally and/or globally.

4.2. THE MAIN RESEARCH QUESTIONS
4.3. THE SOUGHT AFTER DOCTORAL PROFILES
More than ever perhaps, the EUs relatonship with its inside and outside is open to queston. Within this
debate sit quite diferent narratves of: (i) the regulatory role that diferent legal jurisdictons should have
over economic, security and public policy issues; (ii) how these diferent legal jurisdictons should consttute
themselves as actors within the increasingly global domains of producton, fnance, trade, the environment,
natonal security, governance, etc.; and (iii) what sorts of values, preferences and norms should be repre-
sented and by whom in each of these felds of public policy and many more besides. At every turn, these
narratves spark alternatve technical and normatve arguments, with each being enveloped by potental
sources of politcal controversy and struggle. The quality and intensity of these debates vary within and be-
tween European states, as well as between European states and a range of diferently situated social forces
located in the rest of the world. In some cases the use of formal politcal authority is seen as an interventon-
ist threat to neoliberal growth strategies. In others this view is inverted and the use of formal politcal author-
ity has merely cemented neo-liberalism and should thus be seen as a threat to social progress, cohesion and
developmental growth strategies designed to exit recession. These are also contests about legitmacy and
the extent to which the economic, social and security governance beyond neo-liberalism can contnue to rest
upon currently existng politcal foundatons.
The CITRINE Joint Research Project will study the interplay of any combinaton of forces that come together
in struggles over the scope and character of contemporary regulatory interests.
CITRINEs work will grow out of the following research themes. One or more of these themes will typically
be embodied in all of the specifc research initatves to be sponsored at each call for doctoral applicatons.

V - THE MORGANITE RESEARCH PROJECT
5.1. THE SPECIFIC RESEARCH AGENDA
Over the past decades, both Internatonal Relatons Theory, and European Integraton Studies have been
redrawn by major factual challenges and conceptual debates. These challenges have fostered a host of
innovatve avenues of enquiry within and between both of these research felds. This in turn has led to a
dynamic interdisciplinary dialogue. As this new scientfc agenda unfolds, parallel dynamics of coopera-
ton and discord within the emerging new multpolar system; in conjuncton with contrastng processes
of insttutonal convergence and fragmentaton; is a fertle ground for methodological and conceptual
innovatons.
Since the early 1990s, internatonal insttutons have undergone something of a revival illustrated both by
a major proliferaton of regional initatves as well as by a growing call for re-invigorated Global Govern-
ance mechanisms. Since the end of the naughtes, their multple defcits have undeniably been laid bare
by the prolonged fnancial, economic, and ecologic, and crisis. Such short-comings include: structural dif-
fcultes in collaboratvely addressing global challenges such as Climate Changes; debilitatng stalemates
with regards to necessary reforms of key regional and internatonal organizatons; blinding uncertaintes
facing democratc transitons in the Mediterranean and elsewhere; as well as the contnued management
of local conficts and human security challenges. All in all, insttutonal evolutons have not yet meet the
changing efciency and legitmacy challenges facing the global system in the current multpolar world.
Accordingly, in-depth exploraton of multlateral and mult-layered insttutonal dynamics both in light
of their inherent diversites, as well as their converging elements has become a major research agenda
within the social sciences. Various approaches be they the set of new insttutonalisms, or among others
constructvist, post-structuralist, cognitvist, and behaviouralist perspectves; have thus come to ofer the
research community a rich analytcal framework wherewith to broach a broad set of multlateral dynam-
ics, both at the regional as well as global level. Transnatonal networks, ideas, interest representaton,
changes in statehood, interregional relatons, and evolving identtes are all possible components of this
research agenda centred on the role of regional and internatonal insttutons in global afairs.
The MORGANITE Joint Research Project strives to study the insttutonal implicatons of the emerging mul-
tleveled multlateral global system. These insttutonal evolutons are to be assessed on the basis of both
historical as well as topical perspectves, without neglectng key theoretcal and methodological consid-
eratons. Above all, its research agenda is to be artculated around the abovementoned interdisciplinary
dialogue between Internatonal Relatons, on the one hand; and European Integraton Studies, Compara-
tve Regionalism and Interregional Analysis, on the other.
Accordingly, the MORGANITE Joint Research Project will focus on the following research felds: (1) the fac-
tual and conceptual challenges which have coloured the disciplinary debates on Governance, Regulaton,
Insttutonal Cooperaton, and Multlateralism, both within European Integraton Studies and Internatonal
Relatons; (2) the insttutonal implicatons of evolving regional, interregional, and global agendas; (3) and
the growing interactons and mutual learning-processes emerging between these two levels of enquiry.

5.2. THE MAIN RESEARCH QUESTIONS
A series of specifc questons are to be addressed as the insttutonal dimension of the internatonal sys-
tem is analysed through a variety of approaches. The debates will focus on the nature of the diferent
insttutonal actors, processes and setlements on the world stage. Furthermore, the theoretcal issues
born from the emerging tensions between the imperatves associated with natonal State sovereignty on
the one hand; and supra- or trans-natonal challenges or constraints, on the other; will form a recurring
leitmotv throughout the projects agenda.
While partcular atenton will be paid to the signifcance of the insttutonal debate within the European
Union, notably with regards to its External Acton; the PhD School will also focus on other insttutonal
arrangements -at the Global and Regional level- which have come to face questons resultng from the
evolving global system. MORGANITE will atach partcular importance to evaluatng, both through com-
paratve analysis as well as interdisciplinary dialogue, to which extent the various existng insttutonal
arrangements can contribute to the emergence and stabilisaton of a legitmate and efcient multlateral
and mult-levelled Global Governance system.
5.3. THE PREVAILING RESEARCH THEMES
Key existng Global and regional insttutons will be studied through their specifcites; as well, as through
their overall contributon to Global Governance.
Accordingly, MORGANITE will sponsor a wide range of specifc research initatves within any of the fol-
