QUESTION 1
Policy change can be defined as "....the replacement of one or more existing policies by one
or more other policies" (Lester ef a/ 2008, p. 145).
Using any one of the Malaysian policy issues, explain why policy should be changed.

Culture refers to the way people of a particular cultural origin and affiliation come to
understand the world, each other and themselves.
With special reference to Kartika Sari Dewi Sukarno case in 2009, critically and logically
demonstrate how changes in socio-cultural and beliefs affect a policy issue in moving onto
agenda level.
