Job Title : PhATS Assistant Manager (Philippines)

Project /Area :

Based in Bantayan Island with frequent trips to multiple locations in
northern Cebu province and elsewhere within the Philippines.

Supervisor/Title :

PhATS Manager/TL shelter and WASH -Islamic Relief Worldwide,
Philippines.

Grade Steps :

Negotiable

I) SCOPE OF RESPONSIBILITIES

This position holds responsibility for the high quality and effective delivery of WASH
programming to support the victims of typhoon Yolanda/Haiyan according to recognized
national and international standards.

In supporting the identification and prioritizing of the most vulnerable persons within the
communities in which IR is working, the WASH Team Leader will report directly to IR WASH
Manager/TL and be responsible for the technical support and supervision of multiple project
teams in several locations within the Philippines to prevent and/or mitigate against WASH
related public health concerns in accordance with IR policies and procedures.

He/she will also be responsible for assisting the IR-PhATS manager/TL shelter and WASH
related to the WASH programme specifically on PhATS funded by UNICEF in representing the
organization to a range of external actors, including beneficiaries and other key stakeholders,
such as: local/provincial/national governmental authorities, UN agency, peer organization,
national NGO, and private sector staff.

II) JOB SUMMARY

The holder of this position will fulfill the assisting the PhATS manager/TL shelter and WASH in
the coordination and technical role relating to UNICEF funded PhATS projects within IR
Philippines Programmes Department. This will include but not limited to the coordination and
monitoring of the delivery of the WASH teams on PhATS implementation in Bantayan and Daan
Bantayan Municipalities.

Islamic Reliefs mission in the Philippines is to assist in the relief, recovery and strengthening of
communities following typhoon Yolanda. We work regardless of ethnicity, religion, or gender;

III) MAIN DUTIES AND RESPONSIBILITIES


Conduct of baseline data gathering and related need assessments of targeting
Barangays/schools with current open defecation practices and related WASH
needs to submit the report, analysis and recommendations.
Conduct field mentoring of teams ensuring proper implementation of PhATS
projects in the areas in consonance to the guidance of WASH manager and
related national guidelines and agreed standards.
Assist the identification, development of appropriate design, tools and behavioral
change communication key messages.
Build the field staff capacity on the implementation of PhATS and pro-poor CLTS
community triggering.
Monitor and supervise the daily activities,performance and progress of the PhATS
implementation and provide timely report to the PhATS manager/TL shelter and
WASH.
Provide technical role and leadership on the PhATS field implementation ensuring
timely and appropriate project delivery.
Assist the preparation, organizing of WASH events, trainings and community
assemblies related to PhATS projects.
Work closely with the WASH engineer, field technical staff including Hygiene
Promoters and relevant support staff to ensure smooth project implementations.
Assist the preparation and development of detailed implementation plans
through team and stakeholder consultation particularly considering women,
children, and people with disabilities - for all WASH related projects.
Assist the overall implementation of WASH related projects particularly on PhATS
in conjunction with PhATS manager/TL Shelter and WASH.
Assist the monitoring of the implementation of PhATS activities, ensuring that all
the activities are compliant with the projects requirements as instructed by the
PhATS Manager and in collaboration with related different projects and sectors.
Assist the PhATS Manager/TL shelter and WASH in planning and monitoring
project budgets, while ensuring appropriate compliance with expenditure
procedures for the WASH activities in respect with donor requirements and IR
procedures.
Assist review of implementation and recognition of additional and/or changing
WASH needs specifically on PhATS related issues.
Assist the identification and design of appropriate tools, designs, methodologies,
and other sanitation options for the implementation of PhATS, pro-poor CLTS
triggering activities
Assist the monitoring complaints mechanism feedback IR process with M and E
focal persons.
Assist the procurement and monitoring of the WASH supplies and materials
related to the implementation of PhATS.
Assist the PhATS Manager/TL shelter and WASH in IR representation to related
networks/clusters at provincial/field level.
Assist and support the preparation of in-country WASH strategy, linking relief
with rehabilitation and development in the affected areas in line with the
organizations long term strategy.
Provide timely and adequate technical documentation of best practices, progress
and database reporting.
Assist the submission of donors report- monthly, quarterly and final report.
Assist the consolidation of teams progress report to submit to the WASH
manager/TL

Liaise and coordinate key activities with local authority partners and concern
agencies leading towards the declaration of Open Defecation Free Barangays and
Municipalities.
Abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, HAP, and
Islamic Reliefs policies and procedures.
Any other assignment given by supervisor/manager.

IV) ACCOUNTABILITIES
Work independently on tasks related to project planning and implementation with
periodic reporting and direction from the WASH manager.
Make decisions on project implementation and its daily management responsibly
based on available resources, skills and knowledge of staff and access to affected
communities.
Ensure implementation of PhATS is locally appropriate and feasible projects in close
consultation with local authorities and communities.
Proper management of financial resources, equipment and project utilities.
Work in adherence to IRs policies and procedures.

V) REQUIRED QUALIFICATIONS AND COMPETENCIES:
University degree in a WASH related field.
Knowledge of community based approaches for water, sanitation, and hygiene in
recovery and development settings.
Knowledge of water, sanitation and hygiene standards (i.e. Sphere).
Experience in Community Led Total Sanitation (CLTS) and PhATS in addressing
open defecation practices is desirable
Experience in Knowledge, Attitude and Practice (KAP) Survey.
Experience on WASH in Emergency is advantage but not essential.
Technical supervision of staff.
Knowledge on Gender and Development is value added.
Competency with the analysis of complex information, and developing clear,
informed recommendations or decisions.
Ability to plan, coordinate and implement technical operations to a high standard
of quality and efficiency.
Able to use participatory methodology throughout all stages of the Project Cycle.
Dynamic personality to work with the local community and diverse culture
environment is desirable.

VI) LANGUAGE
Fluency in Cebuano is essential.
Fluency in English (written and spoken) is essential.

VII) IT SKILLS
Good IT skills. Knowledge of Auto CAD, Microsoft office Word and Excel is
essential.

VIII) GENERAL SKILLS
Willing to adapt to IRWs norms and values without compromising personal

Excellent communication skills - able to communicate and report effectively, both
orally and in writing.

Should be prepared mentally to do extensive field visits to other locations within
the Philippines.
Able to work flexible hours when necessary to carry out the task completion.

Ability to work on your own initiative as well as a part of a team.
It is essential that the post holder shows a good understanding of humanitarian
principles and sympathy with Islamic Reliefs values, as well as a commitment to
Islamic Reliefs vision and mission.
