My dad passed away and my mom (widow) has applied
for legal heirs certificate.
We have 3 properties in New Delhi. Our Lawyer has
asked us to pay a handsome amount of money on account
of property valuation (Stamp Duty) to the court.
We want to know if there is any concession for widow?
Will the court provide any receipt for the paid amount?

or not. if your father died intestate you need a succession
certificate. you need to pay court fees, maximum amount of
court fees would be Rs 75000 . you can ask lawyer to furnish
proof that stamp paper has been paid for said amount .

My passport is Expiring in 1 year. I have got H1B Visa for

Yes, since you plan to stay there for 3 years, you will have
to renew your passport .
Your passport should be valid on your entry in USA. If
your passport is expiring during your stay you have to get it
renewed from the indian embassy visitors travelling to USA
are required to have passports valid for the period of 6 months
beyond period of their intended stay in USA.
In you case, since your passport is expiring in one year
time better get your passport renewed before you travel.

KAMARAJ RULE /AATCHI

I have known Kamaraj Nadar from my age of 5 years. Kamaraj Nadar

used to come to my house along with his master S.Sathyamurthy - residence of
R.V. Krishna Ayyar. Both R.V.Krishna Ayyar and S.Sathyamurthy have known
each other from 1920 onwards as students of Madras Christian College. Sathyamurthy was about 4 years junior to R.V.Krishna Ayyar. But Sathyamurthy
used to get assistance from R.V.Krishna Ayyar for his studies, both of them
became closer. Later. Sathyamurthy entered the Madras Legislative Council
and their friendship became closer. Later during 1930, both of them became
members of the Central Legislative Assembly . Sathyamurthy was elected and
R.V.Krishna Ayyar was an official member of the Sathyamurthy whenever
Sathyamurthy came to my house to visit my house then along Sathyamurthy
was M.K.Venkatraman Ayyar, Popularly known as Mattaparai Venkatraman
Ayyar. Both of them served as body guard for S.Sathyamurthy.
Kamaraj Nadar seemed to have met Sathyamurthy in one his Public
meetings and was drawn toward him, At time came when Sathyamurthy took
Kamaraj Nadar in to his confidence and he appointed him as a Joint secretary
of the Tamil Nadu Congress Committee when he served as the President. When
a conflict arose for the presidentship of the TNCC sometime in the year 1935.
and when C.Rajagopalachari who was not friendly towards Sathyamurthy, he
nominated Subbaiah Naidu of Coimbatore to contest the presidentship of the
T.N.C.C. Sathyamurthy nominated Kamaraj Nadar to contest the presidentship of the Congress. Sathyamurthy was more popular than Rajagopalachari
and Kamaraj Nadar won the election defeating Subbaiah Naidu. This revelry
between Sathyamurthy and Rajagopalachari turned later to an Anti Rajaji
campaign. This is how Kamaraj Nadar became the front leader of the Congress. Kamaraj Nadar and others like S.A.Raheem. Rahim led the anti Rajaji
campaign. By this time Mattaparai Venkatraman Ayyar passed away and thus
Kamaraj Nadar became a sole benifitiary of Sathyamurthy Legacy. It was the
association of Sathyamurthy that elevated for a time to hit back Rajaji.
Under the 1935 Government of India Act, Legislative Assemblies were
constituted in India in all the British Provinces. The Madras Province then extended up to Berhampur and Madras Presidency as was called comprised of the
entire Andra area, Karnataka Area, and Kerala area. This was the biggest British
Province in India. Popular government elected by the people was expected to
assume office. With the control of TNCC by S.Sathyamurthy, every one expected Sathyamurthy to become the Prime minister of Madras. Chief Ministers
now called, were named Prime ministers under the 1935 Constitution. While
Rajaji visualised the fact the Popular feeling in the country and TNCC was in

favour of Sathyamurthy becoming the

Prime Minister of Madras. he retired to
Thiruchangode Ashram and told that he
is not interested in election. The efforts
of Sathyamurthy to persuade Rajaji to
contest the elections did not succeed.
Therefore Sathyamurthy selected candidates to contest the elections to the
Assembly and reserved for himself. After all the names for the constituencies
were announced, Rajaji suddenly came
from Thiruchengode and told Sathyamurthy that he was willing to contest
the elections and wanted a consistency
to be allotted to him. Sathyamurthy
told Rajaji that candidates for all the
constituencies have been announced
and said how can he ask any candidates
to withdraw from the contest to make
way for Rajaji to contest the elections.
But Rajaji asked Sathyamurthy that
he can withdraw from the contest and
allow him to contest from University
Constituency. Perhaps is was a play by
Rajaji to prevent Sathyamurthy to enter
the Assembly and become the Prime
Minister of Madras. Sathyamurthy was
taken back but maintained his posture
and said if it is the desire of Rajaji
should not contest for the Madras Assembly and become the Prime Minister
of Madras, he will bow out and contest
the sent for the Central Assembly he can
contest any sent and win. That is how
Rajaji contested from the University
seat, he was uncontested and later was
elected Leader of the Legislature Party
and became the Prime Minister of Madras. Kamaraj Nadar felt that Rajaji has
deprived Sathyamurthy from becoming
the Prime Minister of Madras and a large
number of congress men also thought
so. Thus the anti Rajaji campaign took
a shape to oust Rajaji from the Politics
of Madras. Assembly., the Congress high
Command wanted Rajaji to be elected as
the Prime Minister of Madras the request
was turned downed and T.Prakasam was
elected Leader of the Legislatures Party
and formed the Congress ministry.
Sathyamurthy passed away in March
1943 and so he was not available to advice Kamaraj Nadar. All that Kamaraj
Nadar know was to check Rajaji from
entering the Madras politics. That was
why Kamaraj Nadar got these Congress High Command recommendation
to elect Rajaji was the Leader of the

Congress Legislature Party, which was
rejected by the Party.
After the defeat of the congress in
the 1953 elections to the Madras Assembly , the congress was reduced to
a Minority. Every one in the congress
rushed to Rajaji to accept the leadership
of the Congress Legislature party and
assume the office of Prime Minister of
Madras. Under the Indian Constitution
the Prime Ministers of states became to
be called Chief Ministers. Kamaraj Nadar had no choice but to keep low then.
It was the mistake of Rajaji to introduce
the model education scheme by a student can go to school at a time and learn
some trade, for instance the professional
trade of the family. This noble scheme
failed as a caste colour was given to the
scheme, Kamaraj Nadar took advantage of the anti Rajaji climate then, and
decided to take over the Chief Minister
ship in 1954. By this time Andhra state
was formed and the linguistics states
formed and Madras province comprising TamilNadu area was formed. Thus
Kamaraj Nadar who was groomed by
Sathyamurthy and who was responsible
for his raise, became the Chief Minister
and felt that Sathyamurthy has become
the Chief Minister.
After becoming the Chief Minister
, Kamaraj Nadar felt that Rajaji was
carrying on a campaign against the
congress as he was the Chief Minister.
Kamaraj Nadar had no education, he
was depending on those who came to
him, The opponent of Rajaji in Public
life, E.V. Ramaswamy Naicker began a
campaign to favour Kamaraja Nadar as
Pachai Tamilan meaning that he is a non
-Brahmin. Kamaraja Nadar took advantage of the situation and hit Rajaji as he
was a brahmin. Kamaraj Nadar proved to
be wrong. Sathyamurthy was a Brahmin
and he made every Brahmin to stand
with the congress, a time can when parties used to say that Brahmins will vote
for congress and this is an advantage for
the congress. Thus the congress had a
strong foot in all the constituencies with
Brahmins backing the congress. But
having become the TNCC president and
having become the Chief Minister on
the strength of Sathyamurthy, Kamaraj
Nadar forgot this fact and felt that he can

Rajaji. Thus he adopted an Anti Brahmin
policy and inducted into the TNCC a
large number of Ramaswamy Naicker
men into the congress. The result was
that the congress lost the support of
the traditional Brahmin support and
brahminical support. and a time came in
1967, the congress lost the elections in to
the Assembly and never Kamaraj Nadar
resorted till his death in 1975.
I met Kamaraj Nadar in 1971-74
period and gave my impression that
he has made a mistake in annihilating
the Brahmin sympathy and support.
Kamaraj Nadar was honest. He felt sad
and used to tell me that if another occasion comes to him to run the government
he can reverse the situation. But this
opportunity did not come to Kamaraj
Nadar. He alone could have reversed
the climate and taken back the congress
to the old glory. It requires strength of
purpose to admit faults and try revert.
Kamaraj Nadar had that strength.
Kamaraj Nadar was called Kamaraj
Nadar till he assumed office as Chief
Minister . It was only after his political
opponents was referring to his caste,
TT.Krisnamachari advised him to adopt
the caste name from his name and refer
only was Kamaraj. thus Kamaraj Nadar
become Kamaraj from 1944 only.
Thus Kamaraj Nadar only indicates
Dravidar Kazagam policies and rule.
This Kamaraj Nadar rule will never
come. Only Congress starts to revive
the Sathyamurthy spirit and revive the
Sathyamurthy Congress. Kamaraj Nadar
rule will come minus the Dravider Kazagam influence.
Kamaraj was a noble man, he realised that he had not adopted Sathyamurthy principles at certain circumstances.
He felt that the Congress lost the poll in
1967 and again in 1971 due to his faulty
calculations. He wanted an opportunity ,
he was paining and this had deteriorated
his health. He passed away with a heavy
heart. What ever it may be Kamaraj
lived like a great leader and he passed
away as a great leader. Only a Sathyamurthy Congress can invoke Kamaraj
epoch. Kamaraj Rule will come only if
Sathyamurthy Congress is reviewed and
follow on.
