Concept Proposal

Executive Summary
Northwest Cascade, Inc. (NWC), is pleased to submit an unsolicited proposal for Catlett
Calverton Wastewater Solution under Fauquier Countys current PPEA Policy (Policy
Number FDP-02). Catlett Calverton Wastewater Solution is proposed to improve the current
wastewater infrastructure condition of these villages. The current wastewater infrastructure is
old, comprised mainly of individual on-site septic systems. Both the commercial and
residential property owners are unable to carry on their daily activities or confidently look to
the future due to inadequate wastewater infrastructure in their communities.
NWC will take the lead for designing, constructing, and operating the wastewater system and
will provide completion guarantees and warranties. These will be in the form of bonding, first
during the design and construction phase and then for operation during the contract
management phase. Carson/Ashley, LLC, (C/A), will provide supporting services to NWC in
surveying, site engineering, and designing of the proposed wastewater collection (sewer)
system. Combined NWC and C/A team members have technical and operational expertise
and decades of relevant experience working on the tasks necessary to complete the project.
We have provided a list of Virginia references comprise of our clients and regulators with
whom we have worked on projects similar to the one we are proposing for Catlett Calverton.
The Countys current PPEA policy Section VII-A (Policy Number FDP-02 pages 6, 7, 8, and
9) specifies the format for proposal submission at the conceptual stage. There are five
subsections to Section VII-A and our proposal addresses each of these subsections. Our
proposal is consistent with the specific requirements of the PPEA policy and we request that
the County refer to the policy document while reviewing our proposal. We have identified
several of our responses as CONFIDENTIAL INFORMATION and on the next page we
have given our reasons for withholding certain responses from disclosure. Those responses
that we believe would give undue advantage to our potential competitors during the evaluation
process are identified as confidential. We request that the County honor our request for
confidentiality during the review and selection process.
During meetings with the County staff earlier this year, we were informed about the cost
limits and the scope of the project. We believe this proposal will effectively address the
Catlett Calverton wastewater issues within the cost limits. This includes capital costs not to
exceed the current funding level of approximately $7.2 million and typical monthly sewer fees
not to exceed $60 per connection. However, there are several unknown factors that impact the
capital costs. One of the most important is the cost of acquiring land for decentralized system
installation. In our proposal, we have outlined the Countys responsibilities related to the
proposed project. We are confident that the cooperative concept we are proposing under the
PPEA policy, if executed, will solve the current wastewater problems in Catlett Calverton.
Anish Jantrania and Paul Bernard will be the primary contact team members as the County
conducts its review process and during the project execution process, if this proposal is
accepted. Both Anish and Paul have met with the County staff on several occasions, have
shared basic concepts contained in this proposal, and have received positive feed-back on the
concept. We are ready to work with the County to move this project forward.

Northwest Cascade, Inc.
Northwest Cascade Inc. (www.nwcascade.com), is based in Puyallup Washington. We are the
premier provider of civil construction and sanitation services. Our dedicated people work
together to create innovative solutions and highly satisfied customers. We have approximately
340 employees and annual revenue exceeding $50 million.
We operate several divisions that provide a wide range of sewer services in Washington State
and in communities across the country. We have bonding capacity in excess of $10 million
per project and $40 million aggregate.
Relevant divisions include:
A. Heavy Construction This division specializes in the installation of underground
utilities, earthwork, site development and road construction for public and private
owners. We have extensive experience in constructing all forms of gravity sewer,
low-pressure sewer collection systems and water lines.
B. Residential Construction Specializes in the installation of side sewers and onsite
systems for residential and commercial customers. We have extensive experience
installing most forms of advanced treatment and subsurface effluent dispersal systems
now on the market.
C. Flohawks- Provides septic tank pumping, drain cleaning and onsite system
maintenance services in Western Washington. This division has extensive experience
maintaining most forms of advanced onsite treatment and dispersal systems, including
contracts for approximately 1,500 home onsite systems within our current service
area.
D. NCS Wastewater Solutions NCS designs, builds and operates water and
wastewater treatment and effluent dispersal systems for commercial clients and
residential communities across the country, including Virginia, Georgia, North
Carolina, and Maryland. Turnkey services extend from site and soils evaluation to
hydrogeology engineering and design, permit management, construction and ongoing
operations management.
Northwest Cascade holds a Class A Contractor License in Virginia (License # 2705 129494).
Northwest Cascade also holds an Onsite Sewage System Professional's License with a
designation as an "Interim Alternative Onsite Sewage System Installer" (License # 1932
000207). Both the engineers on our team, Robert Albornoz and Anish Jantrania are
professional engineers registered in Virginia (License # 0402041717 and 0402032642).

KEY EMPLOYEE RESUME SUMMARIES


Anish Jantrania Ph.D., P.E. Senior Project Manager and Technical Director
Anish joined Northwest Cascade in September 2008 with primary responsibilities of
managing on-site wastewater design-build-operate projects and expanding business on the
east coast. Anish worked as a Technical Services Engineer for the Virginia Department of
Health in the Onsite Sewage and Water Program for 12 years and he is a nationally
recognized technical expert and speaker at environmental health and technical workshops
such as ASAE, WEF and NOWRA. Early in his career, Anish worked for the EPA National
Small Flows Clearing House and managed the first National Onsite Demonstration Project in
Gloucester MA. Anish has written a comprehensive book with Mark Gross titled Advanced
Onsite Wastewater Systems Technology. Anish has authored or co-authored many technical
papers and delivered numerous presentations on the subject of decentralized/onsite wastewater
systems. Anish received his BE in Agricultural Engineering from the Udaipur University,
India, MS in Agricultural Engineering from the Ohio State University, PhD in Agricultural
Engineering from Clemson University, and MBA from West Virginia University. Anish is a
registered professional engineer in Virginia, Massachusetts, and West Virginia.
Robert Albornoz P.E. Design Engineer
Robert joined Northwest Cascade in February 1998 as Engineer in Training. Through the
years, he has progressed to becoming a P.E. certified in the states of Washington, Idaho,
Georgia, Virginia, Maryland and North Carolina. During his 15 year professional career in
wastewater engineering, Mr. Albornoz has participated as a project engineer, estimator,
technical drawings manager and/or technician on a variety of onsite wastewater treatment
designs relating to residential, small community and/or commercial applications. He has been
responsible for design/build projects ranging in value from $25,000 to $3,000,000. Mr.
Albornoz has designed or been directly involved with specialty wastewater treatment projects
across the United States including STEP collection, gravity sewer collection, Nibbler
pretreatment systems, Bioclere and FAST treatment systems, decentralized sewer treatment
applications, detention ponds, UV disinfection, recirculation gravel filters, mound systems
and dispersal systems such as spray system, pressure distribution, and drip disposal.
Tom Rogers Operations Manager
Tom graduated from the University of Washington in 1974, with a Bachelor of Science degree
in Environmental Health. After college he worked for the Tacoma Pierce County Health
Department as a Senior Environmental Health Specialist for 10 years. Although he worked in
multiple programs, his primary emphasis was in the on-site waste water program. For the past
30 years, Tom has been a construction manager with Northwest Cascade Inc. In addition to
managing the residential construction division at NWC, Tom has been responsible for the
design, build and management of large on-site wastewater treatment systems in 20+ states.
Tom has been a member of several industry associations including WOSSA since its inception
as well as serving on the Washington State Department of Health Technical Review
Committee for six years. He has taught other industry professionals on a variety of onsite
issues at our training center, and continues to play an active role on various local Health
Department committees.

Douglas J. Watt Business Manager


During his 12 year career with Northwest Cascade, Inc., Mr. Watt has participated as a project
manager on many temporary/permanent earth retention systems, drilled and grouted deep
foundation systems, and large utility/road building projects. He has been responsible for
projects ranging in value from $10,000 to $10,000,000. Mr. Watt has managed projects
throughout the United States including soldier pile tieback walls, deep utility installations,
drilled dam and bridge reinforcing tiedowns, soil nail shotcrete retaining walls, and high
capacity micropiles for bridge/building support.
J.R. Inman Operation and Maintenance Manager
J.R. Inman has extensive experience managing Northwest Cascades Flohawks division, and
has held leadership positions in statewide and national associations. Flohawks is the largest
septic pumping company in Northwest Cascades service area, and also is a leader in drain
cleaning, operation and maintenance for residential and industrial customers, and the
manufacture and delivery of septic tanks. Mr. Inmans career with Northwest Cascade spans
over 32 years. Mr. Inman is a leading industry spokesperson for the on-site sewer/septic
industry. He has been an officer of the Washington On-site Sewer Association (WOSSA) for
9 years, including a term as President. He has also served on several committees for the
national On-site Water Recyclers Association (NOWRA), and on the Washington State
Department of Labor and Industries technical review Committee for electrical standards. He
has also been very active in reviewing regulatory changes in the six counties where Flohawks
does most of their work, and holds Operation and Maintenance licenses in all of these
counties. Mr. Inman also teaches other industry professionals on a variety of on-site issues at
the Northwest On-site Training Center.
Michael Kivley Superintendent
During his tenure with Northwest Cascade, Inc., Mr. Kivley has participated as a
Superintendent on numerous large utility/road building projects. He has been involved with
projects ranging in value from approximately $100,000 to $10,000,000. Mr. Kivley has
supervised projects throughout Washington State including capital improvement projects,
water system improvements, storm drainage facilities, gravity and force main sanitary sewer
installations, roadway improvements, and retention systems.
Clint Myers Project Manager
During his 6 year career with Northwest Cascade, Inc., Mr. Myers has participated as a
Project Manager on many large utility/road building projects. He has been responsible for
projects ranging in value from $10,000 to $9,400,000. Mr. Myers has managed projects
throughout Western Washington including water system improvements, storm drainage
facilities, gravity and force main sanitary sewer installations and roadway improvements.

Paul A. Bernard, P.E. Lead Civil and Infrastructure Engineer
Mr. Bernard is responsible for civil engineering at Carson, Ashley & Associates, LLC. He has
a broad range of experience in civil and infrastructure engineering design and project
management, locally and abroad. This includes facility and infrastructure evaluation studies,
engineering design, construction oversight and engineering support services, contract
administration. Markets he has served include federal, state and municipal governments,
service authorities and commercial/private clients. Mr. Bernard received his undergraduate
degree in Civil Engineering from the Virginia Military Institute and his Masters in Civil
Engineering from Virginia Tech. He is a registered Professional Engineer in the
Commonwealth of Virginia and is a Designated Plans Examiner in Loudoun County through
the Engineers and Surveyors Institute.
James R. Ashley, P.E. - Co-Owner and Senior Vice President
Mr. Ashley has over twenty years experience in the Civil Engineering field as an engineer,
project manager and business owner. His experiences include planning and civil engineering
design pertaining to land development, with emphasis in water resource engineering. Rick has
gained experience as a design engineer and project manager with projects in numerous
jurisdictions. In 2003, Rick became a partner in Carson, Ashley & Associates. Since moving
to Carson/ Ashley, Rick has been the lead designer on numerous residential and commercial
projects throughout Fauquier and surrounding counties. He continues his focus on water
resources, including work with Dam owners throughout the region to assist in bringing dams
into compliance with new dam safety regulations. He currently serves as co-chairman of the
Fauquier County Engineers and Surveyors Institute (ESI) committee and serves on the board
of directors for ESI. Mr. Ashley received his BSCE Civil Engineering from the University
of Tennessee, Knoxville, Tennessee, and is a Registered Professional Engineer in the
Commonwealth of Virginia.
Eric K. Niskanen, L.S.B - Director of Surveying
Since 1998, Mr. Niskanen has directed the Surveying division of Carson, Ashley &
Associates. Eric has a broad understanding of the surveying profession and is thoroughly
capable in all aspects. In addition to his surveying responsibilities, Erics other duties include
team scheduling, cost estimating and project management. Eric has earned his Associates
degrees in Land Surveying, Civil Engineering and Architecture bringing our clients a unique
perspective for all types of projects. In 2006, Eric complimented his L.S certification with the
additional Class B license joining a small but elite group in the State of Virginia with this
designation. Erics experience is valuable in meeting our clients surveying needs with
thoughtful, practical solutions.

EXPERIENCE AND LIST OF REFERENCES


Gravity Sewers, Pressure Sewers, and Stormwater
Northwest Cascade has installed countless miles of sanitary sewer systems, including deep
pressure interceptor mains, gravity sewer, pressure sewer, and lift stations. Our extensive
storm drainage work includes gravity collection systems, storm water treatment systems, and
outfall structures. Likewise, we have completed many domestic water systems as well as dry
(joint trench) systems. We have successfully completed more than 20 sewer/storm water
projects in the past three years, with contracts ranging from $100,000 to $10,000,000.
Wastewater Treatment
Northwest Cascades NCS Division provides turnkey solutions for wastewater treatment and
disposal for commercial and residential development in non-sewered areas. With extensive
experience in designing, installing, and managing a wide range of available technologies,
NCS has the practical experience to know what works, what doesnt work, and what is the
best, most cost effective technology to fit the need of the site and the client. This includes not
only the construction costs, but also the costs of on-going operation and maintenance.
Completed wastewater treatment plants recently installed or currently in design range from
3,000 gallons/day to over 120,000 gallons/day.
Drip Irrigation
NCS has installed all types of dispersal technologies (drip, spray, reuse) with drip installations
frequently chosen as the preferred option. Drip dispersal usually requires less investment in
wastewater treatment with lower operating costs compared to alternatives. Several case
studies available on our website (Fox Glen, Georgia Tech Club, and Gilfield Comprehensive
Development Program) demonstrate our experience in installing drip irrigation in a variety of
settings. These projects all involved installing numerous drip field zones with remotely
monitored controls and alarms.
Nitrogen Removal
NCS has extensive experience installing and maintaining reliable treatment and effluent
dispersal systems where significant nitrogen reduction is required. The Coweta Crossroads,
Fox Glen, and Georgia Tech case studies are excellent examples of this experience. Our ongoing operation and maintenance services allow us to ensure the performance of the treatment
and effluent dispersal systems and offers the regulators assurances for compliance to permit
requirements. We use computer modeling and extensive practical experience to determine
soil treatment potential for nitrogen assimilation when designing effluent dispersal systems.
Use of soil for nitrogen treatment offers a cost-effective long-term natural solution for
nitrogen removal. The health department regulations specify limits on total nitrogen for all
large on-site wastewater systems within the Chesapeake Bay Watershed. The regulations
require reduction of total nitrogen level down to five mg/l at the project area boundary and
these regulations go into effect in December 2013.

Project description and concept design/solution
The Catlett and Calverton villages are located in the south eastern portion of Fauquier County
on State Route 28. The Catlett Calverton Wastewater Solution project is proposed to improve
the current wastewater infrastructure conditions of these two villages. The current wastewater
infrastructure is old, comprised mainly of individual on-site septic systems. Some residents
and businesses use portable restrooms as their main means of sewage collection. Both the
commercial and residential property owners are not able to carry on their daily activities or
plan for the future due to inadequate wastewater infrastructure in their communities. Picture 1
gives an example of the current wastewater situation in Catlett at a commercial location along
Route 28, Catlett Road.

Our proposed solution is designed to replace the failing and inadequate wastewater systems
with a new, managed decentralized wastewater infrastructure. This design/build/manage
approach will effectively serve both the residential and commercial properties on a long-term
sustainable basis.
Numerous studies have been done and a number of preliminary engineering reports have been
prepared to solve the wastewater problems. These problems are mainly failing septic systems
and the inability to find sites for individual on-site systems by the property owners. Concept
solutions proposed by the previous studies and reports include a centralized collection and
treatment system to serve both the villages. However, the capital and operation costs so far
have been unacceptable.
The most current preliminary engineering report dated March 27, 2011 was prepared by
Resource International, Ltd. We have studied that report thoroughly. Together with
information from the County website and during our meetings with the County, we have
developed our concept solution for the Catlett Calverton Wastewater System.

Our understanding of the primary cost constraints and the wastewater system design
parameters are as following:

Capital cost (design + construction) must be within the current budget of about $7.2
million dollars, which includes secured loan and grant funds;
Overall treatment capacity of the wastewater system must be at least 80,000 gallons
per day (GPD);

Operation cost (monthly sewer bill) must be less than $60 for a typical residential
connection (EDU) and all property owners within the sewer area will pay the sewer
bill; and
Catlett Calverton Service Area Map is defined by the County as shown in Figure 1
presented on the next page.

It is our outstanding that the County has secured the loan funding from the State Revolving
Fund (SRF) program managed by the Department of Environmental Quality (DEQ) and the
amount of the loan funding is $7,102,800. Also, the County has committed $80,000 funding
for this project and has commitments from the South East Rural Community Assistance
Program (SERCAP) for $30,000 in grants for this project. Thus, total available funding for
the design and construction is $7,212,800.

This compares favorably with monthly sewer fees for current


WSA residential customers as shown below (Ref: http://www.fcwsa.org/content.aspx?id=11).

Work expected to be performed by the County
The following tasks are expected to be accomplished by the County or agent(s) appointed by
the County:

Identify the parcel numbers and types of dwellings on those parcels that are going to
be served by the sewer system up to a maximum of 308 EDUs, a list of customers.
Provide access to GIS and other similar information systems available in the County to
the design team to prepare base maps for the project area.
Secure capital funds for design and construction of the decentralized system.

Secure easements and permits for installing small diameter effluent sewer lines along
the public (VDOT) roads, railroad right of ways, or on private properties based on
input from the design team.

Obtain state and county permits.

Any legal issues related to the wastewater project (easements, right of way
agreements, road, rail-road crossing, etc.).

Federal, state, and local permits, and approval, and schedule
We believe there are NO federal permits necessary for this project.
Following are the required permits needed for the construction and operation of the proposed
decentralized wastewater system:

VDH On-Site Sewage System Construction Permit (about 60 to 180 days);


VDH On-Site Sewage System Operation Permit (about 30 days);
DEQ Storm water Protection (VSMP) Permit (about 30 to 60 days);
VDOT road crossing and easement permits (about 90 to 180 days);
Railroad crossing permit (schedule unknown at this point);
County permits (about 30 to 60 days):
o Land disturbance
o Building and electrical permits for utility shed at treatment plant sites

Our design engineers will prepare permit application documents for the County. The County
is expected to submit the application documents with the appropriate fees to the permitting
agencies and obtain the permits. Any legal work necessary for permit application or for
easement procurement is to be done by the County.

Anticipated Social, Economic, and Environmental Impacts
We do not anticipate any adverse social, economic, or environmental impacts of the proposed
project relative to the Countys comprehensive land use plan or applicable ordinances and
design standards. On the contrary, the proposed project will offer both economic and
environmental benefits to the County as the project will address the long term wastewater
challenges the property owners have been facing.
The decentralized wastewater system that we have proposed would allow the County to keep
its current land use plan in place and offer wastewater services (sewer services) without
having to depend on new growth within the project area. Since no new growth is necessary
to support the ongoing operation costs of the proposed decentralized wastewater system, we
do not think there should be any additional demand on the current transportation
infrastructure, thus no adverse transportation impact is anticipated. The decentralized
wastewater system approach will allow the County to expand the wastewater services in the
future if necessary, by adding new clusters of wastewater systems.
We plan to design the proposed system based on the current engineering design standards that
meet the VDH permitting requirements for installation and operation of the wastewater
collection, treatment, and disposal systems. Overall, we believe that the proposed project
provides the opportunity for enhanced and improved social, economic, and environmental
impacts within the Catlett-Calverton project area and for the County.

Proposed Schedule for the Work and Phased Opening
Once our proposal is accepted by the County, necessary Agreements are signed, and we
receive Notice to Proceed for this project, we expect to complete the design and installation
work within 24 to 36 months, assuming that the County is successful in accomplishing the
tasks identified in the Section VII-A 3(g) on Page 29.

The design and permitting work


is largely independent of weather conditions. However, construction work is dependent on
weather conditions and not possible during extreme wet conditions, normally winter and
spring time.
Appendix B Page 20 of the PPEA Policy (Policy Number FDP-02) indicates that acceptance
of unsolicited proposals will generally require a minimum of 150 days from receipt of
proposal to signature of interim or comprehensive agreement.

Risk Allocation, Liability, Assurance for Timely Completion, and
Assumptions related to Ownership and Operations.

We believe that the County has secured loan funds from the State Revolving Fund (SRF)
program in the amount of about $7.1 million. Our preliminary estimates for the design and
construction costs are less than the SRF loan amount. However, we cannot estimate the costs
of completing the tasks we have identified for the County in Section VII-A 3 (g). Once
those costs are determined by the County, the feasibility of this project can be finally
determined. One important thing is to have adequate funds (loan + grant) to cover all the
capital expenditures associated with the design and construction task, thus requiring no part of
the monthly sewer fees to go towards paying for such expenditures.
Access to open space is a must for installation of the decentralized wastewater system. The
County has identified several potential locations for this purpose and we have suggested
additional potential locations for this purpose. We believe that the risk of not being able to
find locations is minimal. However, the cost of having access is still unknown. There are
several options the County has to secure locations for this project, other than having to
purchase and own the property. Long-term leasing, property tax incentives, trade-in for sewer
hookup are some of the options.

Plan for development, financing, and operation of the project,
assumptions, and risk factors.
Under the Countys PPEA policy, our plan is to work cooperatively with the Countys staff
and resources on solving the Catlett Calverton wastewater problems. We do not plan to fund
or finance any of the capital costs associated with this project. The operation cost of the
completed project is expected to be covered fully by the sewer fees charged to the users.
We assume that there is an adequate amount of public support available for this project in the
County and within the project area, such that getting agreement on easements for sewer lines
and getting access to adequate amount of open land necessary for the treatment system is
practical and within reach during the design phase. We are also assuming that the County has
secured loan and grant funds necessary to cover the capital costs of this project.
We plan to bill the County monthly based on the progress we make first on the design and
then on the construction work (progress billing). We will develop a Schedule-of-Work table
that will identify the anticipated schedule on which the funds will be required for the work
completed.
There is a long history of failing and inadequate septic systems that people have relied on for
their wastewater management in the proposed project area. With the anticipated benefits a
public wastewater infrastructure offers to the people, we believe that the overall risks
associated with this project are minimal.
The most uncertain risk we see is that of taking the first step of accepting our unsolicited
proposal and starting the project. The County will have to rely on our abilities to work with
the County staff and the residents of Catlett Calverton to implement a cost-effective
permanent solution for wastewater treatment.
We plan to offer a construction bond to ensure successful completion of the design-build part
of this project. Following construction, we plan to offer operation bond to ensure our ability
to operate the system within the boundaries of both the operation cost and permit compliance.

Local, state, or federal resources, County resources, and interest rate.
We do not contemplate requesting local, state, or federal financial or other types of resources
on the Countys behalf for this project. However, we are ready to offer technical guidance
when possible to the County staff to secure additional financial or other types of support that
could help with the funding for this project.
Since the County is planning to fund most of the capital cost with a loan fund, any drop in the
interest rate will be beneficial to the overall cost of completing this project. We have no
ability or plan to offer financing of the capital or the operating costs of this project.

Financial penalties and fees to any underwriting firms.
There are no financial penalties to the County, should the County wish to terminate the project
early other than the costs incurred by us for work already performed or for materials already

We expect that if we are selected to do this project then the County will make best efforts to
fund the project and the people of Catlett Calverton will get the sewer services they have
desired.
There are no underwriting firms that we are aware of for this project, thus the Section VII-A
4 (i) related to the fees of such firms is not applicable in this case.

Section VII-A 5 (a, b, c, d, and e)


Project Benefits, Public and Government Support/Opposition, Strategy
for Public Involvement, and Compatibilities with the Countys Plans.
We believe that the proposed decentralized wastewater system provides the County and the
property owners of the project area a cost-effective, affordable, and sustainable option for
wastewater infrastructure. This project will not conflict with the Countys comprehensive
land use plan, environmental and design standards. Failing septic systems and inability to
find adequate individual on-site solutions for wastewater management have restricted property
owners from using their properties to its fullest extent, causing adverse economic impact to
the County in terms of a lower tax-base.
The decentralized wastewater system solution we are proposing will use current technologies
that are proven for their reliable performance for collection, treatment, and disposal. The
decentralized approach also allows the County to expand the system in the future to serve the
properties that are not developed at the present time. The system can be expanded when
needed, thus minimizing the upfront capital investment to solve the current problems.
Building the wastewater infrastructure as needed offers cost benefits and allows the County to
stay within the current comprehensive land use plan for this area.
We anticipate strong support from the public within the Catlett and Calverton project area as
they have shown interest and a willingness to participate in such a project in previous years.
There have been several votes taken by the Board of Supervisors related to this project that
showed strong support. The VDH state and local office staff also have shown their support
for our proposal. However, we believe that no sewer project gets 100% support from the
Public or Government bodies. Some form of opposition should be anticipated during the
detailed planning phase of this project, i.e., during the public hearing for accepting this
proposal. We are ready to offer our full support to the County staff from scientific, technical,
financial, and regulatory perspectives in order to build general consensus to move this project
forward. We will work with the County staff on developing informational material and
organizing public meetings throughout the duration of this project to keep them informed with
the project activities.
We believe that our proposed Catlett Calverton Wastewater Solution is compatible with the
Countys comprehensive plans related to land-use, environmental and design standards as
well as infrastructure development plans for the proposed service area. It is our understanding
that the County is ready and willing to fund the capital costs related to design and construction
of the decentralized wastewater system and to support the operating costs by collecting the
monthly sewer fees. Thus, we do not anticipate any adverse impacts on the Countys capital
budget or other spending plans if this project moves forward.
