INTRODUCTION

PURPOSE
To:
Make sure that individuals who influence the management of HSE Risk or perform activities with HSE
Risk are competent, and demonstrate that their competence has been assured.
Provide competence assurance for HSE related competences within the Competence Management
Process owned by Human Resources (HR).

The requirements of this Standard inclusive of Appendices are mandatory, and are derived from RF legal,
Shareholder and Lender requirements.
Any deviation from the requirements of this standard is subject to approval by the Technical Authority for
HSE in accordance with the Deviation Procedure.
A controlled copy of the current version of this document is located in LiveLink and is available via the
Sakhalin Energy website. Before using this document it is the Users responsibility to ensure that any

STANDARD OVERVIEW
Purpose
To make sure that employees and Contractors who influence the management of HSE Risk or perform
activities with HSE Risk are competent, and demonstrate that their competence has been assured; and to
provide competence assurance for HSE related competences within the Competence Management
Process owned by Human Resources Directorate (HR).
Competence Requirements:
1. Technical competences (including HSE competences) for Sakhalin Energy Operations and
Maintenance Technicians are specified in Competence Assurance Programme Standard for
Operations and Maintenance Staff. Technical competences for other Sakhalin Energy staff are
specified by Competence Based Development in Learning and Development Guideline and
Competence Based Assessment Procedure.
2. HSE management competences for Sakhalin Energy staff in leadership and operational
supervisory positions are specified in HSE Management Competence Framework Specification
for Leadership and Planning / Supervisory HSE Critical Positions, and consist of 3 HSE
Management System competence elements.
3. HSE management competences for Sakhalin Energy staff appointed as Contract Holders of
HSE critical Contracts are specified in HSE Management Competence Framework Specification
for Leadership and Planning / Supervisory HSE Critical Positions, and consist of 3 HSE
Management System competence elements.
4. HSE management and HSE specialist competences for Sakhalin Energy staff in HSE
Professional positions are specified in HSE Management Competence Framework Specification
for HSE Professional Positions, and consist of between 4 to 21 competence elements (depending
on discipline and Job Group), where 3 HSE Management System Competences are
considered as a minimum required.

staff occupying HSE Critical Positions

6.1. HSE Critical Positions can impact significantly on the execution of an HSE Critical Activity, and
include roles filled by contractor staff. HSE Cases identify HSE Critical Positions for each asset and
logistics. HSE Cases do not cover all company activities so there are additional HSE Critical
Positions in company functions such as Contract Holders of HSE Critical Contracts and Technical
Authorities, and operations such as shipping. HSE Critical Positions are grouped as follows:
I.
HSE Critical Positions responsible for Front Line Operational HSE Critical Activities where
actions (or inactions) taken whilst performing such activities could lead directly to a high risk
incident. These are also referred to as Level 1 HSE Critical Positions.
II.
HSE Critical Positions responsible for Planning/Supervisory HSE Critical Activities where
actions or inactions) taken whilst performing such activities could lead indirectly to a high risk
incident. These are also referred to as Level 2 HSE Critical Positions.
III.
Positions of Contract Holders of HSE critical Contracts where specific HSE control should
be applied whilst managing HSE critical Contracts, taking into account Contract HSE mode
criteria (Contract HSE mode 2) and Contract HSE Criticality criteria where any Hazards are
assessed as Medium or High on the Risk Assessment Matrix (RAM).
Contractors are obliged to provide competent personnel to Sakhalin Energy, in relation to work
that they perform. Work scope and job tasks are under the control of Sakhalin Energy, and
contractor personnel execute allocated tasks. Hence, in general, the normal regulatory
competence requirements are deemed adequate for Level 1 HSE Critical Positions.
The Contract Holder is accountable for identifying any specific work tasks with additional
competence requirements, and addressing these under the contract via vendor or other training.
Contractors are obliged to provide competent personnel to Sakhalin Energy, in relation to work
that they perform.
Sakhalin Energy HSE Competence Assurance program or Contractor equivalent program shall
be applied for all contractor personnel performing Level 2 HSE critical activities. A Contractor
Company Competence Assurance Program is considered an equivalent program, if the
requirements to HSE Competence for their personnel occupying HSE critical roles of Level 2, are
fully consistent with the requirements of Sakhalin Energy for respective HSE Critical roles in term
of content and level of achieved competence (theoretical and practical experience).
The Contract Holder is responsible for the Contractor to implement /adopt the HSE Competence
assurance program, in accordance with the Sakhalin Energy requirements.
Competence Responsibilities
The Human Resources Learning, Development and Talent Manager is Responsible for
requirement 7:
High risk incident: an incident in the red (high) area of the Risk Assessment Matrix (RAM).

7.1 The Human Resources Learning, Development and Talent Manager is a recipient and user of all HSE
Competence related data (including lists of HSE critical / professional positions (see requirement 6 ),
roles (persons), HSE critical / professional positions competence assessment results, records,
reports).
7.2 For competences other than HSE critical / HSE professional positions competences the Human
Resources Learning, Development and Talent Manager is responsible for monitoring of application of
Competency Assessment, Development and Assurance processes for SEIC staff.
7.3 Provides support and advice to HSE Assurance and PrD Technical Training functions on general
Competence Management processes.
The Head of PrD Technical Training is Responsible for requirement 8:
8. Monitor and ensure the application of technical competence assurance processes (as defined in
requirement 1) for Sakhalin Energy Operations and Maintenance Technicians, including:
8.1. Develop and maintain the Competence Unit Standards for Operations and Maintenance Technicians
staff pan Assets.
8.2 Keep the assessment records for technical competencies for Sakhalin Energy Operations and
Maintenance Technicians.
8.3 Maintain a list of positions and names of staff occupying Front Line Operational HSE Critical Positions
Level1.
The HSE Assurance Manager and HSE Competence Assurance Specialist are Responsible for
requirement 9:
9. Monitor and support application of HSE management and HSE specialist competences (as
defined in requirements 2-4) for Sakhalin Energy staff, including:
9.1. Develop and maintain the HSE Competence elements requirements for HSE Management System
and HSE Professional competencies as stipulated in the Appendix 2 and Appendix 3 of this Standard.
9.2. Keep assessment records for HSE management and HSE specialist competences, and communicate
these to Human Resources Learning, Development and Talent Manager on a regular basis.
9.3. Maintain a list of names of staff occupying Planning/Supervisory HSE critical positions (Level 2),
Leadership positions, Contract Holders and HSE professional positions, and communicate HSE
Competence status to General Manager HSE, Human Resources Director and relevant Directors, Asset
Managers and Department Heads.
9.4. Review and approve/reject HSE Competence Derogations in the job profiles, on request to Line
Managers/Assessor.
9.5. Maintain and develop the Pool of HSE Competence Assessors in the company.
9.6. Provide HSE Competence Assessment training for Line Managers (train Assessor) on request to
Line Managers and HSE Competence Awareness Session for Individuals on request to Employees.
The Line Manager is Responsible for requirements 10 and 11:
10. Provide adequate information, instruction, training and supervision so that people are competent to
carry out their work safely in their area of responsibility.
11. Apply the following Competence Management processes to individuals in HSE Critical Positions,
Leadership Positions and HSE Professional Positions:
11.1. Identify and record the positions that require competence assurance, as defined in requirement 6.
11.2. Identify and record the Competences and Proficiency Levels required for the positions that require
competence assurance, as defined in Requirements 1 to 5.

When there are changes in the Company (for example, changes to position holders roles and
responsibilities), identify the positions affected and update the HSE competence requirements for
these positions, if required.
11.3. Assess (if authorized HSE Competence Assessor), verify and record the HSE competence of
individuals against the requirements defined for each individuals position.
Verify that, where individuals hold positions identified in one or more HSE Cases, the individual
has all the competences specified therein.
Provide the assessment records, including date of the assessment and name of the assessor, to
the focal point responsible for keeping the records (refer 7. b and 8.3 above).
11.4. Review competence assessments as part of the Individual Performance Review process (in line
with Performance review process).
11.5. Manage competence gaps, by taking into account the risk associated with the gap, the need to work
without support, and the competence of the whole team.
Select an approach based on the following mitigation measures: Reallocate the activity to
someone who is competent, close the gap through adequate training, and/or provide supervision
and support.
Where appropriate, record the actions in an agreed and documented plan (IDP), including any
restrictions on the tasks that individuals are permitted to perform.
Monitor progress in addressing competence gaps and update the competence assessment when
progress is supported by suitable evidence.
13.1. Departmental Head/Asset Manager nominates a candidate (a Nominee) for HSE Competence
Assessors role with agreement of C-HSE.
Note that a Nominee must be assessed and has no HSE competence gaps according to the required
HSE Competence profile on the current position.
13.2. A Nominee must participate in the formal training HSE Competence Assessment Training for
Line Managers (train the HSE Competence Assessor) provided by HSE Competence
Assurance Specialist. The course is aimed to enable nominated staff (mainly Supervisors and
Managers, and HSE professionals) to conduct HSE Competence assessment (Awareness plus)
13.3. A Nominee must practice Assessors skills (firstly: participate in the role of Observer with
experienced Assessor; secondly conduct assessment with the experienced Assessor (as a
backup)
Assessor is normally a line supervisor of staff.

Note that before conducting Assessment of HSE Competences a Nominee on HSE Competence
Assessors role must discuss assessment practice with the experienced Assessor.
13.4. Departmental Head/Asset Manager confirms the training process of a Candidate is successfully
done ( based on confirmation from experienced Assessor) by advising in writing to HSE General
Manager ( TA1) and HSE Assurance Manager
13.5. HSE General Manager (Technical Authority 1) and/or HSE Assurance Manager (Technical Authority
2) authorize a Nominee as HSE Competence Assessor by sending message to all relevant parties
(business, HSE on Assets, a Nominee and HSE Assurance specialist)
13.6. HSE Assurance Specialist include the name of authorized Assessor into the List of Sakhalin
Energy Investment company HSE Competence Assessors ( the Pool of Assessors) and keeps
records in Livelink/ Confidential area for HSE Competence and Skill pool.

APPENDIX B

Purpose
To define the Competence Framework for HSE Management System for Leadership Positions and
Planning/ Supervisory HSE Critical Positions, Technical Authorities and Contract Holders of HSE Critical
Contracts ( mode 2).
For Sakhalin Energy staff in Leadership Positions and Planning/Supervisory HSE Critical
Positions:
a. There are 3 HSE Management Competences, which are further described in Requirement 3:
c.
These are shown as nine generic job family/types describing the required proficiency levels for
each competence element - see Table 1.
There are also examples of Position types for each Proficiency Profile see Table 2.
There are three levels of proficiency for each HSE competence element - Awareness, Knowledge
and Skill. HR Competence Based Assessment Procedure describes proficiency levels in more
details.
d. For Contract Holders there are 2 generic competence profile shown in Table 3 based on type of
contract (Gold or Silver/Bronze) describing the required proficiency levels for each competence
element. The proficiency requirements have been identified and agreed on 13th HSES
Management of Contracts Steering Committee meeting 02 December 2010, as shown in the table
below:

The Competence Framework for HSE Management System shall be applied as follows:
a. The individual seeking competence validation shall:
Confirm, with the Line Manager, the Proficiency Profile that best reflects the individuals influence
on HSE risk management of the job role (see Table 1, Table 2 if Contract Holder).
Read off the proficiency levels for competence elements HSE Lead, HSE Prepare and HSE
Apply for the selected Proficiency Profile.
Self-assess against the requirements in the HSE Competence Elements, for competence
elements HSE Lead, HSE Prepare and HSE Apply at the levels set.
If the individual decides they meet some or all of the Proficiency Levels, gather evidence to
support the claim.
b. The individuals Line Manager/ Authorized HSE Competence Assessor shall carry out the
competence assessment, as follows:
Select the correct Proficiency Profile that best reflects the individuals influence on HSE risk
management of the job role (see Table 1, Table 3).
Assess the individuals evidence against the competence elements HSE Lead, HSE Prepare
and HSE Apply for the selected Proficiency Profile.
Obtain support from competent colleague(s):

where a required specialist competence level is higher than the Line Managers own assessed
competence
where the Line Manager decides he/she does not have adequate proficiency in a competence
element to do a fair assessment
where the Line Manager decides he/she does not sufficiently understand the assessment
process
where further testing or clarification of the evidence is required, carry out an interview (face to
face or through a teleconference) with the individual.
Explain any competence gap(s) to the individual and suggest ways of possible gap closure.
Initiate Derogation Request in case if competence element or its proficiency level is not relevant
and not applicable for current position/job.
Provide the validated assessment record to the HSE Competence Assurance Specialist for
record keeping and reporting.

Engage with stakeholders and set long-term objectives in line with expectations whilst
adhering to HSE Policy.
Debate and take ownership of the HSE input to the Annual Assurance Letter, and perform
HSE-SP MS Management Review.
b. HSE 2 - Prepare Effective Management Of HSE Risk
COMPETENCE ELEMENT REQUIREMENTS:
Can identify and assess HSE risks systematically and define the standards, plans, procedures
and resources necessary to manage them.
Specific activities in Preparing Effective Management of HSE Risk are:
Identify the HSE hazards and assess the potential consequences.
Define the barriers required to control the identified HSE hazards and the recovery measures
needed.
Select, establish and maintain the required resources, standards and procedures to manage
business, personal and process HSE risks (including during change and across
organizational interfaces).
Identify those positions (HSE Critical Positions) responsible for the implementation or
management of controls to prevent significant incidents and maintain adequate competence.
Establish HSE action plans and targets integrated within overall business plans.
Establish required emergency response capability and plans.
Establish Risk based audit plans to assure compliance with relevant standards and
requirements.
c. HSE 3 - Apply Effective HSE Risk Management
COMPETENCE ELEMENT REQUIREMENTS:
Can implement the HSE MS, standards, procedures, action plans and risk management controls
to deliver continuous improvement of HSE performance.
Specific activities in Applying Effective HSE Risk Management are:
Manage HSE risks in accordance with the HSE-MS.
Establish safe systems of work so that risk remains As Low As Reasonably Practicable.

2. HSE Competence Assurance Specialist checks and submits the form to HSE Technical Authority
(General Manager HSE (TA 1) and/or HSE Assurance Manager (TA 2) for approval/ rejection.
3. HSE Technical Authority (TA 1 and TA 2) review Derogation Request and approves or rejects.
4. HSE Competence Assurance Specialist informs all relevant parties on Derogation revision results,
maintains and keeps records.
Note that in case of any changes in employees HSE critical position/role/job approval on Derogation
becomes void automatically and derogated Competence element is recognized as a Competence gap.

c. Where the individual and Line Manager consider that a competence requirement specified in Table 1 is
not required or is set at too high or low a level, they may seek a derogation. Such derogations shall be
approved by the Technical Authority Level 1 (TA1) for HSE, and documented and recorded in the relevant
HSE Competence Management system.

to prepare effective management of HSE risk.
Competence Definition (Skill level): You can:

Support business leaders, managers, and supervisors to achieve and apply the Line HSE
Prepare competence.
Identify HSE Hazards in the Business and document their effect on people, assets, environment
and reputation in a Hazards and Effects Register.
Assess the Risk of identified Hazards for Worst-Case Credible Scenarios by using the HSE
Management System manual, subsection Risk Assessment Matrix (RAM) and document this
assessment of Risk in the Hazards and Effects Register.
Implement Controls and Recovery Measures for Hazards in blue, yellow and red areas of the RAM
in line with HSE Management System manual, subsection Managing Risk.
Integrate HSE objectives and targets, plus requirements of the HSE Control Framework, into
Business Plans and Procedures.
Establish and maintain Common Risk Controls including Permit to work, Management of Change,
and Emergency Response.
For Awareness level, for example, look for evidence that the person can describe in basic terms:
1. Describe the Common Controls such as HSE Case, Emergency Response Plans, the Management
of Change process and Permit to Work Procedures
2. Explain how local operating procedures should take into account local risks and requirements and
comply with the HSE management system and Standards
3. Explain how to make local operating plans align with Business HSE Plans and local HSE risk profile
