It might be a bandwidth saver, but people won't keep seeding 2 torrents forever.

*In light of this change I may be monitoring the peers from time to time to
make sure people are making nice with their upload ratio. If I notice people
uploading less than 1/10th their download speed, you're getting the ipfilter.dat
blocking. You don't need to do that to get max speed. To get max speed you just
lower both your upload and your download maximum slightly from their highest
values. IE if you max out at 4MB/s set it to 3800. I will also block fakes.
